In terms of how the past two weeks have morphed over protests over Police Brutality and protests for justice for george floyd, the four officers charged in his deck are now behind bars. Its to the point that you brought up former congressman in terms of Economic Justice and change that needs to happen and americas streets and communities. Robert pattillo to you, we hear from al sharpton and we will hear from the two pastors there , reverend sharpton back in minneapolis talked about the eight and a half minutes of the officer who had his knee on George Floyds neck. There was an 8. 5 has had his knee on the neck of the Africanamerican Community here since its having attended many these funerals for African American men who had been shot down by police when they were unarmed. I dont think george floyd woke up that morning and he thought that it would cause people from berlin to sydney, australia, to be protesting in his name and cause people to rise up. I dont think any of us knows how god will use us and his name will go on. The tone is a remembrance of him and the movement that he helped to spark. As people feel like they have been the victims of oppression they have found him. None of us wants to be hashtag but it has the ability to change things for oppressed people. It would be hard to understate the significance in so many different ways of the past two weeks that we have seen in terms of the protests and in terms of the violence. Would you hope to hear from a couple of these leaders today, reverend sharpton, the pastors. We know the attorney for the family there family there, Benjamin Crump will be there among others. Floyd wade brother, congressman al green, Jesse Jackson a member of the Football Team down there. Would you expect at least some not to George Floyds life in saying we hope he is remembered in the peaceful way in which he lived . Absolutely. I anticipate and expect that. Lets be candid here and i think the congressman who made it very clear. Big george floyd is bigger in death than he was in life. As a result of his death there has been a movement in that movement we can say is a complete metamorphosis and its a movement that has taken on a life of its own and that movement has been throughout the u. S. And throughout the worlds. Everyone is looking now at Law Enforcement. Looking at Police Brutality and looking at social issues and brought forth the unfortunate death of this man and there are a lot of things that would not have happenedthis stage in our lives. Not only his death which was tragic and horrific in so many ways but the fact that it was caught on videotape. All eight and a half minutes and bringing back and harold ford junior. I hope there is a healthy debate around a lot of issues. I think a conversation should be had about what the aims and goals should be. If it comes after today and its a good thing. Out of tragedy senior and rational has come together in the impossibility with impossible things. Theres always an inclination and urging when there is a racial element to talk about race. David french recently said we should be careful in celebrating the progress we made on race and be more humble about focusing on the work we need to do. We as a nation. As a father of two and someone whose faith means a lot to him, i am confident and i think we will come out better on the other side of this that when we started, largely because of all the things that have been set by the two other guests. Even though im not watching and we cant see people piling into church and places across the country, i think its a positive thing we are able to come together even if it is for that moment and understand there is something good. Thats where i hope the politics goes. We know there is risk and may not. I hope around this issue they can galvanize in a way that there is debate we can all be positive and looking toward an outcome to make the country better. Congressman and thinking back to 20 years ago this summer when you deliver the keynote at the Democratic National convention and im reading headline from then in the democratic convention. You did look a little younger in the picture they have a view from 20 years ago. What is interesting is the leaders of the Civil Rights Movement we are seeing, now in the death of george floyd. Thinking about reverend sharpton. Thinking about reverend jackson who is going to be there. Congresswoman Sheila Jackson lee and these were all names that were around back in 2000 when you gave that address to appeal to Younger Voters does this give way to younger leaders in the Africanamerican Community who will take up the issues you just brought up. I think the answer is a resounding yes. I think sometimes even with this young group and the names and the venerable names you mentioned, when you face such strife and consternation and hurt, sometimes you can be deflated and dissuaded from wanting to see possibility and good things coming. I was encouraged to see the mayor of washington danced d. C. And john lewis stand together. In many ways opposite sides in terms of their age and their longevity in this effort. I think it gives us hope those things can happen. I am not discouraging voices that have been on the battlefield and were involved in massive and important ways but there certainly comes a time when new voices and new faces and new actors need to be involved. Some of those new actors are learning how change works. They seem to be more inpatient but having studied that in college, i can tell you that there was an impatience to the dr. Kings and the lewises and the Stokely Carmichaels and the rosa parks is as well and hope this young people will learn and its not just africanamericans i think its a rainbow of americans as both the attorney and mr. Williams has so eloquently set on the show already. We are watching reverend al sharpton walking in and one of the names that spin around the Civil Rights Movement. As you pointed out, harold. Often times it is the inpatient of youth that gets things done and forces change throughout america. What is so different about the past two weeks is the universal understanding, condemnation by police of what happened with george floyd. So often the word from Police Officials from around the country when we deal with the death of an africanamerican dad and we have to wait for the investigation. That did not happen here. We have seen in these protest members of the police and high ranking Police Officials, linked arms and carry banners and pray and march with them. What do you make of that . Is this the beginning of a real change . It very well could be. Let me say there are a lot of good men and women who served as Police Officers in this country. And i think what happened here is once they were able to look at the videotape and they were able to see that this man, this Police Officer, Derek Chauvin had his knee on the mans neck and was pushing down and even good Police Officers had to speak out and say this is wrong. This should never have happened. Even among our ranks. As a result, you will find Law Enforcement is looking at itself. And inflected lves and their and sisters in blue that we will not tolerate bad Police Officers. We are going to help and be a part of reading those kinds of individuals out. Yes, there is a sea change. Look at buffalo where a man was pushed out by Police Officers. Immediately the Police Officers were charged with an offense. Look at Fairfax County with the chief of police has now charge one of his math and he used the taser on a man. These are things that we need to see in Law Enforcement and in order to the community have some confidence that Law Enforcement officers will read themselves out and they will certainly be there and for the community also. And robert had some thoughts on this and we will get you robert in one minute as we look inside the church in houston waiting for the Funeral Service. We have seen reverend sharpton who you can see there was a mask on in this pitcher and comforting members of the family and the george loyd family, who spent most of his life in houston. Only a couple of people came out to the fountain of praise church and look at the pile of flowers left behind from yesterdays public memorial. Now all of the guests have arrived. The cars have rolled in all at once and we know there are a number of highprofile names here today including the family of george floyd. We know floyd mayweather, a former boxer, is picking up the expenses for this funeral. The reverend al sharpton will be giving the eulogy today once it actually begins and the number of nfl players from the texans here and members from congress. A bus pulled up as to everyone else who pulled around and waited and we saw representatives debbie dingell, al green, Sheila Jackson lee, they got off the bus and walked together into the church. We know al sharpton is giving a video message and the other video message we are expecting to see today is former Vice President joe biden and presumptive nominee who met with the floyd family yesterday privately with reverend al sharpton. They did not want to bring Joe Biden Secret Service motorcade and all that it entails to the funeral today because of the enhanced security screening that would have been and it makes it much more difficult event to handle. Joe biden is having a video message which will play today and we are expecting to be hearing from the floyd family with a number of musical acts going through this entire surface before lelands body is taken a few miles down the road and south of houston where he will be laid to rest next to his mother. Do you agree this is a sea change in the sea change now on how civil rights attorneys and people from your side of the aisle as it relates to looking at Law Enforcement or kneeling with Law Enforcement . I think this is a continuation of a movement weve seen happen for the last decade, quite frankly. When Trayvon Martin died in 2011 and early into 2012, we have seen young people fighting for changes with police in the last decade. Many people who were 20 years old or younger the entirety of their childhood. Since the time they have been eight years old or nine years old theyve dealt with sara bland and tamia rice. This is the final breaking point. The whole sequence is there is a million other straws beneath it. People are tired of commissions. They are tired of speeches and talking. They are tired of thoughts and prayers. They want legislative action to take place. As congressman ford said its time to build that rain coalition of black, brown, latino, white peoples of working together for positive social change. This may be that cairos moment where we can make the systemic change to our nation that are needed to form the more Perfect Union with the promise. Congressman ford, you were known for reaching across the aisles, a more moderate democrat which meant something very different to the early 2000s but the moderate rain wing of the Democratic Party is caused and democrats annexed some time of legislation that would change policing in terms of use of force and outgoing chalk holes and civilian review and a number of different proposals being loaded. So much of what we have seen on the streets and more about justice for george floyd. The officers were arrested and this has turned much more into social Justice Movement then it has a Police Accountability movement or antiPolice Brutality movement. The question would be this. Do democrats risk losing the momentum if they broaden the focus of this from how do we prevent Something Like what happened from george floyd to ever happen again because it was horrific to how do we use this to remake the entire American Social construct expect i think the two on some level there is so much interdependency on the comments he madetime this had happened a saw this outpouring but as robert just said i was reminded when i hear those names as he enumerated them it pains me as an american, particularly as an africanamerican i think about those families and those communities and i think we cannot ignore some of the alarming and historic uniformity is to so many communities and neighborhoods that have had these challenges and problems in the past. There seems to be socioeconomic structures that are common and many of these communities and neighb about a lasting effect, i en policing and communities, albeit is important. Not to minimize it or belittle it in any way. I do not think we will get all of this in one swoop. I think its important as a nation and politicians and legislators, and executors across the country, including the private sector and we think more broadly about answers to solutions of this moment. Had, that brings up the important question. The problem is that people can identify and agree on and the video we saw shows this horrific problem that exists of police using Excessive Force. This was not the first time Excessive Force was used by this officer. This may be the first time he was caught. We know there were a number of complaints before. We have seen as we talked about police being part of these protests in a positive way and say we agree there is a problem and we want to change. Already there is an undercurrent from Police Unions talking about how they dont want to see these changes that have been talked about and widely agreed upon both politically and by Police Leadership enacted. Are the images we are seeing now in the protests and what will be George Floyds memory enough to overcome those . That will be the upand coming debate, leland. As to whether the death of george floyd and what we have seen out here in our universe we should say of a movement, how much will that have an effect on unions within Police Departments. I would have to believe that they are going to have to bend and there will have to be some changes within unions as it pertains to the manner in which they protect Police Officers. I think unions are also dedicated. And i mean Police Unions, they are dedicated to having Police Officers that the community can be proud of. And quite naturally you cannot be proud of a Police Officer that takes advantage of the citizen and so i think that we are beginning to see that see change, that necessary change in our society and unfortunately there are two things that brought that about. The unfortunate death of this man and the concept of videotapes and cameras. Leland, that is another seachange. And the videotapes through the years and through the centuries there have been many, many black men who have been killed at the hands of Law Enforcement. And they did not have that video to show. Those men are crying from the grave saying we did nothing and we were killed illepolice offic be done. Now we have the videotape and the videotape makes all the difference i remember back to the rodney king beating, the first time the public conscience was shocked, robert, by what they saw on video. It was no longer a difference between the word of a Police Officer and the word of someone who said they had been assaulted , or the subject of Excessive Force. We could not see with our own eyes what had been done to a defenseless man in that case and we saw what was done to george floyd. Robert do you worry as we have seen this movement more that the seachange that ted williams just talked about in the things people of universal agreement about need to change weve already seen change with the charging so quickly of the officers in buffalo. The firing of the officers within a couple of days. The list goes on. Does that get drowned out by the chance to defund the police and some of the more controversial requests coming out of these protests . No, i dont think so. If you think back to the killing of emmett till. The open casket funeral the mother held and his body being on the cover of every magazine and newspaper. It shocked the conscience of a nation. Not just to address the killing of emmett hill, that is what started the wellspring of support that pushed us into the Civil Rights Act of 1964. Public accommodation. Title vii, title ix. These have a way of building upon themselves. You cant say a tree has bitter fruit and replace the fruit, you have to go to the root cause. We talk about defund the police, i think its bad branding. Its rather informed the police and make sure Police Officers concentrate on things they do well, enforcing the laws and consecrating Police Resources on murder and Violent Crimes and when it comes to Police Officers do that and not having them mitigate Domestic Abuse and active social workers and pulling cats out of trees but allowing Law Enforcement to conceninvestment in the other services so we can reduce the number of Police Encounters which often lead to violent Police Encounters. When we talk about the movement spreading and growing, just like we saw in the 1960s, the way it grows in spread is going to the roots and find out what are the social problems that need to change change. And instead of just reacting to the next video. Unless every black man is going to walk around with the drone and record 24 hours a day we cannot count on all these interactions being recorded. You may have an excellent point in terms of video and the number of Police Departments that are talking about it or have already made body cameras mandatory. I want to get back to what you said earlier. Its a history lesson. It is important for all of us to take a step back. Its easy to get caught up in the moment of the past two weeks. You brought up emmett till was killed in 1955 in mississippi. It was another decade almost before we had meaningful civil rights registration in america. And things began to change. Is that how you are looking at this . Where in the next struggle are we . The beginning, the middle, the march on washington by reverend king and his i have a dream speech. Where does the George Floyd Death and funeral in the protests we are seeing now, fall in this continuum. We have to decide that as a nation. As you look back to 1964 example. If you told someone that they before the 1960 election, that in 60 years Richard Nixon would be a liberal v. P. From california mvp under eisenhower who helped to desegregate the military and appointed a court for brown versus nixon would have been considered a racist and who blocked every piece of civil rights legislation from 19 36 to 1958. Civil rights moves in and we shall overcome. No one would have believed you on this day in 1960. But we chose a different path. We wrote the future of america. And lbj, the southern dixiecrat , they were able to push for civil rights legislation because of the weight of history. Going back to the 1930s and the initial push for a march on washington. Right now we trace this movement we are currently in back to the killing of Trayvon Martin in 2011 or back to the shooting of sean bell in new york or Abner Villanueva who was shot 34 times. There has been this growing movement and ideal and right now we are in this exigent. And even with all the issues President Trump has had he can change the narrative of history by being the president who signs in those reforms that structurally change the system and go down as reasons why we dont have the problems Going Forward. Many of us do not enjoy the process of marching and protesting because of another shot a black man. Its not hard to beat something that we want to participate in. We want a solution and whoever is in power and has the opportunity to do so i think we might be at that point of oxygen where this is the Tipping Point where it pushes those things over. How are they divvying up the seats. Have they let everyone in so far that will get in. Leland, yesterday we saw 6300 people come to this church to pay their final respects. Today is invite only. Family, friends and those invited by the floyd family. There were no tickets. We do see another of people standing around the church and we expect to ca lot more folks lying the road as the casket is brought out and driven down to pearland texas, about 10 or 15 miles south of here and that is where he will be laid to rest. That last mile his move from the hurst into a horsedrawn carriage that last mile will be in that horsedrawn carriage before he gets to the cemetery. Other information we are getting today just on how this area is honoring george floyd. The Harris County judge, that is with houston and Harris County, she is dating today, george name, george. Floyd junior day and proclaimed today because its his funeral today is the day he will go to rest and they are late naming that in his county his day and we are told the republican governor, greg abbott is going to be presenting the floyd family with a texas state flab. Governor abbott was here yesterday and he went into the church and viewed the body for a little while and came out. We were expecting the floyd family to be included in a number of discussions Going Forward about how this area can inform policing and how they can work on Racial Injustice and the floyd family we expect to ca lot more of them in the coming days, weeks and months ahead. George floyds mother will be here testifying before a Congressional Committee on this issue. Also attending is floyd mayweather, the boxer, deshaun watson, the coach as well as one of the owners of the Houston TexansFootball Team. Ted williams with us. A former d. C. Homicide detective and federal agent and current defense attorney. Picking up where robert left off on this. Is the argument now over weather or not police have to wear body cams or should wear body cams. Is that debate over. The debate is somewhat just beginning i think, leland. Without a doubt i believe Police Officers should wear cameras. Im not asking whether they should but is there no longer an argument that they should not. Weve seen Police Unions come out. Does the fact that George Floyds death happened and was needed for justice to happen. Does that make the need for body cameras escapable . Absolutely it makes it that you cannot escape it. Body worn cameras are a necessity, not only for the protection of the Police Officer and show what took place when there is an incident or intervention between a Police Officer and a citizen and too long of Law Enforcement officers not warm body worn cameras. I think the growing problem in the future receipt body worn cameras again without being redundant and they protect the officer because what the citizen is seeing happened they can be shown with the body worn camera. It gives them some security that what they are reporting to superiors of an officer is right and proper. So yes, i think its an offensive necessity. And in the way of the protests and in the wake of his death a number of officers have been fired. Specifically in atlanta where there was a halfdozen officers who pulled out a couple in a car past curfew and they were immediately fired and some charge for Excessive Force just because of the four on their body cameras. Weve been talking about the history and the arc of history all the way back as robert talked about from emmett till in mississippi and his killing that began in such parts of the Civil Rights Movement and we go through doctor king and the civil rights legislation of the 60s, where does this go from here . Is this a civil rights discussions that has to happen beginning with George Floyds brothers testimony on wednesday or is this a specific discussion about use of force in policing and policing in america. All of those issues you raise have to be addressed and particularly around policing and communities and how we can foster better relations and better policing. Having not heard the whole conversation and the risk of being redundant. There are good policeman all across the country and any good cop would want to get rid of a bad cop and i dont know of any community that doesnt want good ethnic policing regardless of the racial makeup. This and other tragedies have occurred over many years. We have to pull the layer back here and understand the other factors that have contributed and are contributing and what steps can we take as a country to make this better. Our country is worth fighting for. Millions have fought and died for this country and died for the freedom we project around the globe and what we are interested in doing and how do you part fight for more Perfect Union. All of us and one of the things that inspire us most is that there is some new people from different walks of life in different racial backgrounds. My kids are in an interrac. Of different racial backgrounds and as tragic as this moment is in the much as they use ordinary people to make extraordinary contributions as we have all been saying, hopefully that is the moment that we are in and hopefully we dont use it for one thing and we use it to make the country a better place and use it to heal as a nation. Healing the nation would be a priority especially after what we have seen in the past two weeks of the destruction and the anger. The riots and protesters but i dont need to remind you, sir, this is an Election Year and we are at one of the most divided times in the country and they are comparing it to 1968. Is it possible on capitol hill, a place you know well and is far more partisan than when you were here. Is it partisan for them to come together at a time like this . Have some kind of meaningful legislation that will honor George Floyds memory. Sure there is. When Community Creates a problem they can fix it. We have been promising a debate and i think we will have one between the presumptive nominee and the president and the country deserves that. I hope it doesnt involve anything other than a very fierce debate in fashions put forward. We saw our first two americans being shot into space. I call it a shuttle but that young fellow, elon musk, 18 or 19 years ago said we are going to do it here and people laughed at him and he was able to do it with a lot of ingenuity and capital and with a lot of will and if we are able to show a fraction of that will as a nation and the congress and its voters over the next several months i dont think there is any doubt we can achieve those things. I dont let the pettiness dissuade me ever. America has always risen. And th is another moment in which america will rise to dedication including our white politicians. If we are dropping parallels to 1968 and the turmoil we saw in the streets then to now, as some have, it was also 1968 that americans were the first humans to ever orbit the moon.
