A few dozen people had gathered at Piedmont Park when sky fox was there. This event was planned before the shooting of jacob blake. Earlier this month, the Piedmont City Council voted unanimously to fly a black lives matter flag at city hall for the month of august. In the wake of police shooting, the state senate in wisconsin is planning to hold a special session beginning monday to excuse a package of measures on police reform. The governor said legislation is aimed at increasing Police Accountability and creating a statewide standard for use of force. It would ban chokeholds and increase training and prohibit noknock search warrants. Blakes family said he was left paralyzed from the waist down after being shot in the back by a police last sunday. A threeday boycott in the nba following the death of jacob blake. Players and coaches are taking steps to promote social justice and equality. There will be a social Justice Coalition established. He scrapped the states watch list and replaced it with a fouryear colorcoded system, and as Christien Kafton reports, the governor said its an acknowledgment that covid could be with us for some time. Governor gavin newsom has introduced a new colorcoded map to help determine where residents Home Counties stand when it comes to covid19. The aim is to make it easier to determine what businesses and services are available. Were looking at these four tiers, colorcoded. Making it a little simpler for folks. Purple, red, orange, and yellow. We dont put up green, because we dont believe that there is a green light, just says go back to the way things were. Reporter the new system uses covid19 case rates and test positivity rates to determine how rapidly the virus is spreading in any given county. 7 of the bay areas counties are still in purple, but the new guidelines states that they may open some businesses and activities with modifications, including retail, Shopping Centers at 25 capacity, and hair salons and barbershops. In the bay area, only two counties, San Francisco and napa have have moved to the red tier. One level down from purple. We are finally able to allow some businesses to open to do Outdoor Services on september 1st. So thats next week. This includes hair and nail salons, and it also includes outdoor gyms. Reporter mayor london breed saying the new tier rating for the city means San Francisco is on track to take the first steps towards returning to some in person education. Att now to the wildfires burning across the bay area. In the north bay, the lnu complex has consumed 371,000 acres and is now 35 percent contained. More than 1300 homes were destroyed or damaged. To the east, the scu lightning complex fire is slightly larger. It has burned almost 373,000 acres across 7 counties, and 30 contained. In s and in the Santa Cruz Mountains, the czu fire has burned more than 82,000 acres, and are is 26 contained. A combined 862 structures have been either damaged or destroyed. Jesse gary reports the fires there actually spread underground. Oftentimes a fire is burning a tree trunk, or stem of a shrub, it can follow the fire down the stem into the root system. Reporter dr. Kate will kin said flames move underground as opposed to along the floor of a burn area. Thursday as firefighters used controlled burns to limit the supply of fool, flames the czu auction lightning complex fire went south. Dry brush and roots allowed the fire to spread 1,000 acres. So far, it has torched over 82,000 acres across santa cruz and san mateo counties. An area that has been a challenge because the topography and the fuel ins with the homes, here is yet another challenge for us in reconstructing our line. It can be a phenomenon that is hard to see and hard to fight, because its underground. Reporter another challenge for those on the front lines, the danger of fireweakened trees toppling to the ground. In one case, a tree fell, splitting a familys home in two. Were in there assessing that, and developing a strategy on how were going to address that issue. Reporter firefighters say Damage Assessment of roads and bridges in the area is 70 complete. They urge residents running home to show caution, because fire below could weaken infrastructure and lead to injury. You can fall into an area that is very hot from fire. It can also be dangerous for residents in the people returning to their home. Dr. Wilkins said this was the case if the rim fire in yosemite in 2013, due to a lack of rainfall. The underground fire there wasnt tapped out until the following year. Infrastructure groups in the area are being repopulated, making sure that residents are safe, cal fire tells us. The air quality into the bay area worsened again today. According to the bay area air Quality Management district, the smoke is drifting north from the czu fire. It is spreading over the peninsula into San Francisco, and the east bay. Yesterday, a sea breeze helped keep that smoke away, but not today. The spare the air alert that went into effect 10 days guy has now been extend through sunday. Interesting how that can impact the smoke transport system. It is picking up in that southerly flow drawing in some of the smoke from the south, closer to the czu lightning complex fire. As you know see, getting into the afternoon hours, more of a pronounced westerly wind that should set up. Santa clara has even had some approved, but despite state guidelines allowing these waivers for elementary schools, Alameda County has said no. Why are other counties doing this and not Alameda County . If there is a reason for it, i would love to hear it, but im not hearing the rationale, and its hard when we see other counties whose numbers arent as good as ours starting this process. All of the windows in the living room are blown out. All of that side basically survived, and are this side is the one that got the damage and the leaves and the glass. Reporter heavy rain fell for hours in parts of texas and louisiana, as laura moved through, but the unsurvivable storm surge originally forecast was lower than expected, making navigating the devastated area easier. Laura weakened as it moved away from the coast, but still caused extensive damage trees and power lines in arkansas and mississippi. Hundreds of thousands remain without electricity, and officials estimate it could take days to fully assess the damage. Peel say they know it will be a long road to rebuild.
