The chp says two men and two women between the ages of 19 and 22 all died in the crash that happened at about 8 40 tuesday night. The driver of an affinity sub who officer say is a woman in her early 20s somehow lost control of the car while on eastbound 80 east of pomona street along the cockiness bridge in crockett. The seb went over a concrete wall and crashed on top of a stationary train before it landed on the ground. We spoke to a chp officer on scene about the commercial facility the seb fell to. Looks like its several train cars that are just parked there. It doesnt seem that they are occupied. I did confirm there is no Trained Personnel that were injured. It looks like in Industrial Complex area. The drop from the bridge down to that area is steep. You can see the seb is unrecognizable. Officers are still contacting witnesses and they ask anyone who may have seen this crash to reach out to the fairfield chp office. If you look at your screen that number is right there. Family members, friends, fellow deputies will honor Sergeant Gutzwiller at a ceremony at Cabrillo College. It will be open to the public and it will be live streamed. At 7 45 this morning a funeral procession begins in santa cruz. The ceremony itself begins at 10 a. M. Sergeant gutzwiller, a 14 year veteran sheriffs deputy was killed in an ambush on june 6th in the moment. On friday Memorial Service will be held for officer dave patrick underwood, the federal protective Service Officer killed in a driveby shooting while he guarded the Federal Building in downtown oakland on may 29th. Officer underwood lived in pinole. And 11 a. M. Service will be held this friday at pinole valley high school. The city of los angeles is one step closer to cutting 150 million from the Largest Police department in the state. Last night the city Council Adopted a measure that would reinvest into what he calls disadvantaged communities of color. The Los Angeles Police protective league says the budget cuts will lead to longer response times and a delay in investigations. The mayor and city executives are going to look at where they can cut those funds before the fiscal year begins on july 1st. The Oakland City Council put off making a decision on several issues linked to the Police Department budget. At their meeting yesterday the Council Members deferred budget related items regarding contracts with the Police Helicopter maintenance and shot spotter service until their next meeting. They did talk about a resolution to stop using tear gas at protests during the pandemic. Councilmember Lynette Gibson mackle heaney is asking her colleagues to support a bill in congress to Reform Police training and policies. Without federal changes we dont expect that there will be injuring shifts in the culture of american policing. The Oakland Interim Police chief says the department has already gone through several budget cuts and they dont have enough resources on the streets as it is. The Vallejo Police chief outlined a plan to the city council to improve the cities Police Department and based those findings on a recent audit of the Police Department. The police chief made this presentation at a special City Council Meeting last night. The city had ordered the independent review last august after the Deadly Police shooting of 20yearold willie mccoy who had passed out in his car with a loaded gun on his lap at the 70 page audit traces some of the deferments problems to staffing shortages after the city declared bankruptcy in 2008. As well as to what he calls a siege mentality towards its critics. The regulations include focusing on racial gender and Ethnic Diversity and recruiting. Stricture activation requirements for body worn cameras, and a use of force case and review says officers should be interviewed before their shift in before they review any recordings of the incident. Hair salons and barbershops can reopen. Health order which has been amended also allows as many as 100 people to attend funerals and Indoor Religious Services as long as there is social distancing. The new order also increases the number of swimmers who can share a pool to one person per 75 square feet. On july 1st Contra Costa County expects to reopen dying in restaurants, bars, the gyms and hotels. Starting friday Solano County will let now salons, tattoo parlors, and similar businesses to reopen, including places that offer facial waxing and other skincare and massage therapies. They all have to follow the state guidelines for personal care services. San mateo county now has state certification for more local control for its reopening plants. Four People Killed. Their suv went off and elevated part of interstate 80 just before the cockiness bridge. The chp says the suv was approaching pomona street in the town of crockett just after 8 30 last night. It went off the highway and hit a stopped Freight Train and slammed into the ground. Two women and two men died there at the scene. Investigators say all of them appear to be in their late teens or early 20s. The Justice Department says two man who shot and killed federal Security OfficerDavid Underwood is part of an extremist rightwing movement. Air force Sergeant Stephen carrillo of ben lomond was charged yesterday the shootings. He was already in custody and accused in the murder of sheriff Sergeant Damon gutzwiller of santa cruz. Carrillo alleged accomplice is 30yearold Robert Justice junior of mowbray. Federal Officials Say the evidence shows carrillo was part of the Extremist Group boogaloo. Carrillo appears to have used his own blood to write phrases on one of the cars that he carjacked. Authorities say members of the Boogaloo Group believe there will be a violent civil war in the United States. If convicted both could get either life in prison or the Death Penalty for happening today, Senate Republicans are going to introduce their plan for police reform. The gop plan calls for a ban on chokehold, more Police Training and a database that would track police use of force. It is similar to a plan by house democrats, but it does not include their call to strip to qualified immunity from Police Officers. That protects officers from lawsuits against their actions in the field. The Republican Police reform plan is similar to an executive order that was just signed by President Trump that lays out new guidelines for Police Training and use of force. The president signed that executive order at the white house yesterday. Thats after a meeting with the families of people who were killed during interactions with Police Officers. The president order calls for Higher Standards for Police Officers and more accountability. Democrats say the president s order does not go far enough. Its pretty weak if you ask me. And it really doesnt speak to the real hard issues as it relates to police reform. The president s executive order calls for the Justice Department to provide grants to please department for use of force and deescalation training. Hundreds of people marched across the bridge portland and called for changes to Police Funding per protesters are trying to put pressure on the Portland Police bureau ahead of the City Council Vote today. Last week commissioners agreed to cut nearly 69 in funding plans to reinvesting Community Based programs. Organizers of the protests say they want at least 50 million taken out of the Police Budget and a reallocation of Marijuana Tax revenue. State lawmakers have announced plans to remove a statue of Christopher Columbus that is right now in the capitol rotunda. The decision has been sought by groups of others who say its wrong to honor a man who ushered in an area of genocide to north merricks indigenous people. The board of supervisors is telling the Public Health officer to apply for more local control. If the state approved that the city can set its own timetable for lifting restrictions like reopening hair salons, barber shops, dying in restaurants, and bars. Marin county will also ask a governor for approval to reopen faster. The county didnt qualify before, because they had a recent spike in the number of corona virus cases. The state change the criteria making it easier to get local control. The county then plans to reopen hotels, the gyms, dining restaurants, hair salons, even schools beginning at the end of the month. A rise in the corona virus cases wont be stopping Sonoma County moving ahead with its reopening plan. By the end of the week the county plans to reopen gyms, movie theaters, bars, and resorts.
