Now we got Maureen Naylor in the south bay tonight. San jose just said that they are taking some steps here to to help people deal with reporter yeah, frank. We got that need element to pass on. In the last hour, san jose made it official to open five cooling centers at Community Centers, effective immediately. In hopes of keeping people safe during this near record heat. Reporter Tuesday Morning in san jose, it was already in the 80s by 10 00 a. M. And whether working or walking, when a heat wave hits while a shelterinplace order is in effect, it encourages me to stay inside and turn the air conditioning on and work from home and not go out. Finding relief is a little harder for some. Is trying to find cool spot because i dont have air conditioning so either in the house with the fan or sitting out on my patio in the shade. While the wildlife can cool off in santa clara county, popular water features in downtown san jose remain off. And city pools, libraries, and Community Centers remain closed. Is not an option right now. We really want to reiterate some of those important rings that residents can do to protect themselves. There is still 7000 people out in the streets that have no place to go in a heat wave. But later in the day, that changed. Concerned about seniors, children, and the homeless, the city of san jose announced it is opening five cooling centers for a limited hour starting tuesday night. At mayfair, roosevelt, cyprus, seven trees, and camden Community Centers which have all been closed since march. From staffing to spacing, opening the facilities is complicated in the covert era. Do we have enough space . Can we host people six foot away from each other . Is the air conditioning on in the facility . San joses cooling centers come with rules that require visitors to wear a mask, stay 6 feet apart, and ask if you or someone in your home is sick to stay home. As for prevention, the Fire Department is advising people to stay indoors if possible, especially in the heat of the day. And remember to hydrate. Pointing out last weeks distress call to help a hiker civil park. The water in the park was turned off and this hiker had gotten lost on the trail, and did not have adequate water with him to stay hydrated. Reporter in the last half hour we also learned san jose will be checking temperatures of anyone who comes to the cooling centers in hopes of keeping everyone there safe. The cooling centers that are just opening will be open until 9 00 tonight, and they will be limited hours, just at the hottest times of the day open for the next three days. Frank . Right, Maureen Naylor life for us tonight. Thank you. California again reported increases in the number of cases and deaths due to the coronavirus in the past 24 hour period. Statewide, the number of cases climb more than 2 to more than 96,000. Deaths were up half a percent to more than 3800, and nearly 1. 7 million tests have now been performed. Despite those increases, hair salons and barbershops were given the okay to reopen in california today, but only in certain counties. Governor newson made that announcement today saying certain protocols would still be followed. Ktvus Cristina Rendon own joins us now the latest on todays developments. Christina . Governor newson said the virus is not behind us, but we are making progress, and with that said, hair salons and barbershops cannot open, except for parts of the bay area. The majority of our counties are being much more cautious. You will soon be able to visit the hairs on or barbershop depending on where you live. Governor newson announcing most businesses can now open and 47 out of the 58 california counties that have self attested to meeting the states criteria for moving further into stage two. In the bay area, the approved regions where salons and barbershops can resume operations include napa and solano counties. We are making progress, moving forward. We are not looking back, but we are walking into the unknown. The untested. Literally, and figuratively. It wont be business as usual. The barber or stylist and customer must each wear a Face Covering throughout the haircut. The same goes for hair coloring, leaves, braids, and other treatments because the masks, shaving, facial asking, threading and facials are not allowed. Salon and barbers must provide temperature checks for all workers, screen customers for symptoms on arrival, and sure physical distancing, and you have a cleaning and disinfecting plan. We want to see how some of these phased approaches go before we make even more meaningful modifications to them. But newson announced over the weekend that retailers and places of worship can open under strict rules. The state is not yet in stage three, but moving in that direction. Nail salons and other personal Care Services are still a work in progress, and not allowed to open. Some parts of this estate will not be able to pace as quickly into phase three. Respect that and we will honor that. Reporter part of this statement for the center of american liberty reads it is unfortunate for the tens of millions of californians who depend upon the halfmillion professionals we represent, but it took a lawsuit, protest, petition, and National Media attention to force governor newson to do the right thing in opening some salons back up. I did speak with two salon owners by phone and they said they were very excited. They were not expecting the announcement today and they are getting excited to get back to work. Governor newson says we can expect more news and guidelines in the coming days and weeks when it comes to schools, childcare, and film and tv production. Cristina rendon, ktvu fox 2 news. You can use the news apps in the county by county information on reopening. There is a running list of what is open, and where. Right near the top of the page. There are also new measures in several counties to help renters during the pandemic. The marin county board of supervisors extension until the end of the month on the moratorium for election for renters. And leaders ask San Mateo County supervisors to extend the temporary ban on evictions there. Santa clara county supervisors are also considering a similar measure that calls for a ban on evictions until august 31st. But supervisors say they cannot analyze that or until the owner extends the statewide moratorium. If the state does not extend the moratorium, the challenge we have is that we are going to see a significant number of people becoming homeless. And our plan is to have the governor do what he can, because no local government, not santa clara county, or anybody else is going to be able to handle the implications of that happening. The California Rental Housing Association says they think an official government moratorium on evictions goes too far. Officials in San Francisco released some preliminary details today involving the investigation into the weekend massive fire at pier 45. Ktvus tom vacar has been monitoring the situation. He has been monitoring what investigators have found so far including having evidence of the cause. We are going to have to wait a long time for the answer because theres a lot of stuff that needs to be done for safety. And of course that question is, how did that fire start . This is how the northeast end of San Francisco pier 45 looks four days after saturdays fire. Remains way too dangerous to begin an investigation due to flareups. We have seen numerous occasions, as i just described from saturday at 2 00 to today. The Fire Department hopes to have this continuing danger resolved by weeks end before any investigators can go in. Then, they will begin the tedious and scientific process of taking the collapsed layers off the pile and then determine the fires cause and where it began burning. At this time, our investigators have compiled a list of individuals that they are going to be talking to, as witnesses or people who observed this incident. Is it possible from what parish inside the shed . Rescue teams entered the building to do a quick rapid preliminary search with negative findings. They were pushed out of this fire by the heat, and by the flames themselves. Even with the loss of one of the warehouses, millions of dollars of fishing gear belonging to commercial fishermen wound up in smoke. Also damaged, a Fish Distribution Center apart and away from the main Processing Companies on the other side of the pier, which resume operations after sanitizing for smoke damage. At this point, we have about 30 or so tenants in those facilities and we are working methodically to clean each bay before we resume a fish processing. Historic world war ii liberty ship has been moved from pier 45 down to pier 35 for the foreseeable future. So the cleanup can continue. Reporting live, tom vacar, ktvu , fox 2 news. Tom, thank you. How might that look . Christian . The Cities Economic Recovery Task force is developing plans that would allow restaurants and businesses to operate outdoors. Restaurants and sharps are the norm around San Francisco. Now, the citys Economic Recovery Task force is launching the shared Spaces Program allowing them to use sidewalks, parking spaces, even parks and pauses as places to conduct business. Really committed to making sure this happens in days or weeks, not months. District 5 supervisor dean preston says he has been working with businesses and neighbors for weeks to make this program a reality. He says the key is striking a balance between safety and economic necessity. There is no question that Outdoor Dining in cafes is really a part of the equation. Far safer than having people indoors. Looking forward to engaging with the department of Public Health to make sure we got the protocols and guidelines in place. Weve been advocating along with the Restaurant Association and other organizations for this to happen. The Bay Area Hospitality Coalition aimed at helping businesses recover following the pandemic says safety is critical. And that the city needs to streamline the process to allow businesses to create new ways to serve customers instead of waiting for months, businesses such as restaurants will be able to apply for a nocost expedited permit to serve diners alfresco. Businesses are going to be reducing their capacities significantly. Small retail shops to restaurants are going to have significantly reduced capacities, and they are still going to have the same rents. So we really need to find ways for these businesses to open safely. Not just talking about restaurants here under the plan. Retail businesses can move merchandise out onto the sidewalk and allow customers to browse and buy. Final details on the initiative and process are scheduled to be completed by mid june. Nhl commissioner gary bettman says this would increase the number of teams in the playoffs and and the regularseason. That means some teens would not make the cut. Sports anger joe fonzi here now with more on how this would work. Also what this would mean for the sharks. You are right, frank. We are all eager to see as many live sporting events return in the way that is safe and makes sense, but this time, but the nhl has more things that we dont know then what we do. What we do know for sure is that the San Jose Sharks season is over. When the league halted play, the sharks had the worst record in the rest tells regular season games left. They plan to resume calls for the end of the regular season, and an expanded 2014 playoff. The sharks are one of seven teams that wont make that cut. Interesting that all three california teams are in that mix. The sharks, the la kings, and the anaheim ducks. The sharks said today that they will continue planning for next season and the lottery which will be held on june 26. We do expect this traditional ending. I know i joined sports fans everywhere when we say we cannot wait for our players to hit the ice again. And i look forward to the greatest privilege of all. Presenting the most coveted trophy in all his words to the cap and of the 2019 and 20 stanley cup champions. As encouraging as he sounds, here are some of the facts and obstacles. Voluntary workouts could begin in june with certain protocols such as only six players on the ice at a time. There would be a shortened Training Camp with the 2014 playoffs set to start in july. The playoffs will be held in two hub cities. When the east and one in the west. U. S. And canadian cities are both being considered. So, heres a place where it gets a little bit complicated. Imagine just in the United States where we have counties that are making determinations. States that are making determinations with no Real National policy, now imagine throwing an additional country, canada into that mix. It gets even more complicated. And obviously the players have to sign off on any plan that eventually takes place. But at least the nhl is floating a loose idea of how it might resume play and those are some of the details. Well. As a hockey fan i cannot wait to see hockey come back. But you are right. All of questions still remain as to how and when they are going to do this. Joe fonzi life for us tonight. Joe, thank you. You bet. Okay. Weve got a record up in napa. Maybe more records to follow. 99 degrees in napa today. I like this live picture. As you know, for a lot of reasons. One of them is it tells you air quality right off the bat. This is, lets find something for you. Right there, there is the claremont hotel. And i have to tell you, it is a spare the air day, but the air quality is still pretty darn good. Spare the air day is based on groundlevel ozone, car exhaust, reaction with the photochemical reaction to the groundlevel ozone difference. What im getting at is, even with the spare air day, look at the atmosphere this is what happens when you slow down the commute. When you slow down the industry in the bay area. On a bad day, its good. Im not used to saying this from across the bay from that camera in a spare the air day. Okay, so its warm out there, or hot. Along the coast and around the bay, we had a neat little onshore flow. So we are getting just a slight little breeze. And that is keeping temperatures in San Francisco and oakland are the parts of the san mateo area significantly cooler. Temperatures. Did not want that one. But i wanted this next one coming up. Youre going to see the forecast with the current temperatures for pope valley 101. Weve got a bunch of them because temperatures are the story today. 100 and healdsburg. Lisman, 79 degrees. Thats the sea breeze. 99 and penalty. No sea breeze. 102 in brentwood. Santa clara, 90. 97 in san jose. Typically as i mentioned earlier, you get these kind of hot events, and then you will get an offshore flow that keeps the city hot. 95, 90 degrees. This is coming from the desert southwest. Its pushing from the east. So, our coastal areas you can see here, the model im going to put a little fog back in here in response to this onshore flow and then the sea surface temperatures. So a little bit cooler tomorrow, but in that it is still hot. And bigtime cooling and maybe some showers as we head into the early middle part of the weekend. I will see you back here with the fiveday forecast. Showers would be a nice change after the spike in the hot weather. see you in a little bit. Thank you. And the fight for the right to cast a ballot by mail in this years election continues to escalate. Why some people say the push for mail in voting only is a power grab. For the first time, President Trumps tweets have been red flagged with a fact check label. The two tweets falsely claimed the mail in balance in california for the november election are fraudulent. The bottom of each one is a link that reads get the facts about mailin ballots. Twitter uses the flags to warn readers the message contains potentially misleading information. And within the last hour, President Trump reacted to twitters move with this tweet reading twitter is not interfering in the 2020 president ial election. They are saying my statements on mailin ballots, which will lead to massive corruption fraud is incorrect. Based on Fact Checking by fake news, cnn and the amazon washington post. He goes on to say twitter is completely stifling free speech, and i, as president will not allow it to happen. The president s tweets come on the heels of a lawsuit filed by publican groups filed against Governor Newsom over his election plan. Greg lee explains the fight over expanding vote by mail. President trump took to twitter again. This time, to blast governor Gavin Newsoms plan to mail every registered voter ballot for the november election. The president ended the message with this will be a rigged election. Its a massive civil rights violation and all legitimate voters to scam the entire electorate with unrequested absentee ballots. Dylan represents the Republican National committee and other gop groups suing the governor for his executive order, calling it a power grab. The lawsuit argues it is up to the legislator to make sure the decision. We dont have a problem, to be very clear, with absentee ballots or vote by mail. We have a problem with it being of fashion. California and several other states have export expanding mail in voting amidst the coronavirus pandemic. When asked, newsom said there is no evidence that mailin ballots lead to widespread fraudulent voting, citing three studies supporting his case. I dont think it deserves to be politicized. This is a health issue, and it is an issue on the basis of principal. I hope we can temper our comments on the other side, though i recognize we are in a political season. Newsom said he is working with counties to keep in person polling places safe. Colorado, hawaii, oregon, utah, and washington already conduct elections entirely by mail. The idea that we have some sort of systemic problem with our voting systems, whether it be in person, or vote by mail, its simply not the case. Jessica levinson, an expert in election law stresses cases of voter fraud are incredibly rare. She believes states need to act now, to allow people to vote safely in november. Youtube, facebook, and twitter this saturday at 5 00 p. M. The warm weather this memorial day weekend brought more people out of their homes despite the pandemic, and that is causing some concern. Our alex savidge spoke with dr. Phineas saying she is an associate professor and former chief medical officer with the u. S. Department of health and human services. She says shes not surprised about the crowds and the key now is to keep monitoring for spikes in the number of coronavirus cases. My sense that ive been getting this memorial day weekend is so many people with a combination of cabin fever, no pun intended, wanting to get out of the house and also this sense that you know, it is summer and really, that we are in our third month of shelter in lockdown. It has really prompted a sense of wanting to get out and feeling the holiday spirit with the beautiful weather, really across the nation. So, i think that that is going to occur more and more. I think people are stepping out, feeling the water, and then they will jump in or not in terms of the reopening. But just like you said, the reassessment every so often to ensure that we can do that safely. But its very clear, you know, americans want to be out and about, and enjoy the particularly great weather, and we are seeing that. My hope is that we can sustain that, and even continue to progress. Doctors say it is important to continue with social distancing, wearing masks, and washing our hands to stay safe while outdoors. Pretty toasty out there today. I tell you what. We had temperatures. Back in the record range, 99 degrees. It was just hot. And then you got that heated advisory. That shows up right around santa rosa. These areas in red. Mostly bay area cities. But one of the things to note i mentioned earlier, you see how fremont, you see how oakland and San Francisco are not included. The because it is a nice little seabreeze. This type of pattern is a little different than the classic heat wave option pattern. This was coming out of the south. Southeast, and that is building. You know, this heat is coming up over the hill and getting trapped in valley. Thats where the real heat is and where the sea breezes getting sheltered off here. So that is what we are seeing. So what is the plan . A little bit cooler over the same coast side. And then warmer as we head into the inland bay valleys tomorrow. So, theres a lot of camera shot. Grady trimble has a behindthe scenes look now from illinois. Reporter usually, when you think of uv light, you think of those long cylindrical bolts, but this is what their manufacturing here. They are flat lights. And that is what they are assembling in this portion. And then if you look over in the distance, there. They are pumping gas into the light, and when that gas reacts with electricity, that is what forms the uv lights. And over in this part of the shop, we have some examples of the finished product. I am with the ceo of the company. So, this is something that could be extremely widespread in helping kill the coronavirus . It allows people to get back in public spaces and be back with each other. And one of the uses for uv light right now is the subway system in new york. While the subways are closed with no people in them, they are using the light to clean it. But whats interesting about this product. I have a larger example here that i just turned on. This does not cause any harm to humans, so these could be on subways for example with people in the cars, killing the virus in the air and on surfaces. Right. So this is very specific part of uv light. And so far, all the testing is safe with no ramifications. Others can cause things like cataracts and cancer. This shows them not to be there.
