Santa clara Public Health officers will be retesting employees of a fish packing plant in morgan hill for covid 19 after 38 of the workers tested positive. Ktvu has precautions , america fish is preventing more cases. At the end of the workday, employees of a sale food plant were wearing facemasks, mandatory amid the outbreak. A couple of weeks ago, an employee from the company, their spouse was hospitalized with covid19. Sara cody says the county learned of the newly discovered cluster of cases and, after an employees spouse got sick. The employee was tested as of everyone the person had contact with in the company. Over the course of the day, they tested everyone there. They identified 38 more people, who are positive. My reaction is not unexpected, we will see cases like this all over the country. When you talk about the economic recovery pond, some may argue this is not the best time for california to be taking billions of dollars, but on the flipside, is it not an immediate injection of money into the state . We are in an unprecedented time, as we all know. It is an opportunity for us to challenge ourselves and come together in congratulating ktvu for that message is that you been putting out, asking the Bay Area Community to come together. Of course, legislators dont like the solution of massive cuts to the budget. Californias budget ties closely to the state economy. More so than another states. It is not surprising that when we lose millions of jobs that we are going to see these cuts. Up until the point where covid 19 had we had a Strong Economy in california, we were able to put together 20 billion rainy day funds, and we can have a Strong Economy again if we do the right things to recover. What would be a terrible mistake is in this moment, maybe in a few years see these cuts that we have seen before, huge cuts and services it, class sizes rise, programs are cut out for kids. Constant Public Protection as the local and state Level Services are cut at the county level. There is a way around this, which would be to borrow a one time arrow, which would be enough to cover much, if not all of those deficits. They will last a few years. Softening the blow. Put a number on it, how much is it take . It could be it depends on what the deficit is. It could be 40 or 50 billion of borrowing which would equate to two or 3 billion per year with the general fund over the course of time. To add these massive cuts that hurt us any time when we need the services the most i guess my followup question is how do you ensure that the bond proceeds if youre talking about 40 billion, go to police and fire and actually go to School Districts and other projects out there that are being worked on . It would require the legislature and d put it on the ballot. We need their leadership to happen. You can stipulate the use of the funds and how this would work. It has been done before and it could be done again. It would require a constitutional amendment for the voters to do it in november. In the meantime, we could say lets not make the horrific cuts, this is not the result of an economic downturn. We can recover the economy. We can even use some of the proceeds to invest in economic stimulus because, as you said, people who have lost their jobs, not all of the jobs will come back. We need to train employees as well. This could be some of the way that we can do it, for projects like infrastructure and clearing, reducing fire danger, some things that are very important to the state. Jim, and california, i grew up in california, it is a heavily taxed state. There are a lot of taxes and the state. Somewhat argue that instead of going the bond route, here come taxes. We need the revenue and we will tax more, with personal income. There is concern, because, for the businesses that are struggling out there, you start taxing them more, and, theres a possibility that they will not open their doors. This is the worst time to raise taxes, when we are urging businesses to reinvest. It is a bad time to have massive cuts in services, because it is hard to take government apart and put it back together again. What i am suggesting is a way for all of us to come together around a solution that is imperfect. There is a downside to borrowing, but, it is better than the alternative solution, for the long term of our state and community, to come together and be able to move forward, we need to reinvest in the businesses and provide encouragement to everyone in order to rehire folks.
