The updated phase to the health order means that retail sales can resume now. Restaurants can offer dining, gyms can have Outdoor Fitness classes and some religious services can resume. Alameda county has more than 400 cases reported, more than any other bay area county. More than 17 people have died in the county. For now though hospitalizations have stabilized. The time is 5 02 , nail businesses and salons can open insulinoma and solano counties. Nail salons, tattoo parlors, some massage therapists can reopen for the first time in months. Employees and customers have to follow strict guidelines for cleaning, disinfecting and social distancing. Also, bars, movie theaters and gyms can reopen today. In napa county, it is opening day for several businesses there. The new health order allows personalcare businesses to reopen as well as gyms and movie theaters. The city of San Francisco has removed the 4000 pound statue of Christopher Columbus from a pedestal at coit tower ahead of protests that are scheduled for later today. City crews in north beach took the statue down yesterday morning. They put it in storage after getting an order from maryland and paris. It is in response to growing criticism that the statue of Christopher Columbus was a symbol of oppression. It had no oppression in a diverse city like San Francisco. Africanamericans, native americans, mexicans, we have all suffered under the perceptions that these statues uphold. Those perceptions are that we are inferior persons. City officials also point out demonstrators threatened to take down the statue themselves during protests planned for later today. They are fearing someone might get hurt. The statue had already been defaced three times during recent protests. The California Police chief association is endorsing a plan that would remove officers who break the law or have a history of complaints against them. Under this plan, officers could lose their training certifications after due process hearings for misconduct, or if they are convicted of felonies or misdemeanors. This also would make sure the officers are mentally stable. Vallejo, Police Departments are banning carotid holds. The chief says the neck restraint is different from the chokehold, which was never authorized by the department. He says it is the right thing to do, as the department focuses on reform. The attorney general is reviewing the use of force policies following a number of deadly shootings by officers. In oakland, a court has a temporary restraining order limiting the police from using tear gas. The opd can only use teargas if flash bang grenades if it is reasonably necessary to protect the lives of people or prevent imminent destruction of property. These grenades cannot be fired directly at someone. They can only be fired in what they are calling a safe direction. A bill that would require cal state students to take ethics study classes to graduate is working its way through the state senate right now. If approved, all students would need to take a three credit class in africanamerican, native american, Asian American or latino and latina studies. Csu is proposing its own plan for studies that would allow for a variety of classes as long as they have a justice component to them. This will be voted on next month. A memo released this week reveals that the San FranciscoPolice Officers who rated a home last year were ordered to turn off their body cameras while they did it. That was in an effort to find the source of the leaked Police Report that contained details of the death of a public defender. The police have sense reached a settlement after that illegal rate. Reporter police say the officer mistook a hammer, tucked into his sweatshirt, for the butt of the gun while he was kneeling. Is unconscionable to shoot someone when they are trying to surrender. Reporter police are equipped with body cameras, but it is not known if or when the officer activated his. A review found that until recently, officers were not required to activate the cameras. They are also allowed to review the footage before making statements. That is something many departments for bid. With everything going on in our country, i think transparency is important. Reporter this chief took over the head of the Police Department, made outrage following the killing of mario woods and people of color. One of his first moves was to begin releasing footage after a police shooting. To have the cameras is one thing, to be transparent, to allow the release of that footage, i think, is a whole different level of transparency. Reporter there is legislation that requires them to release footage within 45 days of a critical incident, before the law, many refused to release videos. He said it last night in an online town hall meeting on police reform. According to the daily post, dave bertini made the announcement saying, it is time for the city to have a fresh start. He believes he has lost the trust of the city council. He says he will stay on the job until the end of july to allow the city some time to appoint an interim police chief. Is 5 32. The San Francisco mayor has put Law Enforcement and hiring and promotions on hold. There is an audit of all all enforcement jobs in the city. The mayor announce that yesterday. San Francisco Police chief bill scott says the mayors plan will put a template in place to audit police exams and screen applicants for racial bias before they are hired by the Police Department. In san jose, five people are recovering after their house was broken into and a Home Invasion turned into a hostage standoff with police. It started late on wednesday night. Three men broke into the house on center road and assaulted the family inside. One of the victims was able to escape and call police. Arriving officers arrested one man outside of the house. Two others inside refused to surrender. A Police Negotiator tried to talk them out. It is very dangerous. That is why we took our time to try to negotiate with the suspects to exit the residence. It was confirmed that suspects were unarmed. The suspects are facing several charges, including burglary and assault. The city of oakland is asking the fbi for assistance in investigating and effigy found at lake merritt. Oakland police say they got a report that a fake body was hanging from a noose yesterday morning. By the time officers arrived, it had been taken down. The effigy was found with a rope tied around its neck and an american flag. It was found after several ropes were found hanging from tree limbs one day before. It is extremely hurtful. We are in a position where black people want to matter. We cannot tolerate the terrorizing of our community. We will not tolerate racial hatred. We are doing everything in our power to stop it. Some neighbors told a city that they believe those were exercise equipment and not nooses. They dont know whether or not the same person is responsible for the second Incident Police in rohnert park say a tree was actually a child swing. They reported that yesterday, believing it was a noose. Officers contacted the property owner. The rope has been there for some time and has been used as a swing. Organizers say that this estimates 100,000 people would gather for this rally. There will be events outside and inside the arena where people are already lining up. They would have to have terrain awareness, a warning system, a flight data recorder and a voice recorder.
