M. , a couple minutes ago, Contra Costa Countys new rules went into effect, that means doors in the county can officially open for Curbside Pickup and manufacturers of supplies for these retailers can also open. It is all part of the beginning of phase two of the states fourth phase reopening plan. It comes with rosa, businesses open for pickup have to make sure customers waiting outside maintained their business distance by putting markers on the gun, you still cant go inside the shop so there wont be displays outside with items for sale. Two weeks ago the county allowed other openings like construction and outer businesses, they wanted to wait to see if that would lead to a spike in coronavirus patients, but Health Officials say cases are stable and the number of hospitalizations is down. In april, 44 people are being treated in county hospitals for coronavirus, as of sunday that number was 90. It will go into the second part of phase two which is dining in restaurants and malls reopening with modification, depending on how the next couple of weeks ago. We will continue to look at those progress indicators, follow the numbers, and we need to take time again, after change, to see the effect of that change before making another big change. Also starting today, Contra Costa County will allow outdoor gatherings where people can stay in their cars, but still celebrate things like graduation ceremonies, or go to religious services. Treasury secretary steve mnuchin, and Federal Reserve chairman jerome powell, is expected to testify on the state of the u. S. You will recall, several weeks ago, Congress Passed one of several federal relief bills, this when we are talking about is called the cares act, included billions of dollars in loans that were supposed to help the Airline Industry and other corporate businesses. But most of that money hasnt been spent or lent out, and the panel is expected to ask for some answers about the, they are also expected to ask mnuchin and powell whether they think more stimulus or relief money is needed from the government. Senate republicans have said they want to wait for the approved additional relief funds, and the white house agreed. If the economy continues the momentum we have seen over the last couple weeks of data, then i think one might conclude that the stimulus we have already habited is enough. Jerome powell is expected to disagree with that assessment, he has said that more relief from the federal government is needed to prevent a prolonged and severe recession, just yesterday powell warned that the u.
