Letters and debit cards from californias Unemployment Office delivered to a woman living in Staten Island new york. Coming up next here on the 4, hear what she describes as fraud, as those letters just keep on showing up. Plus did tiktok do enough to avoid the Trump Administrations proposed shut down here in the u. S. . Well talk about the Apps Partnership with a Silicon Valley company. Thats coming up. Californias unemployment money has stretched from coast to coast. A woman 0 from Staten Island, new york, is baffled after gets dozens of letters or debit cards from our States Employment Development Department and the mail for her just keeps on coming. Just a few hours go, our Investigative Reporter with her what she believes is fraud. Do you have any connection whatsoever to california . None. Ive never been there. So what did you think when all of these debit cards showed up in your mailbox . Well, at fifth i thought it was just junk mail. There were three or four. I threw them out. I didnt realize, actually, where they were coming from, until the second day when we got five more. And then opened one, and i was, like, oh, well, somebody must need this, but then i realized these five people dont live at my address and could have not lived here in the last 10 years, and then the third day, we got even more, so i started to look into it. What did you make of that when you saw all of these names and youve lived at your same address for so many years . I just thought this is crazy. Like at first it must have been a mistake, but the second day, the third day . Did not seem like a mistake. Did you try calling california edd and tell them what happened . Yes. And theres actually no number on those debit cards to call for california. It links you to the company that the funds are on opinion and as soon as you get that company, they want your social and your information, which obviously we dont have, because were not those people. So that could get in. When you first opened those and saw Social Security numbers and what appeared to be a debit card, watt werent through your head . Well, first, honey these people really dont need, and it second, the is its a lot of money for california to be sending to one address in new york, for multiple people. Not one or two people, but, like, 9. So first i posted on facebook to see if anybody local that i knew had the same issue, and the only response we got was thats crazy, and hope those people dont need it. So i went to google, fornia edd because finally i looked at the return address, and your story was the first one that popped up. So when i went to the bottom, there was a link. I said let me email him and see if he knows anything, and he can do anything or help, because, like, what if some of them really are valid. They dont appear to be, but they could be. What is it like knowing now that youre not alone, that other people not just across the state of california, but potentially across the country, are getting similar letters day after day . Well, first, its a little scary for the mail system to be so, i dont know, random. Like why would you send california benefits to new york, and second, its a little scary to use my address for so many people. But as far as california goes, thats a lot of money. What would you like to see done . When would you feel theres some confidence that theres no going to be accountability . For the unemployment . I dont think theres going to be accountability. Who else has record it . The first like i said, the first batch, i threw away. I thought it was junk. The second batch, i questioned. The third batch i didnt even open, bunt how many people just throw away junk mail or dont look at their mail. Most of my bill with pay on line. Which is why mail in the mailbox was such a concern. We dont get mail. Its got to make you think, boy, if it happened to me, there might be others out there. There has to be other people. No way this is an anomaly, and so many people, to one address . Do you feel like, or would you categorize yourself as a victim here . I dont think i feel victimized. I think the people whose names were used are victimized, and i think it sets a dangerous precedent for your address. Like how do you know that your home is safe . How i do know that these people arent going to come looking for their unemployment cards, but i just hope it all gets straightened out, because its a lot of money going somewhere, or going nowhere, just being spent. All right. Joining us now to talk more about this is Investigative Reporter brooks jarosz. Brooks, thank you. Just remarkable what you showed us right there. Let me start with just clarifying how authorities believe this scheme is working. Is the idea this woman either p back in the mailbox, return to sender, or puts them in the trash and somehow the bad guys are going to intercept those debit cards . You know, thats the big question ive been asking for a while is what is the end game here. The goal to get money . Is the goal to create chaos . We really dont know at this point. The thing that came out last week, the edd told us that on the believe all of this information is from data breaches, both globally and nationally, but they havent pointed to which specific breaches were talking about, what kind of information they may have, and, really, the only way that the edd is finding out about this is when people report it. I mean, we fed in her mailbox, different names. Its just unbelievable. Its remarkable. Clearly the Employment Development department overwhelmed with the number of claims theyre trying to handle right now, and obviously, you know, fraudsters taking advantage. What do we know about the security steps that the edd has taken thus far to try to limit these fraudulent claims and try to stop payments to people who dont deserve them . Well, alex, theres two major efforts that they have put forth. One is they will no longer back date edd checks, so that means if you were unemployed since lets say march or april, you will no longer are able to get money for those months. You will get it from this point forward, for as long as they will give that unemployment funding. The other thing theyre doing theyre no longer allowing more than one name to be associated with one address receiving benefits. Now, i have been told that can be a slippery slope. Some lawmakers are concerned about this, because what if you have more than within person in a household who desperately needs this money, and were hearing time and time again hundreds in not thousands of people sitting, waiting, wondering when theyre going to get a little bit of relief, given this pandemic. Yeah, and therein lies the big problem here, is you have a lot of honest folks who are out of work, waiting for their benefits to come in, and that, of course, may be slowed down because of all of this fraud going on. Ktvus Investigative Reporter brooks jarosz. Really appreciate you staying on top of this. Thank you. And im going to left you know that we have more information for you up at our website here, if you suspect you may be a victim of, or involved somehow in edd fraud. We have put up some information on our website, more about what you can do, how you can report it to the state. Ktvu. Com. You can go there and click on this story. Yeah, really is unbelievable. So proud of brooks and the Investigative Team for really staying on this. All right, starting today the u. S. Is ending covid19 screenings for International Travelers entering the states. By the Trump Administration, but a new partnership with one Silicon Valley tech company may save it here in the u. S. Well talk to a tech expert about that deal coming up next. Around the bay area this afternoon, a little bit of blue in that sky, as we see a minor change in our air quality. A little bit better for tomorrow. Even better if the days ahead. Details coming up. A new Development Today on the fate of the chinese app tiktok. Silicon valleys oracle has won a bid to buy the hugely successful short form video platform continue. The question is, will the Trump Administration approve this plan . Joining me to talk more about it is larry of safely. Org. This chinese app has raised some community concerns. Given that, President Trump signed an executive order. Larry, what does this deal do . Well, its not clear exactly what it does. As i understand it, based on reports, its a partnership, not an acquisition. So my assumption is that oracle would manage the u. S. Operations of tiktok, and especially their data centers, or security systems, doing what they do well from a security side. Now, if theyre going to actually run the company, in other words the actual service, that brings up some real question. They are a business to Business Company without much if any experience work on consumer products, whereas microsoft, who was also bidding to buy s e xbox, windows s larry ellison, who did a fundraiser for him, and perhaps thats part of the reason. I dont know. So, larry, do you think that oracle is the right choice to run this, you know, teen oriented app . Well, from the standpoint of the data center, sure, they have good security. But in terms of the culture, an app dominated by teenagers from a company that is kind of a storagey database company, an Enterprise Company . I think its a mismatch. So im cure yourself as to why theyre doing it, and why microsoft wasnt able to prevail. The question is fit still bind Chinese Company does that really solve the fundamental problem that President Trump and others are trying to deal with involving national security, and i guess it depends on the type of deal that will finally be announced. Larry, that was going to be my next question, do you think that this proposal that weve seen so far does enough to address those concerns . I frankly dont. I think that what is a better solution is for tiktoks u. S. Operation to be owned and operated by a u. S. Company and a company that has some experience with consumer products. That to me would be a preferable outcome, but until i see the actual details of this deal, i cant say with absolute certaintity. Larry, though, you mentioned this relationship between layer ellison and President Trump. Do you expect the administration to give the green light to this deal . It wouldnt be the first time that President Trump has given the green light to one of his friends, who supported him. He favors people who like him. And i think that could be a factor. Fit based on the president s point of view, it probably will go through if its buzz buddy is running the operation, but it remains to be seen, as hopefully other individuals will weigh the besides one individual sitting in the white house. Thank you for your time. Well see you soon. Thank you so much. Outside at this hour, temperatures are running warmer in some areas that smoke has the end out just a little bit.
