One person is dead, a second person in the hospital, after an overnight crash on interstate 80 in san leandro. This happened about 1 00 this morning, in the northbound lanes. Look at the pictures. The suv veered to the shoulder, then crashed into a wall of rocks. And there was manage major damage. Anyone traveling through that might have seen something, we are asking the call the hayward chp office. At this point, the chp says its still too early to know what led to the crash, and their investigation continues. Developing, also in the east bay, where a brush fire is burning, just off highway 4 in concorde. It broke out just before 3 00 a. M. And is currently affecting traffic trying to get onto the freeway, from willow pass road. Firefighters say it started in an abandoned building, where a homeless person was living. We will keep you updated on the firefighters progress. The time now, 7 03, deputies shot and killed a woman at Half Moon Bay, but say she fired at them, first. Ktvu s Sara Zendehnam has more details. Good morning. We dont know much about this when it other than she was in her 30s or 40s. She has not been publicly identified, yet. But our photographer actually went out to the scene, and he says he talked to a man who told him the woman was actually visiting him, but he was morning and did not want to talk on camera. Also the county Sheriffs Office said it started when they got reports of a woman carrying a rifle and alcohol. They were called out to mainstreet emma and it happened before 7 30 last night. Deputies say they told the woman to drop a gun, but she did not listen and instead shot at deputies who then fired back at her. She was taken to a hospital, where she died from injuries. The Sheriffs Office did not say whether any deputies were hurt. Video from the scene shows investigators with the District Attorneys Office looking through the area. A drone was also launched. Im scene tape blocked off downtown Half Moon Bay. This comes as a surprise to many, because this area is really a tourist attraction, with restaurants, hotels, and shops. Officer involved shootings really dont happen often in Half Moon Bay. She was fired last february, at the time she thought she had been fired in part because she refused to grant Police Commissioner special favors. Ktvu obtained documents showing the city hired a private investigator to look into claims that harris demanded the Oakland PoliceDepartment Members her for fees. Reporter yes, there are two new test sites opening in santa clara to, in fact they are open already, opened at 7 00. One is at James High School, that is where we can bring you this live picture of what it looks like right there right now. This is one of the two locations, you can see the front doors open, these Testing Facilities open right at 7 00 this morning. You can see some people in the distance, working there. Now, the testing officially started 30 minutes ago. It will go until 7 00 tonight, and this site will be open every day this week and next, except for this sunday. The other testing site is opening today is at christopher high school, on dave freud, day road. 132 tests are capable per day, and because theyre limited right now, they are prioritizing who can get tested for now. They are giving priority to people who work in Skilled Nursing facilities, also people with symptoms, and healthcare and first responders, even if not showing symptoms of coronavirus. Santa clara supervisor counties say they want to expand the testing to more people. What we are hoping happens is that we have enough tests available that we can test people who are both symptomatically and a some dramatic. Thats really what the goal is. The site opened at 7 00 this morning, they will remain open until 7 00 tonight, and everyday from tuesday until saturday, excuse me, wednesday to saturday, and next monday again. You can come, even if you dont have health insurance, and regardless of immigration status. Operation homebase is a coronavirus isolation trainer program. The state donated trailers to provide social distancing for people who are homeless and asked the city for help to avoid getting sick. Operation homebase will be giving safe respite to around 130 of our unhoused residents who are particularly vulnerable to covid19. These are our recess back from east oakland, so from this area, who have come forward to ask for help. Operation homebase will provide three meals per day, water answer connections to each trailer. Taking steps toward reopening dmv offices around the state. As of now, there are no confirmed dates, but there are hints it could be before the end of this month. New this morning, an overnight crash in san leandro killed one person and injured another. Now this crash happened just around 1 00 this morning on north 880. An suv veered to the shoulder and then crashed into a wall of rocks. If there is anybody traveling through the area that might have seen something that we are asking they call the hayward chp office. Chp says its still too early to tell what exactly led up to that crash. The name of the victim has not yet been released. Now to developing news in east bay where a brush fire is burning just off highway 4 in concorde. It is currently affecting traffic, trying to get onto the freeway from little password. Firefighters say it started in an abandoned building where a homeless person was living. We will keep you updated on the firefighters progress. The san mateo sheriffs county shot and killed a woman at half bay, but deputies say she fired at them first. We are live with more on this developing story. Sarah, good morning. We are still waiting on more details about this shooting, but our photographer actually stopped by Half Moon Bay this morning, and his video shows that the scene has now been broken down. But he spoke to a man who lives in a camper, who says he know the woman who was killed. He did not want to talk on camera, because he said he is mourning the loss. The San Mateo CountySheriffs Office was informed they were called out to main street just before 7 30 last night heard sheriffs deputies said they pulled, they told the woman to drop a gun, to which she fired shots and they fired back. They did not say whether any deputies were her. The woman has not been publicly identified yet, but we know she was in her 30s or 40s. Investigators were out for hours processing the scene. Police say this area draws a lot of tourists, the news may come as a surprise to many, because officer involved shootings really dont happen often there. We look back to our records and in 2014, san mateo deputies killed an 18yearold woman in Half Moon Bay they say lunged at them with a knife. According to johns Hopkins University for nearly 59 people in the state contracted the disease. More than 2500 were reported just yesterday. The grasses are curing, and the warmer it gets, the quicker they will cure, and that allows for ignitions to take off a lot easier. Plans are underway, forcing staff to rethink how to fight a wildfire here. Cruise may have to practice social distancing and be evaluated for symptoms before and after fighting a wildfire. Those base camps with thousands of firefighters packed into a single staging area, that also could be reconsidered. He says its an example of businesses following the guidelines, and he is relieved he can allow some of them to reopen on friday. The governor says reopening some lowrisk businesses says it will help those who have filed for unemployment since march. A federal judge is siding with Governor Newsom over the right to ban Church Services to prevent the spread of covid19. The court ruled yesterday that the stayathome order did not violate Constitutional Rights to religious freedom. The Cross Christian center sued the governor last month. The pastor of the church said he is disappointed with the ruling and is continuing to fight for the right to worship. A bistro in napa is open for business, along with customers, county inspectors also expected to be dropping by. The Restaurant Owner said officials came by yesterday and told them to shut down, but he refused, so they promised to come back today with a restraining order. The governor says he is following guidelines being used , including handwashing, protecting workers, and half as many tables being used. New concerns about the coronavirus. The virus mutated into a new more, infectious strain. The data is showing it is more contagious than original strain found in china, as well as, you know, many of the strains originally found in italy. The national lab in new mexico published a study that reviewed the genomes of 6000 infected patients. Researchers concluded the new strains surfaced months ago and carry a new spike protein that allows the virus to attack human cells. This is very important, that shows indeed this can change, and the virus can become more infectious and more dominant. Scientists are concerned vaccines being developed for the virus may not work against this new strain, but researchers say they have not found evidence this new strain is deadlier. Go back to the headlines. The white house is going to restructure its Coronavirus Task force and its response to the covid19 crisis. President trump said it is going to be winding down work. The president says it is now time for a shift in focus to reopen the economy. Now looking at a little bit of a different form, and that form is safety and opening, and we will have a group really set up for that. The president has encouraged states to begin reopening, saying although americans will continue to be badly affected by the coronavirus, he says, we cant keep our country closed for the next five years. Governor newsom has been praised for his response in this fight against covid19, but on the other side, he has been criticized for his response in this fight against the coronavirus. The governor has introduced dozens of new policies, but critics say sometimes the plans are announced before they are ready to be launched. One example, a suggestion that schools could open early for the next year, perhaps possibly in late july. That got many administrators and teachers caught off guard. These were unfortunate comments, he was getting ahead of himself. If there was any sort of proposal for an early start to school, like in july, that would have to be bargained with us, okay . And there has been no conversation about that. I mean some of the criticism is definitely sound, but i think people need to put more doubt on some of these nonsense. The plan for counties to get three free meals a day delivered to eligible seniors, but federal funding for that program is said to run out on sundays, just as some cities get the project going. Test sites are opening up in the south bay. We have ktvus ktvu allie rasmus on the scene. Reporter she says the County School will eventually be able to test as many as 4000 per day for covid19 and she says they are not there yet, hopefully in the next couple of weeks they will reach that goal, but adding these two new testing site is certainly part of the goal of ramping up testing capacity. Here is a map of those two locations. One is at James High School in east san jose. The other, at christopher high school, on day road in gilroy. The tests are by pointman only, and appoint appointments start at 7 00 a. M. For now they can only do 132 tests a day at each site, and that is why they are prioritizing who can get testing here first. People who work at Skilled Nursing facilities, first responders, and healthcare workers, and also anyone with symptoms of covid19. Eventually though, they want to expand testing to more people. We are trying to get enough so everyone can be tested. And the importance of that is as people start to go back to work, we want to make sure that people know that they are healthy and know that if they are not, we can more quickly follow up with them and their family members. One of the challenges to expanding testing to everyone right now is finding all materials to do that. She says the county is speaking with governments across the country trying to get the necessary testing supplies. For now, if you want to get tested at the two new sites, Health Official workers say you have to make an appointment, even if you dont have health insurance, and regardless of immigration status, you can qualify, if you meet those other requirements for getting tested right now. Thank you, allie for that. Some citizens outraged when hearing the homeless currently living in hotels in San Francisco have received drugs including marijuana, alcohol. Simple cisco supervisors are considering emergency legislators to allow temporary safe sleeping sites for the homeless on cityowned land, under the parking parks to prevent. The goal is to spread, slow the spread of coronavirus. The goal would be to have space for 40 to 60 tents. The site would also allow health services, bathrooms, and handwashing stations. Some of oaklands most vulnerable residents have a new place to live. The city is launching a new project called operation homebase. Its a coronavirus isolation Trailer Program in east oakland. 57 trailers were donated to the homeless and have asked the city to help them avoid getting sick. Operation homebase will be giving safe respite to around 130 of our own house residents who are particularly vulnerable to covid19. These are on house residents from east oakland, so from this area who have come forward to ask for help or it operation homebase will also provide meals, water, and sewer connections to each trailer. Stomach california is taking steps right now towards reopening. As of right now, there are no confirmed dates to reopening dmvs, but it could be before the end of the month. The offices will reopen in phases, that first phase will have 25 of the 185 offices open, and the rest would be open about one month later. All visits will have to be by apartment only, and offices will have to follow social distancing rules. Uc berkeleys chancellor expects to adopt what she is calling a hybrid plan for classrooms come this fall. She says it is likely some classes will be held in person. Others will be held online. She says the school wants to hold a semester in the cloud for students who cant come to campus by the time school is set to start on august 2 she says students have until next month to file.
