Happening today, it is the first day of school for students in oakland set to begin in just a few hours. There is still no deal between the Oakland Unified School district and the Teachers Union as a distancelearning plan for the fall is still unfolding. Our reporter is joining us live with that story. Good morning a reporter good morning. First day jitters are normal. This makes it much more difficult for parents and teachers. There is little guidance on what to expect. The Oakland Education Association has yet to reach a deal on what distancelearning will look like. The two sides have been at the bargaining table since july. There is still no agreement. The union says the biggest talking points include having a small, targeted groups to give students the attention they need, and bringing in substitutes to deal with technical issues. We spoke to the president of the student teacher association. She tells us how tough it has been to get ready for the school year. It has been pretty stressful. It is very hard to know how the year is going to look. It is very hard to help our kids get ready for it. It is hard to prepare ourselves and our work. It has been rough. Reporter in a letter to families, the superintendent said, quote, we continue to work hard with our labor partners to reach an agreement about exactly what Distance Learning will look like. Anyone who doesnt want the flu shot must get a medical exemption. The time is 6 04. The department of Public Health head has suddenly resigned. They gave no reason for resigning. It happened one week after a Computer System undercounted the number of coronavirus cases. The doctor took over last october as the department of Public Health head a prison guard has died from the coronavirus. He is the first prison employee to die from the virus. He had been in the hospital for more than a month. His family believes he caught the virus at work after inmates from the chino prison were transferred to san quentin. His son, vincent, talked to us from south korea. That is where he is serving in the u. S. Army. I dont think it was done correctly, personally, as his son, i dont think it was done correctly because they were rushing it, pushing people. I dont think the inmates should have ever moved. His father served as a guard for 30 years. He planned to retire next year. The gofundme for the account says his wife and daughter are also infected with the virus. That page, by the way, has raised more than 67,000 for the family. Another inmate has died at san quentin. Pedro arias died yesterday outside the hospital from what appears to be implications related to the coronavirus. He had been on death row since march of 1990. More than 2200 san quentin inmates have contracted the virus since the outbreak began in late may. Right now, there are 157 active virus cases at san quentin. 35 of the inmates have now died from covid19. We have much more information on the outbreak at the san quentin prison on our ktvu news app. Our Investigative Team has several stories on the problems facing the inmates and those who work at san quentin. On capitol hill, the president took action over the weekend. The president signed for executive orders. One would provide an additional 400 a week in supplemental Unemployment Benefits. The others have to do with Student Loan Relief, eviction protection and cutting the payroll tax. Democrats and republicans call the executive orders a constitutional overreach. Democrats want to challenge us in court, holed up Unemployment Benefits to hard working americans who are out of a job because of covid. Theyre going to have a lot of explaining to do. The bottom line is very simple. Our republican friends should come back to the table. We have agreed to meet them halfway. Previous unemployment benefit, which expired, was fully funded by the federal government. President trump is asking states to cover 25 of that. Some governors have said that they dont have the money to do that. Theyre already experiencing budget problems related to the coronavirus. Cases in the United States have surpassed 5 million. 40 of the cases are in just five states. Telephone has the most, followed by florida, texas, new york and georgia. Nearly 163,000 people have died from the virus in the u. S. Officials believe another 30,000 americans could die by the end of the month. The death toll could reach 300,000 by september. The virus is moving like a freight train, even though the president has ignored, delayed and distorted what that is. Scientists are also getting a better idea on whether or not people plan to get vaccinated. 65 of americans would take a fda approved Coronavirus Vaccine. 35 say they would not. San Francisco Police want your help to identify a person attacked last month. Investigators released a photo of a man who was beaten near belvedere street on july 2nd. Police have already made an arrest in this case. And arson investigation is underway in oakland after a fire at an empty home. It happened after 1 00 yesterday morning. Firefighters arrived, found flames and smoke billowing from the home. The battalion chief says there was a strong smell of gasoline coming from the area. No injuries were reported. In San Francisco, a firefighter is recovering after a fire. It happened around 330 yesterday morning. A three story multiunit complex near waller was burned. Online learning is beginning in georgia after nine cases of the coronavirus were reported after the first week of school. A student posted a photo on twitter, showing a hallway filled with students with no facemasks or social distancing. School officials sent out a letter saying the infected students and Staff Members were inside the School Building sometime last week. Online classes are temporary. They will continue until at least wednesday. In florida, the department of educating rejected one plan. The Hillsborough School board decided the first four weeks of school will be online only. The education commissioner says that that violates the states emergency order. The School District made the decision based on what county Health Officials said would keep students and Staff Members safe. The School District is working with lawyers on how to move forward. There is new evidence showing the coronavirus is hitting children harder than they first thought. The new report says one in three children hospitalized with covid19 were admitted to intensive care, similar to the patterns of adults. The report also said that latino children are eight times as likely as white children to be sent to a hospital. The wall street journal is reporting that amazon is considering turning closed jcpenneys stores into fulfillment centers. They are negotiating with Simon Property group to put Distribution Centers in Department Store spaces vacated by sears and jcpenney. For amazon, locations would be closer to customers. Sears and jcpenneys have closed dozens of stores. Regal theaters plans to reopen hundreds of movie houses across the country on august 21st. That is four months after they closed due to the pandemic. Theater employers and movie employees be required to wear masks and practice safe social distancing once they enter the theater. There are six theaters in the bay area. Over the weekend, the present president signed multiple executive orders. That move is being met by sharp criticism over whether or not he can actually do that. Good morning, alyssa. Reporter morning. The president signed the executive order without approval from congress. There are also concerns about where the money would come from to make these orders happen. These orders include an extra 400 per week in Unemployment Benefits. It calls for Student Loan Relief and protection from evictions. Funding would be shifted from the department of homeland securities relief for unemployment. The president is asking states to put forward 25 for an implement benefits. That puts pressure on lawmakers of their own. Republican friends shoume ba we have agreed to meet them halfway. We go down 1 trillion, they go up 1 trillion, we are close. We could get the job done in a few days. I would say, if the democrats want to challenge us in court and hold up Unemployment Benefits to those hardworking americans were out of a job because of covid, they are going to have a lot of expanding to do. Since midmarch, the coronavirus pandemic has caused record unemployment. This last week, 432,000 californians applied for unemployment insurance. That is 10 times as many before the coronavirus hit. The jobless numbers have stayed high, especially after government leaders decided a second wave of shutdowns was needed because of a jump in the number of infections. In the past couple weeks, what we have seen is a resignation to continued unemployment, continued lockdowns, even through the end of the year. If there is anyway we will stop these additional claims, bring back jobs, we will have to find some way to reopen the economy, safely, but reopen it. Health Officials Say everybody has to take seriously, hygiene, wearing a mask and social distancing. That also includes officials penalizing people who do not obey the guidelines. Today, online classes for the new school year begin at the Oakland Unified School district. In just a few hours there is no longterm plan on how the school year will run. All students will start working from home. The district and the Teachers Union are still negotiating a final Distance Learning plan for the fall semester. Several Critical Issues need to be resolved, including the teachers request for Small Group Instruction using substitute teachers. We need to have a flexible schedule for our educators who are caretakers, who have families it has been pretty stressful. It is pretty hard to know how the year is going to look. The diagnostic lab purchased new equipment after getting 800,000 from the county under the federal relief bill. That extra equipment is expected to increase the labs Testing Capacity to 800 tests per day over several months. The county says the teamwork will form the backbone of the Coronavirus Response efforts. A new study shows a small number of firefighters have tested positive for the coronavirus, even though half of them said they have been around people who have the virus. Two thirds of the workers, including fire crews, paramedics and support staff were tested. Only three of the more than 1200 test were positive for the antibodies that fight the coronavirus. Researchers say it is one of the first studies conducted on First Responders who were not in hospitals and clinics. One Fire Department acted quickly and followed the mandates, keeping members of the Fire Departments safer. The time is 6 38. A look at credit card transaction history shows stores that were open only took in a small share of how much they usually make this time of year. More than 2000 businesses have permanently closed since march when restrictions went into place. That is according to data from yelp. That includes more than 300 restaurants and 300 retail stores. Yelp sells says more businesses have now closed. Some salon owners are reaching out to clients and the community to help them pay rent. They want to hear when they can reopen. They are still waiting. Many owners of hair salons spent a lot of money to make their salons safe when they were allowed to reopen. They installed partitions, they made accommodations, and they were ordered to shut down when Contra Costa County was put on the states covid19 watchlist. We were open for 3 weeks, hoping to make some headway. Closing three weeks later, it was more trouble than it was worth. It is 6 45. In denver, nine people were injured at a shooting in a local park. A family was gathering when someone drove by and began shooting. Some of the victims are young. The exact ages have not been shared. None of the injuries appear to be lifethreatening. The time is 6 45. Portland had a nether night of violent protests. Police clashed with 200 demonstrators. That became a violent night after protesters threw rocks and bottles at police and set a Police Union Building on fire. Federal agents now say they have no plans to leave portland until the civil unrest and violence ends. Now they just directed their violence towards the local police there. Federal agents arrived after the death of george floyd. Federal and local authorities have now made more than 500 arrests in the more than two months of demonstrations. Scientists are saying that aftershocks have rattled North Carolina after a big quake hit, the biggest since 1916. It hit yesterday morning, centered 50 miles northwest of winston, salem. Look at that crack. The quake caused minor damage across North Carolina, no word of any injuries as of yet. A 10 day motorcycle rally attracted thousands of people to south dakota.
