They dont know why anyone would want to take their son. Police call this an intricate killing, spanning several neighborhoods. He was not your ordinary kid. He was not. Reporter surrounded by members of Law Enforcement and the mayor of alameda, a grief stricken mother clings on to loved ones in front of Police Headquarters after autopsy results confirm the news that no one wanted to believe. Someone had murdered donald. Nobody deserves to die, especially donald. We are begging you, if you know somebody that did this. Reporter loved ones knew early on that something was not right. He failed to show up to his job. That was out of character, they said. The police also knew that it seemed suspicious. There was evidence that there was foul play. This turned it from a missing persons case into a case in which we showed great concern. Reporter three days after he disappeared, in Alameda County sheriffs deputy spotted his old honda accord parked in an unincorporated area with no sign of donald. That was until last sunday, july 12. A citizen found a body at the huckleberry regional preserve in the vegetation near the parking lot. We had reason to believe that he had been dead for some time prior to july 12. Reporter the police are not revealing how or when he died. Also is unclear, a motive. Is that the public is not at risk. What is very clear, he was loved and had dreams. Donald wanted to help people. Oddly enough, he was going for his bachelors degree to become a psychologist. Reporter dream left ons unfulfilled as the family is seeking justice in this case. It will not bring him back. French is the new chief peer she has been serving as the interim chief since last september. She is the first black woman to lead the Richmond Police department. She became an officer back in 1998, working way through the ranks. In 2013, she was the first woman of color to serve as a police captain. The promotion is effective as of august 1. The city of oakland is spending 32 million to settle civil lawsuits over the ghost ship warehouse fire. The city agreed to pay 23. 5 million to families of 32 of the 36 people that died in december 2016. Four families did not come forward. 9. 2 million will go to a survivor, sam maxwell that has lifelong injuries from the fire. An attorney for the victims families said the city was well aware of the hazards. They knew what was going on in the neighborhood. They turned a blind eye. They did not protect the people that came in there for the event tonight. They did not protect the people that live there or the public. Reporter in settling the case, the city stated that they are not liable for the losses. Now to eastern Alameda County where firefighters out the forward progress of a grass fire that started this afternoon. Cal fire says 253 acres burned off of tesla road east of livermore. This is a rural area with few, if any homes. The fire department, cal fire, and local firefighters were involved in knocking down the flames. Cal fire says that pg e transmission lines were responsible for starting the kincaid fire that burned in Sonoma County and destroyed hundreds of buildings. Pg e had shut off power to homes during the red flag conditions in october. They kept their own transmission lines running. The brief Statement Today said that pg e previously admitted that they had equipment problems near where the fire started. Cal fire says they sent this to the Sonoma County district attorney. The fire broke out just northeast of geyserville. It was driven by wind and dry vegetation. It did burn 78,000 acres and destroyed 374 homes and businesses. Now to the coronavirus. With new concerns that the bay area may be moving in the wrong direction. Right now, two bay area counties are not on the state watchlist. San francisco and san mateo counties may be added soon. We reviewed the data and found every bay area county is cross the threshold for elevated disease transmission. Today, the california area reported 8500 new cases of the virus. More than half of them are in four southern counties. Statewide, that puts the total number of cases at more than 356,000. The good news is, the number of hospitalizations went down for the first time in almost a month. The number stands at 6700. Unfortunately, the state reported 118 people died on tuesday. New researchers suggest the pandemic would collapse in a couple of months if everyone wore a mask consistently. He describes what its like to deal with the virus, the conditions inside the jail, and the states response to the outbreak. 12 inmates have now died more than 2000 others have been affected. Tonight, a rare interview with one of the inmates that survived to tell his story and was recently released. This is a ktvu exclusive. Reporter the department of corrections has been tightlipped in refusing interviews. This is the first time we have heard publicly, and in person from an inmate infected with covid19. Also his views about what is happening inside. Inside, it was like being in a chicken coop. We had all of our lives on the line. Reporter in march, san quentin, word spread of covid 19 outbreaks at other california prisons. Kenneth remembers it vividly. That was a friday move. Everyone in there was scared. All you could hear was, i pray to god i dont catch covid19. I dont want to die. Reporter he is a survivor, recently released and in recovery from the coronavirus. He is quarantining in an oakland hotel. I am afraid to be in society. I dont want to be out there or be around people. I dont know how i got infected. As far as i know, it is lingering in my body. Reporter he spent eight months in san quentin for evading police. There was no known cases and may. The state transferred 121 inmates from a prison in chino where there had been an outbreak and death. Is they had us using the same showers that these inmates were using. Everything they used, we used. It was very easy for us to get infected. Reporter because none of the transfers were tested for the virus in weeks, soon, the case is skyrocketed. Everybody started catching the virus. They were not moving anyone. They were not testing people. People was telling the nurses, i am feeling this way. Im short of breath and i have bodyaches. There is no medical attention whatsoever. Reporter the fears were mounting for months. We heard from inmates then, claiming no mask, no social distancing, no sanitizer. They do not give us anything. That did not give us a disinfectant or real bleach. Reporter they did start to spread them out, and started to perform tests. I felt like we were treated Like Research monkees, like lab rats. Reporter meals, phone calls, all became limited or restricted. He says he was moved to another jail cell and started to feel sick three weeks ago. I was short of breath, my bones were aching. I was sweating. I was coughing. Reporter he fainted twice and had chronic heart issues. He said he started to panic, especially as the other inmates were hospitalized and died. He and his cellmate were tested, becoming just two of the 2000 prisoners infected. We were horrified. We could not believe it. We felt like this prison put our lives in danger, and they did not handle the situation right. All he wanted to do was go home. Reporter the trios tents were set up. Risen officials agreed to bring many nonviolent inmates early. He was one of them. He was forced to stay isolated to a hotel room for 14 days. [ indiscernible low volume ] reporter there was resistance letting him speak, we did share with him the news from san quentin that at least a dozen are dead. That is incredible. That is set for these peoples families. I pray to god that i did not die, and i am here standing you giving you this interview. The driver hit several cars near 19th and harrison at 2 45 yesterday afternoon. Investigator say the suspect dropped one vehicle and hit another one as he was driving away. He then hit two parked cars before ditching his vehicle and taking off on foot. The suspect is described only as a man in his early to mid 20s. Anyone with information is asked to contact the Police Department. With new information about the africanamerican man that was detained by police after dancing in the street near his home in alameda. Das office says they found no probable cause to file charges against him. He had been cited for resisting arrest at the time of the incident back on may 23. Walkins exercise routine includes dancing in the street. Someone saw him and called police. Officers put them in handcuffs and forced him to the ground. The two officers will not face charges. The das office says they do require more training. There new questions about how the vallejo Police Department handled evidence after a deadly Police Shooting. A police truck that was involved in the shooting last month was repaired and put back into service, which destroyed any potential evidence. Reporter this is an attorney representing the family. She says it looks like the police have something to hide. How could this happen without corruption or coverup will be hard to understand for most of us. Reporter that does include top city officials. They did confirm the windshield was tossed out and the truck repaired without the approval of the cheaper city attorney. The city statements that impart, and ways have placed on administrative leave while the city retains an outside investigator to conduct the investigation into the destruction of evidence. They shouldve been stored in evidence immediately, the night, shouldve been taken into evidence. Reporter the family hope to do an independent analysis of the shooting and which hammer was mistaken for a gun. The said the windshield was a key piece of evidence. The body camera video does not show his actions before he was shot. The windshield is necessary for the experts to view, in person, photograph is not sufficient. It does not look good for vallejo Police Department. Reporter a legal analyst says this is another lack i for the department grappling with deadly shootings and community distrust. This is either complete ineptitude on the part of the person they got rid of the windshield, and put the vehicle back into service, or does smack of destruction of evidence. When you consider that the traditional Training Camp rosters are made up of 90 players, times 32 teams, you are talking about nearly 3000 players. 72 is only 2. 5 . Of course, it is likely that the majority of players have not yet been tested. One thing is for sure, at this point, the nfl is starting the season on time.
