Really is cutting ties with the San Francisco Police Department the Transportation Agency says it will no longer provide buses to transport groups of Police Officers to protests as it has done in previous years. The San Francisco police union was very quick to respond on twitter, saying, quote, lose our number next time you need officers for fare evasion or enforcement or removing problem passengers from your buses. That is dereliction of duty. I want to salute the sf mta for that courageous stance. The board of supervisors has your back and this behavior will not stand in the city and county of San Francisco. Mid outcry over the san jose Police Department recent use of rubber bullets and tear gas against protesters san joses mayor is rejecting calls to defund his cities Police Department. Lets talk about this more with the mayor of san jose himself. Good morning to you. Good morning. Good to be with you. Good to have you. You are releasing your budget later today. It cuts 10 position from San Jose Police amid a 78 million budget deficit. You have seen mayor london breed in San Francisco say she is considering cuts to the Police Department budget to Fund Programs that would help black residents and people of color in her city. Why are you not making a move such as that one . We know in san jose and every city is different. We have the most thinly staffed Police Department of any major city in the United States. We dont have a lot of places to cut. The fact that we dont have enough Police Officers means that we are understaffed and critical departments such as investigations and sexual assaults and Domestic Violence and every day patrol. Thats the 911 response. It seems to me that the answer is not simply slashing the police budget, the answer is reforming the police and really reforming all of our institutions where we know racial bias exists and persists thats why we are creating an office of Racial Justice and equity in my message released this week. Im moving forward with a lot of reforms, including the halting of any use of rubber bullets and any crowd control situations. We will review all of our force policies and we will expand the power of the independent police auditor. It seems to me that if you 70s Police Budgets we know whats going to happen in s. Te, wealthy suburban polarts the reality is, the rest of the community is going to be left without basic Police Response and we will be much worse off. Specific tools that police have to use in your city. You have called the restricted use of rubber bullets good first step. What else would you like to perhaps eliminate rum the Police Departments toolkit as it were in dealing with other protests that we are seeing recently or with the public in general . Well, i think part of it may be talking about how we expand the toolkit and less about eliminating tools. What we know is that effective policing requires tools that are alternatives to uses of force. Certainly, alternatives to use of lethal force. For example, the police chief has been working for a couple of years trying to see how we can get Mental Health workers to ride along with Police Officers. Obviously, it requires agreements with the county and others. So that the first time someone has a Health Episode they are not encountered by someone with a gun and a badge, but rather a Mental Health worker. It is really critical for us to find ways to insert alternatives , but that doesnt mean we aluminate police or simply Police Budgets. It means we find ways to integrate Community Based solutions. Major cities such as philadelphia and new york are saying they will not prosecute the protesters who were arrested during recent demonstrations. Would you support such a move in your city . Audibly many Peaceful Protesters should be arrested or prosecuted. The question is what happens when someone decides to commit an act of violence or commit an act of destruction . I include destruction, by the way, that includes more than 100 of our Small Businesses separate from looting and damage at a time when many of them are s, awe all know, suffering happening trying to keep the doors open and feed their families. So, i personally believe that if anyone commits a violent or disruptive act they should be prosecuted. The overwhelming majority of protesters in our city, more than 99 , im sure, peaceful. Even if they were not fully compliant they were peaceful. It seems to me that should be the standard. San jose mayor sam accardo. We could talk about this for an hour. I know you are having an event later today. We will earn more than. Thank you for joining us. Thank you. Always a pleasure. Today the California Public Utilities Commission will consider pg e is requested to raise rates specifically on customers in the city of San Francisco.
