The supervisors voted 10 the one to approve the closure. The vote also prohibits San Francisco from transferring inmates out of the county and it restricts the city from building a new jail. Obviously critics are worried that the move will increase the population in San Franciscos other jails. To the Alameda County board of supervisors approved the sheriffs request for an additional 318 million in funding for the santa rita jail. The money would pay for 349 physicians in the Sheriffs Department as well as 100 Staff Members and behavioral services. Supervisors also added an amendment that the jail has to reduce the number of inmates who are mentally ill. The undersheriff says more than a third of their inmates have some kind of mental illness. Or they have coexisting disorders such as alcoholism or drug addiction. And they are a difficult population to manage with a small number of deputies and healthcare professionals. Supervisor wilma chan questioned where the money would come from now that the countys budget is expected to be decimated by the coronavirus pandemic. I remember back in february, not a drop of rainfall in the bay area. I guess were making up for that inmate. A pretty active weather pattern off and on for parts of the bay area. Their investment into our children is beyond what we can even imagine. Appreciate all that you do. A special election is underway in Southern California to fill the congressional seat formerly held by democrat katie hill. She resigned from Congress Last october after she admitted to having an affair with a staffer. The election is for californias 25th congressional district, which includes parts of santa clarita, palmdale and lancaster. The race is between democrat kristi smith and republican mike garcia. Whoever can win will serve out the remaining eight months of hills term. Garcia with a comfortable lead, but mail and ballots still need to be counted, and that could be quite a few during the stadium orders. If the numbers hold, its a big loss for the democrats. Theres a lot at stake here. Keep in mind that this is a male in valley race, considering the fact that we are in the stayathome order. Everyone that was eligible to vote was sent a mailin ballot, perhaps a preview of what we will see in november. When you consider the fact there was so much writing on this race , we thought endorsements from president donald trump, former president barack obama, nancy pelosi, because this is a seat republicans have been eyeing since 2018. This was the first time in 2018 when katie hill won that seat but it was not a republican since 1993. If these results hold, this will be the first time that a republican has flipped a demographic seat in california in 22 years. In addition to that fact, this was a district that went to Hillary Clinton in 2016. Obviously President Trump knows the significance and republicans know the significance in terms of momentum. And if democrats can make up this lead that mike garcia has and ultimately hold the seat, theres a lot at stake looking towards november. I wanted to ask you about that. Looking forward, if the numbers do hold, and mike garcia ends up winning, what will the results mean looking to the general election in november . If garcia wins this we will see republicans touting their efforts. But beyond the election part of this, we are seeing really the impacts of the coronavirus and what that could mean if we are still in this pandemic come november. We are seeing everyone sent a male and valid. We celebrate these two were campaigning and it changed drastically during the stayat home order. They had a debate via zoom teleconferencing instead of knocking on doors. They have been calling constituents. We are seeing kind of the face of campaigning change. You better but the democrats and republicans nationally are looking at what works and what doesnt work in terms of reaching their audience and attracting voters to either go to the polls or certainly, more likely, check that box on those mailin ballots. A lot of eyes on this race and it could be several days until we have a certified result. Joe biden when the democratic president ial primary in nebraska tonight. The Associated Press called the race shortly after the polls closed. At last check biden hash i have 80 of the votes, although nebraska allowed voters to cast ballots in person. Officials say they saw a surge in mailin ballots due to the coronavirus pandemic. The u. S. Supreme court heard three cases today regarding President Trumps tax returns and his personal financial records. Ktvus ray bogan tells us these cases are major test of the separation of powers between the white house, congress and states. Reporter its a constitutional duel between the executive branch, legislative branch and states and the judiciary has the final word. The Supreme Court heard three cases regarding President Trumps tax returns, financial and bank records and whether he has to hand them over after theyre subpoenaed. Two cases are federal, the other involves the state of new york. The question then boils down to, how can we both reject the houses interest in obtaining information needs to legislate, but also protect the presidency . Reporter liberal justices Ruth Bader Ginsburg and alanna kagan noted there is a precedent for parties working out an agreement. At so many of these prior cases, there was a cooperation. For example, tax returns. Every president voluntarily turned over his tax returns. So it gets to be a pitched battle here, because President Trump is the first one to refuse to do that. Reporter conservative Justice Samuel alito wondered if there are limits to why subpoenas can be issued. In your view there was really no protection against future congressional subpoenas for the purpose of preventing harassment of a president. Reporter there are two main questions. Is the president subject to congressional oversight on private business dealings before he took office . The second, to what extent can the sitting president be subject to state and local grand jury investigations and prosecutions. Six lower courts have already ruled President Trump must comply with subpoenas. Rulings on these cases is expected in late june or july. Ktvus Jana Katsuyama joins us now after speaking with the researcher about the findings. Reporter the study was published just today in the nicotine and Tobacco Research journal. It looked at data from three different countries. The new study by ucsf researchers looked at covid19 patients from the u. S. , china and south korea. Select the questions are what are the chances it will get worse . For example, after going into nicu, or die. Reporter ucsf professor Stanton Glantz said they analyze 19 studies, those included data on 11,590 trenton 19 patients. About 18. 4 got progressively worse and those with a history of smoking had double the risk of disease progression with more critical conditions or death. All of them, when you take them together, found that if you smoke to about doubled your risk of covid getting worse once you got it. Reporter he says smoking triggers inflammation of the lungs, which are vulnerable to the coronavirus. Recently to french scientists published a hypothesis that nicotine might help protect people from the coronavirus. That ideas based on data that show the percentage of smokers with covid19 was far less than the percentage of smokers in the overall population. Professor glantz says his study also found fewer smokers with covid19 , but he suspects the reason is due to undercounting, not any protective effect of nicotine. A lot of these people are showing up at the hospitals very, very sick. They may not even be conscience. The reliability of smoking status in these emergency situations is very low. Reporter the french sciences are doing tests with nicotine patches. There is no data yet to show nicotine is effective. I will be shocked if that turns out to be the case. Reporter in the meantime he has a hypothesis about his own and smoking and covid19. I think the low smoking rates we have in california, because of the states antismoking program, is contributing to the fact that california is doing relatively well in terms of keeping covid infections and death down. Reporter again, just a hypothesis, but professor glantz says there is much more data that can be collected. The study did not look at reaping or ecigarettes. Users right now ucsf is in the process of collecting more data and help staff more analyses in the coming months. The Team Included a doctor from london, a bio and form a test from cambridge, an economist from paris and a sociologist from finland. The team plans to submit its findings to a major journal. Not all masks offer the same protection. Certain kinds of masks that people think are protecting them may actually do very little to stop the spread of covid19. Reporter since march, masks have become the new musthave wardrobe item, designed to prevent the spread of the coronavirus. Various styles have fled the market come from a those designed for comfort to the n95. Most of the masks fog up my glasses and impairs my vision and this helps it to where i can wear the mask and still be able to see simultaneously. Reporter according to San Mateo County officials, masks with valves or breathing ports in the front are not effective in limiting the potential spread of the covid19 virus. District 5 supervisor david cannot people think it protects you. That we have a responsibility, and i think thats coming out, to educate people that may be there is a false sense of security. Reporter the San Mateo County health order pending in april says a mask with a valve designed to ease breathing quote is not a Face Covering under this order and is not to be used to comply with the orders requirements. Ive been talking about this now for about a month since ive been peeing seeing people on the street. Reporter the same mask feature that makes it easier to breathe also makes it easier for droplets to escape and potentially spread the coronavirus through a cough or sneeze. What the valve does is it flocks open and essentially allows a stream of air to flow out, pretty much unobstructed. That obviates or bypasses the purpose of the mask, which is to protect other people from air particles that contain virus. Reporter san mateo, San Francisco and marin counties all have a similar restriction regarding masks with a valve in the front. That there is no such restriction in santa clara county. Although Health Officials do stress any mask is better than no mask at all. And whether we are approaching midmay and you might think the rainfall season is completely over.
