And beach parking lots are once again being closed. We are joined now with how long these closures will last and how they will be enforced. Tom . Reporter will the governor took a very careful and respectful care and stick approach to encroach on individuals freedom for the common good. The spread of the virus continues at a rate that is particularly concerning. The main target of enforcement is 19 counties that total 70 of the state population, including the bay areas santa clara, contra costa, and Solano County. Guidance, by the way action that we anticipate and expect will remain in place for at least three weeks. New rules, complete closure of major virus spreading places, and drinking establishes. All of the bars and all 19 counties. Also closing . Indoor operations such as dining, wineries, movie theaters, Family Entertainment, zoos, museums, and card rooms. We had seven different agencies as part of the team and we are putting out for six regions in the state targeted, that is where there is abuse, where there is a redundancy of complaints. Counties will have to insist on enforcement or risk 2. 5 billion in state aid money. Though still open, people are being discouraged from going to the beach during the Holiday Weekend, i restricting state parking lots. Closing them to traffic, throughout the Southern California region, as well as part of monterey county, santa cruz, through the bay area and up along the coast all the way up to sonoma. Also highly discouraged . Family and group gettogethers indoors, or out, in public or at home. I hope that you will reconsider those gatherings. This rule applies to everyone. I for you to wear your own discovery, just this weekend, during the holiday festivities but every day. It is a mandate in the state of california. We sink or swim together, please do not take your guard down. New research from Goldman Sachs finds that if you have a national facemask mandate, that would slow the virus down and save 1 trillion. Trillion with a t. This includes expense for the governor as well. This is such an easy thing to do, to wear a mask although it is not comfortable, it is responsible. Thank you. The governors order comes as california is seeing near record numbers of new cases and deaths. There were more than 5800 new cases reported, as of yesterday. The total number is now close to 223,000. The governor said 110 new debts were recorded which is near the record high. Hospitalizations are at more than 50 from where we were two weeks ago. For the first time we are hearing from state prison officials about the growing crisis with covid19. At san quentin prison so far, more than 1100 inmates have tested positive, there. Prison officials at that they have made mistakes, but they say plans are in place to address the outbreak. Our Investigative Reporter has been following the story since the beginning, and he has here now with more tonight. Reporter frankly, lawmakers describe difficulty getting clear information from state prison officials, many of them felt as though they fell on deaf ears. So for four hours today they expressed their worry, concern, fears and frustration over the ongoing out break among many california prisons. We are now at a point of crisis. There is no proactive measure, we are leading behind the ball. We cannot sweep it under the rug, there must be accountability. Blasting state prison officials, lawmakers question how inmates with covid19 could be transferred from a prison in chino to san quentin. In many cases the tests were two, three or in some cases for weeks old, this is far too old to be counted. I still do not understand it. It was also found that deficiencies at san quentin contributed to the spread. Lack of ventilation, slow testing turnaround, inmates refusing testing, and the layout including a lack of beds. I dont say this lightly, but this is a failure of leadership. More than 1100 inmates and staff have tested positive. The secretary for the department of corrections address these had on. I need to express we can do better, and i know we will do better. The biggest concern now, insufficient resources to handle the crisis. And, the capacity of local hospitals to handle the flow of patients. Emergency measures like triage tents and more nurses have been deployed. The thought of we dont care or i dont care personally, that is the furthest from the truth. We care about the inmates and the staff. Lawmakers and inmates pushed back calling for early releases and detection to the thousands of prisoners who are medically vulnerable. Any of them over age 55, or nearing the end of their sentence. The public defender weighed in. I am asking you to see them, see them not just as inmates or prisoners, but see them as people. And, treat them the same way you want to be treated, or i want to be treated. The goal they say is to protect the health and safety of inmates, staff, and the community. I do not want this just to be talk, i want to see action as a result. The entire state deserves that. And we are entitled to that and we will feel the appropriate respect once we see the action. Today is actually the first day the state is granting some early releases to inmates, those with 180 days or less, left in their sentence. Those convicted of Violent Crimes or sexual offenders, they do not qualify for that, but, the Alameda County public defender, you heard a bit earlier, was pushing for more releases and actually had a petition put together of 10,000 people, signing and pushing the governor to release more inmates to slow the spread of covid19, in california prisons. Thank you. The San Francisco Public Defenders Office also launched an effort to immediately release certain prisoners from san quentin. The public defender said the only way to protect the lives of people at the prison, is to reduce the population there, as quickly as possible. He also says many inmates are over 55, deemed low risk and most have medical conditions that increase their risk in complications for covid19. We are filing emergency petitions in the San Francisco superior court, seeking the release of approximately 60 of our clients who are currently incarcerated in san quentin. Amid the unchecked pandemic. The Public Defenders Office is reaching out to inmates who may be eligible for resentencing and reduced sentences under the law. A loosening of restrictions means some can open up on the sidewalk and into the parking main perhaps they can set up barricades to protect shoppers from passing vehicles. This is a cause if you cant afford at this time. There are hundreds of dollars per business, depending on how big the space is, to rent these. These are businesses that do not have 5, they are in the red in a way that they have never, ever been before. Now a mysterious neighbor has stepped forward to enough money to make sidewalk openings a reality for multiple locations for months to come. I talked to them. Ben, from the discover community distro spent part of his day working out the logistics of ordering the barricades for nearby Business Owners. The Ugly City Council is making it easier for tenants to break leases during the coronavirus emergency. Our reporter tells us the decision comes after complaints from College Students who will not be returning this fall. Reporter with a competitive rental market in mind, these students signed a lease at the sterling alston in april, for the new school year. Peter didnt want to show his face for the story, for fear of retribution. As the coronavirus forced schools to move classes online, one of peters roommates decided not to return. If only two were to pay this rent, then 80 or 90 of our salary as student researchers will be going to that. Wary of the press he did what many College Students are doing, try to break his lease. His contract included early termination options allowing him to give notice, pay two months rent and flee. But the company said no sighting a berkeley City Ordinance preventing landlords from charging additional penalty fees for tenants leaving contracts. Instead he was on the hook for rent until his place was reprinted. Somehow, our apartment is deciding to whip and eyes that against us, to all of the liability either financially or the liability to find another tenant on us. After hearing from dozen of tenants and others, the city council clarified the ordinance taking sterlings argument away, and going even further. We are going to ask for a lot more money. In some cases thousand dollars more. We do not have or deserve to have that. The ordinance now allows those attending school where classes moved online to give 30 days notice and break a lease without penalty. Sterling housing did not respond to our request for comment. We need to do more to address tenants are breaking leases. The tenants right attorney was working with 18 Berkeley Students on this issue. He applauds the citys decision but said the state needs to step in to deal with the housing disaster, caused by the coronavirus. Instead of a piecemeal approach from local jurisdictions. If we put together a law that allows tenants to break leases i think that landlords should be able to seek compensation, maybe the government steps in and gives subsidies to the landlords. Solano county has a similar provision allowing tenants to break lease without penalty with 30 days notice if doing so because of the pandemic. They are releasing weekly crowded charts to show the number of each and the color codes show how many passengers. For example yellow is more than 31 riders. The majority of the charts this week landed in the 0 to 24 passenger zone. The idea here is taking the data we have, and putting it in a way that anyone can understand and use it as a tool to plan their trip, the data is based on data where passengers are spread out through the cars.
