With city hall as the backdrop, tense set up by Homeless People lined the streets of the tenderloin. By the citys own estimate there are no more than 310th, a 285 increase since january. Its very, very tight. People are edgy, people need space. Reporter mayor london breed rolled out a block by block play on wednesday that would include giving Homeless People space. Painted lines mark where a tent can be set up with six feet of social distancing on the street between the Asian Art Museum and the main library. It would transform the area to a sanctioned encampment for 52 tents and services to provide hygiene. Two there will be meals and services onsite. In many ways its almost like an outdoor homeless shelter. Reporter the head of San Franciscos streets Operation Center is overseeing the plan. He tells me the city is looking at other lots in the neighborhood to use as encampment sites. They wont be as organized, but they will get people off of the sidewalks and provide alternative places to camp. Reporter estimates 100 high risk individuals will be moved to hotels. The city is being sued by tenderloin residents, merchants , uc Hastings School of law the fourth it to close the streets, house the homeless and stop drug use and sales. The owner of the tenderloin midcity market is not part of the lawsuit, but once the city to take action. They are becoming aggressive. They want money, they want to sit outside. Reporter some Homeless People say they welcome the citys plan to improve safety. You know theres a lot of tension. Reporter the city has put in six manifold devices attached the fire hydrants to offer Drinking Water and say police are cracking down on drug dealing. One reason for the increase in homeless tents as the city is not enforcing the law against setting up a tent on the street during the pandemic. He says tents provide safety for people. San francisco officials confirmed the citys Addiction Treatment Program Provides tobacco and alcohol to Homeless People living in hotels during this pandemic. The department of Public Health says about 10 of their quarantined guests have received tobacco products. 11 people have received medically appropriate amounts of alcohol to prevent withdrawal. The city says the practice isnt unique and its not paid for with tax dollars. In cases where people decide that they are going to continue to use, our focus is using the best evidence to help people manage their addictions. The citys Health Department reduction strategies are scientifically proven to be more proven than forcing people to go cold turkey. The governor confirmed california is on track to restart some retail and manufacturing the spring. Its still a lot of work for businesses to get their modifications in order. We are also working with the counties across the state of california that wish to go further clarifying on the expectations, with the details are in terms of the guidelines. Governor newsom also says masks will play a key role in safely reopening stores and protecting workers. Now the type of stores the governor plans to mention tomorrow include nonessential retail such as clothing stores, music stores, Sporting Good stores and florists. However, those businesses will be restricted to Curbside Pickup only. New at 10 tonight, the organization representing hairstylists and barbers in california is planning to sue the governor. This comes after state regulators threatened to pull the licenses of any salon violating shutdown orders. The professional Beauty Federation of california demands salons be allowed to reopen with restrictions. The organizations executive director says it would be much safer than whats going on right now. We are already seeing individual stylists going home to home, kitchen to kitchen to provide their services to their trusted clientele. We dont believe thats a safe means of dealing with this pandemic. Salons and barbershops fall under stage 3 of the reopening plan. So far there is no estimated timetable for the staffing. Researchers at uc berkeley are beginning an ambitious study that might help answer how many people have had the coronavirus in the bay area and whether infections began as far back as december. That will allow us to see the changes in the antibody levels, meaning the exposure people might have had at integrals over this whole period. Then i saw her continuing down the street with a rifle in one hand and a bottle of wine in the other hand. Reporter moody called 911. Sheriffs deputies caught up with the woman, identified as 56yearold Sandra Lee Harmon at the possum and restaurant and realized he was carrying a shotgun.
