There was a rampage in San Franciscos tenderloin neighborhood that injured several people. The man went on an attack with a two by four and a screwdriver , prompting police to open fire. Just before that attack, that suspect was in the hospital on an involuntary Mental Health hold. We have exclusive details in a case that exposes alarming lapses in the citys Mental Health system. I kept hearing screaming and screaming. Mike Thomas Obannon was covered in blood. Video of the april 21st incident chose him hauled up inside the lobby of a residential tenderloin hotel. Where he is accused of attacking the staff. But instead of surrendering, he turned on police with a two by four and a screwdriver. Charging through a back door where he burst toward more officers. One opened fire but remarkably didnt hit anybody. He later surrendered after a standoff. Were glad that no one got hurt. That was the meeting. It was a situation that could have exploded in a far more negative way. Reporter but what police never revealed was where obannon was before his alleged rampage. Police have placed obannon on an involuntary psychiatric hold at st. Francis hospital. He allegedly punched and fought with officers outside his building here on turk street. The staff told police that he was bleeding from the mouth and getting in altercations with other residents. He was detained under a law known as the 5150 that allows authorities to hold psychiatric patients that are a threat to themselves or others for up to 72 hours. According to records obtained, obannon was sedated and held for only a few hours before he was cut loose. Shortly after his release, the violence continued. At 5 20 the next morning, police said obannon attacked a man walking his dog for heading to the peer hotel. He was swinging a bloody two by four. It raises a lot of questions to me about our 5150 program. That is really, to me, very, very troubling. Like he is the executive director of the tenderloin housing clinic. He said he has never seen this level of violence inside one of his buildings but is well aware of all the people in crisis onto the street. The only operation that ever deals or is forced to deal with people in an acute Health Crisis are either the Fire Department or the police department. That is not the proper approach, but that that is the one that we have used in San Francisco for as long as i can remember. Reporter San Francisco has long grappled with mentally ill people in the street. Last year, there were more than 50,000 calls for service involving people in crisis. Police placed exeter 58 of them on 5150 holds. It is terrifying people who have deep Mental Illness, who have been 5158 should not be released right back on the street without any sort of referral or oversight. The program will reimagine how the city deals with people in crisis. It includes plans to hire more outreach workers and to provide more treatment beds. Unfortunately we have a situation in many of our hospitals where people are cycled in and out because they dont have a bed for somebody. Reporter hospitals have about half as many atbats to treat psychiatric patients as other counties. St. Francis hospital, on the edge of the tenderloin, has 24 beds, according to state records. But the state doesnt track how long 5150 patients are held before they are released. Officials at st. Francis declined to comment on obannons case. We believe that the incarceration is not an appropriate response to a Health Crisis like this.
