Happening now more protesters are planning to go across the bay area on march and rally is going on right now in honor of george floyd. This is a live picture of people gathering at the pittsburgh marina. They are planning to peacefully march to city hall, that is where the rally will take place. Also an estimated 300 people marched through the streets of fremont, and a peaceful process protest. Last night the demonstrators walked 2 miles from Washington High School in fremont boulevard, to police headquarters, the organizers say the crowd reflected the racial diversity of fremont population. One man brought his Young Children to the march. The support, and solidarity, things a stand, we need to teac these kids right from wrong. Theres a lot of unity in the community, we are altogether and we understand, there is injustice. The protesters are calling for the Fremont School district to cut its economic ties to local Police Agencies and use that money, to pay for affordable housing, and other community services. Another demonstration is planned for tomorrow right there in fremont. Several bay area leaders are part of a growing call across the nation to divert money from Police Department budgets, then spend that money on other things in the community. San franciscos mayor, said she supports this idea. The mayor, and supervisor, are proposing redirecting funding for the citys Police Department, and spending that money on social programs in the African American community. The San Francisco Police Department budget is more than 692 million. The mayor will submit her Budget Proposal august 1. In the meantime next week congressional leaders are set to consider a bill, sponsored by east bay congressman erics while well, it is a call for taking any police money away, but instead it would focus resources, on Law Enforcement training. We need continued de escalating trading, implicit bias training, every officer in america should have to wear a body camera, not only their own safety but for the communities accountability. The congressman is a member of the House Judiciary Committee that will first take up his proposal. The Us Labor Department said the Unemployment Rate dipped last month to 13. 3 . We are joined now with more on the story. I know that number is lower than economists actually expected. Saying that many are skeptical about this recovery or a quick economic recovery . Yes a lot of economists warning that this is going to take a lot of time to recover, due to all of the jobs that have been lost. While 13 unemployment is much lower than the 20 some economists were predicting yesterday, it is still the highest Unemployment Rate we have seen in decades, on par with the great depression. Stocks soared this morning following the release of the may jobs report, according to the Us Department of labor unemployment fell in may to 13 down to 14 the month before during the depths of the economic shutdown and pandemic. Employer employers added two and half million jobs the cities and states across the country reopened. President trump was quick to declare victory. And this time, the greatest comeback in American History today is probably you think of it the greatest comeback in American History. Economists urge caution 13 unemployment is better than expected but far from a booming economy. It is still dramatically higher than what would be needed for an economic recovery so, there are millions of individuals who, have lost their jobs. The monthly job report is based on phone and online surveys. It only includes people who have been actively looking for work, in the past month. More than 20 million americans, are out of work. For an enormous swath of our country their dreams are still on hold. The monthly report includes just the first two weeks of onstrations across the country are not included. As well as the covid 19 pandemic is still a reality. I think the recovery will be slower than a lot of optimists would say. Until people feel that it is safe to go back to their regular lives, there will feel be a diminished demand for all of these various services. Some economists are concerned that this may jobs report may discourage congress from extending jobless benefits and other safety net programs that we have seen over the past couple of months. For example the pandemic and employment assistance program, which gives people an extra 600 in addition to their Unemployment Benefits every week, that will expire on july 31 if it is not renewed. Reporting live, ktvu fox 2 news. With more than 2 million jobs back, lets take a look at the market and its reaction. We have less than an hour to go and trading of the day. The dow jones you can see up more than 3 , also positive days for the nasdaq, both indexes up more than 2 . The number of coronavirus cases continues to rise across our state. There are now nearly 123 123,000 cases with 4454 deaths. Here in the bay area we are nearing 15,000 cases, and 452 deaths. We want to take you live in sacramento. Lets listen to the governor. To help clean up the streets of sacramento. Randomly had the privilege and opportunity to meet up with the group of young people around the Police Officers memorial. They were cleaning up graffiti. A young girl, quite literally with one long longer that outlasted all of us, as she was scrubbing way foasked her to do it, it was ju recognition that her community was being impacted. And her life and her future. It was impacted by the moment and she wanted to impact the community in a positive way. She by the way, was also part of the protests the night before. She did not like certain aspects of what she saw. I had the privilege of also working not only sidebyside with her, but with Devante Clark wellknown activists here in the sacramento region. Who also was working to clean up graffiti on the side of a state building. Both of us turned our heads to the right, and randomly we saw member of our National Guard put down his weapon, unbeknownst to the two of us, and others, and was scrubbing sidebyside with others graffiti, off the side of the building. The chance to fly down to south la, the center of so chand outrage in county supervisor mark thomas went down with the chair holly l met with members and leaders in the Community Randomly walking the streets, checking in on how people are feeling, none of the protests or violence manifesting. Not down in south la, we talked about why that was the case, and learned about the history of institutional building, not just physical infrastructure, but human capital, human infrastructure. The resolve that people had to never again see what occurred in 1992 occur again in south la. And the chance to visit members of the Law Enforcement, community leaders, including one of my heroes, here at. So home of the California Hall of fame. Some of the most inspired leaders have left their mark on history, that have had a strong identity. One i had the privilege, of recognizing, just a few months ago, was larson. Rev. Lawson known to many. As one of the most influential leaders in the civil rights movements. He brought back forth the principles of nonviolence, from gandhi, and brought them to the forefront of the consciousness of dr. King. I met with him and leaders of black lives matter, other leaders, and have a conversation about the history of the civil rights movement. Going back as we debated, to the 1950s, he argued back to 1947, and the impact Jackie Robinson had on the movements. Not just until but that moment that marked a part of history that charred that changed the momentum. Thi movement . What part of our history, are we living in, and living through . I had the opportunity to meet with many youth leaders, i will tell you with all the conversations i have had, over the course of last week, in particular, it is the clarity and conviction of our youth. They dont mince words, they dont beat around the bush, they are not patient. They are not necessarily confident that folks in position like mine get it. Or have the capacity to get it done. They have no reservoir of patients. They demand progress. They demand people in position of power and influence to listen but more importantly, they demand the people in power, lead with courage, with conviction, they also made a point. Lead with civility. They pointed out the number of these youth leaders, violence has solved nothing, theres nothing courageous about violent acts. I was reminded a little bit about what kennedy spoke to. No ron has ever been righted by violence. To hear that from youth, youth leaders leading protests in the community, peaceful protest, was humbling, and also in lightning. Because, they want this moment to be met with a deeper sense of urgency. They want their cause to be clear, cause of peace the cause of progress violence has no place as it relates is meeting this moment and moving the collective movement forward. One thing i did come back with not only time on the streets in sacramento and la and stockton california. With a young leader and other youth leaders that may or hobbs assembled that the black community, they do not need to change. We need to change. We have a responsibility to change our institutions needs to change our capacity of understanding needs to change we need to contextualize where we have and never met these texts and cries we ran short and long on rhetoric short on results. Theres no reservoir for patients. Just on your tv screen in the mind and heart and values of people all across the state, and all across the united states. This has been a extraordinary week in our nations history we have a unique and special possibility here in california to meet it and meet it head on. Im at the California Museum for another reason because i was here roughly one year ago. Were california was leading incredible leadership, that fro where i am here today. Where we signed a landmark bill, the nations toughest use of force laws. On deadly force. Led by dr. Shirley weber, and leaders like mccarty. And many others. That led a effort to reconcile, our antiquated practices as it relates to use of force. Assembled not only elected officials, but leaders of all stripes, people to exercise every day their moral responsibility. Leaders that had lost loved ones leaders that were still cynical but willing to do more than just past the program. But we could fundamentally solve a problem. I am here today to say that program passing is in problem solving unless we follow through on what we promote and promisingly manifest the cultural change and a deeper understanding on what it is, we are trying to advance. It hasnt stopped the mistrust, or people from raising anxiety. We see the anxiety we have so much more work to do. There was a good package de escalation techniques. It goes into effect january 2021, that cannot happen soon enough, we are scrubbing components in a bill to see if we can fast track it. To advance the cause that brought us together. Theres frustration i california has been leading but we still havent done enough. There is no having made it as a relates to addressing these foundational and fundamental issues. I am proud of the state, and part of the cause of reform, and deescalation it goes beyond im very proud of the state in leadership about broader criminal Justice Reform the race based sentencing are the five year minimum not too long ago were part and parcel of the culture. And ultimately as it relates to sentencing. Five year sentence ultimately. Those with possession of powder cocaine took 5000 g of cocaine to have the same five year minimum the Clinton Administration made that 500 to 1, the Obama Administration acted down further but disparity still persist only as it relates to the consequence of drug possession, thats why the state was one of the most are the first one to at adopt cannabis reform. Legalization around adult use of marijuana. It was a civil rights call from our perspective. In those efforts about addressing the disparities, addressing incarceration, addressing the ills of this war on drugs. Again, its not enough. We are proud of the work we have done in california. They need to shut down state prisons and our current budget i will sign in just a few weeks, it calls for shutting down to state prisons. It calls for eliminating the department of juvenile justice. It calls for more probation reforms, all of this building on the work that we have done on prop 37, 30 37, 36. All the things we can do to and be Death Penalty in california. One thing we know that our criminal Justice System it it is not blind. It discriminates based on the color of your skin. It discriminates based on e a crim criminal Justice System and i know this is gov. , i live this every day. Criminal Justice System that treats people rich and guiltyof a lot people help a lot better than people who are poor and innocent. Why are we doing something about it we have to do more and we have to do better it has to be about criminal justice and social justice environmental justice, so much richer so much deeper th california. To began to focus on the issues that manifest early prenatal care the focus on aces and Early Childhood trauma and prenatal care and Early Head Start matches headstart. And achievement gap before it starts. His we know, people are not left behind in society they start behind in society so we will get serious about that we have to get serious about our work in that space and we have committed ourselves, to that rm, my gosh, 10 of black students, 10 of black students mark estate mark math proficiency by eighthgrade. All the disruption around covid19 and learning loss . It should be seared in your mind and consciousness a study that came out today that says the average learning loss in this nation for covid19 is seven months. For the black community 10. 3 months for low Income Community over one year of learning loss because of the impacts of covid 19. You think we have an achievement gap now . What are we gonna do about that i want to be clear and respectful to california legislature. To take the 4. 4 billion that we promoted in our budget, and diluted for black and brown communities and those in former foster youth and low income in english as second learners, i will reject any proposal that comes out of legislature, that does that. We are committed to the cause of equity. Thats why we put the 4. 4 billion in the budget to focus on equity there is no equal application there is no unequal sit application in systems you cannot spread that out equally we need to concentrate its focus. I wont budge on that Budget Proposal. We have to do better and more not just in education not just to address issues as it relates to birth, 05. We have to start thinking more systemically. More broadly, about income support, we are proud in the state to have doubled our earning income tax credit proud in our state to do more on child cow care and empowering caregivers and giving them the power and capacity, their voice to lead, and focus on pay equity, all of these issues, i can go on, and on except to say, we are ceding a lot of these things the state of california but its not enough. We have work to do. And we have a responsibility to do more, then we have in the past. So, i want to to persist in the state and in the nation, today i want to make a few announcements. In terms of advancing that cause of recognition. And resolved. One thing is Crystal Clear to me having seen images that inspired me of peaceful protests, protesters have the right to not be harassed, they have the right to protest peacefully. Protesters have the right to do so without being arrested, gassed. Or be shot at by projectiles. I want to make that clear they have the right to not be harassed or denied, or arrested for peaceful protests. ,. Is clear on images we see on tv. On the reality of a grandmother in la mesa california, that is in the hospital, that some people are denied the fundamental right. We are not seeing people treated equally all across the to change how we use tear gas and force to protect the peace. National guard has a frame but many as the parties have a different approach, its clear to me we need to standardize those approaches. So, i have had the privilege. And you have the opportunity to hear from extraordinary leaders that ive known for years, in terms of their leadership, one is latif assignment. Who has been on the front mine who was a former captain for many years and chaired barack obama. To his credit, he is going to advise our efforts with the t for working with journalists and advocates, working with Law Enforcement, together, collectively to standardize our approach of engagement. So we can see what we are seeing with their own eyes. And people are experiencing, as it relates to approaches that exists around peaceful protesting and how we control crowds in a responsible way that protects peoples fundamental constitutional rights. And protect peoples safety at the same time. To advise us and move forward with recommendations to standardize the approaches, and very, very near term, accordingly it goes without saying, we cannot see the kind of techniques tragically and ironically we trained. Eye on this, we own this, across the country. We train techniques, on strangleholds, that put peoples lives at risk. We can argue these are use that as exceptions. At the end of the day, carotid co. A carotid cold . That stops peoples brains blood from going to their brains . That does not have any place in practicing for policing. I am immediately directing post which is our Police Officers training. I couldnt be more pleased. I will support we did that years and years ago as it relates to chokeholds decades ago, understandably, but not some of these techniques on strangleholds, and we have to update our practices in that place as well. So that we will do immediately, with a deep sense of urgency. As we organize a new construct on how we focus Ground Control and help support peaceful protesting in the state and continue our leadership for the rest of the nation. This is been a very difficult time for all of us. I want to say deep deep respect for those remarkable leaders that are out there on the street, that we meet this moment morally, not just because its the right thing to do, but it does justice to what values in this country that chy diminish the certain people based on the color of their skin. We have perpetuated the hierarchy for centuries in the state. We need to own up to that. We need to rip it out of the roots, we talk about institutional racism thats what we are talking about. We become so numb to it and blind to it. No one wants to go into normalcy, if you want to go back to normalcy, i am not going there with you. I dont want to go back to normalcy. I want Something Better. We deserve something warm. Generationally young part young people deserve and demand Something Better and more please resist normalcy. Normalcy created the conditions normalcy, has no place in terms of our reconciliation. Of this moment. We have to meet a higher calling. We are so much better than this. So much more capable, then this. We will rise up to this moment. We will lead, and we will listen. And we will begin to reconcile, but with persistence not patients. We will lead it guided by people like ron and latif are that have been on the front lines and with that i want to now turn it over to latifah, so how she is going to work with ron davis and how others will advise with the urgency that is needed in this moment, to move in the direction, that does justice to those crimes or those cries that we are loudly hearing in the state of california. You been listening to gov. Gavin newsom at his News Conference. No talk of any covid19 or coronavirus responses is about criminal Justice Reform and education reform. This is about reforming Police Tactics as you heard the government say, Police Officers and deputies using tear gas, and projectiles, to disperse what he described as peaceful, protesters nonviolent protesters, and proposing that some techniques, will happen no more. Opposing that stranglehold will not be taught to people who are trying to try to go into a Certain Department in california he wants to end that training. It will be interesting how that goes. To the governor just introducing it and we will continue to monitor the News Conference, if we get any more information, we will bring it to you. New at noon the minneapolis the Police Department is announcing some major changes to its use its policies in the wake of George Floyds debt.
