Bay area at this time. Take a look at the lightning strikes that are there. This is just a 10minute time frame here. And it continues to be active with hail reported in santa rosa earlier today, in addition to all of that thunderstorm activity that moved through early on. If i pull you way back, you can see where that moisture is coming from, but with the cloud cover in place today, we are actually a little cooler in many spots. Take a look at napa, down by 11 degrees, down by 9 in hayward. Temperatures right now low 60s to low 100s. 79 in oakland. Low 100s reported in livermore and brentwood. Thats where we continue with the advisories. The excessive heat warning is down along the San Francisco peninsula and the north bay and east bay. That entire orange there, that shaded area, along with santa cruz and monterey. When i come back, ill have a look at what we can expect as we move forward. Tomorrow morning, temperatures are expected to be relatively mild once gain before we heat it up for your bay area tuesday. More on this coming up in just a bit. Well, the board of directors who oversee the directors of the states power grid questioned why those rolling Power Outages took place this weekend and also looking at the pocket of more outages to come this week. Tom vacar joins us with what they had to say. Its important to note that pg e sent a warning out in advance tote today. On friday, they sent it out a half hour after they had show shut off the power. As i reported friday night, this should never have happened, but it is likely, as we learned today, to happen again and again and again. Cal iso, the state agency that manages much of californias power grid, on industry and saturday order instead utilities in its vast area to cut off power to a quarter of their customers on a rolls base. They said that high temperatures counseled by high demand for airconditioning caused the issue. But they also said that they have fewer Resources Available to them than even a decade ago. They have lost the power from solar farms that essential die in the dark. Eventually well be asked the utilities to cut off power to millions today to Balance Power and demand. Today, tomorrow, and perhaps beyond. Reporter even as california was promised a morrow bust and better grid after the Energy Crisis of 20 years ago, customers are really more at risk for selectively losing power across the grid. A Consumer Advocacy Group the Utility Reform Network said this. The calinvestigate the cal iso, because its their job to run the electrical grid. Reporter and he is not ruling out activities that plagued california during the Energy Crisis. There needs to be an investigation into market manipulation and all of the other other reasons why there is an artificially created shortage, just like there was during the last deregulation crisis. Reporter so more blackouts are possible as the heat wave continues today and onard. The most likely times are in the midtolate afternoon, or in the 7 00 p. M. Time frame. We have told regulators over and over again that imports were drying up, and the morer ports should be contracted for. That was rebuffed. Reporter . Reporter again, they will soon again find themselves under an investigative microscope. The capacity, absolutely, but also every factor that contributed to the rolling blackouts. Reporter and get this, all of this happened at a demand level well below the days of the power crisis 20 years ago when there was far more power required and actually delivered. In the last 10 or 15 years, there have been rolling outages. We received that automated message letting us know we could have outages happening in our area, but its caught a lot of people off guard this weekend. Reporter sure did. Sure did. All right, tom, thank you. In napa county, a lightning sparked wildfire is threatening homes and prompting evacuations this afternoon. Sky fox flew over this area. The fire burning near saint helena. It has grown to 750 acres with zero percent containment, after starting this morning in a Lightning Storm. Evacuation orders have been issued in the area for homes along highway 128 at silverado trail and challis road to turtle rock. For more on this situation, were window and mark nuvo, former fema appointee. Obviously the weather pattern were seeing in the bay area right now very concerning with the lightning strikes and the fires starting. When you have this many fires starting at the same time in many different areas, how much concern should we have about this putting a strain on the resources we have here in california . Well, good afternoon alex, cristina. Huge. This is huge. Within the last hour, the butte county cal fire ranger unit reported 21 different fires, lightning strikes. Some are contained. Some have no fire crews or engines on them. Were see impressive numbers of fires across the state. Add to that that were going to experience Power Outages, a covid19 situation, makes it very difficult for firefighters to use those guidelines, along with all of the other challenges right now. This is going to be a very difficult firefight. And throw on top of that, the fact fact we are in the midst of a prolonged, but very serious heat wave essentially all across our state. That is going to take a toll on those firefighters who are, you know, as we say, racing from fire to fire. Many of these fires are sparking up one after another because of the lightning. How much of an effect does the heat have, because you have to keep rotating red flag warnings have been extended until 9 00 tonight in the north part of the state. You add to that because of covid19 and Early Release of inmate crews, the hand crews, which are essential in the initial attack of firefighters, theyre down from 190 crews to about 70. So theres a lot less resource, initially, and the whole idea behind wildfires in california is to be able to get those hand crews and air operations on those fires when theyre small to keep them small. So this is going to present some challenges for the incident commanders and the teams managing these incidents. Another thing that strike mess is there is quite a bit of preparation that goes into being ready for this kind of a weather pattern. I know that fire crews are going to try to position themselves before we have these kinds of thunderstorms with the potential for lightning caused fires. We also know we have this whole network now of cameras that can the pg e cameras, that can keep an eye on where these fires start, to help get those crews there faster and stop those fires before they can get any larger. How much of a difference has all of that made, the prepositioning, and then the network of cameras . Well, it certainly helps. That keeps the fire small. But we know there is such concern that they have already brought in air tankers from nevada and wisconsin. The National Guard fly those. They are coming in as mutual aid. Were at a planning level 4 within the country and in california, in particular. The levels go from 10 to 5. 5 being the most severe. Were at a 4 right now, and were just seeing the lightning strikes. We have a difficult next 24 to 48 hours to get through in this state. No doubt about it, and then you throw the potential for more black justs into the mix here, and things are getting very serious, no doubt about it. We have to live at right there. Democrats will be gathering virtually, leading up to joe biden officially accepting the partys nominaby political reporter greg lee. Greg, good to have you here. I want to talk about some of the keynote speakers. But lets start with the logistics of how this is all going to work. The convention reimagined, obviously, because of the pandemic. What is this going to look like for folks watching at home, and how concerned should we be about some of the technical challenges that obviously, as all of us know, come across with putting on these virtually events. Well, alex, this is going to be virtually completely virtual, and as you know, its hard to do live tv from home, so certainly there will be some glitches tonight. A lot of this has been prerecorded in terms of the speeches, but theyre going to have to roll with the punches, and thats my question, can you get through all of these technical glitches potentially, and capture the attention of americans in a very unique questions style, one that weve never seen before. Yeah, that remains sort of the open question is how much excitement can you generate among voters who are not actually there key speaker toni keynote speaker, i to administration that given some of the revelations she has made recently suffering from what she chris is as lowlevel depression because of the pandemic and the racial injust in this country, and the Trump Administration, you would imagine she will have an emotional speech and sounding an alarm about what a second term under the Trump Administration might look like . Were spot on. And about an hour ago, democrats released a snippet of that speech, in which she really acts as a character talking about the character of joe biden, saying i know joe, and a searing comparison between donald trump and joe biden. Another important speaker tonight is senator Bernie Sanders. Obviously at one time a president ial candidate himself. It seems like it will be important for him to speak with a strong message to the progressive wing of the democratic party, to make sure they are brought into the fold here heading into november. Andth absolutely critical. If you look back on 2016, bernie supporters who were not happy with hillary complication as the nominee made a big impact on the general election. So hell try to unify the party and inspire young progressives to go out some vote for the bidenharris ticket, but progressives are kind of unhappy with the party already, because of the number of republicans that will speech on the first night of the convention tonight. And we know hundreds of the delegates at the convention have already voted no on the Party Platform because it does not include medicare for all, which was the major component of Bernie Sanders are campaign. Here is what one of those voters told us earlier today. The issue of our time is people losing their job shouldnt lose their healthcare. Think about it from a common sense perspective. He is the cochair of the california delegation and made the point that even Bernie Sanders said this wasnt medicare for all immediately, that this was a phased process. So they hope in biden and harris win, the progressive wing of the party can have a conversation and start to move toward that direction of single payer healthcare. Greg, you touched on this a moment ago here, but it is important to point out, there are going to be a number of republicans who are going to be speaking at the Democratic National convention this week, and that includes former Ohio Governor john kasich, and im curious who his speech is who his message is going to be aimed at tonight, and what is that message going to be . And we should know that kasich ran against donald trump in the 2016 republican primary, so the Trump Campaign will say that hes a never trumper, but really the message from saquon that he wants to give a message to all Republican Voters who may have voted for donald trump in 2016 and may be unhappy now. Thats what the depths are wanting to create, that this is a Big Tent Coalition for joe biden, including republicans, and the moderates involved in this party, theyve all come out to support joe biden, so im sure that is the message theyll try to convey is that, look, im choosing country over party, in their words, ands that why im coming out to support joe biden. Sometimes were looking at humidity at around 10 this time of the year, very dry. So adam you know, pretty humid out there. Again, relative humidity in the 30s. Benz right now 100 degrees, so very hot. That be possibility of the showers will continue with us for the next day or so. The humidity will remain up, as well. Here is a look at some of the rainfall amounts weve seen. These are preliminary, with each passes day it becomes a little harder to predict effect, but danville, more than a tenth. The bay area is dealing with another destructive epidemic. Were talking about the opara crisis, and its happening right in the heart of the tenderloin neighborhood. Its an okay lips, you know, its crazy. Reporter many are in desperate situations, homelessness, mental illness, and countless caught in the clutches of addiction. Opiates and other drugs have long been a problem, but the introduction of fentanyl, or called fetty on the streets, changes everything. Fetty is becoming so popular. Even hard drunks, going fetty. Reporter it is a stone cold killer. Ive overdosed three times. Six dimes in one year i overdosed. Reporter last year Overdose Deaths involving fentanyl nearly doubled from a year before, killing almost 350. Experts fear this year will be even worse, but the city medical examiner still has to finalize hundreds of autopsies before we know for sure how bad things are. Last year, saw a huge increase in Overdose Deaths in San Francisco, at this point, were on pace for an even larger increase in Overdose Deaths. Reporter an epidemiologist at San Francisco has been studying drug use for three decades. Hes been a longtime advocate for safe consumption sites. He said one of the easiest ways to prevent death is to make sure that people arent using alone. Its been exacerbated by the shelterinplace ordinance. Reporter people are seeing the same troubling trends. What were seeing is a massive increase in fatal overdoses. Reporter paul harkens focus is to help keep people who use days live. He passes out narcan, the opiate reversal drug. Its often caused by people using alone and no one being able to stop the overdose. You cant do this drug alone, because if you go out, youre finished. Reporter here at the edge of the tenderloin, we found a community of people using fentanyl together, to make sure that someone is available to administer far can. I was out. Reporter far cannes is used to save thousands of lives in the bay area. One woman carries it with her and said she helps dozens of other users. So many of my friends have no access to this stuff across the country, which makes their use, you know, 100 times more dangerous. Reporter San Francisco police carry it do. So far this year, police have reversed more overdoses with narcan than any previous year. In just the tenderloin neighborhood, police have reversed almost 100 overdoses so far in 2020. The shelterinplace order has disrupted the fentanyl supply chain, so users are going to different dealers, who may have more powerful drugs. And others may be using because of the stresses with the pandemic. People are coming into the area, because they know they can get it here. Reporter daniel cuomo in the San Francisco field office said the drugs took a long journey to get here. Theyre mostly made in china and mexico. You know, there are super labs creating this synthetic fentanyl, and from there, hey, get across the border, spread out throughout the united states, and theyre preying on those with addictions. Its crazy. Reporter back on willow alley, the fentanyl epidemic continues to rage, and will likely long outlast the coronavirus. Once you lose control, its truly chaos. As you said, back to school this year meaning sitting in front of a monitor, not sitting in class, right, alex, but its still an important occasion to mark, the School District said, and they say its an important mark for our children in their return to normalcy. In the east bay, berkeley schools and west contra costa schools started class monday morning. West contra costa superintendent Matthew Duffy saying considering all of the challenges, hes happy the school year is underway. Its an exciting day. Butterflies still in the stomach to open the School District in the year for our 30,000 students. Reporter a major factor was making sure all students have the opportunity to learn this year. We built this plan with a Strong Equity lens. Thats why we have Daily Office Hours time to make sure we can connect with students who need those extra office hours. While student learn league motely, the district is already work on developing learning hubs, the district plans for when its safe enough educating students facetoface, starting with to the most vulnerable. So we know there will be a day when all 30,000 students will be able to come back, but if we can get students in earlier, we want to bring our students who have higher needs, students who may not be as successful in the Distance Learning world. Reporter across the bay, though school was in session, there was no school bell at south San Francisco and San Francisco students started class. San francisco has more than 50,000 students sets understands for a day of learning at their keyboard. We need you engaged and taking part, so absolutely. Were taking attendance, but were also making sure that we have activities that keep you engaged. Reporter San Francisco schools say they have learned a lot from Distance Learning in the spring and making sure that each schools sense of community is preserved and students are getting time interact with their educators and their fellow students, and making sure that all students have access to learning, and so far theyve made more than 23,000 device available for a students who need them. We are givingmore devices out to younger students, but there are students we didnt hit in the spring. Were making sure were catching up. People die from it. Its actually when your temperature gets up to 104 or higher, and then people get into trouble. Theres two things that i want to talk about, pretty basic in terms of what you can do to prevent it. Number one is cool down. Right . Airconditioning is great. If you need to go outside to get out of your house, get out of the sun, make sure youre wearing a mask, of course. Theres still the pandemic going on. But do thinks to stay cool. You know, taking a dip in a pool. Sometimes people ice beverages. And cristina, what is the bodys number one way of cooling off . You know this. Sweating, i guess, i dont know. Yeah youre putting and then, of course, stuff like see shores, people are going to come in for that. But if you start feeling bad, check your temperature. You want 20 to make sure its certainly not 103, 104, just from the heat alone. Again, stay hydrated. Signs of dehydration are feeling thinky, and also getting a headache and generally not feeling well. So there are symptoms. And get out of the heat and stay hydrated. Will do. In and around the bay area this afternoon, it is a hot one, and the heat advisories will continue into youre bay area tuesday for some even into wednesday before we begin to see some changes, and we have been talking about it over the last few days. Its the added humidity that also makes it very uncomfortable for people. Almost makes your body a little bit harder for you to sweat and release some of that heat. Going back to the radar here and Storm Tracker 2, the cloud cover has been heavier over the bay area today, and because of that, many areas are notably cooler. This is a sixhour timelapse. This line of thunderstorms as moved north, but it was right over the bay area between i think 10 30 and 11 30, we just watched it roll over areas of the north bay with multiple lightning strikes reported there. The thunder, the gusty conditions. Even a little bit of hail reported over the north bay earlier today. Here is a look at the source. If you look to the south of your screen, that is the remnants of Tropical Storm fausto. Thats where some of not moisture is coming from, and that tingle monsoonal moisture we get from the desert southwest. Those being combined is what is continuing to bring the clouds and the muggy weather and the thunderstorms to our area. That will again to wind down. Take a look at the state. 104 in bakersfield, 113 in palm springs. So the heat wave is across the entire state, and you may have even heard that death valley hit 130 degrees yesterday. Could be a record. Giving you a look at the temperatures for tomorrow morning, going to be a cool to mild to warm start. 62 pacifica, 66 in hayward, 79 in concord, and 72 to start your day in antioch. By lunchtime, 93 in livermore tomorrow. 100 degrees expected into the afternoon. A better look around at those afternoon hes. 107 in concord, 103 for santa rosa. Along the peninsula, 92 in redwood city. Keeping in mind this is all compared relative of how much cloud cover we get. The more sunshine clear skies we get. He was known as the golden state killer, east area rapist, the original night stalk person he agreed to plead guilty to 13 counts of murder and 13 counts of kidnapping with robberies.
