As calls are heard around the country to defund the police at least one agency in the south bay has been without a Police Department for good decades. We are talking about the city of sunnyvale. They have a Public Safety department instead of the Police Department. Joining us now is the chief of Public Safety. Thank you so much for joining us. We appreciate you being here and giving us your time. I will say that when i first moved here seven years ago i remember doing what of the first stories in sunnyvale, and thinking that it was odd that there was not a Police Department. How is the Public Safety department different . Thank you very much. That is good question. The sunnyvale Public Safety, we do have a police component. We do provide Free Services to what are the advantages here . Is it a different type of use of force policy . What is the interaction like with the community . We have the same useofforce policy, or very similar like a traditional Police Department. But i think the best example that i can give you is that a month after coming here from a traditional Police Department, i went to a house fire. My fire personnel were there to put out the fires. I also had my patrol officers driving marked Police Vehicles that also responded. When they got to the scene, they changed out to fire materials, and they helped put out the fire. Then after they helped to put out the house fire, they got back into the patrol vehicles and they responded to a please call for service. This is the model that we have here in sunnyvale. What you think the advantages are to having that kind . I see that the people that you have to hire have to be trained in all three services. Often times there are calls to service that would require both police and fire response. So when you have a Public Safety department when the personnel are trained on both disciplines the response is seamless. They are trained in both disciplines. So it is very effective. I think also too with the fire component, the fire personnel are seen as caretakers. They go to medical calls. They put out house fires. So with that, i have to believe that it does generate a little bit more support in terms of the Traditional Law enforcement Police Department. You about the calls for defending Police Departments across the country. Or at least some type of reform. What are your thoughts . Well, if you talk about defunding in terms of abolishing Police Departments, i do not believe that it is that is a realistic recommendation. But if youre talking about defunding, in terms of providing resources to other social services, like mental health, i am open to what people have to say. Okay, we are going to have to leave it there for you. We appreciate your time. With the department of Public Safety for the city of sunnyvale. We hope that maybe your model of policing could service as a model for other cities. Thank you for your time. Thank you for having me. Today the Labor Department released the latest unemployment numbers, showing that 1. 5 americans filed new claims last week. This is the 10th street weekly decline, as more businesses reopen. But it is still more than double the preendemic record. The number of people that are receiving benefits is more than 20 million. Here in california, more than 329,000 claims were process last week. Since midmarch, the Employment DevelopmentDepartment Says that more than 6 million claims have been received. More than 26 billion in benefits paid out. The agency is expediting hiring of more than 4800 people too cold handle the unprecedented number of claims. On wall street today stocks fell sharply over concerns about a new wave of corona virus cases. The dow lost and more than 1800 points. Down nearly 7 . The nasdaq fell 527 points after closing above 10,000 for the first time just yesterday. S p 500 was down 188 points. Joining us now to talk more about this in the Economic Outlook is james mcbride, financial analyst. Lets talk first about what we saw play out today. What factored into this big selloff . I think that there were three main things. First, i think that the market clearly had gone too far, too fast. It needed to come back a little bit. Second, the federal german yesterday had a press conference and he gave cautious comments about the future of the company. And the third thing as you said earlier was the coronavirus situation. The number of deaths in the United States is 2 million. The university of washington says that they expect 170,000 people to have died from coronavirus by october 1. The numbers are certainly very touched her troubling. Obviously with all the stock market doing very well, as loss of economies and states across the country began to reopen. Now we are seeing a lot of apprehension. I guess worried that a lot of businesses could be forced to close down once again . That is a situation that we are in, alex. It is sort of a balancing act. On one side is a sort of the euphoria of businesses reopening and the market responded to this. On the other side we know that the upside of the seesaw is that there is no vaccine and the number of cases is increasing, as are the number of deaths. I think that there is an abundant fear in the market that the economy simply cannot close down again. That would just be devastating. You touched on it a little bit. The federal chairman gave a pretty grim outlook for the economy long term. Obviously we know that 20 million americans at least are out of work right now. All, but many of those people may never return to their jobs, and they could remain unemployed for years. How troubling is that . I think that that was the single most troubling comment by him. Unfortunately, it is justified. You and i talked last week that unemployment had gone down to 13. 3 . But this is all 30 higher than the worst numbers. The other thing that he said yesterday is that he expects the unemployment numbers at the end of this year to be 9. 3 . So that is literally tens of millions of people out of work and having a very difficult site making ends meet. As you know too, with the gross domestic product, Consumer Spending is two thirds of our gdp. He also said that he expects to down 6. 5 . How are people going to be spending money that two third component of the gdp if they do not have a job . As we wrap up your finally, there has been talk about this quick rebound from this recession. A lot of optimism about that. Do you think that we are kind of shifting into different direction from that . It looks like it is going to take a little bit longer . I think what were seeing the dichotomy between the stock market and the economy. We pretty much had that recovery of 40, 50, 60 . But i think what we are seeing is that the economic recovery is going to be longer and slower than any of us want. All right, we will leave it right there. James mcbride, financial analyst. We always appreciate your insight. Thank you so much. Take care. Thank you, alex. Reporter the park is open to the public again. The California Assembly has pushed for a proposal that aims to reconsider the states ban on affirmativeaction. The proposal must be ratified before it can go on the november ballot. Joining this now to talk about this is our Assembly Member evan low. I know that that was a lot of debate on this issue. Tell us where you stand on this issue . Absolutely. The debate in a legislator is the microcosm of the electric. That is of should we as california repealthe proposition that was passed in 1996. This is the notion addressing this significantthos injustices. I know that this was not the first time that there has been a push to reveal this ban. Infield in 2014. Why now . What has changed . I think you just turn on the tv or look outside. We can see the urgency. This significant urgency to address the systemic issues. That kids are punished, simply by the zip codes that they live in. We need to rectify these inequities that exist. We also need to take a look at addressing these issues. We cannot have race specific problems. So let us have an opportunity to have the electric, the people of california have a say on appealing the proposition. Im going to read a quote. He said specifically, giving special treatment to someone based on their race is raise some itself. What you say to critics here . We have an d d students in are of brown Public Education systems. And yet, we have an overrepresentation in our correction systems. What does that say . This is also by the way to assess that of gender, encouraging more female representation. We need to make sure that the state reflects diversity. You said that you did, is this something that your constituents supported . What have they said . This would of course have the major opposition from those specifically within the asian community, a segment of that community. This allows the conversation to say, i understand the challenges of those who have worked so hard. And making sure that we also have contributions within a wider society. So this is taken this issue hard headon. These are difficult situations. Difficult conversations about power, society and the race. It is an appropriate one. It is timely now. I hope that we when have this additional step to encourage the frank conversations about what we want to see within our State Government and within the state of california. Okay, again it has to be ratified by the senate before it can go on the november ballot. Once it does it will be up to voters. We appreciate your time. Thank you for coming on the show. Thank you. Critics have long raised concerns that this leads to racial profiling. Microsoft and amazon said that they will not sell to the police until federal regulations are put in place. Ibm says that there getting out of the facial recognition business altogether. For more on this mission, it is good to have you on. What kind of public pressure were these tech giants facing . Thank you for having me on. You know, it is interesting. We have been under a lot of pressure for the last several months on these issues. But the pressure in the last several weeks really came because of the death of george floyd. And the protests over racial profiling and please brutality. This really elevated the issues and prompted these companies to take action. You can see this from the comments from amazon and microsoft. They were feeling that pressure. They decided to step back from offering this to the police until there are some rules to guide its use. So microsoft and amazon are calling for some sort of national law to be put in place that guides help facial Recognition Software is used by Law Enforcement. In order to protect peoples civil rights. What we we imagine this kind of legislation would look like . What sort of protections might be put in place . It is a fair question. It is really an open question. You know, one of the criticisms of pushing for these sort of laws is that microsoft and amazon will lobby for the laws to be written in ways. The American Civil Liberties the unit union thinks that police should be banned from using this altogether. This effectively racially profiled, the study shows. It is not good of detecting the face of dark skinned people. You know, we have reported on this in the past. There is this inherent racial bias even a gender bias in the software. Do we know if Companies Like amazon and microsoft are doing anything in house to try to address those issues . I suspect that they are. It is in their interest for it to be as accurate as possible. The problem often is that the data sets that they use to frame the systems are not as good with regard to faces of people with color and not as good with people, with women as well. I suspect a lot of that will have to do with completed the data sets to make the more accurate. You touch on this, the aclu has called for an outright ban. How much do you think that this action that we have seen this week by the giant tech companies, how much has it bolster their argument . Listen, i think that the aclu if we are honest really, the thing that pushed that those were the protests in the cities around the country and really around the world following the death of george floyd. People have been calling for more oversight with regard to police activity. Police tactics. And this very much falls into that rubric. Great insight. I really appreciate you taking the time today.
