We have all seen him in the wheelchair hunched over. Only days before he was arrested prosecutors said he was seen lifting heavy objects and raising his motorcycle on the freeway. I hate to say anything is good for dangelo. For the families, i hesitate to say it brings closure because in my over 40 years of prosecuting and defending murderers, none of this ever brings closure. People who for that, but it really never does. We heard early in the piece that the prosecutor said a lot of the victims and a lot of the witnesses are income their 80s and may not be around by the time it got to trial. Keep in mind, frank and julie, this trial not only would cost a lot of money but take a year to prosecute. It saves that time and it does bring a conclusion. I think the salient thing that it does this even if they were to go to trial, we would hope the jury would bring back a lot of guilty verdicts on the 13 murders. What happens then is after the guiltys it then goes on appeal and we all know that the Death Penalty and co. California is being held by order of the governor. We dont have the Death Penalty but of appeal could take 15 or 20 years. He looks like hes a pretty old 74. Will he be alive in 20 years . For both sides this is a good deal dangelo barely spoke today. He never said he was sorry and never looked at the victims families. That seems so gutless to me. On a certain level, it is. A lot of times the attorneys tell their clients to sit there and answer the judges questions. Keep in mind, they will have the sentencing and victim impact systems in a month or so. At that time the victims families will be able to come in and express to him and to the court how he irreparably change the trajectory of their lives and how they deeply or he deeply psychologically scarred them and how they are carrying this car for life. Survivors and victims of the killer united by tragedy believe that Joseph Deangelos days of reckoning had come after more than four decades. It was unfortunate what he did to ter at 13 years old she was the youngest victim when he raped her in 1977. All of sacramento was a victim of this man. We could not stay indoors and leave the window open or leave the screen door open. Reporter dangelo pleaded guilty and a makeshift courtroom to allow for social distancing. Some of us are a bit traumatized and will never be the same after listening to that today. I have been a prosecutor for 30 years. And for 30 years, i have looked into the heartbreaking, literally heartbreaking eyes of crime victims. For those who were most severely affected, effective by violent Sexual Assault and by seeing someone murdered and infected by feeling the pain of knowing that their child is in the next room, their child is maybe not alive anymore, their child is witnessing a rape and possibly witness her mother being murdered. Those crime victims have a sadness in their eyes. The only way i can describe it is as if a part of them has died. And i always wondered when talking to those crime victims if they would ever fully recover. For those many years, i also believed that justice delayed is justice denied. And today there were so many emotions in the hours and hours that we all sit here and i saw so much in the eyes of the crime victims of dangelos crime victims. And what i mostly saw was sadness and rage. And even bravery that was extraordinary. I saw signs of peace as i would walk around and look into those crime victims eyes. It was a glimmer of peace. And i hope that that is a catalyst to spoke the healing process. I know that many of them rightfully believe that this day would never come. But today did come. Even though there is pain that still raw and their weight was painfully long, most of them are appreciative because they sought justice today. I know that that is true for debbie domingo, a senna clara county victim. And for all of the other crime victims. And i believe they and i and everybody in code this room and every District Attorney this year today all that. And to her extraordinary staff. I believe the people of Santa Barbara county oh our appreciation to the hardworking and gifted Law Enforcement officers who worked on this case over the last several decades. We reached out to Antioch Police for comment today but did not hear back. Berkeley moves to defund is Police Department. Details about the mayors latest budget the trims more than 9 million from its police force. Today but mayor took a step toward defunding the police. He introduced a proposal that would cut more than 9 million from the berkeley Police Departments budget with plans to move that money to other areas in the community. Joining us now is j jordan and expert on the defund the police movement. Many berkeley residents are demanding change and now city leaders are responding. What are your thoughts on cutting more than 9 million from the berkeley to Police Department . In general we applaud the efforts of any city that takes steps towards reimagining but Public Safety looks like. We call it this concept of shared safety were Public Safety is more than just the absence of crime. It is the presence of well being. It doesnt have anything to do with Public Safety per se and nothing to do with crime. A lot of timess homeless issues, drug addiction and cops will agree that they are not social workers. They are not homeless professionals. They are not drug addiction counselors. So taking that taxpayer dollar and investing it into things that make us safe is the right thing to do. A recent report from the california budget and policy Center States that california spends a whopping 50 billion on the criminal Justice System. If you were to just take 5 of that money, 250 million we could cure homelessness in the state. By cities taking action and saying we need to reimagine but Public Safety looks like and listening to the people footing the bill for Public Safety, it makes sense. I get that youre looking at talking about mental Health Issues, homelessness issues and taking money and shifting it toward that. Do you know if some of these plans losing 9 million with possibly result in the loss of officers . Would police lose their jobs . Again, this is about safety. There is a conversation and ongoing negotiations that you are seeing. Lack folks in america say that we do not feel safe. And that is a values conversation. The conversation around jobs is a self interest conversation. Money from taxpayers that are supposed to keep us safe should go to the thing that keeps us safe. If that means keeping things out of the social Justice System and putting it in the places that create safety, that has to happen. There are innovative ways to figure that out. We have to get to the point where we can even have that conversation. When you have Police Unions backing a proposed Ballot Initiative in november that seeks to rollback reform, Police Unions right now are backing a Ballot Initiative that would expand prisons and increased Police Budgets across the state upwards of 400 million a year. Those are not conversation starters. When you talk about jobs, you have to call off the values conversation in this. It is a delicate balance on how and where to allocate resources. So many issues need to be addressed. What do you say to critics of possibly they are defunded it could lead to the loss of officers and fewer officers on the streets could make people worry that lives could be in jeopardy. How do you respond to those peoples with their concerns . I am from the north side stockton and the city where we have michael tubbs. When you think about say communities in stockton, i encourage your viewers to think about what makes a safe community. Manicured lawns, home ownership, good schools, afterschool programs, sports teams. None of that has to do with police at all. The more police you see in communities is an indication of last safety. When we invest in things that stop crime do we have less crime . Data shows the crime has decreased over the past 20 years. Prison population has decreased over the past few years. Spending has increased. Police budgets have increased. There is a disconnect there when you have the reason we should invest like the argument is we should invest more in cops and prisons that would make a safe. The data speaks a different narrative. The spending has gone up. When you think about say communities you dont think about communities that have a bunch of police in them. High ownership, high graduation rates, credit unions, access to food, that is what creates safety and not more police, not more prisons, not more jails a very important discussion to have. All across the country were looking at ways to make people safe and work things out. The Berkeley City Council will address these issues and we hope to learn more. Thank you for being with us.
