In the south bay, businesses are wonder how long they will recover after investing in a plan to reopen, only to be told they have to close down just days later. Just we cant believe this is happening, you know, we cant believe this is happening. Reporter 4 hours earlier mike was did where i when his hair salon reopened for the first time in four months, only to find out hours later that the business would have to close again wednesday. Essentially a twoday opening follow league fourmonth closure. Its just been tough, you know. All of the payments, the rent, and everything continues, and absolutely no income. Reporter in addition to hair salons and gyms, personal care businesses such as tattoo parlors and nail salons, along with shopping malls and Worship Services must stop operating wednesday. I just hope we continue practicing responsible social distancing so we can get back into gyms soon. Im getting Hair Extensions in today, and im very happy. Very excited to have my hear back. Reporter as for this salon owner, he spent about 3,000 to reopen, adding everything from station partitions to air purifiers. Were trying to do our best and be positive, and hoping that this closure is not too long. The businesses must close at midnight tonight. The county Health Department says it will be up to the state to clarify if any of those activities can continue outdoors. Thats so easy to see their frustration. The owner of two hair salons in danville said she is protesting the states order to shut down again, and will allow her independent stylists to keep working. Some of them have said that ill be down, im packing my stuff, and theyll probably go underground. So theres a phrase that was coined a long time ago, the kitchen beautician, and that is what is going to happen. Theyll either going to peoples homes, or have people to their home, and its unfortunate, because this is the safest place to have a service done. Donna bruner was closed for three months during the first round of shut downs, and now says she is at least 70,000 behind on rent. She said her salons are safe for style u. S. And clients, because everyone is required to wear a mask, practice social distancing, and have their temperature taken before entering. The Alameda County board of supervisors today voted in favor of asking the state for a variance, or special permission, to allow certain businesses to operate, including Outdoor Dining. In the public portion of the meeting, the board heard from a number of people. One person argued that its a bad idea to use a one size fits all approach to the entire county, since infection rates vary within the county. In east oakland, much higher rates of infection than the rest of Alameda County, and even the rest of oakland, and so to have one size fits all, and have a variance that would apply to the entire county is probably not a good approach. Alameda county is the only bay area county that did not apply for a variance from the state in may. Without it, Outdoor Dining is not allowed, and places like fairy land and the oakland zoo cant reopen. The Trump Administration is continuing to push for schools to reopen in the fall. Two of californias Largest School districts have already announced they will offer Distance Learning only this fall, even after the president threatened to withhold funding for schools that keep their doors shut. Critics say the administrations plan isnt just about the students, it could endanger teachers and elderly family members who could become sick. Kids are not affected in the same way as the vulnerable population. Vice president mike pence also added that they dont want to see kids fall behind contact a let meically, but a new poll shows 71 of American Parents believe it is risk i didnt have to send kids back into the classroom. In San Francisco, the School Superintendent today updated the board of education about plans to reopen. The new School Year Begins on august 17th. A staff report for the School District is recommending that students begin the year with Distance Learning and then gradually switch over to a hybrid model. The school board is expected to make their final decision on july 28th, three weeks before the new School Year Begins. The Orange County board of education voted today to allow students to come back for in person classroom instruction next month. Face masks and social distancing will not be enforced. But the board said they dont actually have any power to direct any of Orange Countys 27 School Districts to follow their guidelines. A group of parents and teachers protested the decision. It will now be up to individual districts to decide safety regulations as students return to campus for in person learning. Researchers reported promising results today with a possible Coronavirus Vaccine. The to data from phase 1 released today shows the drug appears to be safe and trigger an immune response. I dont the factored in the huge backlash that occurred. A lot of colleges across the country are trying to find the right mix of online versus hybrid versus in person, and this was going to create a huge headache for those colleges and the administration basically just said okay, never mind. You touched on this, but a lot of hightech companies depend on Foreign Workers and supported the lawsuit by harvard and m. I havent t. Saying americas future competitiveness depends on attracting and retaining International Students. Im wondering your thoughts on that, and also how many students were we talking about here . Well, listen, theres about several hundred thousand students International Students in the United States right now, and at its peak in the fall, you can expect it to have about a million. Whether that actually happens during the pandemic, dont know. It might be less than usual. Probably will be less than usual. But the reason the hightech companies were so adamant about this and educators, is that these International Students bring enormous talent into the United States. They are literally some of the best and the brightest from around the world. They have high ambition. Many of them stay here for longer term, and contribute greatly to the american economy. Theres huge bipartisan support for International Student exchange. Think you saw that reflected in necessary debate, brief as it was. This is such an extraordinary time. What are your thoughts on whether universities will reopen. My daughter goes to northeastern in boston, and we still dont know what that school is planning, and the school year, the new school year, is almost here. Well, yeah, its kind of week by week and almost day by day, as the colleges and universities are struggling to come up with a plan that can be bendable and ply to be this situation on the ground in each state. At Northeastern University in boston, you know, is boston a hot zone . Is florida a hot zone . Yes, it is right now. Arizona yep . Texas, yep, Southern California . Yep. So they are trying to find a way for schools to stay open as much as they can, but also trying to be cautious and protect their communities. You saw in los angeles not long ago the university of southern really back track asked said this is too hot, the pandemic is too much in los angeles. Were going to go mostly on line, instead of the plan that they have, which had been to have some in person. Are you getting the sense that it will be the same with k through 12 . I know that the Trump Administration is pushing very hard for schools to reopen, and at some point, they have to, but what are your thoughts on that in the fall . Well, k12, youre seeing a lot of School Districts have in los angeles you saw the you know mid there, and san diego announced they are going to be starting online, and you see around the country great caution among superintendents and school leaders. They want, on the one hand, to get as many students in as possible to have them faceto face with their teachers. This is not college. Its different having Young Students in front of teachers is really important. Its an equity issue, and frankly an economic issue for the parents who need their children in school so that they can go to work. But you also have the competing needs of the teachers, and their public safety, or their public health, excuse me, and frankly of the larger communities, because its clear that some kind of transmission happens with students. Its not exactly sure how much transmission happens, but it happens asymptomatically. So the students might or might not get sick, maybe not, and then they can pass the virus on to their parents or relatives or other friends. And so school is extremely fragile right now around the country. A lot of people are working very hard on it, trying to find socially distant ways to have a classroom. But think of this, how many second graders are going to stay socially distant . How many first graders . Thats really tricky. As i said, its just such an unprecedented time, and here we are trying to figure out what our new norm sell going to be, and it seems at this point that no one really knows. We had heat concerns, we had fire concerns. This week the temperatures have dropped off quite a bit, and theyre going to be down not in the 100s, but to the 80s, like today. So the sea breeze and the fog out there really kind of helping push down the heat. You have fires start popping up and air quality issues. In this case, we shouldnt see that much of an issue in terms of fires and they have heat issues. Position along the coast. Its this antipolice sentiment that has many believe that stripping police from traffic stops is the right thing to do. Berkeley. First your thoughts on whether children should go back to school. If theyre doing it safely other country, why cant we to it here . Well, comparing to us other countries is inappropriate. We have 25 of the cases in the world. 24 of the deaths, and we are 4 of the worlds population. So the countries that are doing well are countries that dont have a lot of background cases of covid19 like we do. So we cannot really use that argument to say that we should open up schools just like theyve done in countries that have been much more successful with dealing with covid than we have been. That said, i think that the question of opening up schools really depends upon actually what you mentioned. That is, if we have the resources to do it right, i think we can do it. But having the resources to do it right is a fundamental question that has not been answered by our society here. I want to ask you, there are so many misconceptions out there. There is so much information. And i think a lot of people see things on social media and they take as fact people hoping you candice approximately from fact fromming fiction for me. I think everyone agrees we want kids to be safe when they go back to school. Ive heard experts say that children are almost zero risk of getting the vaccine. Is this true . Children are at zero risk of getting sick from covid19 . Getting sick. Im sorry. Correct. Yeah. Are children at almost zero risk . Children are very low risk forgetting sick from covid19. That said, there are children who have died from this virus. There are children who have had Central Nervous system damage from this virus, heart damage, et cetera. Site not a bee mean virus in children, but children are much less likely to get sick than older kids like 11, 1, to 15, to 19, will get sick, but not very often, and certainly older people really do get sick. Do, though, one child or one person under the age of 18 here in california with almost 40 Million People who has gotten covid19 . Do i know one child . Is that what you said . Yeah, ive been looking for reports to find if anyone here in california, a state of almost 40 Million People to see if anyone under the age of 14 has contracted covid19, and i havent found it. I was just wondering if you know of a report. Absolutely. There are children under age 14 who have been infected with this virus. We havent seen reports of children getting seriously ill from this virus here in california, fortunately. Now, i havent exhaustively looked at the literature to be absolutely certain about that, but it is very unusual to see children get very sick from this. What about this, in children are at little or low risk of getting the virus, what about transmitting the virus . A lot of people say i dont think my children are at great risk of getting it, but dont want them to come home and give it to grandma or grandpa. Are children at low risk for transmitting coronavirus . We dont know. Thats a very important question. Theres a study that is ongoing now with 2,000 children around the country, looking to try to answer that question. So we dont know in a child who is infected, and usually the child is infected as we discussed, isnt sick at all, they are usually at t asymptomatically infected, usually, we dont know how effective they are at transmitting this virus to their parents or grandparents. And thats, as youre getting at, is a really important question. Okay. One more thing. Another big topic today is big news regarding a vaccine, the Company Moderna is one of the Companies Working to develop a vaccine. Some potentially prompt itsing news today. Tell us abut that and what it could mean. It is a remarkable study, because these folks have been able to develop the vaccine, give it to complete a phase one trial. They are now in a phase 2 trial. Give it to 40something people and show that it worked in terms of developing neutralizing antibodies. There are, of course, caveats. It was small group of people that got it. It was mostly white people. It was not a diverse group. Importantly, we dont know whether the antibodies, these neutralizing antibodies are going to be protected. We think they are. And all evidence suggests they are. And so in a very short periods of time they have developed a vaccine, gone through a phase 1 trial that turned out to be very successful. So im anxious to see phase 2, and then, of course, theyre on the cusp. I think theyre just about getting ready to start with phase 3, which are the three phases of a trial. So, yeah, very exciting news. Theres a long way between where we are now, though, in getting this vaccine to people and making sure it works and is safe.
