Here are the details and how the Ferry Building is being reclassified. Reporter there was a lots of confusion earlier in the week if the Ferry Building was considered a mall or a transportation hub. Thats where the confusion stemmed from and the state decided it was a transportation hub so i cant open. Here are some live pictures of a Ferry Building where merchants are getting ready to set up. On wednesday, the entire Ferry Building was forced to close after being classified as an indoor mall so only businesses with doors that lead outside were allowed to continue operating. Indoor merchants with no outside doors had to close and chops that could offered curbside service. We got a chance to speak with some of the merchants earlier in the week and just got up with him again this morning. We asked what this has been like. They basically said its tough because they did not get a lot of notice. We had to go minute by minute, hour by hour, day by day. We had to survive. We have to keep our employees employed. Pay the rent and the bills. All that. Yes, we had to be super flexible. Reporter on thursday, the city clarified with the state that the Ferry Building is a transportation terminal. Last night both teams took a knee during the National Anthem in support of the black lives matter movement. During the game, the giants scored first, got a sacrifice fly in the third. But the giants quickly tied up the game and then scored five runs in the seventh to go on and win 81. Lets talk about the weather more. Lets completely ignore that score on that game. Hey steve, it is nice to see some of normal starting to return. I agree with that. It is weird to watch. Theres nobody behind home plate. And then you hear crowd knows noise. Is deceiving at first. Its nice to have some sports back. Was doing a forecast, i would say its cool for that as game tonight. We have some good fog already burning off today. Looking for a cool down today. Im wrestling with this, it does look a little bit warm inland as a high moves up a little bit. Another low wolf form of the Central California coast and that may be counterbalancing that and keep some fog and low clouds coming in. The city council will let Voters Decide on whether to give the Police Commission more power. The city is also making the move to hire more emergency dispatchers come upgrade software and more funding for the Police Dispatch set up and we would talk about this and much more by welcoming back oakland mayor libby schaff. Thanks for being with us. Thank you. Good morning. Its good to have you. Lets talk about opd. Several months ago oakland was very much in the spotlight. We are one of very few cities nationwide to have a Police Commission in such a strong area. Do you support giving oakland Police Commission even more control . I support the measures that are going to be in front of the voters this fall. It will give the commission more independence and control over their work. And we all need this commission to succeed. Is a very important part of accountability and sustained reforms. , so im very pleased to support the measure that will be going on the november ballot. Is there any thought to perhaps not taking away more power from the city from the Police Department . I spoke about the nationwide reaction several months ago when the police chief was fired by the Police Commission in your agreement. I know you were looking for a Permanent Police chief for your city, is this a factor in finding a new head of opd . I think anyone in the Police Profession right now sees that policing is going through transformation as it needs to. And so these professionals know that their job is to deliver safety as that community defines it. And the Police Commission is a critical and effective voice for that community. So that is something that i think more cities will see. I encourage cities to have Police Commissions. They are a critical partner in this moment of evolving or reimagining Public Safety. Lets talk about police funding. Things got very personal for you , mayor, when vandals targeted and defaced your home in the middle of the night just before your decision not to cut for the funding to opd. I know you have talked about reimagining Public Safety. And advancing racial justice. When i look at what people did to your home in your neighborhood, how do you go about satisfying people who are so far against what you are doing . It is a very polarizing topic. And i cannot let really terrorizing tactics, like the ones used against my family, to in any way influence my decision. I believe most people want to see a reimagined system of Public Safety but they want us to do it in a thoughtful way and explain to the public and involve them in these decisions. And that is what i believe we are going to be doing. I am very supportive of what the city council did and that was an immediate cut of more than 14 million to our Police Department. And even while making covid19 budget cuts, doubling our funding for things like homelessness and setting up a Public Commission to really examine the impact and how to go about much deeper cuts moving towards this transformed system. I believe that with the council did was correct. With regard to what happened to our house, i am not going to like you, it was pretty frightening. It felt like our house was being shot up because of the timing of fireworks and projectiles hitting the house. I cannot tell you how grateful our family has been for all the support and love that has poured out. Neighbors showing up with pressure washers. This Community Comes together. No one thinks that what happened at our home was free speech or a protest. It was really vandalism and we are very clear about the difference. Are you able to offer any specifics about the reform you personally would like to see. Right across the bay, your counterpart in San Francisco, said she will redirect funds from San Francisco police and put them toward specific programs that benefit African AmericanCommunity Members in San Francisco. Are you willing to Say Something that specific . I believe we need to do three things. One is, reform and transform our existing Police Department. We have been doing that work. We are excited about doing more. , but we also have to restore wealth to the community. To the integers this committee. To the committees that have been impacted by unjust immigration law. We have to recognize that harm. And also create pathways for those populations to have ownership. To not just address income inequality but also wealth inequality. And we have to dismantle systemic racism. The different policies and practices that still are in our city government, in our lives, and really keep certain groups back. I am excited about that work. I also know that Public Safety matters and oakland is unique in that our Police Department is already the lowest officer per crime staffed department in the city. So we are in a little different position than San Francisco is as far as how many cuts we can immediately make without people feeling a huge impact. So that is the kind of data we need. Lets talk for a minute about Public Safety. In recent days we heard you fight back against President Trump after he threatened to send federal troops to your city. The acting head of dhs says that we dont newill do it whether they like it or not. Do you have any indication that federal troops are on their way to oakland and would they arrive in your city, what would you do . I am furious at this president. Mister president , we need masks and covid19 relief, not troops. We do not have civil unrest in our city right now but sending National Troops would likely incite it. So it is just another very disappointing twisted campaign tactic, racist dog whistle. When you look at the list of cities that he continually slanders, it is very clear that he is trying to whip up his base and not actually do his job or serve the american people. It is true that do you know if federal troops are heading our way . We have no such information and i will be working closely with our governor who supports our position that we do not need federal troops anywhere in california. And finally, i cannot believe the start of school in oakland is coming up on august 10. There is good news for all of those oakland students who had no wifi and no computer access at the end of last year with distance learning. Thanks to oakland undivided and the generosity of 13 million of generosity, we have 25,000 laptops on their way to oakland. We have hotspots and internet connections, Technical Support from our fabulous Tech Exchange nonprofit here in oakland. We are so excited about giving our students the tools that they need to do desistance learning because that is what school will look like this fall. All right. August 10 it begins. We will still get our children new evidence for the first day of school at the kitchen table. Oakland mayor, thank you for joining me. Thank you. The beauty of the california coast brought to life on the small screen work in this addition of zip trips, we are seeing the beach right here in our own backyard. It is very beautiful. We are very lucky and that is one thing you can see with covid19, its kind of like making everyone to take a moment and step back and have perspective. Maybe they had not gone well watching before or not fishing before. Maybe they never thought of going paddle boarding. And so there is so much to do. Thats for sure. We are taking in all the sites from the bestkept secrets along the northern coast to the surfing hotspots in southern california. Plus, we would tell you how these tourist destinations are finding really creative waves ways to do well during uncertain times. So, dont forget, make sure you join us later this morning on the 9 for our next zip trip. We are celebrating all the right things we love about the california coast. And there is a lot. The list is endless but i cannot wait. Sal, i know a lot of us love to take a quick trip to the beach on the weekends. Traffic on the weekends is just as different as it is during the week. Sometimes if you go when everyone else is going, for example, if youre trying to get over the hill to half moon bay, if youre going on a hot day inland and is called the beach, you will see a lot of people. Just like in pre pandemic times. Right now, we dont have a lot going on. I will put up a map and show you that the traffic is still doing very well if youre driving around the area. No major issues driving through. You can see that traffic is looking very nice. I do not see a lot going on at the san mateo bridge or interstate 880 in oakland. Good morning. Welcome back. Its friday july 24. Welcome back to mornings on 2. We are just about one hour away from our zip trip this summer. We have been doing them every other week. We have we are focusing on the bara as we get a life picture out at baker beach. I woke up this morning and it was sunshine at my house. You can tell theyre still fog out there as we look toward the golden great golden gate bridge. There are so many great areas all around the San Francisco bay area. Everybody has a secret beach but baker beach is no secret. As i look at this photo, the first thing i thought of, that is a place from instagram. Even though you may not be there in person, certainly bakers beach beauty is everywhere. We do have a lot of beauty up and down the coast and some fog along the coast. But we are seeing a little twist on the forecast today. We have more of a northwest direction. It will be cooler today. We had a west southwest most of this weekend that brought fog wait in lipid not so much today. Some heirs didnt get fog at all. Some arbery remain off rapidly. Still plenty along the coast. 50s on the temperature is in san jose. A descent breeze in the hills and parts of the coast it is northwest breeze. Sunday into tuesday looks like another low will form up the ghost. That means thats what weve had this week. Inland temps might bump up a teeny bit, we listed in spattered the rest of the month which is night and morning fog and temperatures near average to below, like today. They are all below average for this time of year. Over to sell now, quite today. Only a few blips. Anything new . Nothing new, we are off to a good start. We did not have the traditional backup at the bay bridge toll plaza like normal. On fridays, we do get a little bit of a break. Right now we are getting that break. Interstate 880 looks good all the way down to haywood and fremont and into the silicon valley. Lets get back to the headlines now. Important develops related to oakland first responders. First, a ballot measure in november and a second, a glimmer of hope for the citys 911 system. We are live to explain both in the changes they could bring. Reporter oakland officials promised help is on the way for the 911 system following a fox2 investigative report this week. We found that calling 911 in the city can result in a minutes long delay for service. We recognize that the trust of our community hinges on the ability to respond the safety of our officers in our community hinges on that. Reporter the city plans to hire more dispatchers, improve the dispatch center technology, and seek more funding all in an effort to improve Public Safety. Our team dug into a grand jury report showing last year that 18,000 residents called 911 and waited over two minutes for service. Another 14,000 got frustrated and hung up. Weeks ago a transplant couple from iowa was carjacked. They said calling 911 provided little help. I was also on hold with nine online using the Liquor Stores phone which basically just that, please send the line, for 57 minutes. We have standards that we hold our dispatchers to. We reduced wait times and going on a large hiring campaign very soon. Reporter the chief encourages local lenders to apply for a job and be part of the solution to the 911 system. As oakland residents grapple that, they also have their own feats in their own hands when it comes to the citys Police Commission. City Council Members every changing language of the charter and removing the Chiefs Authority to override the Police Commission and the city council during emergencies. The proposed change would allow the commission to hire its own inspector general, not the city administrator. The id would have authority to review them and make policy recommendations related to police use of force and misconduct.
