So the red flag warning is up. The hills above 1,000 feet. But it does not look as strong as last night. So if you felt good about last night where you lived, youll feel better about tonight. Of course well keep an eye on it. Ill see you back here in just a little bit. The power shutoffs are impacting tens of thousands of people across Northern California. Most are in the sierra foothills, but an estimated 50,000 are on the east side of santa rosa. Tom vacar now with more on the shutoff and how long until the power might come back on. Reporter as of the last report, pg e has imposed Public Safety power shutoffs in 22 counties, including napa and sonoma, as well as 7 tribal lands. If we have each critically dry fuels, which we know are out there, and 40 mile per hour winds, and an ignition, you know, you can get a very fast propagating wildfire. In all, pg e has cut power to 172,000 customer accounts, which according to the u. S. Census bureau is about 510,000 people without power in all of the 82 counties, whose total population is well over 3 million, but for that 1 in 6 people, its hard. Paul lyon from santa rosa said he also went through this last year for nine days. All of the fans and air conditioner and everything shut off. It was still probably around 100 degrees. In the past, weve had this go on for a few days, even i think four or five days straight. We have been doing a lot to keep these psps events smaller, impacting fewer customers, and impacting them for a shorter duration of time. Reporter current forecasts say that the peak winds should end early wednesday morning. Whatever the wind or weather events prosts, we to make those repairs, clear the trees, and then we can turn the power back on. Reporter that is a tall ordinary, because were talking about inspecting 10,625 miles of hourlines, the distance from San Francisco to Johannesburg South africa. We have more helicopters to speed up the preparation process this year. Eyes in the sky, pats in the ground. Well have checks checks of all of the lines. Not all impacting the north bay, not all at the same time, but we are expecting to do several this year, and continuing to do at least one in Sonoma County and one in napa county, and this is, of course, the first one this year. Just one thing after another, it gets a little hard to fake at times, but we seem pretty resilient. Now to the historic wildfires burning around the state. Early today, the Army National guard rescued dozens of hikers who were trapped by the campfire, northeast of fresno. We now have the wind events, very well known here in Northern California. Santa ana wind events, experienced in southern california, and of course parts of santa barbara, these sun downer wind events, all occurring in the last 24 hours and the next 24 to 48 hours, well see wind gusts up to 50 miles per hour. Reporter the governor saying the 2 million acres that have already burn have had set a record for the state, and we are just now entering the most dangerous month. The governor saying california must have a commitment to battling the fires on the ground and battling the long term causes behind the fires, namely Global Climate change. All of these things are connected. This is a challenging time. But were up to this challenge, and we are committed in resolve, not only to deal with this situationally, but to sustainablely address these issues. The governor also pointing out that the vast majority of wildfires are caused by peoples behavior, references the investigation of the el dorado fire reportedly caused by a gender reveal gone wrong. The governor said that a cans must be responsible in the days and weeks to come as fire season kicks into high gear. Pg e is giving an update right now on the situation with the power shutoffs. Lets listen in. . Right now looking at some of the longrange models, we dont see an event on the horizon for at least the next week after this. So today, we did continue to collaborate with the federal forecast agencies, the National Weather service and other forecast age, and those red flag warnings will remain in effect through tomorrow, and other agencies recognize this risk period were in, and to name a few showing high risk and significant fire potential, at least lasting through wednesday. And so thats really my weather briefing. Ill turn it back over to you, wendy. All right, scott, thank you. I want to recap a couple of the highlights i heard. Were still under a red flag warning here in major parts of california, and still seeing a low relative humidity, and dry vegetation on the ground. We do have the all clear 234 some locations in our service area and the good news i heard is we wont see another wind event forecasted over the next 7 days. That about right . Yeah, you got that all right. Yeah, one thing i will add is that this continues to be a very dynamic situation. Were monitoring vert closely, but all of those points are right on. And terrific. Thanks so much, scot. Lets get an operational briefing now. Mark, mark, what can you tell us tonight . Thank you. Mark question lan here with an operational briefing. We have roughly 167,000 customers out of service at the time of this briefing, result from the Public Safety power shutoffs. We began deenergizing all of those customers last evening at approximately 9 00 p. M. , and continued that evolution all the waif through the morning. It was a stallerred type of deenergyization sequence. It was done safely without any damage to the power grid. You can see scope is primarily in the northern portion of our territory. One thing that scott reference inspected his remarks was the ability to adjust timing on the derek, which is to the far south of our Service Territory. As we see changes in the weather, we change with the weather. The first thing we were able to do is notice that the kern county area of the scope, which is to the south end of our Service Territory, they were originally scheduled to be shut off at 2 00 p. M. This afternoon, or 1400 hours, but the weather conditions changed. We expect the winds to come, but we expect them later, so we were able to delay deenergyization until 7 00 p. M. This evening, or 1900 hours, and we anticipate doing that and being shelf and that effort. Along the line of changing weather conditions, we were also monitoring the system, monitoring the wind speeds that scott covered throughout the day. We noticed two specific areas to where we could declare the weather all clear earlier than anticipated. The first area is in the Northern Area of the Service Territory in humboldt and sis company counties. An area of slope where we dont believe that the winds are still at highthreat levels. And then in the southern sierra part of the scope that you could see on the righthand side of the slide, specifically in cal have aer haveias counties. Theres a block of customers ranging between 30,000 to 35,000 customers that we believe can be able to be restored, so were in the process of doing that work. The disadvantage with the time of day is that were running out of daylight, so we wont be able to fly our helicopters in those specific areas. We do have ships in the air now. But they will be landing at sunset, and we will continue the incremental process until were at first light and can get the air fleet back into the air. So the next slide covers really mitigations that weve been able to establish, and avoid customer interruptions, to the tune of 70,000 customers. The most significant block of that effort is really in the humble county. We have a generating station there that has the ability to be placed into an island configuration and carry all of the customers a shutdown, even though the transmission lines that flow into humboldt county from the east needed to be taken out of service for safety. And then the remainder of that 70,000, or really the temporary Generation Efforts that we have put forth, you know can see 10 critical facilities, icus, hospitals. Nontraditional medical facilities that have sense been converted into medical purposes for purposes of covid19 pandemic concerns. We have been able to provide temporary power for that. The last thing ill mention is the 200 grid sexualizing devices we have installed weve actually installed the time see on the righthand side of the slide, roughly 200 of them were in play, and that helped shrink that outage to better match the area of weather risk. All right. You have been listening to pg e officials give an update on the power outages, the power shutoffs that they have started implements around 9 00 last night. We just learned that 167,000 customers are without service because of these Public Safety power shutoffs. Mainly happening in the northern counties, the sierra foothills, 21 counties, and 7 tribal lands are mostly affected here, where pg e supplies electricity. The red flag warning, which is in major parts of the bay area, is under effect, or in effect until 8 00 tomorrow morning. Thats when the winds are expected to start dying down. They have already started dying down in many places around the bay area, but gain, just a headline at this hour that 167,000 customers are currently without service. Theyre watching the weather conditions. When the weather conditions improve, they will start to then restore pure to those customers affected. So that was the latest update there from pg e. Coming up still on the 6 00 news, more than a dozen schools reopen in marin county sense the start of the coronavirus pandemic. A look at how the first day went. Also several counties have moved off of the top tier of the reopening plan. The two bay area counties that made the cut and the one that was left out. What are the protocols that will be put in place, what are the safety precautions. These schools have really stepped up to demonstrate they are willing to do what it takes. About a dozen other schools are still seeking waivers and hoping to open in two weeks. For the parents whose kids did return to school tuesday, they appear to be apong the happiest mothers and fathers on earth. It takes a lot of pressure for parents as well, because we dont have to teach them at home. Time for him to get back to some normalcy, and time tore him to be with friends. The county superintendent hopes to have all marin schools open president winter break. All right. Weve got bad news, good news. The good news is temperatures have really dropped, 25, 30 degrees. Fog backat the coast. Bad news, still a red flag warning for in the hills, above 1,000 feet. The winds are forecast to be much less than last night. If you look at this model, here we are at 3 00 tomorrow morning in the north bay, 20 mile an hour winds, maybe 25 mile an hour winds, out in the delta. And look how quickly you see the winds shift. But look at the wind gusts or wind speeds. Nothing of it is really that terrify, which is hopefully how it will transpire. So the Pressure Gradient not as robust tonight as it was last night. Not as windy tonight as it was last night. And last night, for all intents and purposes for most of us wasnt that windy at all, unless youre up at elevation some this is all smoke from the Northern California fire. This is way up in the atmosphere. This is down in the layer we live in, but the smoke continues to come in. With that wind shift tomorrow, with more of an onshore flow, see that smoke from the fires . Those are fires. Thats not cloud cover. At the smoke. The Oakland Fire Department says Joaquin Miller park and all of the east Bay Regional Parks are closed to all activities. During these times, extreme caution is urged by all residents, because they say a simple spark can cause a wildfire. Chief meteorologist bill mart none joins us with the latest conditions. Bill . If you look at the big picture, julie, things are getting better. Todays temperatures down 15 to 20 degrees over yesterday. At the surface, a bit of an onshore flow. The winds flowing this way in in the upper atmospheres. There are the fires. Theres the leading edge of a fire there. You can see that smoke with that northeast wind coming at us. What you cant see is the fog. Well, you kind of can see it at the surface. Wind develops different layers in the atmosphere, like a layer cake. The winds at the surface are kind of doing this, the winds aloft are kind of doing this, bringing the smoke in, and the lower winds are bringing in the fog along the coast. So theyre kind of battling, but things are getting a lot better. You dont need me to tell you that. You see fog at the coast, you have yourself a Better Weather pattern than weve been seeing, because youll get a temperature differential, and a good onshore push that will help clean the lower atmospheres out just a little bit. So a lot of these environmental clues you have picked up on yourself. Here is another one. Current temperatures, the greens, that represents somewhat of a sea breeze. Here is the most significant thing. These are temperatures from right now. These temperatures, this is the departure from yesterday. And you can see 13 degrees in fairfield. Napa 22. 34 degrees in santa rosa. Come on, things are getting better, things are coming down. The winds are going onshore. Still a red flag warning at the higher elevations, very short lived event, and i wouldnt be surprised they suggested they might do. Here is that sea breeze. Yeah, schist good. There is the fog along the coast tomorrow morning. And then you see the temperatures do what theyre supposed to do. Which is a temperature footprint showing microclimates. Its been nasty. Day at dare of this kind of heat, those two days of records the last two days, not so much today, but the last couple of days, holy smokes. That San Francisco record, 100 degrees a couple of days ago, broke the old record set in 1904. When San Francisco breaks a record, thats a big deal. Now were on the back edge of this thing right now. We do have an air quality alert that is going to linger into tomorrow. But things are kind of pairing down a little bit. Were getting a handling on these fires. The air quality is going to a problem for a while until those fires get completely put out, but, again, i see a light at the end of the tunnel, julie and frank.
