It is sort of a day by day week by week. The governor said at least 31 counties are working toward reopening more quickly than the state as a whole to allow people to get back to work. Some stability and now seeing some modest decreases, most every day. However, no cases and deaths are both of statewide from the previous day. 1700 new cases were reported in the last 24 hours. For a total of more than 71,000. 87 people died from the virus, up from 77 the day before. The statewide death toll is now above 2900. In the nine bay area counties, there are now more than 10,000 confirmed cases and 373 debts, an increase of six from the day before. San mateo county says they are about to enter phase two. The states guidelines on monday, county Health Officer doctor scott says coronavirus cases, Hospital Capacity and other indicators are all showing stability. The county reported 7 no cases today and no deaths. The phase 2 guidelines allow for Curbside Pickup at local stores and some manufacturing and other businesses can reopen. People will be asked to continue social distancing and to where things over their face. And san jose today, city leaders say they are considering a plan to get many restaurants back in business. The measure is called the san jose alfresco. It would allow Restaurant Owners to set up tables on sidewalks, streets and in parking lots for outdoor dining. The citys rules and open Government Committee is now considering the idea. The proposal will then go to the full city council for possible approval later on this month. The city of San Francisco is trying to chart its return to normal. Kristin tonight with the plans that city leaders are laying out to reopen businesses under stage ii mac of the states guidelines. For a little more than eight weeks, San Francisco has been virtually locked down with businesses closed under the Public Health order. City leaders had said businesses such as florists and bookstores can reopen next monday with Curbside Service and are now expanding that to include as many as 95 of retail businesses. What this means now for our city is incredible because we are talking about many of those Small Businesses in various neighborhoods where you see many of those shops that are closed. They will be able to open for pickup and for Curbside Pickup and delivery which is going to be incredible. The mayor saying the move will come provide the city continues the trend of keeping covid19 and check and there will be restrictions. No more than 10 employees working at a time. Workers and customers will have to wear face coverings and remain distant as much as possible. The chamber of commerce saying the move is critical to getting San Franciscos economy rolling. Those folks to go back to work will start earning income again which will allow them to start spending again. She was alarmed to learn that the oakland Police Department has suspended checks on local sex offenders during the covid 19 shelter in place order. Police have no current records on the whereabouts of hundreds of offenders. Now it is like an open field. Sex offenders in california required to check in with their local Police Department and their information is posted on the public megans law database. Registrants must update their information every year. Transient sex offenders are required to go in every 30 days and update where they will be staying. Other Law Enforcement agencies have found ways to update records on sex offenders during the pandemic, the oakland Police Department has shuttered its register units. The little bit of accountability that was still left, the little bit of reporting that was still left, oakland has completely shut down and now were going to have this huge at risk population with nowhere to go. The city has 887 sex offenders registered in the megans law website. A recent check shows nearly 400 of them are now in violation. The Police Department confirmed that its register unit is closed and the registration process has been suspended due to the pandemic. He pressed them on why but officials would not elaborate. The closure comes a several highprofile sex offenders have been released in order to thin out californias jails during the pandemic. I would think that checking on sex offenders is one of the most essential services we can provide. The Sheriffs Office along with the cities of hayward, and berkeley are continuing to do registrations. Either in person or by telephone according to the district attorneys office. San francisco is giving registrants a form to fill out with a 60 day waiver for other requirements. Los angeles is doing all appointment by phone. I mean, it is just this huge pit in my stomach. Oaklands policy is frustrating registrants were trying to follow state law. We spoke to a homeless man who was a registered sex offender. He spoke to us because he said he is trying to follow the law but didnt want to show his face. I have done everything i can. How is it that im in violation of state law for complying with everything i possibly can. He spent 10 years in state prison for the continued sexual abuse of a minor. He then went to a State Hospital where he received treatment before getting out. He went to register in person like he does every month but he was denied. He is now in violation. He can be arrested and prosecuted. The surprising thing to me is the Police Department wasnt telling us anything. They are saying we are going to reschedule you as if everything is fine. If they are stopped by a Law Enforcement for any reason whatsoever, they can be taken immediately into custody. Civil rights attorney said people like the homeless man we spoke to were trying to register but cannot may still face criminal charges. The oakland Police Department says it is coordinating with the Alameda County das office so they are not charged. Offenders can still be arrested and if they are in another county, there is no guarantee they want face prosecution. Oakland is the only city that is refusing to register sex offenders and not providing them with an alternative method. Because of that, i believe the city of oakland is violating state law.
