up. let's go back to dave at 4:02. starting today, california's new system for reopening begins. it will allow hundreds of bay area businesses to reopen indoors. that includes hair salons, barber shops and stores inside shopping malls. many owners at the westfield valley mall are among those moving indoors this morning. customers will see signs indicating occupancy limits, arrows to help you with social distancing, and plenty of hand sanitizing stations. >> it is a good thing, as long as everyone uses precautions. a lot of customers want to get out and do some shopping. >> we are excited. we have a lot of customers and loyal patrons asking when we are going to open. >> however, many businesses are not allowed to reopen indoors because counties reserve the right to be more restrictive. in the meantime, many places of worship are banning people from coming inside as well as nail salons, movie theaters, fitness centers and bars. this is all part of the new four tier color-coded reopening system. it replaces a watchlist. most of the bay area is in purple. this indicates a high risk of infection for the coronavirus. only san francisco and napa counties are in the red. that is the second tier. that indicates a lesser risk. starting today, arbor shops, hair salons and shopping malls will be allowed to do business indoors, beginning today. there are several restrictions, including, limiting shopping mall stores to 25% of capacity, and the band mall food court. also, restaurants, gyms and museums will not be allowed to open. in marin county, hair salons and barbershops can reopen indoors. stores and shopping malls can open indoors. it is only 25% capacity. right now, marin county is in the purple category. that indicates a high risk for the coronavirus. but, it could drop down to the second tier of red as early as next week if they're virus cases remain stable. san francisco is also moving towards reopening. their plans will be tougher than the state guidelines. the mayor says, starting tomorrow, salons and gyms can start operating outdoors. we don't know when these buildings can open indoors. under this new system, san francisco schools might be able to open for in person classes. health officials will decide that. enrollment has dropped in a major way at city college and s.f. state. city colleges enrollment dropped 18%, compared to the fall of last year. at s.f. state it is down 8% to last fall. both of those schools started with the online classes. city college says the and roman drop is linked to the pandemic as well as all the difficulties of distance learning. the number of coronavirus cases is approaching 6 million now. telephone you leads the country in the number of virus cases with more than 700,000. almost 13,000 people have died in california from the virus. here, in the bay area, almost 5000 coronavirus cases are now reported. 1100 people have died from the virus. the oakland a's are still in houston, texas where a member of the organization tested positive for the coronavirus. yesterday's game against the astros was postponed to allow time for more testing and more contact tracing. the oakland a's have not told us the name of the infected person. we do not know if it is a player, coach or staff member. they are conducting contact tracing. they are also self isolating. they are scheduled to begin a openings. it is free to download wherever you get your apps. the time is 4:06. the deadly shooting in oregon has led to an argument between the mayor of portland and president trump as to who is to blame for the violence. there is cell phone video of the shooting. it happened on saturday night 15 minutes after a caravan packed with president trump supporters drove through portland. a supporter of the white -- right-wing group was shot and killed. he posted several tweets and president trump blamed ted wheeler for the violence. we were struck back. >> you have tried to divide us more than any other figure in modern history. now, you want me to stop the violence that you helped create. >> the oregonian newspaper reports police are investigating a suspect in the shooting. a man who was accused of carrying a gun at an earlier black lives matter protest in portland. there was also a demonstration by supporters of president trump on the golden gate bridge. >> walk away, walk away! >> reporter: that was part of the walkaway campaign that organizers are staging around the country. they say they want to make a stop in san francisco, urging voters to leave the democratic party. >> why is san francisco important? it's a democrat run city. we have seen it falling apart and in steep decline for many years. >> they were met by county protesters. the police responded to some of the clashes between the two groups. police arrested six people after a weekend of protests. saturday night, more than 100 people gathered and started throwing rocks and bottles near lake merritt. police responded firing tear gas to break up the crowd. one officer was hurt. so far, the police are not saying if this is linked to a black lives matter protest in the same area. police in san jose say they arrested someone for vandalizing city hall. it would follow a similar situation at the home of mayor sam accardo. hundreds of people marched through downtown to protest police brutality. detectives burning for the past two weeks. the fire in santa cruz and san mateo counties is 37% contained. it has earned more than 132 square miles. the california national guard troops will help firefighters today. cal fire has removed evacuation orders for most of the town of ben lomond. people living in other parts of those counties should be allowed to go back home during the next few days. >> right now, we have been aggressively populating. we want to make sure it is not as chaotic. we want to make sure it is efficient and effective for the population to get back home and get their lives back to normal. cal fire says one person has died in the czu lightning complex fires. the scu lightning complex fires keep growing. seven counties are still burning. it has destroyed more than 100 structures. 20,000 more are in danger. 2000 firefighters are battling these flames. cal fire says the dense brush is slowing down operations, that they are making good progress. >> this is an extremely complex area. there are canyons, river drainages, heavy fuel, we will continue to see pockets of fuel in this area that may burn off. that could go for days or weeks to come. >> at this time, three firefighters and two civilians have been hurt. the scu lightning complex fire is the second biggest fire in california history. firefighters are starting to get the upper hand on the lnu complex fire. the fire is now 58% contained. it has burned 586 square miles in sonoma, lake, napa, salama and yolo counties. these structures have been destroyed, homes and businesses, cal fire says firefighters are working to contain flareups in the area. they are also evaluating areas to see if it is safe for people to return home. now, in marin county, the woodward fire near the national seashore is now 15% contained. officials say the marine layer has limited the intensity of the fire. it has also limited the ability to use aircraft to fight the fire. it has burned about five square miles. the marin county sheriff's office has lifted a portion of the evacuation warning for the surrounding areas. the national seashore remains closed to the public. coastal roads are restricted to local traffic. now that firefighters have been able to create partial containment lines in the ellen you fire, some evacuation orders are being lifted. that means people are being able to go back to their properties. for some, homes are still standing, with signs of how close the fire came. the red cross and officials are working to keep everyone safe during the recovery phase and beyond. >> we have been very fortunate. we have been amazed at the service that has been rendered to us by the chp and the sheriffs keeping our home safe. >> we would like to go to your property, have a flag put out where there could be hazardous materials. you stay away from those, then everything else can go into the dumpsters. >> experts say it could take weeks to clean up and remove all the material, but solano county
