Joining us now to talk more about this finding is professor of Infectious Disease at Berkeley School of health. Doctor, the volunteers who received the vacaville experienced an immune response. How encouraging are these results . I think the results are very, very encouraging. I think for two specific points would like to point out. Theyre very promising results. The first one, i think the data has really shown the potential safety of the vaccine to be used for humans. Although some people develop mild flulike symptoms. And the second very promising point coming out from the data is that the vaccination or the use of a vaccine in these individuals indeed induced very, very strong antibody response. What i mean is that people that have been vaccinated, and now developed an antibody that specifically can neutralize the virus, the coronavirus. So i think these are two very important, promising, you know, results coming from this study. Okay. So lets talk about these two promising parts of this study. Lets first talk about boosting of the immune system. Talk about why that is so important in proving that this vaccine may actually work. Because as we all know that, you know, to develop an immunity against covid19, we really need to have, you know, the strong immune response, and one of the strong immune responses coming from our bodies is the antibody that we could use to really specifically bind to the covid 19 virus and then inactivate so it it cannot cause further infection. About half of the participants experienced flu like reactions. Talk about how rare that is or common that is when you do have a vaccine, to get those sort of sideeffects. And you also mentioned that the higher dosage, people did have more serious symptoms, if you will be but obviously theyre going to discontinue that dosage amount in the future. Yes. Okay. So, you know, when you are vaccinated with, you know, something that is considered foreign from our body, and will cause our body to react and generate a reaction, so and so its very common to have a reaction to a vaccine. So but, again, the study uses three different doses, and so far the people receiving the highest dosage have the strongest reaction of the side effect. So the it is saying that the study going to use the medium dose for the vaccination for further study. Exactly. Thats what i was going to say, maderna moving forward with that medium dosage amount, as it gets ready to kick off this 30,000person study, which will be obviously be very important. Santa clara today opened more popup testing sites around that county. People lined up outside the Santa Clara Service center this morning in san jose. Its one of the three popup sites that will operate during the next several days. For the most part doing our best to, yeah, social distance, but, you know, its always just important going to supermarkets, youre tapping things and spreading germs, wherever you go. Youre spreading germs. So i just want to stay safe. Two other testing sites opened today, one at independence knightdale san jose, which is opened until friday, and one of the south county annex in gilroy, which is opened until saturday. The test are free, and no appointment is necessary. The States Health and Human Services secretary held a briefing earlier today to update the situation on covid 19 testing here in california, and some of the struggles in that area. Dr. Mark galley says state Health Officials are bringing more testing resources to those those in need. The state is implementing new testing guidelines, which includes prioritizing both for who gets tested and which tests get processed first by labs. Dr. Galley said this will help increase testing capacity, especially among the states most vulnerable communities. We all know that testing in california is a vital piece of our response, not only to focus on taking care of patients who present with symptoms and our care delivery system, but also to understand the patterns of transmission across the state, in vulnerable communities, if different parts of our state, so that we can respond effectively. More than 5. 5 Million People have now been tested for the coronavirus across california. Joining us now to talk more about the testing situation in our state is dr. Peter huong. Doctor, could to have you because as always here. So it sounds like the approach here is not just more testing, but its texting smarter. How important is it to really target your testing toward populations that are most at risk for covid19 . Well, thanks for having me on. Its kind of like where are you going to get the most juice from your squeeze. And you definitely want to target the people most at risk first, but you also want to be testing a wide range of environments so that everyone can get it, you know, in the most expedient way possible. And to that end, dr. Galley today was talking about a plan to try to make covid19 Testing Available in doctors offices, pharmacies, places like that across california. How big of a difference do you think that would make, if i just show up at my local pharmacy, and i can get a covid 19 test. Well, we have two aspects of the delay. First there is the delay of standing in line to get the test in the first place, and theres a second delay in when you get the test, when you get the test results back. So i think weve been strategizing in the healthcare field, and trying to reduce the delay in both aspects, both in getting the test to begin with, and then getting results back. So in that case we try to prioritize people who have symptoms, but also because of the large numbers of people with no symptoms who can be victors and spread the infection to somewhere else. And now were up to about 100,000 tests per day in california, which is, you know, very large. Absolutely, and you compare that looking back to april, and i know the secretary today was saying california was only doing 2,000 tests a day back in april, and now were up to 105,000 tests running per day. But looking forward, what should our goal be when we think about the capacity that we have at the labs across our state . So our goal should be, you know, first of all speed and priority, like you said. People who have symptoms should be able to get the test immediately. Think the second priority is cost. I think one of the things that dr. Galley was doing was working with insurers. Again, as you expand the range of places that people can go, they shouldnt be penalized forgetting a covid test it. Should be free. The third, again, is targeting the most Vulnerable People. And even if they dont go to a wide range of settings, you want to go out and get them like we have done in the mission, and by a view, et cetera. On the issue of cost, its an important aspect of this. We have heard that each covid test that is run here in california costs about 100 when its all said and done to administer. Who is footing the bill here, and how do we bring down the cost of testing . Yeah, so right now were not seeing most of the costs. Of course you can get the test done quickly in the private sector as well. Certain groups have drive through, thats not, you know, department of public health. So i think you can drive down the cost in interesting and creative ways. The first one that has been talked about is cooling tests. So you do a bunch at a time, and if the bunch is positive, then you go back and do each test individually. That could also speed up the process, as well, and that is getting traction from a lot of people to think of doing lot of tests discovery and over again. We have to leave the conversation there. A couple of days guy, we were talking about those really hot temperatures across a good portion of the region. Looks like temperatures taking a big nose dive over the last few days. Concord, temperatures close to 100 degrees last week, from 97 to 102. And as you can see, in the past fee days, yesterday 85, and today looks like right around 85 days. The main reason is the wind. Theres a cool please setting up, and as a result, were talking about a break from that extreme heat. Right now, it is still hot, though, in brentwood, 92 degrees. Oakland 74, and santa rosa checking in at 76. Here is the satellite showing you the clouds still a big factor. A bit of circulation out here all day long. Reporter the winner of alabamas Senate Primary will face the democratic incumbent doug jones in the general. Covid19 has certainly hurt a lot of businesses, but restaurants are particularly hard hit. Still to come, were going to talk with a bay area chef to learn how bay area restaurants are trying to stay open. My money should work as hard as i do. I said i need some slack on pump three the Berkeley City Council is set to consider a proposal tonight to have unarmed city workers conduct traffic stops instead of police officers. We have more on the first of this kind and very controversial idea. Reporter it would be a draft mike approach to car stops in berkeley. Instead of Armed Police Officers pulling over bad drivers, city transportation workers would be the ones handing out tickets and tackling a larger mandate. Address many of the issues in terms of equity and in terms of transportation equity that policing simply doesnt address. Reporter Berkeley Police review commissioner is among the supporters of the propose. We see Racial Disparities in terms of stops across the country and california, and theyre especially bad in berkeley in terms of stops of black individuals. Reporter berkeleys proposal is part of a National Movement to reform policing. Overnight protesters vandalized the police department. They spray painted antipolice messages on build a named after a rookie officer shot and killed in 1970 after a traffic stop. Its this antipolice sentiment has many believes that stripping police from traffic stops is the right thing to do. The vast majority of these cases an unarmed individual can lead to a better outcome switching to someone who is unarmed and can only write you a ticket. What if a driver is dui . What in a driver is combative . What and a driver does not pull over . What if a driver is armed with a weapon . Reporter sergeant emily murphy, president of the Berkeley Police union said removing police from the equation doesnt make sense, saying many in the Community Want more traffic enforcement, not less. I hope that council is considering that we have a fair amount of fatal and serious injury collisions in our city. The proposal is not in the best interests of the Community Safety or the safety of the officers doing the job. Reporter supporters of the proposal acknowledge that a lot more still needs to be hard out, including in a traffic stop goes south. B. A. R. T. Is asking the federal government for emergency funds in the next Coronavirus Relief package. After reopening, bay area restaurants will once gain shut their doors to Indoor Dining, as the coronavirus flares in several cities. As we mentioned earlier, these stops and starts are certainly frustrating. Joining now is chef charlie palmer. Chef, its great to have you on. We all know that the Restaurant Industry in particular is reeling from something that no one has really ever experienced before. How are you adjusting . Yeah, i would say it is reeling, and the uncertainty day to day is really what is hard, and its difficult to manage, because and it really boils down to our employee employees, and how we can ramp up like weve done over the last few weeks here in sonoma county, but also in napa, and then all of a sudden here we are back to very limited seating for most people. You know, i think, you know, were one of the fortunate ones that have ample outdoor seating. In fact, we have probably as much outdoor seating as anybody, and same thing napa. So worry not as affected as some, but a lot of these restaurants and chefs are really, you know, forced to now close once again, because they dont have enough outdoor seating to generate enough revenue to keep people working. Yeah, so talk, chef, a little bit about what you are now offering at your restaurants. Well, were offering everything we were before, which is a somewhat limited menu than what we had normally had going on, but our menu changes a lot. We have six appetizers, six main courses. Really, you know, really not affected that much. And the takeout business, actually the pickup business has, again, picked up, because of people not being able to go into the restaurants, not have the seating in the restaurants, so theyre choosing to do that. So were fortunate in that sense. Wee can offer everything were offering, and outdoor seating that is ample, so it has worked well for us. Talk broad are for me about the industry and what these ongoing restrictions on Indoor Dining will mean for so many. Well, i think for most people, for most people in our business, we can honestly say that probably 50 of the restaurants, and im talking more independent restaurants, but also chain restaurants will be not reopen after this is over. I dont think it has taken such a hard, you know, financial hit, unless they have an incredibly generous landlord and a situation where they can really recapitalize and reopen, you know, restaurants, and have the money to do it, the Restaurant Business runs on such slim margins to begin with, so this has put, crown, a lot of people, many people in a very tough position, and people are giving up, you know, a lot of chefs have said, look, im not going to reopen the industry. I may even change industries. I think that is where were another at this point, so if we dont get at some point back to normalcy, i think its going to get even worse for a lot of restaurants, worse. Yeah, and that is just so sad to hear. Chef, you talked about your situation and how grateful you are to have this additional outdoor space, to allow you to stay open for much longer than others. How do you keep optimistic during this situation . Well, i think, you know, we just have to continue to adjust, and we have to continue to try to figure things out. As i said before, our main goal is to keep our employees working and be able to being able to make a risk wage that they can support themselves and their families on. So theres no nobody can imagine actually making a profit in this kind of environment. So i think, you know, again, weve been very fortunate in that weve been able to supply enough seating for people to do business, and keep business rolling. Thats certainly not in a capacity we love, but i think somewhere thats, you know, supportive of our people and our staff. This goes a lot farther than that. Talk about the ways that you are helping people in the community who are vulnerable through the 100 cares covid19 initiative. Well, thank you for having me on. Appreciate the opportunity to speak with you today. Just to kind of jump right into it, we really have two different paths of support that were providing through our 100 cares covid19 response initiative. The first one is one that weve been doing for several months now, where weve given out over 10,000 packs, sanitary kits. These things have masks and gloves and sanitizer and toilet paper, toothbrushes, socks, et cetera, feminine products, as well. These are things given out to our unhoused community, as well as some of our more sensitive folks who work with us in our mentoring programs, and then also other members of the community. We have a also worked with other organizations, the chamber of commerce, black cultural zone, to really also help distribute those kits in a wider manner. The second path that we have is something that we have recently started over the last month, which centers on Food Security. Weve been partnering with other organizations and we have our own initiatives internally, where what were doing providing food for those who are most in need. And as a little bit of context for the way that got started was in addition to the kits we were handing out to our mentees and their families, we found that the School Lunch Program no, sir longer existed, and we wanted to make sure that the families and neighbors were actually getting food at an acceptable level. As an extension of that work, we then reached out and started expanding to working with a larger community, and how do we help make sure that food and other supplies are getting out to our community. Those were the two paths. The kits, and then activities around Food Security. So, yeah, obviously a lot of important work happening in the community to help people through this pandemic here. What is it that you need from the broader community, people that might be in a position to be able to support an organization like yours, and the work youre doing. Well, obviously our number one thing is funds. So weve been very fortunate, and i wanted to say a large general thank you to the Bay Area Community. The Bay Area Community has been very supportive of us financially, both to our partners and sponsors, and also through individual donations. How has the pandemic affected that work for you . Does that continue, or as it been a struggle . No, it definitely continues. You know, were very fortunate that we were able to utilize smartphones and tablets, getting most of the students laptops. So we were able to convert to a zoom based program where we were you know, we were virtual as opposed to in person. And, in fact, that helped us work on the food delivery piece, because were able to divert resources that would normally be available, made available for in person meetings.
