County. There was more of a positive tone in the News Conference that wrapped up 20 minutes ago. Cal fire says because the storms did not cause major fire activity, they have turned a corner and have a better handle on the fires. They made Good Progress on all areas of the complex. There priority is the palisades up to the lake county line. They are trying to get a fire line connected to gain more control there. The lnu lightning complex fire is over 500 square miles. That is three times the size of san jose. Containment grew to 22 . 871 to structures have been destroyed. It has been an exhausting last several days. Theres a message from the front line. Everyone on the line is extremely tired, but working incredibly hard. I had an opportunity to see folks out on the line. I can tell you how much joy it gives me to see the smiles on their face. Were going to stop right here and toss it over to governor gavin newsom who was holding a News Conference. Eve attend a state. You will see some of the resources we have pulled out of state into california to battle these historic wildfires. When i say historic i mean it with purpose and intention. Last year at this stage, this date, in 2019, we have 4292 wildfires in the state of california. It burned 56,000 acres. Today, over 7000 wildfires. 7002 wildfires burning now north of 1. 4 million acres. 56,000 acres to date last year. Over 1. 4 million acres this year. We are currently battling 625 fires across the state. You will see in a moment the number of new fires that appeared overnight. We have burned 1. 2 million acres sense just one week or so ago. Again, 1. 4 million acres to date. 200,000 acres that predated these 13 lightning strikes that we have experienced. Sadly, we have lost seven lives so far to these latefires. And over 1200 reported structures. I want to make a point. That is the number of structures reported to our office of emergency services. There is no question there are more structures that have been damaged by this historic wildfires season. Close to 300 lightning strikes we have experienced in the last 24 hours. 10 new fires in the last 24 hours. This challenge continues including the weather today, particularly up in the sierras and the eastern part of the state. We are experiencing weather and lightning strikes and a little bit of wind. Lightning strikes have been the most impactful and challenging. It has been impenetrable in identifying fires related to the strikes. I make a point to say there has been 10 new fires. I want to make an additional point that there are sleeper fires we expect to discover as our aerial efforts continue, particularly the smoke clearing as weather conditions change, we will be identifying additional fires throughout the state. 289 lightning strikes. We have anticipated a busy night last night. The lightning strikes were not as bad as some had anticipated. Nonetheless, close to 310 new fires reported. I think its important to note the progress and not just focus on the big challenges that we face but also the challenges that continue to be faced here in the state. Last week i shared with you an update of the lake fire. August 19, 38 contained. Today it is 62 contained. Real progress on the lake fire. The laurelton fire, 35 contained. Today, 93 contained. I make a point of showing your progress. It is a testament to the incredible firefighters out there on the front lines and all of the individuals that are responsible for this effort of suppression and the progress is demonstrable. 30 contained last week. You will see now 80 contained. The ranch fire, 19 now over 81 contained. It shows what is possible and what we are doing over the course of the last five or six days. I want to frame the next slides in the context of what was achieved over the course of the last number of days because of the professionalism of these frontline heroes. We have 625 fires in the state but 17 our major fires. Within those major fires, these complex fires, the fires that you likely have been reading about and many have been experiencing the first hand. The czu lightning complex fire, the scu lightning complex fire down in the santa clara area. The lnu lightning complex fire is the second largest fire so far reported in modern california history. Currently, 350,000 acres in that complex. The czu, what is remarkable, this is a coastal fire primarily along the coast near the santa cruz mountains. A lot of red birds and they have simply never seen forest fires because of the weather conditions. Again, a proof point that we are in a different climate. We are dealing with different climate conditions that are precipitating fires the likes of what we have not seen in modern recorded history. Dense forest that are well covered and have been historically immune from significant fires along our coast. 13 contained. I just want folks to know the down in the santa cruz area, i made this point after visiting shelters and meeting with folks evacuated. We are getting more personnel on that fire. Over the last 24 hours, more engines, more dozers, where aerial equipment in and around that area. The scu lightning complex fire is the Third Largest fire in californias history. While the lnu lightning complex fire is 50,000 acres but the scu lightning complex fire is 347,000 acres. We are battling fires that persist, the carmel fire to see the containment there. The sheep fire is 26,000 active acres as we speak. Carmel, 6700 acres active. Primarily a grass fire and larger 178 thousand acres. Primarily a grass fire. 11 contained. It is one that we constitute as a major fire that we are currently battling. We secured over the weekend president ial disaster declaration approved by the president himself. I want to thank the president for his support. We had anticipated he would be supportive, and indeed he was supportive. That declaration included some flexibility on including additional counties. One county that was included is monterey county. I want to thank congressman panetta and others for their advocacy and their stewardship in support of that effort now included in the major disaster declaration. This will provide resources and more flexibility and resourcefulness as well as direct aid to individuals and not just direct access to the state of california at the mutual aid system. Currently, we have actively 14,000 firefighters working on these wildfires. Over 2400 engines have been deployed throughout the state of california. We have instate mutual aid which is mesmerizing and a point of deep pride. I saw it firsthand on saturday and sunday as we were up there in the livermore area. Santa monica fire engines come up. We thought true liberty fire engines as well. Southern california engines are coming up providing firefighters 2827 as of this morning instate mutual aid supporting these efforts. We have been a beneficiary of outofstate mutual a. I updated you on some of those efforts last week. We added kansas does been helpful with National Guard support. We are getting helicopter support from idaho, utah, arizona and kansas. 91 engines from new mexico, oregon, as well as arizona and idaho. Governor bullock just two days ago sending eight engines that should arrive momentarily into the state of california. 375 engines have been requested from other states as well. We continue to battle spark wildfires and also covid19 that has not gone away. That makes some of our wildfire efforts a little bit more challenging. We are up to the task. We have project paired with policies and procedures in anticipation that we have highlighted and socialized the number of those strategies months ago when we highlighted a supplemental appropriation to get some 858 new cal fire personnel hired. 830 that are now out on the lines. We have put together new sheltering protocols. New protocols in terms of taking care of our First Responders as well. Let me give you a brief example of some of those efforts. We now have Health Screening done before entry and any of our congregants shelters throughout our system part and parcel of the evacuation protocols. There are mask requirements, social distancing. Not just cots and mats there were also tends inside of these facilities that allow us to cohort families and individuals so that they can be more appropriately socially distance and ally distanced from others in these congregant facilities. We are getting as many air purifiers as we can. I want to thank our partners in the bay area air Quality Management district working overtime to get more air purifiers into the shelters. Progress has been made. No longer are we just bringing people into congregant facilities. We are bringing people into non congregant settings. The majority of people that have been evacuated are no longer being evacuated into those congregants shelters. They are being evacuated into hotels. We have close to 1500 people and 31 hotels. This is part and parcel of what we built off of through the pandemic. We built new protocols to process these pandemic protocols into our an evacuation protocols for these wildfires. In addition, to the non congregant shelters, we have more traditional shelters in seven counties and 17 specific shelters. 731 people in those shelters. 2211 evacuees as of this morning in our shelter system. Many multiples and have been evacuated including into trailer parks. I visited one of those trailer parks in the santa cruz area yesterday and others with family and friends that may be in need of shelter. We continue to build our capacity and builder protocols to procure more hotel rooms and provide as many people access in a timely way that we possibly can. And speaking of timely, it is always timely to remind everybody of the challenges we continue to face in terms of the pandemic itself. In the case numbers related to covid19. I want to provide you an update of new numbers. A seven day average that is continuing to trend downwards. 5798 is the seven day average of total positive cases. Yesterday we reported august 24 with 4946 individuals. Let me highlight what that means we have about a 6. 5 Positivity Rate in the state of california over the last 14 days. Five point 6 over the last seven days. 5. 6 over a seven day period and 6. 5 positivity over a 40, 14 day period. You will see the seven day a little over 103,000. It is slightly down. Not surprisingly have been arrested not surprisingly to query of why we are experiencing some disruption related to the wildfires throughout the state. We have 11 of our own state labs that have been impacted very directly by the wildfires. But nonetheless, we are getting over 100,000 tests per day. They were reported yesterday. Hospitalizations on the report that came in the yesterday show a 20 decrease over a 14 day period continuing to train in an encouraging direction 2. 1 in this last 24 hour reporting period. Hospitalizations, covert all assertive patients, 6 of the healthcare capacity. Icus, down 19 over a 14 day period we actually drop 3. 1 in the last 24 hour period. Again, trending over a 40, 14 day period. A total number of icu positive patients in our system. You recall 23, 22, and now 17 of the entire icu capacity within the entire icu system. You see the slides, a familiar slide at the number of counties on the monitoring this for three days. What is not as familiar is that monitoring best. Picking up on the trend from 42 counties down to 40 counties. Today you see there are 35 counties oour calaveras, mono, napa county, Orange County and sierra county. Sierra and calaveras just recently on august 13 and august 15 calaveras and sierra came on the list. You can see the dynamic nature again of these monitoring lists all going back. You still see some of the larger counties in the state of california. We are encouraged by san diego, Orange County, San Francisco. We will update more forthcoming on the sides as we present subsequent information over the course of the next few days. Progress is being made across the spectrum. On hospitalizations, icus, Positivity Rate, particularly over a seven day period. We are continuing vigilance in this very difficult period where we are battling this pandemic and as we are battling these wildfires all up and down the state of california. Just briefly i want to remind you how deadly this disease is. While we reported on monday, its always lower than it actually is. The reporting delays over the weekend and its never as accurate as it could be. I said this last week and prior week. The average is 128 individuals over a 14 day period. 128 on average losing their lives to covid19. Dont be misled by that et number that came out today. That is why it is essential if for no other reason than to protect you from airquality but also protect you and others from this virus. This pandemic has not gone away. It may be out of the headlines in the state of california because the wildfires have moved into that current daily news feeds. Wearing a mask is foundational in terms of continuing to mitigate the spread of this disease and mitigating the damage to your health as well associated with the smoke. I encourage you to physically distanced and minimize the extent possible. Forgive the redundancy. And let me just conclude by making one final point. I am really proud and honored to see firsthand the incredible work being done by volunteers all across the state of california and by all of those selfless individuals from the American Red Cross and elsewhere to come from all over the country with their heart on their sleeve and they are taking care of evacuees and strangers. I want to thank the deputy sheriffs that are doing extraordinary work in communities all across the state of california, particularly Northern California with evacuations. I want to condemn in no uncertain words how disgraceful it is and disgusting it is to learn about people that in some instances have been taking advantage of the evacuees by going in their homes and looting their properties. That is repugnant. I want to thank the deputy sheriffs and local Law Enforcement for their outstanding job to hold these individuals to account. They will be self evident. I want to think again local Law Enforcement for all of their good work during these trying times. I want to think the shelter operators and those representing every conceivable spectrum within our Faithbased Community opening up their facilities and in many cases their homes to strangers. I want to think the Community Colleges that have been made available, the dormitories made available throughout the state. Again, the heroic effort across the spectrum of people really doing incredible work at this very difficult and challenging time including by the way taking care of a lot of pets. Pets and horses and i met a gentleman yesterday done at the county fair ground in was takin him. In two dogs. He was very pleased by how well kristin, thank you for your great leadership, how well you were taking care of the animals by not just taking care of people. A lot of pieces of this puzzle. A lot of Good Progress has been made on these larger and stubborn fires. Were making a little bit of progress on these big lightning complex fires. This is an important week. The weather continues to be a little unfavorable primarily around the sierras in the eastern part of the state with potential lightning through this evening. By and large, the weather system over the course of the next week will be a lot cooler by contrast. A little bit cooler where we were one week ago. Still hot in the state. The winds can change on a moments notice. But the winds will be determinative in our ability to suppress these fires and mitigate the spread of these fires. Thats why i say this week will be profoundly important in terms of our efforts and we will put everything that we have to do what we can. This weekend weve got some wind conditions that could be shifting and changing the could make things more challenging and a little bit more complex. And so that is the presentation today. I wanted to be sustained and focused. Weve got our teams at the state Operations Center and all throughout Northern California including cal fire, and the general of the National Guard who just laughed after a briefing heading down to the czu complex. We continue again to the monitoring activity all throughout fr the butte fire, progress on the jones fire, and other fires. I want to think every Single Member of not only Law Enforcement, but these incredible firefighters that are out there on the front lines. Those him crews from conservation crew and cdc are which we saw in pleasanton on saturday doing incredible jobs under a difficult and strenuous circumstances. With that, i am happy to take any questions. Card, governor. Thank you for taking my question. You have many challenges going on. I wanted to ask about the guidance for reopening. That is something a lot of people are looking for. You said they would be reviewing suggestions over the weekend. You will see them this week. Real progress was made over the weekend. We had good dialogue and we are making some adjustments. We had a meeting this morning on those guidelines and we will be working with others not only in industry but outside our local Health Officers and our state Health Authorities to socialize these guidelines. We look forward to having them out this week. Two of the three largest counties are among the eight off of the monitoring list. A number of other counties are getting close. I know you said in person classroom instruction, and thursday of the list for 14 days, do you think their School District should move to in class learning . A lot of numbers. A few of those numbers need to be repeated. They are eyeopening numbers. 1. 2 million acres of earned in california and just the last week. The majority of that in and around the San Francisco bay area. 625 fires in the state. 17 of them are deemed to major fires. The governor did say that progress is being made. That helps. This is a big rake when it comes to firefighting. Get full containment before the weather changes. A lot of help coming from out of state. In gasia, it was good to hear close to 100 engines, helicopters and more engines have been requested. The thing to remember is that it is august. It is not september or october. We have another 60 or 75 days of firefighting weather that we experience in Northern California. Weve got to knock these fires down. We got to knock them down before the weather changes and we may possibly have other fires down the road. 14,000 firefighters working in california with more on the way. The governor is addressing this in the pandemic as well. He said that the numbers are looking a little bit better. We have millions of california schoolchildren doing Distance Learning from home. Millions of Californians Working from home because their workplaces have not been reopened. We will monitor the News Conference. We are streaming at live at ktvu. Com. Lets talk more about the weather and what we expected to be a terrible weekend weatherwise was not as bad as it couldve been. We will look ahead at what is to come. Struck we did dodge a bullet. We did not have as much lightning as we could have. And right now at this hour we are no longer under a red flag warning. That is also good news. I want to take a look at the radar and show you we have Stormy Weather to the north us. Right along the bay area, it is more about the marine layer moving in, and less about the Stormy Weather. A majority of it north of clover day. That doesnt mean that we dont have an unstable atmosphere. For the most part, we are looking pretty good. A live look shows you the marine layer in full effect this morning and into this afternoon even. We have hazy conditions out there. 62, San Francisco. 80, santa rosa. 84, walnut creek. Here is another step in the right direction. Our wind is relatively calm right now. We are mostly under 10 miles per hour. That is helpful at this hour and we do not expect the wind to increase. We are looking pretty good even at our peaks right now. Here is the not so good news. If you walk out the door, very poor air quality. Our spare the air alert has been extended to wednesday for the entire bay area. That could go even further. The worst spots are the inland communities the inner east bay, Santa Clara Valley are in the unhealthy category. The rest of the in the sensitive groups. I myself have been sneezing. So stay inside if you need to. A high of 69 in San Francisco. 88, santa rosa. 91, morgan hill. As you see in future cast, were not expecting anything but the marine layer over the next 12 hours or so. A quick look at your extended forecast shows you we will have that muggy condition with us as h today be nice as temperatures stay cooler and then picking up again thursday into friday before we cool down for the weekend. The czu lightning complex fire has burned through at least 78,000 acres. Containment is up to 13 . There were more than 1500 firefighters writing this fire alone. We are live to learn why firefighters are a bit more optimistic. Reporter you heard the governor mentioned one of the challenges in fighting this czu lightning coit is burning in a state that typically doesnt have wildfires. Overnight, firefighters say the weather conditions help them a lot. The wind was calm and the humidity was high. They say that if it continues that way, they can make a lot of progress on this fire. Reporter and airy quiet and sense of calm after fires spread through boulder creek. This is one of the 176 homes destroyed by the czu lightning complex fire. This morning cal fire should this video of their helicopter scooping up water to take to the fire lines. Firefighters seemed optimistic about the good weather conditions overnight. Mother nature has helped us quite a bit. We had moisture and increase humidity with reduced winds. Reporter four people who live in the fire zones are unaccounted for. The body of a 70yearold man was found in davenport. Officials believe he was trying to flee the fire when he died it looks like he was maybe near his vehicle and some distance away. Likely leaving the file. Reporter the fire is no longer moving toward la honda. The fire is not moving eastward santa clara county. Crews were able to build dozer lines around the southeastern side of the fire to protect the campus. Do not return to these evacuated areas to check on property. Firefighters had to rescue six people doing just that it is highly dangerous in their. We have redwood trees and old growth timber coming across the roadway. We have infrastructure that needs repair. We have old wooden bridges that have failed that may not appear failed to people. It is not safe. Officers say they have about 80 Law Enforcement officers patrolling those areas making sure that people are not in those zones. They arrested three people in those those last night. Reporting live, ktvu fox2 news. The deadly lmu fire burns in several northbay counties. Five people have been killed in these fires. According to cal fire this complex is burned through 547 square miles. 871 structures have been destroyed. More than 30,000 are threatened. A red flag warning has been lifted. Some of the heavy smoke has cleared out of the area. Yesterday and the day before we had a pretty good smoke conversion. That limit some of our aircraft flying. This afternoon aircraft will be flying. The lnu lightning complex fire is made up of seven fires burning in napa, sonoma, solano, lake and yolo counties. The scu lightning complex fire has grown to more than 347,000 acres. It is currently burning across seven different counties and is 10 contained. It covers many rural areas of santa clara, alameda, contra costa, san joaquin, and crews say that the flames in the east bay are under control. 17 structures have been destroyed. Thousands of those remains threatened. California inmates are helping to battle fires across the state. With the pandemic the role has become limited and somewhat complicated. We almost died twice out there not too long ago. A new battle over whether those inmates should be released early or force to keep fighting the flames. Brooks explains. Reporter there arent as many inmates on the front lines and that is creating challenges, especially for prisoners who are. Many are feeling theyre not getting the same consideration as those sitting in prison. Reporter as fires raged across california, resources are depleting, including inmate Fire Fighting teams. Only half of its prison hand crews are available they play a Critical Role in not only extinguishment of our fires but the work they do when fires are not occurring throughout the state. Reporter inmates can low se they are getting the same training as professional firefighters. We want to change our lives. We want to come back into society right. Reporter last month a dozen camps were locked down under quarantine. Outbreaks the Training Facilities cause more problems. Everyone is mixed in intermingling and nobody knows why. Reporter once they are deployed, physical distancing is impossible. These guys are out there putting their lives at risk. This mother is upset that her son has not been let out. Governor newsom and lance the plan in july. 8000 nonviolent inmates with less than one year left to serve are supposed to be released. There either not following orders are they are doing it willynilly. It couldnt break down how many of those 330 inmates were natural releases versus expedited runs they have incentive to keep them there because they get paid for for filling this contract. This attorney wrote the governor accusing the state of delaying the release. Letting higher security level inmates out including some convicted of Violent Crimes like murder an arson. The state laid out the guidelines and said the department will identify inmates who were eligible. There brushing up the mosquiur people have to wait. To recognize your sacrifice we have announce a positive programming credit. Reporter most inmates received 12 weeks of their sentence for good behavior. Camp inmates say they deserve more. It is not right. Its definitely not right whats happening. Reporter ma firefighters get two days credit off of their sentence for every day they are working. They are paid up to five dollars a day and save the state tens of millions each year. It is amazing to see the Work Production they do and the value they bring. Reporter the governor announced the hiring of an extra seasonal firefighters. A career that many inmates say they want if they were out there is a sense of feeling like we have been left out and forgotten about. They are low risk and nonviolent. We hire them as fireman. Many inmates do go want to get jobs with cal fire, the u. S. Forest service or hotshot crews. There are no positive cases of covid19 among the fire camps. Ktvu fox2 news. And an evacuation warning and west marin with the woodward fire continues to burn. That fire has burned four square miles in the port radius national seashore. Its 5 contained with no injuries reported. No buildings damaged or destroyed. 1600 structures remain threatened. The terrain in here is very steep. This area has not seen fire and maybe forever. It is very dense and difficult for the crews to get around in. The actions we are taking here are direct. The actions were going to take in this portion of the fire will be indirect. The postmaster general is on capitol hill trying to defend changes he made to mail delivery. The California Supreme Court has overturned the death sentence for Scott Peterson in the murder of his pregnant wife. The court said prosecutors may try again if they wish. Neighbors say the shooting victim was shot seven times in the back after trying to break up a fight between two women. We are not sure what led to the Police Shooting. Jacob black was in serious condition at loss report. Some said the shooting could be the breaking point for that city. We are tired of the police using brute force. Manipulation tactics. Bigotry. They use every tactic in the book to manipulate us. The Wisconsin Division of criminal an investigation will investigate the officers. As lawmakers questioned recent changes at the u. S. Postal service as well as if the post office is prepared to handle mailin ballots. Ray bogan has the story. What in the world is going on . Its in the 60 range and the wind is not bad. I see a little bit more in the czu lightning complex fire. Temperatures in the 80s. The humidity is 40 to 50 . Those at the coast are in the higher humidity area. And the lnu lightning complex fire to the north and east of napa, temperatures are picking up. Fairfield, 90 degrees. One more stop over here in the northbay. Also part of that same complex. We see humidity levels at the 50 range. We will head to marin county where we have the woodward fire. If you are along the coast, humidity in some spots is up to 81 . We have a little bit of wind at the coast. We have had the Stormy Weather moved to the north of us. We have unstable air in place. We could potentially see a few popups. The marine layer has been very pervasive this morning. Were taking a live look at the golden gate bridge. That means in San Francisco, 62 degrees. Sunshine and places like santa rosa at 80. Poor air quality, gasia mentioned it. It is hazy out there. We are under a spare the air alert through wednesday. These are the current right at this moment airquality levels. A majority of the area is in that rick color which means we are in unhealthy air. San jose is doing best of all right now. San francisco. 93, livermore. 65, pacifico. 86, san jose. Temperatures will take down for tuesday and wednesday and then take up thursday and friday and then down again as we head toward the weekend. We dont see to triple digit heat out there, but temperatures are staying steady. That is another good thing. We have two Tropical Storms off of the coast right now of texas and louisiana.
