From John Hopkins University there are 293,000 cases in our state. There are more than 6,700 deaths reported in california. Here in the bay area were approaching nearly 32,000 cases and 629 deaths. 1. 3million applied for unemployment. Economists expect number to continue. Californias jobless claims have dropped for a second week in a row. 267,100 workers filed first time climbs down 10,000 from the week ending june 27th. This is the first time theres been a decrease in claims. San franciscos wells fargo will cut costs. The plan is being drawn up by wells executive and could lead top tens of thousands jobs being cut. Wells fargo is one of the largest banks in the country and employs some 260,000 people. The dow jones is down one full Percentage Points losing 300 points. S p is down a third of 1 . Nasdaq up by well over one half of one . As more schools try to figure out what to do for the coming school year, the cdc is planning on announcing new guidelines after pressure from the trump administration. Right now, though, we want to take you to Governor Newsom holding his Daily Briefing on the coronavirus outbreak and talk about strategies. Lets listen to the governor. Were very pleased to have this new comiment, not only today but it is part of an effort to upgrade and improve our capacity to mitigate, prevent and suppress wildfires here in the state of california. I dont need to remind anybody who lives in the state of california of the wildfire season getting extended year in and year out. I dont need to remind anyone who was impacted by the 628 fires that we had last about the seriousness and resolve to which we make sure that we are prepared. This has become the norm. We refer to this time of the season peak wildfire season. We have had to date from january to july 5th, some 4,112 wildfires. That represents a sick increase over last year. Fact, last year there were 2,580 wildfires. Excuse me, thats the average on an annual basis. The good news, despite significant increase in the total of numbers of fires is that the size of the fires have been contained substantively so. In fact. The average now of these wildfires about 6. 6acres. We have a goal to get to 95 suppresion under 10 acres for each wildland fire. Weve been exceeding that goa. Even though weve experienced substantially above average wildfires, we have experienced a reduction in the average number of acreage burned come fired the Previous Year and compared to historic averages. So thats test that minute to the talent that resides here today behind the camera who you will here from, responsible for organizing the construct with vehicle fire that is second to none in this country. I would argue anywhere else in the world. About as professional as it get, about as experienced as anywhere in our country and is better equipped. More equipment represents more time saved, more value to suppression. These black hawk helicopters represent a 285 million procurement. What they also represent is to have the capacity to move faster with more personnel, not just more suppression capacity and safety component that allows the black hawks to be even more essential accordingly we have the cohort, onceget these helicopters to suppressio hours, which is also a significant vancement compared to the hold helicopters, the hueys, the helicopters we had in the past that did none of that above. Im encouraged by the fact were seeing these procurements come into place under the banner of cal fire and able to pass a budget. 54. 3billion shortfall that we had to balance. We were able to make investments, not just the 285 million for the plaque hawks but new investments for new communication equipment. New cameras. Over 5 million for 108 wildfire cameras to identify early some of the sparks as it relates to new fires. Were able to get shy of 25 million to what we refer if as an pin know sprags sprint for new technology. One of those is tech know silva. We talk about modeling. Tech know silva preparedness w again, all of those additional investments that we were able to make despite the constraints of a very difficult year. An 85. 6 million, were adding a additional 172 members to our team. That is a sick increase. Those are not seasonal workers. Thats baseline support during a difficult budget season. That was not necessarily something many people anticipated we would be able to accomplish because of the leadership of the legislature and thank them for supporting these budgets and advancing the cause the cause. With the additional permanent staffing, additional resources, more equipment, sophistication in terms of new toxes that technologies, an increase with the total number of fires that the team here, chief porter whose Emergency Services is up to the task. I say all of that very soberly on the pay spies in the last ten years five of the most destructive wildfire seasons we have incurred. I dont need to remind you where we were 24 months ago talking about paradise and last year even though it was a below average year in terms of wildfires, didnt feel like that for people in Southern California or Northern California or those directly impacted by the ravages of some man made disasters. The hots are getting hotter. The dries are getting drier. The wets are getting wetter. You may call that climate change. You may call it global warming. What we do know is our approach has to adapt with a climate that is changing very, very dramatically, so i just want to thank all of those leaders who are assembled hered to for their attention, their stewardship, faith and devotion to the cause of wildfire suppression and public safety. First i want to mention a couple things before i bring in tom porter. Pg e plays a role in our efforts to prepare and suppress wildfires. None of us were sheepish or shy in our condemn nation of the largeest utility pg e that went in bankruptcy. Many may not be aware that pg e is out of bankruptcy. We were able to accomplish that before july 1st. But theyre coming out a new company with new expectations and accountability and criteria. If they dont perform, the state of california can intervene in a way we never were able to. A part of the emergence from bankruptcy, pg e has been required to do things they havent been, modernizing their grid, on hardening their infrastructure, on sectionalizing parts of the grid so they can be more precise on when they turn off that power and how quickly they can turn on that power. Monitoring station, the own infrared capacity to get lines back up and to ultimately procure the personnel that are required for the work they need to do on wildfire safety. Theres a new wildfire safety division. Theres a new wildfire Safety Advisory Group made up of experts. The state of california has its own monitor thats currently in pg e, monitoring that progress to transition. Theres a 5 billion obligation to invest in utilities, invest in hardening the infrastructure, undergrounding wires. That is a requirement that does not come with a profit attachment, monning those watching dont have to pay the cost associated with the investment of that size that they have in the past typically sought. We have much more oversight at the Public Utilities commission which oversees the three ious including peeing peeping and theres a framework of engagement with a new board of directors. All of it started with different skill seats and different obligation. As i said a moment ago on the pg e front, i appreciate jerry hill for his leadership, a gill that allows us to take pg e over if theyre not performing on the expectations and the mandates we have set forward. We have graduated sangses sanctions. So we are about safe, relyiable and affordable service. More promise that things will change overnight. They ended up in bankruptcy for the second time. None of us are naive about what they need to accomplish moving forward but we never had criteria, conditions set, never been able to bracket our expectations and have real accountability like we have today. Lets continue to hold the company accountable. Work over the next few years top double down on their investments both from the you title utility side even as we address the issue of climate change. That is a frame work where i wanted to start my presentation. There is a covid condition to the announcements were making today. I will ask not only cal porter, chief, but office of Emergency Service because one thing we rec nierksz if were going to count on our frontline, weve got to keep them safe. Weve got to keep these environments covid free. So we have criteria, a lot of changes to make sure that people have appropriate protective gear. To make sure theyre social distancing, to make sure were getting briefings, to make sure meals are served, issues of concern as it relates to covid 19. A lot of new procedures are in place both from firefighting and an evacuation perspective in terms of how we shelter and do the protocols, working with our partners, red cross and others doing temperature checks, making sure that meals are individually boxed, not the typical meals you see during evacuations and emergencies. Making sure we are cohorting people, making sure we have social distancing in the environments were putting up. The director will talk about those, new guidelines that they put out and actually have already utilized based on the existing wildfires since want to improve upon our efforts as we it rate in this different environment. Let me ask tom porter to come up, chief porter, and talk about what hes been doing to prepare for this wildfire season. As i walk away, i want to acknowledge his work on the 35 high priority vegetation projects that impact 200 vulnerable communities in the state of california. Their team delivered op all 35. They got them done. These are fire break projects, from a socioeconomic frame, not just acuity of concerns in terms of high risk vulnerable areas but also communities that dont necessarily have the resources that others have making sure that trailer parks where people dont have access to vehicles or dont have other resources that theyre part of this cohort. I want to thank tom for identifying that, moving on that and the last project near highway 17 around santa cruz. Finally, that project, which is a stubborn one finally got done. Thank you, tom porter. Well, thank you, governor, and thank you for the recognition. It goes without saying that the troops on the ground are the ones that make this happen, a mix of cal fire, blm, department of interior agencies as well our partners who are there every single day putting the fires out and keeping them small as the governor mentioned. So i wanted to start off with what were looking at. Weir now at the point of turning the corner. We are in peek we are in peak fire season. That means the fires will not go out as the sun goes down. They will start burning through the night. They will start burning into the brush covered land scape. They will start burning into the forest. This is the time of year where fires get bigger and more difficult to control. So the resources the governor mentioned, the california hawk behind me we have three that are ready for water dropping today and getting their crews filled out and deployed to the field we have more coming on over the next months and couple of years what that means is well be able to meet that 95 of the time keeping fires ten acres or less and work with all of our partners to ensure that is what we will continue to do. What we need from you the public is a continued vigilance. We have finished the 35 projects. We are continuing with an additional list of projects that follow that. We will not forget we have to come back and maintain the 35 projects. This is an ongoing commitment that we will further that effort that was undertaken in the last year but we need you, also, to be vigilant, identify fires early. Call them in. The cameras work great, but sometimes the stone favorite. So call in f fires. Note suspicious activity. Just this year, 2020 we have already arrested 45 arsonists. 45 just in the sevenmonth period that were currently in for this year. That is because of tips that come from you the public. We need to have that information. Then as we start to respond to fires and there are evacuations, there have been evacuations on the smaller fires weve had thus far, the public is seeing how they will g the director will give more details. We need you the public to wear your mask. Your mask will keep you safe as well as our fire and Emergency Responders safe. We really need you to wear the mask. Were all wearing a mask. That is my expectation that the firefighters are doing the same and you the public are helping with that message so. We will continue to commit to aggressive initial attack. That is when we can reduce the wildlife fire to the greatest extent. If we can keep the fire small, we will do that and it will Impact Health and everything that goes along with it. So what youll hear is me calling for now painting small fires. We have to put as much retardant down as quickly as popsable to keep fires small. Retardants keep fires small. We will make it happen. We have the air float to do so. With that, im going to circle back. Our Mutual Aid Partnership here in california is something the world aspires to. There isnt anyplace on earth that has the capabilities brought together by local government, State Government and federal government working seamlessly to cope fires small but when fires get big to wrap around and make sure the public is taken care of. With that, i will turn the bike over to the director gilladucia. Just building on chief porters comments and our ability to respond top wildfires, in this particular year with covid a little more complexity, to make sure our mutual aid responders, firefighters and the public are aware of what to do and how to do things differently if we have to set up an Emergency Shelter but it expands to just the firefighters. It includes the law enforcement, sheriff, highway patrol. American red cross, the salvation army. These are all entities that come together to help us through the process of making sure that all of you are kept as safe as possible during these events. This year when we have a wildfire, to be atuned. Listen to local authorities. If youre told to evacuate, evacuate. Do not wait. There may be conditions because of resource limitations or we may be wanting this year to move people out of harms way before fire gets to a particular area. So well be informing you. So when you see a red flag warning, if youre told top evacuate this year, we are doing some thing as little differently. It may be that we dont put you in a congregate situation. We may be putting you in hotels. We are working to make Hotels Available for families and individuals to keep people separated so youre not congregating. Were going to be doing some rirlts. There will be temperature checks. We will set up shelters with appropriate social distancing. As the governor mentioned, feeding will be different. It wont be buffet style feeding. It will be individual meals or meals ready to eat and handed out on an individual basis. There will be enhanced medical staff or nursing staff to access people with needs or other problems. We might be doing segregating from people who are covid positive. So theres a number of things we have built into this system. We have built new guidance through the department ofsocial this is a collaborative effort and we built around that new evacuation protocols about how best to be able to address individuals in a covid environment. So a number of things are happening this year but to keep them safe and secure. That also extends to our firefighters and the way we do briefings and the way we feed our firefighters. Its imperative that we keep the firefighters as safe as possible so that week make sure that they can get the job done. They can get the fires out and move on and back to their families and fire stations. So this year, beware. Listen to recommendations and let me reassure everybody were paul coming together on this. We thought it through. Its not just a government issue. Its a partnership so. , please, have a plan. Get a communication plan. Understand your Evacuation Routes where you live. Have more than one Evacuation Route and list ton authorities as they give you their guidelines. Thank you. Thank you, director and thank you chief porter. One of the things thats had occurred with covid weve been impacted in terms of the total number of hand crews that we have available because of people who have tested positive. We are substantially down from where we were in the pat in terms of total number of hand crew and personnel. They are doing the really hard grunt work, doing the raking, getting into the line. We have 192 crews that we have partnered with. 94 are available. Conservation corps is down substantially in terms of the total number of crews. We are directing cal fire to move forward with remember to pport, an additional 858 firefighters through october and an additional six cohort or crews at the california conservation corps to supplement or augustment this augment. , 4,112 fires. If thats not a proof point enough, new Northern California back to back to back to back triple digit days. You can look at your own backyard and see that brush turning brown, grass turning brown. We are walking into the thick of wildfire season. Let us be vigilant and let us take heed to what the director said. Also, remember, defenseible spaces. If you havent gotten to that, please do so. If youre thinking about doing a little bit of home hardening and havent done it, you want to reconsider because this is the time to do it. Dont dream of regretting. Let me talk about other plans for mitigating the spread of covid19. Yesterday, our recording an additionle 7,031 individuals tested positive for covid19. When you look at the sevenday average, i hope we can focus on the sevenday. It doesnt give you a sense of where the trend line is but when you look at the sevenday average we currently have 8, 043. It is the rolling sevenday average. We have a 14day Positivity Rate that we share with you often. Both the 14day Positivity Rate and the sevenday rate are at 7 point Positivity Rate. We have averaged over 73 lives lost in the state of california, 73 a day. We talked about this on monday where we were down to 620 and theres a little bit of a lag in reporting. We had a few folks come in from san bernardino. They were at 0 and then 21. When you look at that one day, it was 149 reported yesterday but i want folks to take a look at some of the reports that came in from some of these counties. I think its more responsible for us to share the sevenday average and not focus on six, devastating each and every one of those six, even more devastating what families are going through, those 149 families as it relates to a loss of someone near and dear what the more reminder do you need, not only but the mortalit are still front and center and should be in your consciousness. For those who think now people are getting it and no one is dying, that is misleading. In fact, its fundamentally mistrue, average 73, over 149 yesterday, our testament to that point on how deadly and devastating this disease continues to be in the state of california and how essential it is that you wear face masks, facial coverings, wash your hands, practice the kind of hygiene and sanitation that hopefully by now we have paul become acustommedcustomed to. Progress of these. Our hospitallation numbers went up modestly. 4 . That doesnt tell me anything. Again, i look at those rolling 14day averages. Thats what i share with you. Again, hospitalizations over a 14day period have increased 44 . Icus increased yesterday by 34 . Just because it went down isnt a trend line and shouldnt be a hea line either. Rolling averages over a seven day period. We continue to do more to monitor and work providing Technical Assistance with the 26 counties currently on the monitoring list to make sure their needs are met. I will in closing before we open up for questions, l. A. County, king county, continue to be an those communities to meet needs in those counties so. That allows a prosecutor to are pursue his financial and business records. I think both of them saw that what he was asking identia neither of them are of a disposition to break new ground in that way. Reporter meantime in a separate case. The high Court Unanimously blocked a House Democrat ames request to look at a president s returns. This, too was sent back to the lower court because of a significant separation of concerns. This isnt so much about the president s records although we would like to know how russia funded his operation over the years what is at stake is a president above the law. In practical terms it as a shortterm victory because he can prolong both of these subpoenas at least past the november election. So it doesnt matter in that sense whether its before or after the election. These are live investigations. Uc berkeley said theres been a spike in the number of students testing positive for covid19. It was 47 in the past week. They said students are not following basic safety measures. They said it could derail plans to bring students back to campus in the fall. San franciscos cable cars will not be returning anytime soon. Eres no way to protect the operators. They cannot come back until a vaccine is widely available. The cable cars were taken out in march when bay area leaders issued a shelterinplace order. Lets talk about getting outside in some of that sunshine. As we come in closer, you can see some of the clouds closer to monterey bay and Santa Cruz County but more clearing as you work your way to the north. In the clear, a bit of haze but a warm day in the city with temperatures in the mid to upper 60s. Once again were tracking the phoenix forecast. San Francisco Mayor london breed is still weighting for the results of a coronavirus test she took. The mayor said after talking to the department of health, she got tested.
