Based on the watchlist which includes about 80 of the states population. There is one exception to the rules. Local Health Officials can allow Elementary Schools to reopen in person if local superintendents request a waiver. He laid out strict guidelines for reopening california schools. Chief among them, public and private schools can only physically reopen when its county has been off the monitoring list for 14 consecutive days. Right now, more than 30 of californias 58 counties are on the list including most of the bay area. Schools that dont meet this requirement, they must begin the school year, this fall, through Distance Learning. Reporter the guidelines include the following. Required masks for adults annot students. Students should distance from each other as much as possible. School should provide symptom checks, sanitization and handwashing patients and test forever any employee at least twice a month. Our default is in person, but we have to do it in a safe way and we have to do it in a way that can guarantee the health of not just our kids, but also those that are entrusted with their care. We need to provide more clarity. Theres no question. Reporter tony thurman called for more direction on the more than 1000 districts and 6 million students. Many districts including several the bay area have already announced the year will start with Distance Learning. The guidance also details when to shut down in Person Learning. If theres one case, they closely school with a 5 positive rate, and you close the district when they reach the closing threshold. They blasted the announcement writing, by giving himself political cover, Governor Newsom has a host millions of kids to untold trauma and loss. Im not looking to score cheap political points with people have different points of view. I respect and appreciate this dialogue. Reporter one of the big concerns for parents is about the quality of Distance Learning. The state also set some new guidelines for that as well as setting aside 5. 3 billion to close the digital divide. But many say that is still not enough. Greatly, ktvu fox 2 news. Going to be another challenging start of the school year. Thank you. Parents, administrations and teachers have been reacting all afternoon to the governors announcement. We want to bring in toby boyd. He is the president of the california teachers association. First off, your thoughts on these new state guidelines. Initially, we were really pleased that the governor did set out guidelines for reopening the schools. We havent looked at it completely because we just received them so we are going to go through and do a thorough analysis of what it all entails. Bu guidelines especially in the counties that are on the watchlist. They have to open and Distance Learning right now which is very important for the students and the educators in the communities in which they serve. I know youre going to spend the next couple of days going over these guidelines, but at first glance, how realistic are they since a lot of it depends on test thing and we all know that right now testing is a challenge here in the state . The mac it is a challenge but i really feel that the governor will do whatever he can in his department to make sure that we have the necessary test thing in order to get our people back in the classroom because the teachers really want to be in front of their students because that is the best way they learn. But we cant do it until it is actually safe andgo back, we will maintain that safety after all the other items are in place to in order to ensure the safety. Greg mentions this in his piece that there is a concern about the type of learning that will take place remotely. Talk a little bit about what teachers are doing to enhance the education that kids will get in just a few weeks. In the beginning when we first went to the Distance Learning model, we went from brick and mortar to Distance Learning in two weeks so we didnt have time in order to build our skill set to truly educate our students in the manner and level in which we wanted to. Now the districts would these guidelines have an opportunity to actually prepare the instruction from her educators to a higher height. And the regularly that, the part that the governor mentioned, our teachers always look in whi that to occur, but especially the professional development that will occur now. The school board, the state school board has also had provided professional development for them. Cta has also done this same. With a heightened professional development, her educators are going to be up to the task. Thank you so much for talking with us about todays development and the reopening of schools here in california. Most of them started the new school year with remote learning. I really appreciate your dinky mother. California once again climbs nearnerecord for coronavirus cases. There dozens of pharmaceutical companies all around the world right now racing to develop a Coronavirus Vaccine for more on how this competition might play out, we are joined by michael doherty, former president of lab m. D. Good to have you on today. So we know there are so Many Companies right now racing to create a safe, effective covid 19 vaccine. But you say there areto this ki competition. What are the biggest ones . The biggest ones is that a disease and the virus really doesnt care about profit margins, health, or timelines. And so it just isnt going to cooperate because theres an emergency and we are going to have to remember that a medical communities first oath is to do no harm. And so vaccines arent skewers and we are moving so quickly. We have to remember that a vaccine is a little bit of the bad to prompt your body to build defensive up. But we have to test that because if we give you a little bit of the bad, we could have one bad, very significant negative event. In 100,000 people would mean 300,000 negative events, significant ones if we vaccinated 300 million people. And thats what we plan on doing. So we have to understand that as much as we want to get this going, and it is great we are putting resources to it, nothing replaces analysis and care in making sure we are not also setting things up to hurt people. Im sure youve heard that some of these new concerns that coronavirus antibodies potentially diminish over time, sometimes disappearing within a matter of a few weeks. Does that kind of shortlived immunity make it more challenging to create an effective vaccine . Is a different animal. That just tells you how long you actually, how long your body could be tolerating this without a vaccine because those people have already dealt up the defenses because they have had exposure and the vaccination is really an exposure on a massive gail and we are trying to find us safe, exposure. While that information can tell us how long it lasts, unfortunately when you see one human bodyhuman body. And this is why, on average, vaccines take 10 years to develop. So we are really putting a stress and demand on the system. Not that we cant do it, but we have to understand what a big goal this is and how careful we have to be. Obviously a lot of the pressure comes from the federal government because we have, they want to try to get a vaccine out to the public here to diminish the outbreaks we are seeing right now. With that being said, the expectation is they are going to select several vaccine project that are going on which will receive federal funding even before there is definitive proof that the vaccine is safe and effect. Is that the right approach . I think not putting your eggs in one basket and trying a multipronged effect is a very good thing, i think involving private industry and academia and it is a great thing, but understand that the human body doesnt care and we have to be really careful about what we do and actually saying this is the one. And the problem with vaccines is, it needs a lot of time to make sure. Some vaccines can actually backfire on you and make it worse for you if you get sick. So i think we have to really understand that vaccines arent skewers and we have to be careful because we are going to intend to vaccinate so many people in the world that we are going to have a Large Population of adverse effects if we have one out of every 1000. It depends. Im just saying, we have to observe and be careful. Sure. Do you believe that some of these vaccine doses so could be available to the public by early 2021 . That is sort of the hope that is out there right now. I find it pretty unlikely. I think we really have to set expectations to understand how wonderful that would be and how great that would be, but that would be such a fantastic achievement, but the odds are not there. And i think we need to be objective about that because we have to be safe and we are in such a world of immediacy. We are born with a smart phone in our hands. This is mother nature, she is a terrible mistress with this. Its really tough. Our expectations and patient is really thin in our culture today and these viruses dont care about that. We have to leave this conversation right there, we appreciate you coming on and appreciate your time. Michael doherty, former president of lab m. D. Day around the bay area this afternoon. Temperatures a tad warmer in some spots. A little cooler than others with a bit of an onshore breeze. Alive look at what is going on with the blue skies. This week, then spoke to lawmakers, as well as psychology it includes the thoughts of a prominent San Francisco attorney and she says that these new guidelines outlined today go too far and she is already planning a legal fight. Im sure she is well known by many viewers. She is a constant critic of Governor Newsom since this pandemic has begun. She has sued the state of california 12 different times about various things like trying to push for hair salons and nail salons to open and other businesses as well. Now she says she is inundated with calls this afternoon from parents who are upset about the governors new ruling when it comes to schools. Heres what she had to say. Lets talk about the legal basis. The california constitution has a guarantee for bait sick education for all children. Now assuming nobody gets sick or even assuming that they decide to just do this online thing as a starting point, i have spoken to a lot of teachers over the last few days have participated in the Online Learning in the Spring Semester and summer and they say it is a disaster if you are teaching mathematics, particularly if you are teaching a vulnerable population. They may not be able to participate because they are babysitting their younger siblings or they have a job or they are trying to help their parents from being a big kid from their homes. Kids are not able to focus. Kids who need extra help are not able to get extra help. Quite simply, even good kids with great, engaged parents are suffering from depression, anxiety, inability to focus. The Online Learning is nonsense, it is no substitute for real education. So Governor Newsom would say that shes right about that. He said during his briefing that Online Learning isnt as good and it is going to hurt when it comes to the education issue. He just said that it is not safe right now to do regular in Person Learning and most california counties which is why this is the only option they have. We will see what happens if she is granted legal status or what happens with that. Also coming up, we talk with the mayor of long beach. His mom and his stepfather in the hottest at all on a ventilator right now with covid 19. As the cases increase, increasingly people are being affected by this and it is and it personal issue for many so lawmakers and so many of our viewers. We are going to be talking with a psychologist talking about the Mental Health reality because this weakening for so many people it was really overwhelming. I felt like we were moving in the right direction for a while, like maybe there was light at the end of the tunnel and now it feels like we are moving backwards and it is hard to see an end date of this anytime soon. It certainly is. All right. Really entering interesting show coming up. Thank you so much. Tune in or set your dvr. It is at 5 30 sunday morning, just ahead of mornings on 2. My time is running out for congress to strike another deal on Coronavirus Relief. I capital health. Plus more on the mask debates coming up. Coronavirus case to spike in some states with some hospitals in florida and texas nearly at capacity. In the meantime, on capitol hill, lawmakers are considering another Coronavirus Relief bill. We have more now from washington. We know that masks are really important and we should be using them. Everyone. Reporter dr. Felty, the top Health Spirit expert is trusting again the importance of face coverings when in public to slow the spread of the coronavirus. Over her mask mandate for the city. He does not believe the government should force residents to wear masks. That legal fight comes as cases are rising in many states. A new report by the center of Public Integrity found that an unpublished cdc list of 18 states that were in a socalled red zone, meaning they had more than 100 cases per 100,000 residents. The cdc list also recommended some of the spiking states start to rollback reopening phases. I only read about that so i had to take a look at that but we release documents every day with respect to the coronavirus and i am not a afraid of any information. They find that 38 of americans approve of President Trumps handling of the outbreak while 60 disapprove. They are still bickering over the next round of economic relief. Democrats want the senate to pass their 3 trillion heroes act. We need to have state and local funding in the next relief package. Reporter President Trump whats a payroll tax cut while the Senate Leader wants protection. So far, they are all at a standstill. I think will definitely have another package. We look forward to briefing the president and we look over to starting with the republicans and the democrats next week. Reporter the 600 and Unemployment Benefits on 30 million americans have been receiving is set to expire at the end of the month. Republicans are hesitant to extend it. Now that the state of california today has issued those guidelines for goals, we wanted to talk with those who have already had their campuses opened for children of essential workers to see how things have been going there. Joining me now is alex such and, the program director. Thank you so much for being here. You have been welcoming kids back to your campuses for about two months now. Talk about the changes that you made to ensure everyones safety. There have been a lot of changes. We had to do a lot of training with the teachers to learn about how to social distance properly in the classroom, a lot of moving of furniture around, getting toys, putting a lot way a lot of things that theres less things to clean at the end of the day, figuring out what ppe equipment we are needed. And through a lot of webinars and lots of reading, we also created a parent handbook that helped explain what we are doing as a goal and what we are asking staff and also parents to do as well. It has been quite an undertaking. Im sure. You are obviously dealing with little ones, preschoolers, did you also make changes to their day there at the school . So many changes. Number one, we are encouraging all children to wear masks and be on believe it or not, they are pretty good at wearing them, and it is not that big of a deal for them. That kind of rolled with all the changes. They had to get used to just a lot more handwashing, changing shoes upon entering, get their temperatures check multiple times a day. So we are doing all of these things and we have changed so many different policies and protocols and it has something that has worked out really well. I want to talk a little bit more about the masks because we know that they will be required for children in third grade and up once in Person Learning is able to begin in those school district. Do you have any sort of suggestions on how to get but for prepared not only for seeing everyone else in the classroom, teachers and things also with the masks on. One of the many ways that we help children repair was before we came back into class, teachers were doing a lot of Online Learning with children at home. We are doing online preschool. We would do games with the masks, everybody would go get their masks and talk about what was on it, one of our teachers wrote a social story about Wearing Masks and the fact that teachers are going to be having masks and some of them are wearing face shields and gowns, we really did a lot before we came back to help children understand what it was going to look like when they came back to school. And all of those things helped so much and we really were able to come back to school and a lot of these issues that we were worried about, none of those things have really come up at all. That is great to hear obviously getting them comfortable with the idea. We spent a lot of time talking about getting students prepared. What about your staff . Before we came back, like i mentioned we did a lot of training. We were just meeting a lot, preparing the classroom, just really think airing out what was to be safe because safety is to be really important for a teacher is as well as our parents to feel like we can come back to school. There was a lot of equipment we had to order with preschools and Childcare Centers all over california, we are all doing is outofpocket. We are not getting extra funding so we are going and trying to get as much as we can and sometimes supplies are running low which is really gary but we are trying to do all of this in order to make sure that the teachers feel safe to come back and coming back to will has been really wonderful. The teachers and the children are really happy to be back together and the families are really grateful and it is all because of how much planning and how much work we did. It took a mentioned, but a succ as far as you are concerned. I really appreciate you taking the time and talking with us about the changes you are able to make. Thank you. It may be hard to believe, but nba games begin in less than two weeks. Coming up, we will tell you what it is like inside the nba bubbly bubble at disney world. In a couple weeks, the nba season will restart in the middle of the coronavirus pandemic. The players are all staying inside what is known as the nba bubble at Walt Disney World result. That is where all of the games will be played. No fans in the stands of course. For more on what life looks like inside the bubble and what this unusual nba season is going to look like, we are joined by then gulliver. Ben, really appreciate you coming on. So you are inside the bubble as we speak right now. You arrived there at the resort on sunday and you have to start your stay with a seven day quarantine . You cant leave your room . Thats right. It is great to hear your voice because im not getting much human contact. Every day since sunday ive had to take a coronavirus test so five or five i have passed every single one but otherwise im not allowed out of my room. The idea is to create a safe enviroen with the virus as they get ready for games later this month. So it has been a very trying week but im almost done with it. On sunday they tell me if i can pass two more test they are going to cut me free and i can check out the rest of campus. We wish you the best of luck. You can nail those last two test. We are sure of it. What is your access going to look like moving forward, once you are released from quarantine . Let me say it is really restricted. They only took people from outlets who werent officially partners. It was once of, tens of thousands of dollars to even get us hot, but within the bubble and going to be staying here for 94 days if you can believe it as long as all things go they are able to finish out the playoffs into october. They will allow us access to the players. A lot of the interviews are done by them. We will at least be able to be in the same room as them but the dream perk for me is that the seats in these empty arenas, which will not have fans for the games, my seat will be about 10 that is going to be nice. Youre going to have some pretty good view there the games. We know so far that there were a couple of players of the 300 who are there in florida who tested positive, but they have never cleared quarantine if im correct or not. Where is the concern level on a player at some point during this season who is inside the bubble testing positive, and what is the leaks plan for that . Well that concern is always there. It is ever present. If you look back at the last month they did preliminary testing before everyone got down here and more than 40 players tested positive. The than 10 of the players here before they got to orlando. That is a very big and kind of scary number. But the good news is, once they went through the Testing Process, they put them through another Testing Process and only two of 300 players tested positive in both of those were caught during the quarantine. So everybody who is in right now is and at safe and healthy place. It only takes one weekly to break the whole thing. The nba has taken a very strict policy towards enforcement of the bubble. For example, one player tried to go out and get postmeet and order it to the hotel, that got him a 10 day quarantine. He got sent back to detention for trying to break that rule. Theyre going to continue with those kinds of policies to try to keep everybody safe. They are clearly not messing around with the rules. Everyone has to follow along. This is the only way this works. We are almost out of time, but real quickly, during the time you have been cooped up inside of your room for this past week or so, any second thoughts about jumping into the bubble . Not at all. It has been a very strange week. We look outside and see the beautiful courtyards. I just cant busy pacing back and forth in my hotel room. Im in for the long haul. I love basketball and im glad to be here. I love basketball too. Looking forward to watching some games here in the next couple of weeks as it gets underway. And then gulliver with the washington post. We appreciate your time. Have fun. Its a gorgeous day around the bay area. A little bit cool on portions of the coast, partly sunny skies, a little warm in length, but nothing too severe what where the other. We are going to warm it up a little bit getting into your bay area we do have blue skies mixed in with the little bit of cloud cover. You can see some fog there and low cloud cover on the back side of that hill. But again, with the warmup coming our way, we will continue to to see only subtle changes before we cool down on sunday. Lets get into this year. Because they have today we have seen the thunderstorms that pop up during the Late Afternoon and so goes it again for today. You can see we have some higher elevations, even some lightning strikes. If you are going to be out hiking, camping this weekend over the sierra, we will continue to see that threat of thunderstorms especially south of about highway 50 over the course of the weekend. Mostly sunny elsewhere, where temperatures are slightly cooler in many spots. We are looking at sfo with an onshore breeze of 10. Half moon bay coming in from the south, gusting to 17. So a bit of an unseasonably mild cool pattern. We will warm it up as High Pressure strengthens in from the Desert Southwest and brings those inland temperatures up just a bit for saturday. Here is what we are looking outside. 64 degrees and sentences go, 74 in walnut creek and then you go well and owned, it is 86 over fairfield. Some of our areas in the 80s today will reach into the 90s for tomorrow. Meanwhile, San Francisco along the west edge in the upper 50s, closer to the embarcadero. We start over to the other side, you can see areas right around would reporting 87 degrees right now. A nice wide span of temperatures. Overnight lows for tim tonight, 57 to start your morning in oakland, 57 in san mateo, and then getting into the afternoon, low 90s affected for inland cities and then includes livermore by lunchtime, low 80s for their and topping out at 92 degrees at 4 00 in the afternoon. The afternoon highs for tomorrow will go 82 low 90s for concord, for the south bay your afternoon highs look like this. 92 for morgan hill, and a very nice 72 in santa cruz. With a bigger drop coming tuesday and wednesday. Mid70s around the bay, low 80s to mid 80s expected for the inland cities. Back to you. Thank you.
