The other six counties that make up the area are holding off on moving to phase two for now. With so noma and napa, california is planning on Opening Doors so that means businesses at range from toy shops to Sporting Good stores are opening for the First Time Since march but they are limited to mostly curb side Pickup Service under the guidelines for s for low risk retail businesses. It feels like i am open and it is wonderful to see my customers again. We worry about the economy, especially the local economy and have tried to support our local businesses and make people happy. These businesses began Curb Side Service must still follow strict guidelines for social distancing. All Face Coverings and other Safety Measures and shopping malls and restaurants and businesses like hair and nail salons remain closed in all three of those counties. Governors office is threatening to hold Disaster Relief add for defining the shelter in place order. They cited low numbers of coronavirus cases for allowing businesses to reopen including their hair and nail salons and restaurants for dining service. But the director of California Office of Emergency Services sent out a letter to each county warning them about potentially losing essential funding because of problematic and concerning actions that jeopardize public health. Weve have had big scores at the oroville dam and things like that and with fires that occur locally, so to lose that type of funding in case something happens, could really impact the region. Yuba and sutter counties issued this statement in response to the letter. We are working to do what is best for the Overall Health of our community and coordinating with the governors representatives on achieving balance with his order. Well the owner of a nail salon in danville is expressing concern about a remark that the government made about the coronavirus. Governor newsomesome said that the first known case of covid 19 happened in a nail salon. She is the owner of the beauty bar that is closed because of the shutdown. She views this as an attack on the nail salon industry that is highly regulated by staff. We strictly abide by the rules, so that is why it is troublesome to hear that coming from him. Well Governor Newsome says he was pointing out a fact and did not intend for his remark to be an attack on the nail salon industry. Another check of weather and the perfect mothers day gift will be a little bit of sunshine maybe on sunday. Rosemary, can you deliver . Job around the bay and inland we will get sunshine but maybe a little complicated. The cooling trend under way and trend we will see all the way through mothers day and beyond. A view around the bay area we have more in the north bay and just inside the bay, how about a view of the skyline over oakland this morning where we are waking up with overcast skies, 55 degrees. We have low 50s with mostly cloudy skies in santa rosa and a little bit of fog as well. Low 50s San Francisco. Low 60s in livermore with a lot of sunshine and partly cloudy over san jose, 60 degrees. Take a look at how much cooler we are for the inland cities where the onshore breeze started early this morning, 13 in fairfield in the north bay and 11 in santa rosa. Oakland, hayward. Out the door this morning for a run around the neighborhood. It should feel nice, out to walk the dog and cool. Areas of dog along halfmoon bay and santa rosa reporting four. No patchy dense fog but a little bit thick out there in some spots. We have that cloud cover still along the east bay shore as well. And over San Francisco, as well as parts of the peninsula. The winds on shore through clear field at 17 Miles Per Hour. The cool pacific air will help us out where it was a little too hot. It will be a warm day. Livermore 84 degrees and for the average for this time of year we are still well above that. By 9 degrees or so. Santa rosa going to 80. Yesterday 90 so a big improvement there. Here is a view around the bay. 65 in San Francisco. 80 for concord. Additional drop in temperatures for mothers day and rain in the forecast for monday and tuesday. Details coming up in the extended forecast. Drug makers are shifting around supplies to work on a coronavirus vaccine. How soon one company says its vaccine may be ready to be used safely. And several countries in europe are planning to reopen more parts of society next week. We will hear from people with bay area ties how life is them for there and how it compares to here. And. Lets get started. music fades in hey hi today two norwegian cruise lines will open. Two ships will arrive today and another will come in on sunday. The ships and a small crew could stay in oakland for two or three months. There are no reports of any coronavirus cases associated with either ship. Back in march you may recall the grand princess docked in oakland so passengers, some with the coronavirus can be taken taken off of that ship. And the city of oakland is shutting down for more people to walk and ride bikes and maintaining social distancing. Drivers will have closures on east 23rd and tifon road. People that live on the streets will be allowed to drive in those blocked off areas. The city has closed 29 miles of streets currently during the shelter in place part of the slow streets program. Depending on where you live around the country and around the world the coronavirus pandemic looks different as does the response. We wanted to give you perspective this week i talked to Monique Francis a bay area journalist living in france. France does reopen on monday. I talked with two sisters, one is an american author and mother that lives in italy and italy reopened this last week and the other lives in new york that is now seeing hot spots even though other numbers are coming down and here are their perspectives. As for peoples Comfort Levels i think especially here in paris because we are a big city that people we have been cooped up for so long and we are ready to get out and the Comfort Level is a different question that just from my own personal observations on the street, there are people that arent really observing the social distancing and other people that are. I think it just depends on who you are with your personality. I think its the same in the u. S. With my friends that i keep in touch with in paris. Some feel like they are ready to get back out there and others are saying no, wait as long as we need to, to be safe. Even on terraces, kids have drawn rain bows and everything will be okay. Everything will be okay and thats been important because i think when you are walking at least in the last two months when we have been Walking Around the streets when you go out with your dog or whatever you see rain bows and you just dont see shutters closed and darkness. Thats important. How is the struggle in new york . Honestly it sounds like it has not gotten better. That we have rainbows in roam and working it out in new york. I am having some sister jealously right now like having a country that is divided. Thats the hardest part of thinking about this in a bigger way is what, how are we a current . How are we not just these divided states that are handling it so differently without cohesive leadership. It is depressing. What is interesting is how the reopenings are happening. For example, in italy restaurants were closed completely during the lockdown so they are now only allowed to do take out. The president of italy saying that the country will have a summer so trying to make sure that people will have a summer vacation. In france even though it is opening up on monday tourists will have to quarantine for 14 days. Thats an order that went in just this week and it will be in effect until july 24th. It will take time for things to resemble the way things once were. All of the Different Countries and states and with the governor allowing some and not others it will be a different track of things. I see rosemary and we got blue skies. Good morning. Good morning to you frank and claudine, if you are looking for cooler weather we are headed in the right direction. San jose showing you by lunchtime mid70s in the forecast and for the second part of the day, low 80s expected. A group of Small Businesses in oakland has created a virtue main street online and encouraging people for support. I spoke to the director of the India Alliance and saw interest when the stayathome orders took effect. We know that it is important for Small Businesses to have a network of all mother businesses to relate to but in times of crisis we have seen the group grow tremendously. At the beginning we were closer to 300 and pushing 4 and you getting new applications every day. As students some of them started to hit the Small Businesses and people saw the sales drop. We realized that our community in oakland wants to support us and there is so many different businesses and they dont know where to turn to. They dont know who is doing it and offering Gift Certificates and ordering caviar so we have put this together. Membership is free from any independently run business in the city of oakland. Well, santa clara has not reopened but city officials are helping businesses in san jose get ready and that includes the new ordinance to allow businesses to operate outdoors. Ann rubin has more on how this al fresca dining would work. In san jose the streets are quiet. The sidewalks practically empty but soon the public spaces may help local businesses like pizza flora and the good karma cafe bring diners back. It is going to be everything we have to hold onto. Nothing will be the same for at least 12 months. Cities are thinking outside of the box and proposing an ordinance called san jose alfresco. The idea to allow restaurants and bars and other businesses to set up in public parks and plazas and streets and sidewalks. There is going to be rules that are going to restrict how many people can be inside the business we are going to need to bring the customers outside the business. And no time line for this type of reopening city leaders say its important to have a plan in place and to deal with issues like fees and permitting now. I think with the crisis affords us is the opportunity to move faster. That recognize that there is a really urgent need to help folks get back to work. We will need to make this turnkey and be able to have tables and expand off service and good businesses a chance to be successful. The san jose Downtown Association says 84 of businesses are currently closed but places like pizza flora are optimistic that this al fresca plan may help. This is a huge step and it will take more than that and every time we make a smart decision in opening up safely will help the revenue and the economy in general. And this just wont be for restaurants. There is gyms and other retailers using an alfresco model and will discuss it on tuesday. Lets talk to rosemary about the forecast. Good morning.
