We begin with a developing story we are following. Three contra costa sheriffs deputies were injured by a barricaded suspect. The person was killed. It happened in a Community Northeast of brentwood. Alyssa has more on the condition of the deputies wounded. Good morning. All of the deputies were members of the swat team. Two of them are in the hospital this morning. The suspect was killed. This happened on the 1700 block of green acres lane in knightson. It happened around 9 00 last night. Deputies were called to the scene hours earlier just before 10 00 in the morning on a Domestic Violence call. The victim said the suspect was holding her hostage. This turned into a lenghi standoff. The suspect barricaded himself inside the house. They tried to get the suspect to surrender. At one point the suspect came out and opened fire on the deputies. The deputies returned fire, killing the suspect. The woman inside the home was able to get out safely. Contra costa county Sheriffs Office is expected to release more information later today. At this time, they have not released any names. Im alyssa harington, ktvu. Thank you. Interstate 580 is open at the Altamont Pass after an overnight fire that happened at north flynn and carol roads. Just before midnight a pickup truck crashed into the Center Divide and burst into flames. The flames spread to the brush and that forced the closure of 580 in both directions for a time. Crews at this point and completely contained the fire. All lanes of 580 are open. No 80 are open. No injuries were reported. It is 7 04. New reports that Sonoma County has been added to californias growing coronavirus watch list. County Health Leaders were notified the official declaration from the state will come sometime today. It follows three days of talks between state and county experts on ways to slow the rise in the number of virus cases. The state is expected to reimpose restrictions on Sonoma County bars, tasting rooms, and Indoor Dining at restaurants for at least the next three weeks. Happening today, an online forum hosted by the Marin County Health department. The county has been added to the states watch list. Marin county will not allow Indoor Dining for at least three weeks. Inmates recently released from san quenten prison painting a gloomy picture of the covid19 inside san quenten. Yesterday they took part in a rally outside of the prison. More than 1600 of the 4,000 inmates have been infected. A month ago, there were only a dozen cases. Seven inmates have now died of the virus. The demonstration yesterday included the reading of letters from inmates and from people who were just released talked about the conditions inside. Scary, dangerous, uncomfortable, unpredictable. Im begging you ato see how we suffer. Im begging you to open up your hearts to compassion and not politics. Im begging you to hear us and please, gavin newsom, save our lives. We are dying in here. The governor says the state will keep working to reduce the inmate population at san quinton. There are tents set up outside to provide more social distancing. The governor is also talking about californias record death toll from coronavirus saying we have to take it seriously. For those that just think that now people are getting it and no one is dying, that is very misleading. It is fundamentally untrue. And californias numbers reporting over a seven day period, averaging 73, 149 yesterday, are a testament to that point, how devastating and deadly this disease continues to be. Governor newsom says california is especially focused on getting help to people in four of the 26 counties on the California Watch list. The counties in the Central Valley and los angeles in kourn california. At this point more than 200,000 people have tested positive for covid19 in the state. Yesterday saw 7,000 new cases of the coronavirus state wide. 149 people died as the death toll now stands at more than 6700 people. We focus s on the bay area and find more than 32,000 cases have been reported, an increase of 1,000. 636 people have died. At least 45 employees at San Franciscos General Hospital have become infecteded with covid19. The number of cases rose by 50 between june 27th and july 6th. The hospital ceo said they believe the majority of the cases may have come from Community Spread rather than inside the hospital. Demonstrators will gather in antioch to honor three men recently killed in police shootings. It followed several weeks of protests in the city over Police Brutality and racial injustice. In berkeley, they could soon become the first city in america to assign unarmed transportation workers to conduct traffic stops instead of Police Officers. A Fatal Police Shooting in vallejo a month ago is raising more questions this morning. A Police Officer shot and killed sean monta rosa after firing a rifle from the back seat of an Unmarked Police truck. The latest incident where a local Law Enforcement officer shot and killed a suspect from inside of a police vehicle. Many Police Officers say it can be very dangerous if they get out of their cars during some tense situations. Civil rights attorney john barris had this reaction. Shooting from the inside of a car is a potentially very dangerous thing. One, you can create danger for the driver of the car. You can create danger for yourself. You can have a car that is out of control. I dont think it is best practice to shoot through the windshield of the car because the glass shatters back. But if you think there is a threat to you or someone else, i dont think any policies cover that particular aspect. There have been at least Deadly Police shootings in the bay area in the past three years where officers fired at suspects from inside of their patrol cars, all three are still under investigation. Santa clara county will allow gyms and Fitness Centers to reopen this monday. They have to comply with new guidelines issued by the county health department. We are following a story in Contra Costa County where three deputies were shot and a suspect in a standoff was killed last night in knightson, northeast of brentwood. Sheriffs deputies say a Domestic Violence suspect burst out of a home and started shooting at deputies. The deputies immediately fired back, killing the suspect. Two of the wounded deputies are still in the hospital this morning. A woman who was in the home was able to get out safely. The Sheriffs Office will give us more information on what happened later today. Meanwhile, an investigation is underway after the Santa Clara County Sheriffs Office says human remains were found near a homeless encampment in unincorporated san jose. Prime Team Investigators went there after getting a call from someone who found the bones. The Sheriffs Office says it is too early to know if the bones belong to a man or a woman. The remains were found in a creek bed in the area of richmond avenue in Santa Theresa boulevard. If you have any information, call the Santa Clara County Sheriffs Office. New this morning, Contra Costa County firefighters have knocked down the fire at a marijuana grow operation in antioch. The flames broke out a little before 3 30 this morning on linden way and dog wood way. Inside they say you can see a lot of plants and damage to the ceiling. Everyone inside got out. There is no word yet on how that fire started. 37,000 oakland students, parents, and teachers waiting to hear todays opening plan that they have for the city of oakland. Opening day is only 31 days away. The school doors will open monday, august 10th. It is only the middle of july but it is time to talk about going back to school. Several bay area School Districts are more than a month away from opening their doors. How will that look in our new covid19 world . Yes, a number of students, parents, teachers anxiously awaiting todays preliminary plan. Summer flew by. 31 days from now, oakland will open doors. August 10th is that opening day. Open unified has been working through a number of scenarios for how that first day will look, not to mention the rest of the year. They had a zoom meeting with families taking part. Parents liked the idea of a half day of Distance Learning and the other half at school. 53 were in favor of a day at school, followed by a day of at home learning. We will find out more about meal plans for the kids, face coverings, thermometer checks and other ppe and how they will keep the classrooms sanitized. And safety is priority number one for the district. Parents are concerned. Earlier this week, some of the parents and district Staff Members held a car caravan to demand the school remain closed during the pandemic. Planning the school year will be even more difficult because 35 million needs to be cut from the budget. The Oakland Schools superintendent said quote, it is the worst reduction to education since the great recession. So a lot of things to consider today. Of course all subject to change. If Alameda County and the states covid19 cases continue to rise, there are currently over 7400 cases in Alameda County alone. The largest district in Sonoma County is moving close to a plan for reopening. Santa rosa says the plan allows flexibility to address changing conditions midthe pandemic. At this point it appears the school year will start next month with all of the districts 16,000 Students Learning from home. The antioch School District has pushed back the start of the school year by a month with a september 1st start day. The mrn calls for a mix of in person and Online Learning for the students. The cdc is expected to release additional guidelines next week. This comes after the head of the cdc says Health Officials wont revise guidelines despite criticism from President Trump. The current guidelines recommend that students and teachers wear masks, spread out desks, stagger schedules, eat meals in the classroom instead of the cafeteria and adphysical barriers between bathroom sinks. After 25 covid19 cases were linked to two locations, two restaurants are opening. The mcdonalds are being ordered to show they are keeping customers safe. Amanjure for both locations, 11 workers at the oakland restaurant and 6 family members including a 10 month old baby and 7 at the berkeley tested positive. Berkeley bowl would not say how many workers were infected. They have been self isolated as have others who had contact with them. The stores have been deep cleaned. Berkeley bowl says the workers will not return to work until they test negative for covid19. The San Francisco mayor london breed says she tested negative for the coronavirus. She will be tested again next week and until then she will follow the advice of the San Francisco health department. On wednesday, the mayor revealed she had been to an event that was attended by a person who tested positive. The owner of a wine bar in venecia is speaking out after he was cited for violating the order that employees have to wear facial coverings. Two agents from the department of alcoholic Beverage Control stopped by the loft wine bar and restaurant after getting a complaint that employees were not wearing facial coverings. The owner says four out of five employees did not have a mask on because they say they have Health Exemptions under californias mask guidelines. I was told that im not allowed to ask. As an employer, there are a lot of things im not allowed to ask employees. If they fall under the exemption, they have to check it and i sign off on it. The facial coverings could have been worn by some of the employees so they cited the owner for not obeying a health order. 7 39. Lets talk about the weekend. The staff says they have lost 4. 5 million because of the pandemic. It has been closed for business but operating costs are high because of the thousands of animals in the aquariums care. It was set to reopen last week and the last week of june had reopenings delayed by city leaders. Now they are asking to be allowed to reopen with safe strict guidelines. We would like to see this as an essential system, not just the aquarium but the zoo. We hold 186 species. We need life support systems. We need our divers, veterinarians, our staff that supports and feeds the animals. The aquarium is asking for the Publics Health by visiting them online and buying merchandise which will help them financially. They also have a gofundme page. The vision, a 30 minute ride between the two cities on what would be one of the busiest parts of the proposed 520 mile rail system. These bullet trains could go up to 220 miles per hour. The state released the plan despite the fact that the high speed rail project has a very uncertain financial future. California is now the 49th state to launch an antitrust investigation into google. The news site politico reports that they are examining googles practices. The investigation began last september involving 48 states questioning googles Online Advertising and search engine. Alabama is the lone state not investigating google. The iconic Notre Dame Cathedral in paris will be rebuilt just the way it was before last years devastating fire. I still think september and october are the critical months because we get the off shore winds but i know what he means. We are very dry and you get a wind event and everything spreads rapidly. The fuel soils are dry. We have kind of a westerly breeze which helps. There is higher humidity on the coast. That will not help anyone inland. The fog is not making that big of a push. Northbound 880 is beginning to recover after some earlier crashes. Now at 8 02, lets go back to the headlines. Interstate 580 is open after an overnight fire near north flynn and carol road. A pickup truck crashed into the Center Divide and burst into flames. The flames spread to brush nearby, closing interstate 580 in both directions. In the last 5 minutes, cal fire says it has it completely contained and all lanes are open. No injuries were reported. Now to a developing story, three Contra Costa County deputies were injured by a suspect in a standoff. This happened in knightson, northeast of brentwood. Alyssa, update us on the condition of the deputies who were injured. Two of the deputies remain hospitalized this morning for their gunshot wounds. They were all members of the swat team. This started as a Domestic Violence call that turned into a standoff that lasted 11 hours. This happened on the 1700 block of green acres lane in knightson which is northeast of brentwood. Sheriffs deputies were called around 9 45 yesterday morning. The victims said the suspect was holding her hostage and threatened to set her on fire. The woman was able to escape the home but the suspect barricaded himself inside. The swat Negotiation Team tried to get the man to surrender. He exited the home and opened fire on members of the swat team, injuring three of them. Deputies returned fire killing the suspect. At this time, we dont know the names of any of the deputies involved or the suspect. The Contra Costa County Sheriffs Office is expected to release more information later on today. New this morning, there is word that Sonoma County has been added to californias growing covid19 watch list. County Health Leaders have been notified the official declaration from the state should come sometime today. This followed three days of talks between state and county leaders about how to slow the spread of covid19 in Sonoma County. The area has seen a spike in cases in recent weeks. It is expected the state will reimpose restrictions on bars and Indoor Dining restaurants in Sonoma County for at least three weeks. Happening today, an online forum hosted by the Marin County Health department about the coronavirus situation and how the county has responding. Marin has seen a big surge in cases, causing the county to be added to the states watch list. They will not allow Indoor Dining for three weeks. Yesterday they took part in a rally outside of the prison. More than 1600 of the 6,000 inmates have been infected. Seven inmates have now died from the virus. A demonstration included the reading aloud of letters from inmates and they heard from people just released, talking about the conditions inside. Scary, dangerous, uncomfortable, unpredictable. Governor newsom says he will keep reducing the population of the prison. There are tents set up outside of the prison to provide more social distancing. For those who think that now people are getting it and no one is dying, that is very misleading. It is fundamentally untrue. Californias numbers are reporting over a seven day period, averaging 73, 149 yesterday, a testament to the point, of how deadly the disease continues to be. Governor newsom says the state is focused on getting help to the counties on the watch list, tolarry, king, los angeles, imperial counties. At this point, more than 342,000 people have tested positive for coin. Yesterday there were 7,000 new cases added state wide. 149 people died. The death toll is now more than 6700. Here in the bay area, more than 32,000 cases have been reported. An increase of about 1, 636 people have died. At least 45 employees at zuckerberg San Francisco General Hospital have become infected with covid19. The number of cases rose at 50 from june 27th to july 6th. In a memo, the hospitals ceo believes the majority of the cases may have come from Community Spread rather than inside the hospital. Still, the hospital is reportedly increasing safety, including opening a new breakroom to allow for more physical distancing. Happening today, demonstrators in antioch gather to remember nine men killed in police shootings. There will be a vigil outside of police headquarters. There have ben several weeks of protests in antioch over Police Brutality and police injustice. The city of berkeley may be the nations first city to assign unarmed transportation agents for traffic stops. This is part of an effort to reassign Law Enforcement. Several bay area School Districts are about a month away from opening schools but how will that look in the new covid19 world . It is going to happen around noon today. 37,000 oakland students, parents, and teachers alike all awaiting todays preliminary plans. Summer flew by. The Oakland School doors open in just 31 days, august 10th will be day number one. Oakland unified is working through a number of scenarios for how the first day will look, not to mention the rest of the your. They took the publics input with over 1,000 families taking part. 50 of parents surveyed likes the idea of Distance Learning and half at school. 53 were in favor of a day in school followed by a day at home. Santa rosa city schools trustees say the plan allows for flexibility to address changes amid the pandemic. It appears likely that the school year will start next month with all of the districts 16,000 Students Learning from home. The antioch School District has approved a decision to push back to school year by a month. The District Voted to switch to a Traditional School schedule with a september 1 start date. There will be a mixture of Distance Learning. The cdc is set to reissue more guidelines. This comes after Health Officials said they will not revise guidelines despite criticism from President Trump. The current guidelines suggest that teachers and students wear mask, eating meals in the classroom, and spread out desks, and have physical barriers between bathroom sinks. There is yet another problem facing School Districts across the country. They are reporting a serious shortage of substitute teachers. Schools have a difficult time finding substitutes during normal times. Now the need for substitutes is greater than ever as schools prepare for sick days during the pandemic. A couple in martinez is facing hate crimes charges for defacing a black lives matter mural and now they are telling their side of the story. The family owned restaurant will close down early on saturdays so they can board up the building and keep everyone safe. Everyone is actually pretty scared. There has been a whole bunch of protests in martinez before but since this is one of the biggest ones we will have, we dont know how it will go. Police in martinez expect several thousand people to take part in the dueling protests between a group of white supremeicists and people protesting against them. Federal Health Officials are tieg to decide who will get to first doses of covid19 vaccines when they become available. According to a preliminary plan, National Officials will be first. Other essential workers, elderly, people with underlying conditions will follow. Health officials said that a vaccine could be ready by this winter but it is likely to be several months before it is available to everyone. After 25 covid19 cases were linked to two bay area restants, they will reopen this weekend. They must show they are keeping customers and employees safe. The cases include a manager, 11 workers and six family members, and 7 workers at the berkeley mcdonalds. Seven work ers at berkeley bow have tested positive. The workers work at both locations. Berkeley bowl say the workers have been self isolated as well as those who had contact with them. The workers wont be allowed to return to their jobs until they test negative for covid19.
