All parts of the bay area were targeted today including cities like walnut creek and san leandro. Tonight we now know that at least five cities are under curfew including Pleasant Hill where a curfew just started at 9 30 tonight. In san jose people have been ordered to stay in their homes between 8 pm to 5 am. Other cities ordered a oneday curfew. Santa claras began at 830 tonight and begins to left at 5 am. San francisco started at eight and walnut creek imposed the earliest curfew which began at 6 30 tonight and continues until 5 tomorrow morning. Looters ran through the streets and took over downtown walnut creek around 5 30 this evening. The situation turned violent. A group of looters broken to stores such as target and urban outfitters. Many Stores Including apple boarded up today in preparation and officers had an increased presence around Broadway Plaza. In this video was posted on twitter. You can clearly see looters running off with clothes from a vans store. Its located on olympic boulevard near the movie theater. Joining us by phone is the mayor of walnut creek. Let me first get your thoughts on the looting. It seems that whenever we have violence and looting it takes the focus away from the real conversation that needs to be had about race. It also hurts Business Owners and workers who have nothing to do with the situation. You took the words right out of my mouth. There is a real concern that this is mayhem and meanness and nothing to do with addressing the real problems in the United States about justice and racial equality. And it makes it harder for us to focus on those issues. Thats what we want to focus on, and getting the real problem fixed. Ask me another question because im just kind of spaced out. There is so much going on, i totally understand. Lets talk about a curfew in effect tonight. Are people following the curfew and how is it being enforced . Yes. It was set for 6 30 because there was effectively a full blown right at the Broadway Plaza area and that gave the police the opportunity to step in and actively clear out people and protect the property and the people around the area, and disperse what was a bunch of thugs and vandals. As far as i know it applies to the whole city except for medical emergencies and it will ease up a little tomorrow. I believe it goes from 85, for a significant number of days. From what we understand there is a protest plan for tomorrow, how are you preparing for that, and are you worried about more potential looting. Of course we are. And we are planning for it by doing a lot of what we did today. Our Police Department found out through social media that these vandals were planning on moving into walnut creek, and i think it was someone that tweeted he needed a new ipad and he was looking forward to the opportunity. They are monitoring what they need to monitor, and we are also hoping at the same time that start time for the protest tomorrow is going to lead to a more peaceful and appropriate important protest where people can really express those feelings that initially caused this open vandalism, that makes no sense to me. Last question, from a personal perspective and as someone in charge of a major city in the bay area, what are your thoughts on what is happening and where we are right now as a country. Ive been concerned about the country for a while. We seem to as a country have chosen to divide ourselves rather than unite ourselves. And it seems like namecalling and separating ourselves instead of opening ourselves to other diverse populations, has become invoked. And i just think that is counter to what our country stands for, and i really deeply hope that if we can pull anything out of this really terrible situation, its that we can step back and reunite and rehonor all the diversity that makes unit United States the great country it is. We can see looters smashing the glass on the front doors and started to grab whatever they could from inside the building. Police say looters not affiliated with any protester moving through cities and vandalizing businesses. They also gathered on contra costa boulevard downtown and at the Crossroads Shopping Center and that people should avoid that area. In san leandro looters also had walmart and the bayview square. Police arrived and as you can see they arrested at least two men, no word on how much merchandise was stolen or how many others were arrested at different locations. The city of San Francisco took measures to prepare for another potential outbreak of violence. The mayor has declared an indefinite curfew that began 8 00 this evening and runs until 5 tomorrow morning. They are also getting help from 200 Additional Police officers from other agencies. Greg liggins is here now and often times these extra officers are not needed until the sun goes down because that seems to be when the real roblems start. Indeed, what we ris something you can call a tale of two different protests, if you even want to call the second one a protest. It goes a Little Something like this. The first one usually starts during the day. People get together in peace to denounce Police Killing black men like george floyd. But as we are seeing once again tonight, and we have seen it over and over again, once the sun starts to go down, sometimes these protest turned dark. A silent moment to honor a man who took his last breath under an officers knee. Images like these are often overshadowed when wellmeaning protests turn violent. This small gathering in the mission district, attended by mayor london read denounced racism and Police Violence against black men. I am very angry and emotional. I just lost cousin to this type of violence, and ive been trying to figure out, where do i place my anger. Where do i place my aggression. Before darkness thousands often take that feeling to the streets, marching in solidarity as they did in San Francisco. But at nightfall things often change as protesters are replaced by opportunists. Violence mars their message. The media, what are you focused on . You are focused on the violence. You are focused on the burnings. Not focusing on what is happening to us internally, you know, through our pain and our suffering, through traumatthe embarcadero are standing tall in front of city hall, protesters were largely calm and nonviolent, witnessed from the air throughout downtown. But Law Enforcement shoppers are watching from the air and out larger than normal contingent our officers are on the ground at the ready for any mayhem. London breed says the city is wellprepared for anyone. What bothers me the most is the fact that there are organized agitators that do this for a living all over the country. They go to various places and they try to ignite and excite a riot. Last night San Francisco Police Reported making 10 felony arrests that was associated with some 30 businesses being looted and damaged. And i just heard back from San Francisco police and they tell me that at 8 09 tonight they declared an Unlawful Assembly at city hall, that is just nine minutes after the new curfew. They say they have made several arrests but right now they dont have any exact figures. Greg, thank you. In san jose another day of tense protests at city hall and right now that city is bracing for another night of looting and vandalism. City leaders implemented a curfew today that started at 8 30 this evening and will last until 5 am for the next seven days. Azenith smith joins us now with the latest on the situation in san jose. Reporter well the police chief has said that its a chaotic time for the city and the looting can occur not just in downtown but in other parts of the city. For a third day hundreds of protesters made their way to San Jose City hall on sunday, police seen in riot gear standing guard. At times, the demonstration turned violent, bottles thrown at officers, Police Shooting projectiles at the crowd. At least one person was taken down and arrested. Shop owners pleading to writers to stay away. These people they came and broke all the windows, who is going to pay. The civil unrest causing the city to impose a citywide curfew from dusk until dawn. The curfew will start this evening at 8 30 pm and will go until 5 am tomorrow morning. The curfew is in place for the next seven days. Exemptions given to the media, government personnel and workers to allow for essential activities. More than 100 arrests made in the last 48 hours. We have to remember that each one of the hundreds of officers has faced a large number of violence, some dodging bottles and fireworks, sometimes worse. One San Jose Police officer recovering at home after being assaulted on friday. Another officer is under investigation for his conduct seeing shouting expletives on social media. His conduct is in sharp contrast with what was arise professionals in the departme good cop. Im not happy with his actions but i know him and he let his emotions get the better of him. San jose police is getting assistance from the Santa Clara County Sheriffs Office and the police chief says he does not want to enlist the help of the National Guard. Those who violate the curfew can be arrested and in checking social media i have seen reports of arrests being made in the downtown area. I also wanted to let you know that Santa Clara County just issued a Media Advisory letting people know that tomorrow all courts will be closed following the curfew announcements. Joining us now to talk about the curfews, Police Tactics and the possibility of calling in the National Guard is the former fema president ial appointee, mark neveau. So we have five areas of the curfew tonight, how are those curfews enforced . Well you heard a little bit about it in some of the reports earlier. And what theyve done in the four cities, and im sure this will grow, is they are using curfews as a way to dispel people. What they are trying to do is make sure everybody stays at home. If people are on the streets after that curfew hours, that is indicative to them that there maybe trouble brewing and it gives them the authority to be able to either arrest those people or send them home. All of that with the y, a tacti lets talk more about the tactics. There havePolice Tactics to dea that . What they are trying to do through different intelligence sources, and remember there is the united Intelligence Center based in oakland that is step by a number of different agencies at the local, state and federal level. They are gathering intelligence and sharing it throughout the cities. But the cities are trying to determine where they may see, either through prior or social media, where the targets are when in those cities and they are deploying officers and showing the presence of Law Enforcement officers in those locations while also staging reserve officers that are available to hit hotspots throughout the communities. One of the protests always tend to get violent late at night . And what can police do to prepare for that . You know, they are very prepared in terms of tactics and operation strategies and policies. It is a very difficult role whenand or antagonists that are yelling in Police Officers faces, theyve shown great restraint so far throughout the bay area. What you are going to see is this moves on, because of the fever pitch of what has taken place in terms of the protesters, along with how long these protests have been going on, we are starting to get to a very tenuous situation that can get explosive, no question about that. Why it happens later in the evening is because the antagonists come out. They are organized groups that are actually out there trying to stir up problems, creating problems and creating a mob mentality. Its not typically the protesters who are trying to convey a social message, its those that are there to loot for a profit and do harm for political reasons which i dont quite understand, quite honestly. We always have to differentiate between the protesters and looters. We appreciate you taking the time to talk with us. Joining us now on the phone is the oakland mayor, mayor, the city has seen a number of demonstrations, some have been peaceful while others turn violent, even deadly. What is the situation like right now in oakland . Well honestly it is very fluid and we are encouraging everyone to stay home. Please, find out where your children, grandchildren, your neighbors and your friends are and encourage them to be home, because it is a very volatile situation out there. It is very dispersed this evening. Weve had different incidents, all the way over in far east oakland endurance square, jack london and eastlake. Its very dispersed. Now we had a beautiful and peaceful demonstration today with a car caravan which also was respecting the social distancing orders put in place, but we do know that as the sun goes down, this is not about a message anymore, it is about lawlessness. We are making arrests, we are doing everything we can to stop this, to prevent it, and to absolutely hold people accountable who are breaking any laws this evening. Another way people can help is if you have video footage of any illegal acts, we will be investigating these afterthe fact as well. This is completely unacceptable. We recognize the incredible pain and anger that people are feeling at the death of george floyd. It is an american travesty, racism in our country, but what is happening tonight is losing that message, and we are not tolerating the destruction of number of the cities implement curfews, does oakland have a curfew and when you consider, if it doesnt, implementing one . And if so, how would that be enforced . A curfew is an option. We are constantly assessing the conditions and our intelligence to determine whether the conditions exist to implement a curfew. But let us be clear that there are many less indiscriminate methods available to us. We want to focus our Law Enforcement resources on looters and arsonists, vandals and people who are intent on doing violence. And the curfew is definitely a broadbrush tool, and we want to be certain that that is what would be in the best interest of public safety. At this time, that is not our determination. Y is one we have ready. Youve mentioned, and weve all seen, there have been peaceful protests were people exercise their First Amendment rights, but then as you mentioned the sun goes down and these radicals break apart and thats where the problems start. Would there be an option of possibly bringing in the National Guard if the situation warrants, your thoughts on that . I have been in touch with the Governors Office and they have been very helpful to us in supplying mutual aid. We have many officers here, and throughout the bay area, departments from santa cruz to sonoma have been providing assistance here in oakland. We do know that the National Guard has been deployed in los angeles, and so that is helping the overall distribution of Law Enforcement resources throughout again, we are monitoring this. We have contacted the Governors Office and said we do believe we need more resources. But i do want to be cautious about who we bring into the city. We are really focused on mutual aid right now, and believe we can use more of that at this time. Before we let you go i want to get your thoughts on this. There has been some talk. Weve seen the looters breaking in and vandalizing businesses and companies. Although there is now some talk about looters going into residential areas, more affluent communities and perhaps targeting homes with home invasions, have you heard anything about that in different communities such as oakland and possibly elsewhere. That is not something that has been brought to my attention, that is not something ive seen reported in oakland at this time. I do also want to clear up one report earlier this evening, all the animals at the oakland zoo are accounted for and they are in the zoo safely. That was one case that had been of concern at some point. It is not the case. But we are certainly monitoring everything. We want to really appreciate all of the mutual aid that has come to oakland and the coordination of all the Law Enforcement officers. We also want to express our deep condolences to the federal security agent, mr. Underwood, that is a very tragic death that we saw on friday night. We also have had officers injured, and so we are really trying to balance the officer safety with the effectiveness of stopping this lawlessness. We are absolutely taking a no tolerance position with lawlessness and we certainly urge everyone to be at home and ensure that everyone you know is staying at home. This is a very difficult moment for our city and for this whole country. We recognize all the pain and anger that there is. And again, there have been some very appropriate ways to demonstrate around that pain and anger during the day in an appropriate manner. We saw several of them today. A significant heat up this week after this weekends cool down. I will have the details after the break. Also ahead, target decides to close some stores amid the civil unrest. We will tell you how the bay area is affected. As weve been seeing cities across the country faced another day of demonstrations over the Police Killing of george floyd in minneapolis. Fox news shows us that many of the demonstrations started, but then turned violent. Reporter tens of thousands of americans across the country taking to the streets on sunday to share their message of change. Sunday brought large peaceful protests calling for change and social justice in the wake of George Floyds death. Large groups gathered in front of the state capitals, marching in open highways and in the middle of new york city. And despite days of unrest, people outside of the white house on sunday were mostly peaceful. But those protests way to chaos in philadelphia with people trying to flip one police suv and destroy others by setting them on fire. Nearby looters emptied the store shelves. They are criminals, they are more of the problem than the solution. In minneapolis roughly 1500 people were participating in a peaceful march when a tanker truck drove into the crowd. Several protesters surrounded the driver and protected him until police arrived. With almost half the activated the illinois National Guard. E h on standby and will have additional state police. A lot are still reeling from the protests renting many major cities including minneapolis to implement curfews in an effort to reduce the violence. Dont add to our pain. There are signs of solidarity emerging from the chaos. Police in a number of cities laying down their weapons and marching sidebyside with protesters. The attorney for the family of george floyd says he thinks that former minneapolis Police Officer Derek Chauvin should be charged with firstdegree murder. We now have the audio from the Police Body Cam and we here where one officer says he doesnt have up post, maybe we should turn him on his side. He has been charged with third degree murder and 2nd degree manslaughter but the attorney for the floyd family says he thinks there is enough evidence to show that the officers actions were premeditated. Two Police Officers from atlanta were fired after they reportedly used Excessive Force during a protest last night. Atlantas mayor said she and the police chief made that decision after reviewing video from the officers body camera. The video shows a group of officers surrounding a car and then pulling a woman out of the passenger seat and using what appeared to be a stun gun on the male driver. The couple reportedly college students, did not appear to be fighting police. Three other officers have been placed on desk duty as a result of that incident. All right, taking a look at temperatures from today. Its pretty warm out there. 73 in santa rosa, and 78 in antioch. We are plan with temperatures easily in the mid 90s by the middle of the week. Highs today were a little warmer than yesterday. And then as we go into the middle of this week, mid90s and even maybe upper 90s. Towards the weekend, temperatures drop off again. So these are the highs from today. And this shot, that is Market Street down below. And that is fog pushing in. This will be in a lot of neighborhoods tonight. Target is temporarily closing some stores and adjusting hours due to the recent looting and violent protests. Several target stores have been heavily damaged and looted during the violent protest including the target store in downtown oakland. Your store was closed for many weeks. You just reopened, and now this, your thoughts on what happened, and how are you doing . Well, we were excited to be back at the Jewelry Store, and then having this happen to us, is just terrible. We took the loss of almost 9 weeks, and then to see this its like, it hurts us very much. Weve been here is a well established business for 24 years and weve never had any problems until last night. So when you look at the video, im looking at it, too. A few people going in, where Police Responding to you quickly or did you find that youd been broken into this morning . No, the Police Responded quickly, that was the good part. We were able to get there on time before things got worse, yeah. I talked to you earlier and you said you havent estimated the damage and amount that was taken. When you look at things that are happening across the country and all around the bay area, these protests that are starting peacefully and then looters just going in and smashing store windows and taking whatever they can, what are your thoughts on that, and how does that make you feel. Well, seeing that, it is terrible, you know, to see that happening you know, we are so sorry to see what happened to you and many others that are just trying to get your stores to stay afloat after the covid19. So where exactly did this happen, and what did you see. There was a lot going on. I was specifically in the area of mount diablo and main street if you are familiar with that area, its right in the heart of downtown. Its right in the middle of the intersection. This is the Neiman Marcus store, and police were standing guard. After that vandalism had already happened to that store, and they were just basically in the street trying to get people to stay out of the area. At around 5 45six, i can also see people on side streets running in groups, carrying out piles of clothes in their hand. It was about the time that macys was being looted at the time. I couldnt get there because police already blocked off the entrance to that store. But i specifically remember seeing looters leaving Broadway Plaza, running two cars, popping the trunk, throwing in items and taking off. I didnt see any Police Officers trying to stop anyone or make arrests. I was only in the area for a short time. Many oking at now are the areas of Broadway Plaza where they cut off access to the streets. And when i was leaving the area i also saw a lot of businesses that were completely deserted and empty. There was a card dealership, a highend luxury car dealership that typically has a bunch of cars out in the parking lot, that was completely empty. All of the cars had been moved and further up the street where there is a walgreens, i saw a group of people using a shopping cart trying to break down the doors and get inside the walgreens. And you could also see a lot of Police Officers coming in from different cities. For example neighboring cities like Pleasant Hill coming into provide mutual aid. Tonight walnut creek is under curfew. It is pretty scary to see that mob mentality where anything goes. I was in the area to pick up takeout food and i wasnt expecting to see the demonstrations going on. At that time, i figured i had to get out of the area for safety reasons. You can see here, this is the target in the walnut creek area. Not just on major streets, but side streets as well. A lot of businesses suffered damage. A lot of people said this typically does not happen in walnut creek, and that was kind of the message is on social media from people today. It wasnt police put out a repo that they saw a bunch of opportloot stores in the Shopping Center of downtown. So they implemented a curfew there as well. But as you guys said earlier, walnut creek called one at 6 30, Pleasant Hill followed at around 9 30 tonight. Another protest is planned for tomorrow afternoon at around 3 oclock in walnut creek. We can only hope it stays safe. Cristina rendon talking to us tonight about the situation there. The National Security advisor paid tribute today to the Protection Officer that was shot and killed friday night while standing guard at the Federal Building in oakland. There was a detective officer in oakland shot dead by these militant radicals, and we stand with his family and mourn with them as well. Theyve lost a son and a brother. 53yearold Patrick Underwood was a bay area native. He grew up and lived in pinole, the shooting happened at about 9 45 friday night at the Federal Building on clay street. A second Protection Officer was also shot and critically wounded. That officers identity has not been released. The fbi says they are working closely with the oakland Police Department in its investigation. Numbers of the california National Guard were on the streets of los angeles as a fourth day of violent protests continued. The governor called the state of emergency in la this weekend. Today there was widespread vandalism and looting in santa monica, compton, pasadena and long beach. Tonight there is a curfew in effect in la county until 6 tomorrow morning. We must not allow any who feast off of chaos, who hunger for division, who want to replace peaceful protests with images of a nation falling apart. We must not let them win. Across Los Angeles County buildings were set on fire and windows have been broken and looting is widespread. Several police cars were also attacked and hundreds of oting weekend. Several of the area cities have been damaged by looters over the weekend, people have been smashing everything from windows, stealing televisions and video games and clothes. Emeryville is no exception. Maureen naylor has a look now at the damage left behind. Reporter with pressure washers and brooms, workers in emeryville spent the last day of me cleaning up. And in some cases, there were mounds of broken glass. At the bay street mall crews boarded up businesses with the shattered amount of windows with police on standby while the nearby target was wrapped in plywood. One shopper was surprised to discover damage at another target store. I figured they are just cleaning up not knowing they broke into the emeryville one. It is kind of sad. The damage comes after a second date of violence in the bay area but saturday night city officials said there were no protesters, only looters targeting emeryville businesses. Some seen dragging large tvs and other electronics out of best buy. A company van was also lit on fire. Jacob lives a few blocks away and witnessed people walking away with bundles of clothing. At best buy, target, trader joes, places we go to shop every week are getting destroyed and ravaged. It was really heartbreaking to see that. One woman who asked not to be identified says she went inside her business in the time. They kept blasting the office with of fire extinguisher. I think we saw the last, worst of it last night, at least that is my hope. The mayor saying he feels sorry for George Floyds family and the business is already closed for months because of the coronavirus, now taking another blow. Our town is coming together to support the community and really beginning the repair process to bring everyone back together. More than 300 people went throughout the city saturday night looting saying they were not protesters exercising their First Amendment rights, but rather criminals committing crimes under the cover of George Floyds death. It is warming up out there, a little warmer than yesterday. These are the highs. Tomorrows numbers will be another 4 degrees warmer in some places. Inland, the temperatures are warm. Theres the sales force peeking out from that layer of fog. The plan here in the next couple of days is for a warming trend. Into wednesday, temperatures warm up. Theres all the clouds. The green, that is mostly supersaturated area reflecting on the radar. I think what you are going to see is the cloud cover tonight and tomorrow morning. Clouds clear up pretty quick tomorrow, say by around lunchtime. Then its mostly sunny. But the morning starts off a little like this one. Theres tomorrow morning, and tomorrow afternoon. The forecast as we head into morrow, the forecast highs are green, those are 60s. And as we push into the forecast for the Morning Hours tomorrow it kind of looks like that, and then watch how quickly it clears up. And what is happening is higher pressure is briefly setting up shop and allowing temperatures to really come up. Then after that another unusually deep trough wants to drift in, and that is towards the end of this week. So you see the warmup, and then you can see monday through friday, you see the peak temperature. You start to cool off and then temperatures really start to plummet as we get into friday. So kind of a straightforward forecast, nothing big out there. The usual we can with thunderstorms and what have you. And then cooling again, thats the forecast for the next week. When i see you at 11 oclock tonight, we will talk about the longrange forecast. Starting tomorrow San Francisco is expected to move into phase 2 of the citys reopening plan. Childcare centers, outdoor museums and botanical centers will all be allowed to reopen. Bayer breida announce the timeline for the city last week for when certain businesses and activities can resume. San francisco is expected to loosen even more restrictions on june 15. That is the target date for Outdoor Dining and indoor shopping to resume. Starting tomorrow marin county will ease several coronavirus restrictions. Outdoor shopping and dining will be allowed to resume and childcare facilities and summer camps can reopen. Officials are warning though that a surgeon new coronavirus cases would likely lead to a return to devious restrictions. And in the east bay the point is about regional shoreline is set to reopen tomorrow. Usually dogs are allowed to run off leash but right now that is not the case. They have to be on leash. Park Officials Say when they are not on leash they tend to group together and that can lead to owners getting together as well and that makes it tough to maintain social distance.
