Homeless crisis during the coronavirus outbreak. Today she addressed a plan to address it. We have live coverage tonight from ktvus amber lee. She has been speaking with the city officials overseeing the plan and those living on the streets. Reporter i also spoke with neighbors. They tell me homeless tents have taken over the tenderloin neighborhood. We took a look at the problem and how the city is responding. With city hall as the backdrop, tense set up by Homeless People lined the streets of the tenderloin. By the citys own estimate there are no more than 310th, a 285 increase since january. Its very, very tight. People are edgy, people need space. Reporter mayor london breed rolled out a block by block play on wednesday that would include giving Homeless People space. Painted lines mark where a tent can be set up with six feet of social distancing on the street between the Asian Art Museum and the main library. It would transform the area to a sanctioned encampment for 52 tents and services to provide hygiene. Two there will be meals and services onsite. In many ways its almost like an outdoor homeless shelter. Reporter the head of San Franciscos streets Operation Center is overseeing the plan. He tells me the city is looking at other lots in the neighborhood to use as encampment sites. They wont be as organized, but they will get people off of the sidewalks and provide alternative places to camp. Reporter estimates 100 high risk individuals will be moved to hotels. The city is being sued by tenderloin residents, merchants , uc Hastings School of law the fourth it to close the streets, house the homeless and stop drug use and sales. The owner of the tenderloin midcity market is not part of the lawsuit, but once the city to take action. They are becoming aggressive. They want money, they want to sit outside. Reporter some Homeless People say they welcome the citys plan to improve safety. You know theres a lot of tension. Reporter the city has put in six manifold devices attached the fire hydrants to offer Drinking Water and say police are cracking down on drug dealing. Reporter he tells me the encampment by the main library should be up and running by tuesday. One reason for the increase in homeless tents as the city is not enforcing the law against setting up a tent on the street during the pandemic. He says tents provide safety for people. San francisco officials confirmed the citys Addiction Treatment Program Provides tobacco and alcohol to Homeless People living in hotels during this pandemic. The department of Public Health says about 10 of their quarantined guests have received tobacco products. 11 people have received medically appropriate amounts of alcohol to prevent withdrawal. The city says the practice isnt unique and its not paid for with tax dollars. In cases where people decide that they are going to continue to use, our focus is using the best evidence to help people manage their addictions. The citys Health Department reduction strategies are scientifically proven to be more proven than forcing people to go cold turkey. The governor confirmed california is on track to restart some retail and manufacturing the spring. Its still a lot of work for businesses to get their modifications in order. We are also working with the counties across the state of california that wish to go further clarifying on the expectations, with the details are in terms of the guidelines. Governor newsom also says masks will play a key role in safely reopening stores and protecting workers. Now the type of stores the governor plans to mention tomorrow include nonessential retail such as clothing stores, music stores, Sporting Good stores and florists. However, those businesses will be restricted to Curbside Pickup only. New at 10 tonight, the organization representing hairstylists and barbers in california is planning to sue the governor. This comes after state regulators threatened to pull the licenses of any salon violating shutdown orders. The professional Beauty Federation of california demands salons be allowed to reopen with restrictions. The organizations executive director says it would be much safer than whats going on right now. We are already seeing individual stylists going home to home, kitchen to kitchen to provide their services to their trusted clientele. We dont believe thats a safe means of dealing with this pandemic. Salons and barbershops fall under stage 3 of the reopening plan. So far there is no estimated timetable for the staffing. Researchers at uc berkeley are beginning an ambitious study that might help answer how many people have had the coronavirus in the bay area and whether infections began as far back as december. Ktvu Jana Katsuyama talked with the scientists today as they launched their study. And this is really a first of its kind study. Reporter it is. If you live in the east bay, keep an eye on your mailbox. The professors tell me they sent invitations out to more than 300,000 people in the east bay, all asking them to take part in this very much a first of its kind randomized community antibody study. These boxes wont be a typical front door delivery. They are part if a new uc berkeley antibody study that could hold the key to unlocking how much the nuclear virus has spread in the bay area. The inhome collection kits include all the material someone needs to collect saliva , as well as an oral and nasal swab. Reporter uc berkeley professor of epidemiology and biostatistics is one of the codirectors. She says in phase when they are reaching out to thousands of bay area households with a questionnaire in english and spanish. We are asking all about current symptoms, past symptoms and going back as far as december. We are asking about travel histories. We are asking about who is in the household, but they have been exposed to. Reporter the invitations to participate were mailed out this week. The studies codirector and professor of Infectious Diseases says the data will be collected through a representative sampling. They essentially sent 307,000 mailers to every single home, every household in the census tract of 11 cities. Reporter the 11 cities shown on the map are all in the east bay stretching from hercules to oakland. The team says about 5000 to 6000 of the respondents will be randomly selected to avoid any bias for phase two. That subgroup will be tested for the new coronavirus and antibodies through so you live a saliva, blood samples. Professor harris the samples will be collected once every six weeks for 10 months. That will allow us to see the changes in the antibody levels, meaning the exposure people might have had at integrals over this whole period. Reporter her laugh is already processing samples from the pilot run. The studies timing could provide critical insight, by showing the impact on the spread of the infection over the next 10 months as california slowly lifts stayat home orders. In order to pay the bills and open their doors, they are going to have to have spaces out in the open air, out in front of the restaurants where they can see people safely and comfortably. Sheriffs deputies shot and killed a woman in Half Moon Bay last night. A witness told us that woman was on main street with a shotgun in one hand and a bottle of wine and the other. Ktvu Crime Reporter henry lee with more on what happened. Reporter a woman armed with a shotgun, killed in a shootout with San Mateo County sheriffs deputies in Half Moon Bay. A lady was Walking Around with a firearm and fired on the police. Reporter janice moody was pulling weeds at her plant shop when she saw the woman acting strangely at about 7 30 tuesday night. She just told me, be careful tonight because theres going to be a race war. Reporter that was in all. Then i saw her continuing down the street with a rifle in one hand and a bottle of wine in the other hand. Reporter moody called 911. Sheriffs deputies caught up with the woman, identified as 56yearold Sandra Lee Harmon at the possum and restaurant and realized he was carrying a shotgun. Investigators is a deputies repeatedly told her to drop the weapon. She didnt and instead fired her shotgun at the deputies who fired back. I heard the first round of shots and then i came out and then i heard a second round of shots. Things, which i actually realized it was not fireworks, it was gunfire. I saw all of the police cars and an ambulance and i saw them working over somebody and i quickly realized that he had been shot. Reporter harmon died at a hospital. The neighborhood was riddled with bullet holes, including the unconscious pickup truck. If i had come over here, everything would have been different. The Police Officers union in San Francisco have been getting calls from officers all over the country in support of their thin blue line facemasks. The Police Department has now banned them the union distributed them to officers last week, but when they wore them in public some people complained, saying they were divisive. Verdicts say the thin blue line is associated with groups who oppose the black lives matter movement. So the chief ordered officers to be given neutral facemasks instead. The union says they are now selling the masks online to raise money for their Scholarship Fund and so far they have raised 18,000.
