Still to come here on the 4. The weather conditions that caused the postponement and the difficulties faced by spacex and nasa come in pursuit of manned space travel. Protests continue in a Minnesota Community following the death of george floyd, an update next on the investigation. And to the four formal officers involved in his death. Protests continue today in minneapolis as many people call for justice, following the death of an africanamerican man who was pinned to the ground by a Police Officer. Mike tobin tells us the mayor of indianapolis is now calling for criminal charges to be filed against the officer involved. Protests, be heard, but be safe. Reporter george floyd, died monday while in police custody. Tuesday night protesters surrounded minneapolis please by throwing rocks and smashing windows. It is unfortunate that our trauma, and our frustration had to be taken out, in destruction. Reporter the confrontation between floyd and police took place. Demonstrators chanted i cant breathe, some of floyds last words before he died. As the group grew some people began clashing with police causing officers to fire tear grant gas into the crowd. Community members are asking people to be patient as they wait for justice. Speak with a long drawn out process we have to go through to see if we can win the victory. So you have to be patient, be strong, and be determined with the rest of us. So from video shows a white Police Officer kneeling on floyds neck, as he said he couldnt breathe. He also played with the officer to let him go, after five minutes floyd stopped moving. The f vi is investigating the incident. The officer who had his knee on the neck of george floyd, should be charged. And im calling on Hampton County to do that. Reporter the officers have since been fired, in indianapolis, mike tobin, fox news. For more on this case we are joined now by michael cardoso. Michael its good to have you on here today, obviously this video is so disturbing to see. There are a lot of people obviously calling for criminal charges to be his knee on George Floyds neck, do you believe that he will Face Criminal Charges in this case, and what are those charges likely to be . I will tell you what if he doesnt Face Criminal Charges, that in and of itself will be a crime. He should be charged. One of the first things alex, that comes to my mind, i heard the mayor call for prosecution in this case. Youve got a district attorney, in minneapolis that should recuse himself, because you want to not only do justice, but you want to give the appearance of justice. I know the community they are with will think the das office and Police Department work hand in hand. Can we trust that das office. Thats where the district attorneys office. Give it to their attorney general or the feds to prosecute. In this particular case, because that video, i think we can all agree is absolutely horrifying. Without officer leans in, to the neck. Of the vic them in this case. Clearly he is leaning in. Obviously he is hearing the cries for help, from from mr. Floyd here. This is you know, does is appear to you a lot of times you hear about split second decisions that are maappears to be a really deliberate action, that the officer in all likelihood knew was going to cause harm. Clearly is not a snap judgment, when you hear the cries i cant breathe, i cant breathe. He seems to leaning with his knee onto the neck, i dont know if thats a authorized Police Officer technique back there. In minneapolis, i would and cannot. So, youve got that officer who is certainly on the line. And should be charged and the problem do you think the other officers, three other officers the other officers involved, do you think they are likely to be criminally charged as well, the three other officers involved in the arrest . I think they will be because its incumbent upon them to do their duty with the community, that is to protect the community, here you have a man on the ground, that is handcuffed, even if he was fighting before, even if you resisted before, he clearly wasnt resisting then. Those officers had to hear the cry for help, the crowd certainly did, they were saying let him up, let him up. Those officers in my opinion had a clear duty, lighten up a little bit. You know, he is under control. Before we wrap up here, the Police Statement on this particular arrest said that mr. Floyd physically resisted, then suffered medical distress there is no mention of the officer using his knee. When you have Police Accounts like that, of the sorts of interactions, then you see the cell phone video, how much does that undermine the publics trust, in Law Enforcement. It undermines a lot obviously, i was thinking about it earlier today, and i have tried probably in my career, 50 murder cases. In the first 45 of those. There were no videos, there were no film er trial that i joined now is on video, and you have that here. Clearly everybody is armed with a phone. Clearly someone took that video. It really undermines the Police Department, and that aside. Because the large majority of Police Officers, do a good decent job on the street, and when they go to make a legal arrest, people start to talk back to them. Youre one of them. Why shouldnt we trust you . A small part of Police Officers the very low percentage of them that do things like this, start with a bad image, the entire department. Five was the best thing certainly we wouldnt have seen that swift action. If not for the cell phone video. Also appreciate you coming on. Thank you. Start to speak of the pandemic has certainly changed bay area transit. What about in a post coronavirus world. Were going to talk with the bards general manager about new safety protocols of the agency looks to rebound. Also be sure to tune in tonight for master chef at 8 00 right here on ktvu. Followed by an allnew ultimate tag at 9 00. Then join frank and julie for the 10 00 and 11 00 news. As the covid19 pandemic has certainly changed transportation and commuting. For more on the new procedures go we are joined by bob powers. Bob thank you so much for being with us this afternoon. Talk first about the changes that the Transit Agency is making. The first underpinning of those changes is on the safety of our writers and frontline employees. That is the paramount change that we are making sure it gets implemented. And that every train, it is dispatched in the morning, starting next week, monday of next week, just a few days away. Every train being dispatched, will have been fogged and thoroughly disinfect did the night before, with hospital grade disinfectant. That is every night, so starting on monday, tuesday, wednesday. Every train coming out have been thoroughly this disinfected. Throughout the day, all of the vertical surfaces, and horizontal touch points you see the polls behind me, in my screen back here. Will be wiped down, and cleaned throughout the day. So that we are doing everything we can to ensure that as our writers come back, that the system is a safe is it can be. We want to be very transparent with our writers about what we are doing. Obviously disinfecting is a key component here, how will you ensure social distancing on the trains . So there is two pieces there, and elements of our 15. Plan, and it all has, it all centers around data. So we have the ability to monitor boat loads in each one of our cars and trains. So, the first thing that we will be doing is every train that we put out in the service, will be a 10 card train. That will maximize our social distancing. The second thing that we are doing with monitoring the data, and number of people per car, we know that if it is a six foot social distancing, its 30 people per car, if its a three foot social distancing, its 60 people per car. We will be able to add additional service, when we need to. So right now, we are running trains, every 30 minutes. So as the ridership starts coming back and we are starting to see that right now, that the ridership is starting to come back, we will actually add service to maximize the social distancing. Then, the other piece that is combined with that, is that we are going to push and make sure that the public is educated about the requirement, to where masks, writing the system. Its broader than just the system, i think if you are riding Public Transportation anywhere in the bay area, you should be having your mask on. You get up and you go to leave to go to the office or wherever, you bring your wallet, your keys, your phone, and your mask. s ecobob we are just about out of time, how important is it for bard to get this message out to reassure writers, i mean are you hopeful that mass transit is in fact going to rebound . I do, i am confident that mass transit is going to rebound. It is the key to mobility in the bay area. Its not a. Of if its going to come its when its going to. We want to be prepared, and we want to be proactive as our ridership starts coming back into the system. Appreciate you giving us the time to talk to us about this multistep plan were going to implement on monday. Again, to ensure our writer safety, appreciate your time. Thank you. Thank you. Tracking employees temperatures in real time. Still to come, however bay Area Business says they can help with oversight for the employees own safety. The president is pushing back against twitter on how the company labeled his tweets. How twitter is responding responding to his criticism coming up. And. Lets get started. music fades in hey hi trump versus twitter r the social media platform applied effect check label to two of his tweets. Ray bogan has more. Reporter President Trump threatening to shut down social media platforms if they regulate free speech. It comes after twitter put a warning on the bottom of one of the president s tweets about mailin balloting. It leads to a page with all the points and news articles about the subject. President trump has loudly spoken out against mailin ballots saying it would be a free for all on cheating, forgery, and the theft of ballots. Who do they have doing fact check, i think it would be pretty possible to find somebody who is nonpartisan. Reporter california plans to send in mailin ballots to every registered voter in the state ahead of the november election. Multiple states have explored mailin ballot options to prevent voters from being exposed to covid19. I can tell you republicans have always enjoyed much success with my vote by mail. There is no Scientific Study that one of the other benefits from it. Reporter these tweets contain potential misleading information about voting processes, and have been able to provide additional context about mailin ballots. The company once use the same warning to prevent a smear against Vice President pence. Earlier this month, users began retreating a falsely edited video by jimmy kimmel. Which tried to incorrectly show the Vice President delivering empty boxes of personal protective equipment for a publicity stunt. Twitter warned it was manipulating media. A recent fox news poll shows 63 of registered voters support voting by mail because of coronavirus. Ray bogan, fox news. Dr. Wright, always good to have you on here, President Trump threatening to crack down on b the hand that feeds you in some ways here, is there any chance the president follows through on these threats, or is this all too kind to get the base riled up . I do think this is definitely a political aspect to this, its definitely part of trumps reelection efforts. You can certainly make the case, but twitter is not consistently applying these standards, or enforcing their own rules consistently. You can also make the case that trump is not the object of lee critiquing them, as you just mentioned in the story right before this. So, both parties here have invested interest, twitter is a business, and should be treated that way, and we have to think about it as a business when we think about how they enforce these rules. Trump is a president rallying his base right before an election. So, we cant think of twitter as an extension of government or public entity. This is a business, that has a lots of control over how they present information. That is the way they are choosing to do this. There has not been a lot of other instances where twitter has cracked down on misleading or false statements in the path. Its so interesting here because of course, the president is upset about the fact check label being applied to his tweets, and where does he fire back about this on twitter . This seems like the symbiotic relationship here, you get the sense that you get that since to that twitter is never really going to truly crackdown on the president s tweets. Thats a metapoint is my students would say, attacking twitter on twitter. I think a really important. Here is that the fact check facts here. So, a lot of the studies that we have that show Fact Checking doesnt work actually. Presenting the information right there, on the tag, or label it misleading, something a little bit more extreme like facebook has done, and studied. Is not even clear to get people to behave in any sort of different way we just dont know dont know yet. Its a brandnew phenomenon and twitter hasnt even tested this exhaustively. It it seems like youre taking samina meaningful steps here. When in reality you are right its a pretty sort of subtle, subtle nod. Always appreciate you coming on. Lecture and politics at princeton university, thanks for coming on. Good to be with you. History on pause for now, we will have to wait for another day to see astronauts take off from american soil but what delayed the mission, and when the next window opens for the trip to this space station. Lots of sunshine today, barry hunter bridges in the. We will have that coming up after the break. Thanks for sharing your diy haircuts. Thanks for sharing your savage moves, and especially your awkward ones. Thanks for sharing your cute kids. And your adorable pets. Now its our turn to share. With the geico giveback. A 15 credit on car and motorcycle policies for both current and new customers. And because were committed for the long haul, the credit lasts your full policy term. So thanks again. One good share deserves another. Prelaunch scrubbed just minutes before lift off all did a bad weather. They were set to fly on the space exit dragon capsule to the International Space station. President trump and Vice President pence were among the many officials at the Kennedy Space center in florida to see the lift off. It is said to be the First Mission to lift off from u. S. Soil since the Space ShuttleProgram Ended in 2011. The first time a privately owned spaceship will be used for a crude crude orbital launch. The launch has been rescheduled for saturday at 3 22 p. M. Eastern time of course. Weather permitting. More on all of this we are joined by tonya, copresident of the Space Technologies program there at uc berkeley. Thank you so much for being here, we were less than 17 minutes to go. And it lift off canceled, all due to the weather and the danger of lightning. Boy, a real bummer here. Yeah. Talk a little bit about the role that the weather plays int Space Shuttle is a very big deal. So, we also want to make sure that when it comes to lunch, and he, any exceptions when it comes to weather. Weather played a huge role in this in the way that how close could the countdown have gotten before they said no its not going to happen . How close could it have gotten . Could it have gotten all the way down to a minute in them say no, that is when we are going to cancel it. Absolutely. We dont sacrifice the safety of our astronauts. That close combat close. So you can plan for a whole lot of things. Walk us through the process, of getting everything we all know this is a historic launch. This is the first time in nearly a decade. When it comes to our inclement weather situation although this is unfortunate, its not a normal. Many astronauts do launches according to both over the next few days, we expect to have more safety checks, monitoring weather the launch considering that the safety of our astronauts is nonnegotiable. So, if all goes well. As we have stated before, sorry go ahead. You go ahead. If all goes well, then we will look forward to saturday. And if the weather is still is and cooperating than we try again. We try again, we try again. What about the astronauts themselves, they know that this is a possibility, and nobodys going to do anything to put them at risk. But, youve got to wonder to kind of be in this high if you will, 17 minutes to take off. You got to know that its being scrubbed three days to kind of trip for the next one. What might that be like for the astronauts themselves . I would say would definitely be disappointing. Especially because this is such a historic launch. However, as i said before although it is disappointing because you are in the capsule, youre ready to go. You are ready for the goa noco, just to hear noco is disappointed. However they have prepared for this. You know . Every astronaut, or almost every astronaut has gone later than intended. It is disappointed, but they have prepared for this. Just giving us all a few more days to get even more excited about this potential drop off. As you said the weather permitting. We really appreciate your time. Thank you. Thank you so much have a great day. Check out the forecast on saturday there is a possibility of some showers and thunderstorms. Of course the weather could be a challenge especially this time of year with the showers and thunderstorms developing. At least the possibility, something to be watching as we head toward the weekend. As far as the highs, still another hot day in the and. You can see some of the temperatures inland out toward concord. 100 degrees for this afternoon. So far, the preliminary high. If the chances may expire, but the temperatures will actually be cooling off a little bit, in your thursday forecast. Heres our live camera looking this afternoon in the clear, just a few high clouds, paint us a visit. As we take a look at this graph here, of course today, very warm, the hot fog friday into the weekend. Drifting closer to our coastline as we head into the weekend. Right now, the source of the immediate cooling coast side is the fog bank. This is the satellite industry over the past four hours. You can see how much has changed within that short amount of time is becoming closer, and we also trace in the surface winds. We still have an onshore for developing a breeze in the bay. Shoreline side note very hot inland. But everybody, will begin to cool things off for tomorrow. Here is the plan for your thursday, coastal fog cooling trend begins, highs in the 60s, 70s, 80s, and 90s. Not expecting any triple digits for tomorrow. Overnight lows, in the 50s and 60s. Painting some fog near ing. Then into the afternoon hours. Notice this. The extreme heat is kind of out of here. Temperatures range in the mid 90s, in the lower 60s coast side, we bring the fog back in the picture for tomorrow, taking a look at the forecast highs morrow. Clearly 94, fairfield, 94 degrees. Arthinking mid 70s for oakland and hayward could jump over the hills, instead of triple digits. We are thinking mid 90s. San jose, 80 degrees. Gilroy, 91. Sentences go, 67. Dramatic cooling near the coast in portions of the bay. More cooling in your friday forecast, look what happens into the weekend. We havent talked about this yet, we are tracking the system offshore. And definitely some clouds, and even a chance of a scattered shower, maybe a Lightning Strike. The concern here is if we get a thunderstorm that produces may be no rainfall, but maybe Lightning Strike that could be to fire starts. So, that is something to be watching closely as we head into the weekend, but we cant say onshore there is relief on the way. If you are not a fan of this heat. I know a lot of folks out there. Mark, thank you. There is some relief on the way. As you know the new normal flow schools right now, and learning has shifted to an online platform. There are so many teachers going above and beyond for their students. Today, we are honoring misses nog may, second grade teacher at New Hope Academy in concord. Companies tracking employees for their own safety, up next here on the 4. You were you will hear from the bay Area Business that is helping the economy open by tracking things like temperatures, masculine, or how many people are in the room. Some repeat offenders are being let go due to Coronavirus Infections in jail. Why some local Law Enforcement officials are doing what they are calling a zero pale pale. Also, facing 8 million deficit in the middle of a pandemic. Why some say a staff pay increase at an east bay school district, shows the board has lost its way. The company has created a camera that says could help businesses reopen safely, by tracking things like fever, facemasks, even large crowds. Mike spoke with the ceo oh shows us how this works. We got it then below that weve got another rule set up, you can see that that person was alerted because he wasnt wearing a mask at that time. We have the ability to begin to enforce different situations that could be wearing a mask, making sure you are within a certain temperature range. You know, we can even take it a bit further. For example, on our notifications so we are able to get a hold of the guard staff, sms, and at we might for example go into that camera. In that lobby. Lets pretend this is a home, but lets pretend this is a lobby. I only want it any. In time no more for example then 10 people congregating. So, we are taking temperatures, letting people in, looking for masks optimally, what i can actually do is restrict an area of the simulated lobby, and tune the ai down to the floor area there. And understand that any. In time people there, and get any alerts so the. Is here to use ai, to realtime situations that are emerging. Its because im watching you demonstrate that, one thing that comes to mind is privacy. Thermal cameras, facial recognition, maybe this is a bit too invasive, although i know you are trying to protect the community. Are there any concerns about that . Lets talk about two things, first of all our architecture which is a privacy first architecture, which means with respect to temperature, i can tell you our position. Its a foreign position thats been supported by a number of legal communities around the country. We are in a pandemic, this could go on for a long time, we need every tool that we can to keep people safe. Daniel putterman says the technology was launched just six weeks ago, and its already being used up more than 200 locations nationwide. Leaders in Santa Clara County are calling for more contact racing volunteers. The county says it needs 1000 people to investigate and contain nearly every contain every new coronavirus case. So for the Health Department has only 50 contact tracers. County leaders say they have been due in part to the misconception that these tracers, would have to actually go out into the field. And, could be exposed to covid 19. Its really not a scary process. Contact tracing really can be done, from your home, on the internet, on the phone, and essentially what it is is collecting information from individuals, who are covid positive, finding out what medical problems they have, finding out who they have contacted, who is at risk. This week Santa Clara County will be training at an additional 75 volunteers as tracers, they have placed a benchmark for hiring 70 staffers by mid july. Your weeklong vacation could turn into several weeks in quarantine. I am grady with foxbusiness in chicago, i will have that story coming up. Asa merritt of course is approaching, some areas across the country are asking visitors to sell 14, Grady Trimble has more now on the request and if it is even enforceable. There are different rules for supporting interstates, even some cities have put their own rules in place, in florida for example, anyone coming from the new york tristate area, newark, new jersey in netiquette, is required to sell 14 for 14 days, florida is also asking the same for people coming from louisiana, and other states like maine, nevada, and hawaii domain name a few, all people coming in from out of state are asked pointing themselves for two weeks. The question becomes though, is this enforceable . Well, amen from york was arrested last week after visiting hawaii, violating the order and using all about his travels on instagram, and other states those found violating the rules could face thousands of dollars in fines, but there are likely thousands and thousands of others refusing to quarantine and not getting into any trouble for it. I am fully prepared to come back home and clean, stay inside and that is what i have been practicing the past two months anyway. The guy had no idea there was a trouble reception. Its absolutely ridiculous. Speak of course these restrictions are stateby state, florida remains in effect, even as the state is in its first phase of reopening, states could face pressure to do away with these restrictions though as the tourism season ramps up my certainly something to Pay Attention to the as more and more americans are planning their summer away. Chicago, Grady Trimble, fox is the spend and seasonally High Temperatures as our heat wave rolls on, our cameras were all over the bay area today from napa, all the way down to san jose and the rest of the south they, which also temperatures in the mid90s today, to a relatively cool berkeley which topped out at 80 degrees today, good evening, im Frank Somerville working from home tonight.
