Heavy military vehicles arrived at the Sonoma County fairgrounds where they will be based. They have been on orders, some of them continuously since early this year with covid. Reporter a third of the citizen soldiers have been a major fires before but all have been trained in camp roberts before coming here. They come none too soon. This is a much welcomed asset, a valuable asset and resource to us here locally. It will be good to get them to work right away. Reporter the cal fire truly needs this help. Obviously the season is already very busy and so we fill the gaps that cal fire doesnt have with resources for reporter these trips will have a very handson approach to provide a wide variety of critical functions, including write up on the fire line. Our mission here is to help the cal fire inside command gain the fire fermenters and how to allocate resources, callout evacuations and key people on the front safe. Reporter other units already at the fires for the last several months or so will use manned helicopters as well as uavs, unmanned aerial vehicles, something similar to but far more sophisticated to radio civilian drones. This can take a toll in a large way when youre trying to get a picture from our chemist from the sky so no one has to go into areas so we can assist cal fire and how they allocate resources and adjust their attack plans for the dates. Firefighters are also making progress on a ccu learning complex fire that is burning in the santa cruz mountains. So far, the fire has burned 80,000 acres in santa cruz and san mateo counties. Tonight, it is still only 19 contained. Want to show you a live picture now from sky fox over the fire zone at the moment. The ccu complex has destroyed or damaged nearly 600 homes and other structures, mostly in Santa Cruz County. You get the scope from these pictures of just how large that fire is and how many acres have been burned. Fortunately, there have not been any new evacuation orders or warnings today. Nearly 1700 firefighters are battling the flames. The progress made the past few days in the fight of against the ccu complex fire may allow people to start returning to their homes as early as next week. Ktvus jesse gary joins us live now in downtown filton with details on that. Jesse . Reporter julie, getting to you. The containment here, growing by about five points every day. Officials turned their attention to attacking the teeth this fire by burning potential hotspots before flames can set them ablaze. Backfiring or firing out like this is a common tool we use. It is a very specific condition that we use and under. We dont just use it for whatever. It is not just a random action, it is a very planned event that we used to conserve the feels and bring the fire line to a safe area. Reporter late wednesday, cal fire crews intentionally lit fires in the midst of a mega brushfire, earning portions of santa cruz and san mateo counties. Firefighters are testing the viability with multiple controlled burns, being as he could in the area bounded by the south and alba road to the north. The fuels towards the line in the main fire, without being too aggressive and too hot a burning fire. Reporter this potential problem spot stressor from felton to the other edge of an almond. Bring the fire to the fire that is hung up on the ridge top that will eliminate that issue. What they will do is create a very nice barrier for the fire around the community of felton. Reporter firefighters say, it could take three to five days to gain the upper hand on the ccu Office Lightning fire complex. So far, the 10dayold Natural Disaster has torched more than 80,000 acres and destroyed more than 500 structures. There are some big, long term issues to consider as well is getting people safely back in their homes. Reporter thousands of residents, holed up in about a dozen evacuation sites and santa cruz counties say, they are anxious to get back to their homes if their homes are still standing. Very anxious very. I was crying today. I miss it. [ laughter ] it is absolutely prime on my mind, yes. It is a mess. We are all worried about it. There is no way we can find out. Reporter sheriffs deputies and Police Officers continue looking for people violating the evacuation order. This, as damage inspection teams on the ground, assessing the difficulty in repopulating some areas. From four to five days out, we will book and hopefully bring some sense of normalcy back to this area. We have detailed plans to strategically start moving folks back in when it is safe to do so. Reporter experts warned, even with this crisis has passed, the danger still exists. Is this really the right place for people to be living for the next hundred years . Are we just moving them back into a danger zone . Reporter controlled burns going on right now will continue into the overnight hours. Actually, up to morning time. Firefighters are actually moving down a hillside, monitoring this. They will be doing that all overnight to make sure it doesnt get out of control. We will see exactly how far they can get this burnt ago. Officials say, if you see smoke, do not become concerned. It is all part of the plan. They are doing this right now because of the favorable weather conditions. Temperatures are lower, humidity is up. Green means no damage, yellow is minor and orange is for major damage. Buildings that are destroyed are highlighted with red icons and unfortunately, as you can see, there are a lot of red icons. Governor newsom said today, the state is continuing to muster all available resources to tackle 700 fires that are burning across the state. Just last 24 hours, to put things in perspective, we have had 423 lightning strikes and primarily dry lightning strikes, not in every instance but primarily. 50 new fires overnight, by the way, as of an hour or so ago. They have been effectively suppressed, all 50 of those new fires. The resources include 15,000 firefighters on the lines. All of these lightningsparked fires are putting california on a pace for a recordbreaking wildfire season. Already, 1. 3 million acres have learned, the average from 2014 through 2018 was 1. 1 million for the entire year. There was also some positive news tonight from the scu lightning complex fire. That fire now is the second largest in state historys burn, more than 655,000 acres. Containment has now gone up to 25 . The scu fires are burning and seven counties across the diablo range in the east and south bay and that Central Valley is where they go into. Cal fire says, 30 fires have certain structures and more remain so at this hour. In effect for the woodward fire, crews were able to knock down some fire lines overnight with help from the marine layer. Containment there, now at 5 . More than 2700 acres have learned in this fire. Officials say, 90 homes have been evacuated near the community of inverness. Evacuation warnings are in effect for parts of bolinas, see haven and a lima. Facebook is stepping up to help victims of the many fires burning across the bay area right now. Facebook is contributing half 1 million to a Community Fundraiser that has already raised 500,000 for fire survivors. The money will go to the red cross to support relief efforts for those impacted by the ccu, ellen you and scu complex fires and other fires in the bay area. Officially, facebook chefs and the culinary teams continue to donate hot meals, water and nonperishable food items for evacuees. First responders and volunteers as well. But in the end, places like lafayette was pretty bad and nap i. Was real bad today. Just depended where you are. There is pockets of it. That is why, as frank mentioned, the airport just expended the spare the air alert through the barrier of the bay area for friday. We talked about this last night too, a cumulative but this was one or two days, no big deal. Going day after day, they can build up, especially in sensitive groups, elderly, young, people with respiratory issues, asthma. And the other day, i was out running around and you get the burn, right . That is what you feel out there. It is not good, you get particulate matter in your lungs which is not what you want to do. Late tonight, early tomorrow morning, the next few hours essentially, winds will be barreling in at 150 miles per hour. The thing to point out with this system is you dont get this it will be historic if it comes on shore as a category four. You dont get category fours in this lake charles area very much. What will also happen as you will see ace storm surge on the right side of this system around lake charles and that storm surge could be 20 feet. Imagine taking 20 feet of water to clear out. What have we got right here . In the marine of the santa cruz, 21 feet of water on the high tide with winds pushing in. The storm surge is going to be, well, the National WeatherService Called it, an survivable. Okay . That tells you everything you want to know. What is the most damaging thing about our hurricane . Storm surge. Absolutely, it messes with it is such creates such force, you know, a storm surge, 20 feet possible. Heres a track of it. The system as it moves through, it will be the story will be gone by 10 00 tonight we know a heck of a lot but then this moisture flies up through the Mississippi Valley and creates excessive rain. This will be a big rain event too. Perhaps 15 maybe 20 inches of rain in that area. This looks to be a historic, category four major hurricane event. Reporter San Leandro School district confirmed, saying, it is under investigation that, quote, the district has required teachers to set security protocols for all zoom classes since School Facilities close in march. This is just the latest unusual incident involving videoconferencing used for distance learning, including an incident from east Side Union HighSchool District in san jose where a parent complained that a male teacher was instructing a class and privacy and security and inappropriate behavior overtook it. I was to give live instruction with students and the teachers but this is a new era now. We are working with groups that are thinking about ways to address and augment privacy considerations as related to distance learning. Governor newsom and the state Health Department have released new guidance for some schools to allow small groups of students to return to school campuses. State superintendent of public instruction 20 thurman says, the guidance is for schools with students with severe to moderate special Education Needs and those with special support needs. School districts and counties on the states monitoring list will also be allowed to provide inPerson Learning under these guidelines. We make this creates an avenue for those who absolutely have to have some form of inperson instruction while keeping the numbers very, very small. Thurman says, guidance will help School Districts manage the needs of all of their students. New information tonight on three People Killed in a horrible car crash in the east bay. Authorities say, their car veered off an exit ramp, slammed into a tree and caught fire. It happened near northbound 680 walnut creek just off the north main street exit. Ktvus machinery and dont tells us, witnesses try to help the victims. Reporter flames, from a car crash caught the attention of at least three drivers in walnut creek tuesday night. Tonya baran is pulled over, dialed 911 and ran to the burning pontic grand prix. I ran to the door, they were all locked. I tried to bang on the windows but they wouldnt break. I tried yelling. I didnt hear any responses. Reporter officials say, the driver of the pontiac was eating a woman from fairfield. The passengers, another 18year old woman and a 47yearold man. He has been identified as dimitri washington of oakland. The car came from northbound 680. Reporter casa chp says, the car had just exited at 680 and was a north main street. The sharp exit curve comes with a 25 mile per hour speed limit. For whatever reason, the car veered off the roadway and there is very small tire fraction of friction marks indicating, speed was enough of a factor for someone to not safely negotiate the term. Reporter the car caught fire after crashing into a tree and killed anyone inside. Toxicology reports are pending and investigators are trying to figure out where the person was coming from and heading to. Reporter very tragic and i cannot imagine the pain and sorrow that the families are going through with these two very young girls and the gentleman that died as well. Reporter they also feel for the families of the victims as she tries to process it all. Three lives, cut short in a car ride. Just seeing how it happened and the fact that i couldnt really do more to help them is what is sickening to me right now. It is very sad. Very tragic. More than 679,000 people have tested positive for the virus since the outbreak began. That is up 6000 cases today and more than 12,000 people have now died from covid19 in our state. L and prevention is receiving some criticism tonight, posting new testing guidelines for the coronavirus. The cdc now says, testing is not necessary for people who show no symptoms, even if they have been recently exposed to the virus. The change was reportedly in response to pressure from top officials in the trump administration. Ucsf epidemiologist dr. George rutherford called the decision counterproductive. I think in order to control this, especially in a context like contact tracing, you absolutely, absolutely have to test people without any symptoms. The cdc previously had advised local Health Department is to test people who had been within six feet of an infected person for more than 15 minutes. Governor newsom addressed the new cdc guidelines today, saying, california will not follow them. Not the policy of the state of california. We will not be influenced by that change. We are influenced by those that are experts in the field that feel very differently. And so with respect to the cdc, no, that is not the policy. The Governor Also Announced a partnership with massachusettsbased elmer, to more than double the states testing capacity. The governor said, the contract would allow the state to test 250,000 people a day by march. This would have results delivered in two days. The cost to the state was started 100 million and top out at 1. 4 billion. Public Health Officials in Alameda County are using covid 19 restrictions beginning on friday. Some Business Owners told our ktvu reported that this is good news but others say, it will do nothing to help them. Reporter at the darcy kid vineyards in livermore, finally, good news from the Alameda CountyHealth Officer. A big step for us, definitely. It is not the we have been able to do or entertain so far. Reporter Alameda County is easing some of its covid19 restrictions effective this friday. It is allowing wineries to have outdoor tastings without having to serve food, provided social distancing and other safety precautions are in place. This winery will open Labor Day Weekend for its membersonly and then eventually, the general public. For us, we kind of have to get our staff back, get them cleaned up, get things rolling with the new protocol we have put in place. We have found that is no problem for hair places, including this in pleasanton, where the salon sits on the second floor. Neighboring Custer County eased the same assertions in july but it is about to go even further. Beginning friday, hotels will open to the general public, not just essential workers. Gyms will be allowed to operate outdoors. The percentage of positive covid19 tests and hospitalizations have decreased this month. We are heading in the right direction, we have a long haul and a long way to go. But it means less risky Outdoor Activities and services can start to open. Body cam cam video has now been released in a deadly confrontation between Sonoma County sheriffs deputies and a man suffering a mental crisis. Ktvu Crime Reporter henry leigh explains, the man died after being tased repeatedly. Reporter video from Sonoma County sheriffs deputy ryan jensens body cam her. It shows the deputy responded on august 15th to a dispute involving a couple and both inside and a poultry shop. They say, a man was having a psychotic episode and fighting for his medication. Edwards was inside the shop and saw what happened. He was trying to keep her from dialing 911 and she had the phone and the pills in her hand. Hold on, he was gone.
