Greg liggins has the latest on whats been happening in San Francisco. What weve been seeing are two distinct events. Protest that typically starts during the day. People get together in peace and demonstrate against Police Killing black men like george floyd. But as weve seen so many times, and we are seeing it once again tonight. Once the sun starts to go down, these protests often turned dark. Silent moment to honor amanda took his last breath under an officers knee. These are often over shattered when these protests turn violent. I am very angry and very emotional. I just lost a cousin to this type of violence. And ive been trying to figure out, where do i place my anger and my aggression. Before darkness thousands often take those feelings to the streets marching peacefully in solidarity as they did sunday evening in San Francisco. But at nightfall is often change as protesters are replaced by provocative wars and opportunists. Demonstrators fighting for social change they violence mars their message. The media, what are you focused on. You are focused on the violence. You are focused on the burnings. Not focusing on what is happening to us internally through our pain, through our suffering, through traumatic experiences. Weather marching down the embarcadero or standing tall in front of city hall, protesters were largely calm and nonviolent, witnessed from the air from downtown. But the larger the number contingent of officers are on the ground ready for any mayhem. And that city is wellprepared for anyone, especially outsiders who come to do damage. What bothers me the most is the fact that they are our organized agitators that do this for a living all over the country. They go to various places and they try to excite a riot. At 8 09 tonight San Francisco please do declare an Unlawful Assembly at city hall. They say several people have been taken into custody. Right now they dont have any exact numbers. The mayor of walnut creek called the vandalism, violence and looting in her city a full blown riot tonight. Looters ran through the streets and took over downtown walnut creek at around 5 30 tonight. Macys, lulu lemon and the ray ban and vance stores were all vandalized and looted along with the nearby target store. A woman was also shot in the arm during the looting but is expected to be okay. Many Stores Including apple boarded up today in preparation that didnt stop the looters. The mayor described the looting as complete mayhem. It is a real concern that this is mayhem and vandalism and meanness and greed and has nothing to do with addressing the real problems in the United States about justice and racial equality, and it makes it harder for us to focus on those issues that we want to focus on, and getting the real problems fixed. We seem to, as a country, have chosen to divide ourselves rather than ourselves. And, seems like namecalling and separating ourselves instead of opening ourselves to other diverse populations has become invoked. The curfew is in place tonight that will be extended tomorrow. A protest is set for 3 00 in the afternoon. But the owner of a Fitness Center says he will spent all night tonight guarding his business to prevent it from being looted. Just like any other merchant. You are concerned with your personal property. At this time, and whether they decide to try to curtail them from walking down the street, it is still significant Property Damage, and that will be hard given we were dealing with the situation we were in, now we have to deal with this. They also gathered on contra costa boulevard downtown and at the Crossroad Shopping Center and the people should avoid that area. In san leandro people also hit bayfield mall. Police arrived and as you can see arrested at least two men, no word on how much merchandise was stolen there are how day of in san jose. City leaders implemented a curfew that began at a 30 this evening and will last until five in the morning and will run for the next seven days. Azenith smith here now with more on the situation in san jose. We are hearing reports of San Jose Police detaining people at this hour and questioning them. Now that the curfew is in effect weve also heard that some arrests have been made and have reached out to san as a place for confirmation. Please telling me that this is put in place because they learned looting could happen in the city. Police are seen in riot gear standing guard. At times, the demonstration turned violent. Bottles thrown at officers, Police Shooting projectiles at the crowd. At least one person was taken down and arrested. Shop owners pleading to riders, stay away. These people who come and break althe windows, who is going to pay . The civil unrest causing the city of san jose to impose a citywide curfew from dusk until dawn. The curfew will start this evening and will go through 5 am tomorrow morning. The curfew was in place for the next seven days. Exemptions given to the media, personnel and government workers. Its designed to mitigate the violence and Property Damage now in the millions. More than 100 arrests made in the last 48 hours. Weve heard the calls for change and accountability. But we cannot allow our city to be engulfed in chaos. Mayor sam accardo taking any and solidarity with protesters. Also commending the San Jose Police for their restraint and result. We should remember each one of the officers that stood up to protest has faced a large number of people. Dodging bottles and detonating fireworks, sometimes worse. One officer is recovering at home after being assaulted on friday. Another officer is under investigation for his conduct, seen shouting expletives at protesters on social media. That conduct was of sharp contrast to what was otherwise overwhelming professionals in our department. The police chief not excusing the officers behavior but called him a good cup. Im not happy with his actions, im sure he is embarrassed as well. But i will tell you that he is a good kid and made a mistake, let his emotions get the better of him. San jose police are getting help from the Santa Clara County Sheriffs Office and the police chief says he does not want to enlist the help of the National Guard. In light of the curfew announcement, weve learned that all courthouses in Santa Clara County will be closed tomorrow. Weve seen a number of cities implement in curfews. Your thoughts on curfews. It is certainly helpful. It is a tool they utilize, and the reason they are utilizing that tool, for instance, when the curfew hits, the only people that should be out essen thats coming and going at work, so it limits the number of people that are out emma which allows them to basically arrest those people who are out with the intent of trying to make sure the bad actors and antagonists, not the normal protesters that are were talking to mayor schaff, when the sun goes down, there are splinter groups, radical groups that break away and start looting in communities, burning things down. How can police stop these radical groups, what is it going to take . That is the difficulty with this. They infiltrate the honorable protesters that are trying to make an argument out of a social issue. And the antagonists are not there for that reason. So as they mix into this group, it makes it difficult for Police Officers to determine who is who. They try to do that through intelligent sources, observation of crowds and crowd management. But at a certain point, when the mob mentality sets in, they start to loot, damage businesses, and by the way most businesses dont have insurance to cover this. So what they are trying to do is disperse and send people home until this can settle down because its difficult to differentiate between those who are trying to send a message peacefully and those who are trying to incite mob mentality. When you talk about the mob mentality, and these groups are going out and vandalizing and trashing businesses, what are your thoughts on bringing in the National Guard, what is the role in the National Guard in a situation like this and how can they provide support in helping police during this really difficult situation. The Law Enforcement in the state of california is coordinated from the state capital in what they call a ficers throughout the state. What we are seeing is so much rioting and looting going on, that the mayor of los angeles has called in the National Guard. Two units, about 125 people per unit, and they can blend in with the local Police Officers to help them, they are trained in crowd control and armed. Whenever there is a military from the National Guard, they are under control of the governor. It is not a federal or act of the military army or navy. Its only people that can assist Law Enforcement in terms of the military are National Guard. So bringing them in, they are apprehensive about doing that because of the militarization perception. As you start to see military vehicles on the streets. They are trying to avoid that is laws local Law Enforcement can handle it. At a certain point there is a tipping point. Where we are seeing so much outbreak that we may need to call upon the guard. It is a fine balancing act, one that many city leaders are faced with at this point. In some cases actually pulling up in their car right in front and taking things and driving off. And oakland firefighter also tells us there was a fire at the Walmart Store on hesperia boulevard. You see two people driving up, and running into the store as we speak. This going on live right now and san leandro hurried and across the bay in San Francisco we just learned that police have made 80 arrests for curfew violations. Thousands of protests in oakland created a car caravan to San Francisco today read at least 4000 cars joined the protest near the port of oakland. It was organize by the group antipolice terror project. Their objective is to demand justice for george floyd and others killed by police. They were also several hundred protesters on foot and on bicycles at the start of the demonstration. No word on any arrests. Earlier today the San Francisco mayor urged people to keep the peace and respect the curfew. As the police chief also got very emotional as he was speaking. 250 medical calls, 10 arrests for looting, any detained including minors, just a glimpse of the peaceful protest for george floyd that turned violent saturday night. People were deliberately darting fires, throwing molotov cocktails at officers and businesses. The aftermath seen in the daylight, shattered windows, guided stores and damaged businesses. Its because of this that the state approved 200 Law Enforcement officers to help in San Francisco and why mayor london breed is enforcing a citywide curfew from 8 pm to 5 am every night until further notice. The homeless and essential workers are exempt. You can be stopped and cited and arrested. With strong warnings come sympathy. City leaders say they understand that anger feel and appreciate the groups calling for justice. Everyone has the express themselves verbally in any way they see fit. Especially when its difficult to process your emotions. San Francisco Police chief says he is grateful last night was not worse. He knows what could have happened. Right now we want to go back live to san leandro. This is the home depot there on hesperia boulevard. What you are looking at, cars weve been watching them pull up, people jumped out, as you can see, run inside then come running back out after stealing things, get in their car and drive off. Weve been watching this going on for some time, you can see all of the people they are right now going inside. Obviously the police are strained then because of everything going on in san leandro. Theres been looting in other parts of the city as well. At the bayview shopping center. But again, live outside the home depot showing you just what this looting is like and how brazen these people are, just driving up, running in, taking things, running back out. You see a gentleman right there getting in his car and driving off momentarily. So, this is the situation in san leandro. And you see another guy there with two big things and jumping into the suv. This is what has been going on throughout the bay area for the past couple of days. Sadly, when these looters do this, it takes our focus and attention away from the real issue. The real issue is george floyd, and his death. The real issue is race in america. Instead what we are talking about is this looting that is going on right now, in this case, in san leandro. Onto a lot lighter subject. We will talk a little bit about the weather before we get back to raking news. The live camera i have up now showing the fog. That is where transamerica would be. Fog and low clouds out there right now. Clearing off in the afternoon. It warms tomorrow by a couple of degrees but starts off cloudy like this. Once those clouds go away we will get back into the upper 70s with low 80s. For tomorrow morning, that is what the clouds will look like, and then it clearly clears out quickly. And as we get to the forecast highs, yellows are 70s, but the reds will start showing up, the 90s, as we get into tuesday, wednesday and perhaps into thursday as well. Tomorrow morning clouds in San Francisco and oakland, clears out quick and then by the end of the day, mostly sunny, then weve got a temperature of 84 tomorrow in brentwood.
