The pandemic. Theres no in class instruction unless the county that the school has located in has seen 14 days of declining covid cases. Now, this applies to public and k12 Public Schools. This would mandate all students in grades three through 12 to use the masks when on the campus. They say that they estimate that under the guidance about 90 of the California PublicSchool Students will have to start the school year with the distanced learning. Troy flint with the School Board Says that by laying out the guidelines, the governor is taking pressure off of the states 1,000 School Districts to make these decisions. Were hungry for more guidance about what is essentially a Public Health issue. Theres so many contingencies that are beyond the capacity of the School Boards to deal with. Now, other rules expected to be announced today including enforcing a school with in class instruction to switch back to Distance Learning if more than 5 of temps and staff test positive for covid. The School Board Say that is the next step now is for the School Boards to continue to work with the Public Health and Governors Office to make sure that the teachers and Staff Members and School Districts have the resources and things like personal gear needed in other School Supplies to make sure these mandates and guidelines can be followed. In the meantime, the number of coronavirus cases here in california continues to climb. According to the latest numbers from john hopkins university, theres now more than 365,000 cases. Thats up more than 10,000 cases from yesterday. 7,491 people havehere in the bay area there more than 39,000 cases and 60083 deaths. Senator dianne has proposed the tough consequences for the state that is do not require the face coverings. They want to with hold the relief funds where theres no mask mandate. Ktvu tells us more. Reporter rules and guidelines have sparked debate and they say that wearing one is the best way to prevent the spread of covid19n. Georgia the governor encouraged people to wear mask and practice social distancing and said that a mandate would be confusing and unin forcible. I know that many well informed want a mask mandate. While we all agree that wearing a mask is affective, i am confident that theres no need to do the right thing. The governor is suing the Atlanta Mayor over the face mask. He wants to stop them from enforcing them. Not wearing a mask could be a fine or jail time there. Mask are a hot topic there. The governor of alabama issued a statewide mandate after seeing the highest mortality rate in the resent days. Clearly theres some other more restrictive actions that we could take such as closing things back down. I dont want to go there unless theres no other options available. New Research Suggests if everybody wore a mask, the pandemic could be curved in just a couple of months. Yeah, im really horrified because this is scientific. We will get through it faster. Everyone is miserable. We all want to get through the pandemic faster, is we have to wear a mask. In the meantime the senator wrote a letter to President Donald Trump asking him to issue a nationwide mandate on the face mask. A man knows his fate and a judge sentenced cow to a life of prison the school kids and then the Public Education system here and then the adults that support the Public Education system in the state of california. To the dr. And thats the moment and father of four and then to the children getting and then the qualitity and then the parents and getting back to work where we are able to and thats attending as we anticipate and then the responsibility as the parents and care giverers. And then the guidelines for the education in the state of california and then thats the context and then the specific guidance as well as updating and then simply nonnegotiable and then the schools must, and i understand must provide meaningful instruction and then opened to the schools or not and thats what i want to talk about first specifically today and then the students and staff and certainly parents we all prefer inclassroom instructions for the obvious reasons social and emotional foundation. Only if it can be done safely. As a parent i believe that. And the safety and health of our children. We have to have their backs as well as including the preciousness that is the children and kids and education system. Safety is phoning digsal and make the determination and how we go about and then we work the way through and then the terms of the expectations and this is the plan for the schools in the state of colorado. Number one, safe inperson school based again. If you are going to be in person based on the local data. I will walk through that bullet point in more detail in a moment. We have the new mask requirements that were putting forth today and then some clarification and constructive guidance on the physical distancing and other that we expect to see within the school seating. Were putting out specific guidance as it relates to testing and Contact Tracing in our School System. What we mean by distance learn asking then the word is foundational. If were going to have that to s real. Using data and the foundational day that that we have laid out county by county. Were putting forth the guidelines and saying that schools cannot physically open for inperson education when the county that theyre operating in has been off our monitoring list for 14 consecutive days. If you have tuned in to those daily briefings, youre familiar with the list. I will be updating that listbadread and 23 youre on that, you can move forward as physically open your campus and physically open your schools. However, schools that do not meet this requirement they must begin the school year, this fall through Distance Learning. Number two, and im going to get to that in a moment. Numb i two, theres a new mask requirement in the state. All staff and students in third grade and above must wear masks. Student there is the second grade or below, we strongly encourage Wearing Masks and face shields. I have a very young son, dutch, care givers when he first saw a mask he naturally went. Thats why we put the guidance out on masks and face shields as well. The third frame of dividens that were putting forth today is around the physically distancing. As i said the others. On the physical distancing side, we believe that its incumbent on the staff to maintain a 6foot distance between each other and a 6foot distance between themselves and the students. We believe that the school day should start with the symptom checks and temperature check. We have the robust around the hand washing stations and sanitation deep sanitation and deep infection overts and that the school has along the lines have quarantined protocols. We will talk a little bit more on the annuity and attendance plans that each school site is responsible for putting forth. As it relates to the issue of testing, theres a requirement that we test on a rotating basis of staff on a consistent basis. We will talk a little bit more about that, and in term we are bringing to the School System the benefit and support of the 10 plus thousand contact tracers that we have trained here in the state of california and partnership with uscfs and ucla with a backbone and a database that now has organized a collective. We want to turn our Contact Tracing where we think it can be affective in these School Environments and could be affective in myth gaiting the spread and trying to understand and isolate and quarantine not only children but staff as it relates to mitigating that spread further. As it relates to Distance Learning i said riggerous. Access to devices is one thing, but its foundational. In a moment i will talk to the money that we have put up to allow for districts to purchase new devices to get the campaigned of activity that the students need and deserve to address this yawning gap as it relates to the digital divide. We want daily live interactions with teachers and other students. Students connecting peer to peer and teach overs connecting daily on an interactive frame to advance the Distance Learning efforts. Remember that we had a lot of experience that came through the sprirng this year. We reviewed a lot of the fits and starts relate today the quality, access issues, appointments of consideration and concern. We shared a lot of those best practices. No one is going to deny based upon the early orders to start to close the schools the local level that some of it worked more affective liz in certain parts of the states and others. Clearly we have work do to make sure that were doing the riggerous distant learning. There is the foundation and the expectations that we have. Its minimum expectations in terms of quality, engagement and connectivity and access to the devices that are foundational in terms of the Distance Learning system. We also have assignments in terms of what we have in the inperson class setting. And then to the restraints and thats distant learning. We want to make sure that were always mindful of the students that are homeless and the students that are foster care and kids that are in the system and thats the second language and then the learning disability. Is and then the legislature and then the pack an on the equity and then that includes 5. 3 billion to deal with the learning loss that was associated with and then the fog and the categories and the specialneeds and system, so 5. 3 billion was put in additional funding. And thats not something to promote the point of view, but were putting real resources in to the advancing that point of you as well. And then were asking once the school is opened, what happens if the spread goes in to the classroom and then county on debated and so this slide and were setting forth. Gain these are brackets within that, we will work through the county and local conditions and recognizing the gray area and over a thousand School Districts here in california all of the city and counties and jurisdiction say that is it makes us unlike any other state challenging and then we have to consult with Public Health officers first if a classroom has to go memo because theres a confirmed case. Then it would trigger criteria to consider closing or mandating the closure of that school site this could be multiple schools or similar schools. If they have similar case loads we have a stipulation here to mandate that at 25 and then positive cases that reach and some time ago. Theres a lot of local guidance and then the cee and in terms of the republican lick and private schools in the state of california and then the flexibility ask that recognizing each part of the state is unique and each part is distinctive. Some counties are on the monitoring list for good reasons. Most are not for a good reason because theyre not seeing the outbreak and theres a consequence and able do the inperson education. Even those and we hope and expect that theyre going to fall off the monitor list to make the determination as to what is best for their children and those that support our children public ge case is about our kids. We cannot deny the fact that we have hundreds of thousands of adults that are responsible to taking care and educating the kids as well. Their health has to be considered as well. I just offer that as a parent and as someone thats reference ed referenced and i am entrusted to be accountable and responsible to their health as well as the health of my children and your children and our children and our future. Thats the frame work that were putting out today on the education. Of course, i will happily answer any questions. Both first i want to just quickly run through what i began with or end with what i began with. Again that learning remains nonnegotiable, but neither is the safety of all of our cohorts of staff as well as the children. Here are todays numbers. You have been become with the seven day average and that to me is even more important than the episode of the rise and the fall of a single day number of the case counts as it relates to the totem number of the cases that are positive. By the way, we tested 129,000 people on july 16th. You will see the number. Thats 9,000 individuals tested positive for covid19. That seven day average at 8 thousandle 800. You can see that the Positivity Rate has gone down 7. 4 and the 7day Positivity Rate is lower than the 14day Positivity Rate the amount over a 7day period is 7. 1 and then the slide here is 14day period at 7. 4 . Were averaging 20,000 tests on a daily basis. We constituted and reconstituted the testing task force. I want to make this Crystal Clear and do so and he laid out on tuesday. I want to see the average daily numbers continue to climb. They are continuing to climb. This is the largest seven day average of daily tests that we have put forth. I will just remind you that were averaging 2000 tests a day, and we will continue to fight the numbers increased and we will have to be more resource ful resourceful and then the highlighted over the course and then understandably and then increase over the 14day period and and then theres 20 increase and then thats looking now and then 22 and then and then covid19 positive and then respects about 9. 2 of the total number of the hospital beds and then not have an identified patient and that was the best way and then thats increasing but again at a rate and then the Current System or the al rah gantt and then what were seeing is the state level and later hospitalization and then not surprising and then the issue of icus about 15 and then the two week and thats the period and then admit today the icus and about 16. 6 and the total asset base of icus and nicu beds. Thats holding 16 of what i presented the slides to you on monday. This is statewide and does not represent what is happening at the local level and ground level. Thats the purpose of the slide to talk about the counties on our monitoring list. Now, 32 counties and likely 33. Were monitoring one or two others. I expect and anticipate a county or two likely to be on the third day. 32 counties and thats held fairly steady and 29 or so last week and what is happening in the county and you will see the higher utilization and those counties and you will see other parts of the state like napa and others and then to other counties. The wallets and understandable that some of the things generate screaming headlines. It also, i think should be that theres smaller jars dictions that do not have a lot of capacity just a few patients in the icu will fill up the icu capacity, but that does not mean that were not attend to go the patients. Thats the approach and then the counties matter and then thats the point of consideration. The central valleys and then spreading in to Southern California and then continues to remain the southern and then thats going north of the bay area and then you will see a number of those represented this slide and then the state or immune and then upon all of us and then to wear a mask and then were all of the resources and not just the knowledge and as i and then the support to get mask or where youre in the industry and then encourage you to have the site and then partnership reformed and then the ppe and then by the way we have done that and then the Public School system. We have provided and then the face shields and then the Hand Sanitizer and then over 50 plus thousand temperature devices and then over two months of ppe has been provided to our Public Education system and then provide and then the different size spaces so that and mom and then were considering and then the next and then the progress of the difference mask and then the distribution and then the same and then i also want to make that point and then that te slide and thats money thats available for different purchases of ppe and money thats available for additional purchases of connected devices and money thats available to address the digital divide. Again, thats why we call it the learning loss. Within that a lot of flexibility with the lens to provide the real resources to the School Districts to allow them to make the purchases that are necessary to close those divides. I remind you to physically distance wash your hands and backyard events with neighbors and have been in contact with some time. Thats a better approach. And then the powers of individuals and the cohurt and the connectiveness of being engaged with others and learning to develop yourself. Not just that way but emotionally and maturing in ways where i respectfully submit that its difficult when youre doing it online. That said, the one thing that we have the power to do to get our kids back in to school is look at this list again. Where a mask and physically distance. The more that we do on this list and do it at the sale, the quicker that the counties will come off the list, were going to mitigate the spread of this virus and those kids are back in school. If thats your top priority. Then its going to be to practice not just what some of us preach, but to practice what we preach as individuals that desire to see the kids go back to model the behavior that we know can model the behavior that can distinguish this virus. I saw one study and i dont want to get in to the details, but if every american wore a mask, in a number of weeks there could be dramatically bent the curve. I dont know if thats too much to ask. I recognize that these are not the most comfortable things and often attractive things to wear, but its more unattractive and uncomfortable is not taking care of the needs of the Small Business and our most precious resource, the children. Thats why this can move us in a much more manner to the goal of getting everyone of the kids back in to the classroom and getting the Small Business up and running gain and getting us back to the normalcy that all of us desperately look forward to. Once again were going to enjoy if again we attend to these basic and foundation knolle and fundamental principals. With that, i encourage you to learn more and go to the website. I encourage you go to the website to learn more about these plans that are also required in our Public Education system. We call them local continuity attendance plans. Its well known in the education system. We talk about the plans. Were now adapting those in a covid19 environment to consider the spread and consider this disease and its spread in light of some of those local plans. Those have to go up on and they will. They are made public and go off on site where you as a parent and someone that cares about this issue you have access to that information. A lot of that information again. Again, we have dr. Gally, a pediatrician thats a very good friend. We have question thats linda. If you do not know her in the formal role, he is also one of the nations leading educational experts. Thats the reason that she was appoint today this position, and were blessed to have her. She is available to answer any questions, and then you have the governor with four kids thats also available to answer any questions. The budget you signed does not spell out the requirements for the lies and destruction that is in the feel and then thats an important part of that. My question is how much instruction do you feel that the school should be offering students this fall, and what resource will parents and students have if theyre not receiving the quality instruction from the schools under the budget . Well, we stipulated a 5. 3 billion in terms of the language and expectations that certain conditions will be met as it relates to the online and Distance Learning. We have that in terms of the slide that i put up. Let me put that slide back up now. It will more it will answer your question more specificity. You can see the fifth bullet point Distance Learning. This is about having a requirement to have the access to the devices and connectivity for the kids. You maybe aware, and im really proud my wife is working over time and getting the devices donate and to have wifi hot spots and connectivity beyond wifi in the Public Schools. I think toe first for his leadership in the space as well and darlene hammond. They worked club together. We found 1,000 hot spots that we did advance and partnership with them and microsoft and amazon and others and rear rye son came in and providing 10 a month per household plans. Its support and example where the government is coming in or business and theyre coming in. We have a lot more work to do there. We were able to get the chrome book and laptops. We were able to get over 70,000. We announced a few months back tens of thousands of more have come in. I made an announcement on this a few months ago. That goes to the question and thats worth repeating today. They have been doing more targeting mapping of the areas where its not robust and optimal. Thats a renewed effort to prepare for the fall economic season. We have in addition to that tens of millions of dollars, 25 million from the cpuc thats providing support to the local education authorities to cut the cost of devices in half. We put that 5. 3 billion up, and we put statutory language in the budget as it relates to the need to do a lot more in the old traditional ways and through the bulk purchasing. Thats why the money is available. Thats why its coming with the districts in the next couple of weeks that are opening up. Some as early as august 17th. Let me just give you an example of some of the connectivity. Sacramento outfitted a lot of school buses and put out a playbook for the other starts to consider a mobile connectivity as well. Its just an example of the work thats being done and innovation that deserves some recognition. Its not a solution and a scale, but theres a sense of what has been going on and what we intend to advance. Daily live interaction, and youre absolutely right. The spirit of the question as a parent, and i agree with the spirit of the question. I want to see that interaction with the teachers and students. I also want to see it riggerous and challenging. I dont want to see it disjointed, so we deal with that. We deal with the connectivity. We deal with the importance of having lesson plans that are robustdisjointed, so we deal with that. Did you see the suggestion of the other districts that moved to this. What was the moment that made you think that you needed to do more for the state . Well, that was about ten days ago. For give me leading you with that. It was not my intention. We have been planning to make this announcement for some time. We have been working very collaboratively with the partners across the spectrum. You know wellncil and advice that we have received from them. Also working with the local health officials. I previewed that on monday with the ex peck taxiss that we would be rolling out this plan with a little bit more detail, and so were moving in that direction as were intended, and were very pleased and grateful for the advice that we have received from so many stakeholders. Were shaking the heydes and saying like we were in the spring and for the parents that are working and sometimes theres families with just a mother or father, and they have to go to work and they are taking care of the child at home and making sure that theres instruction. That debate will continue. We have a month here before most schools in california get underway. The governor is laying out the frame work and saying if youre on the watch list in california, students in that county youre not going to school in the fall. Theres 32 counties on the watch list. When you look at the bay area, its my understanding that all of the counties are on the watch list with the exception of san mateo county. We just got the word that San Francisco county and how do you get in the classroom. And then theres the decreased numbers and then the mask requirement heather. Third grade through and then. Everybody will have a mask on. Something else that the governor really stressed is that if youre allow god back to the classroom, school is going to look different. Theres a focus on the physical distance and the teachers and students six feet apart. He said and will the state put a threshold and 5 positivity meaning that if 5 of folks within the school, well that is going to trigger a school closure. That will go back to Distance Learning. A lot of things outlined in this News Conference today. A lot for the parents and students.
