The traffic will start to recover. At 4 a. M. Someone was on the freeway and was hit and died as a result of being hit by a car on the freeway. This is northbound 101. Topic the news this morning the San Mateo Sheriffs Department is investigating after deputies shot and killed a woman in Half Moon Bay. They say she fired at them first. Sara zenehnam joins us with the details. Good morning. Reporter good morning. This doesnt happen that often in Half Moon Bay. It may come as a surprise as people wake up to this news. We are working on getting the details. The San Mateo County Sheriffs Office was called to main street in Half Moon Bay just before 8 00 last night. There was a woman carrying a rifle and alcohol. When they showed up they told the woman to drop her gun. She shot at the deputies and they fire back at her. She was taken to a hospital where she died from her injuries. The Sheriffs Office didnt say whether the deputies were hurt. We dont know anything about the woman other than she was in the video from the scene shows investigators looking through the area. A drone was also launched. Crime scene tape blocked off the area known to be a tourist attraction with restaurants and hotels and shops. We reached out for the Sheriffs Office for more details. We are monitoring and other developing story in the east bay where a brush fire is burning in concorde that started just before 3 a. M. It is affecting traffic. Police are investigating the first homicide in 25 years. This happened monday morning. A man was found shot and killed on the backyard of a 280. The man did not live at the home. So far no suspect has been arrested in the case. The investigation continues. New this morning one person is dead and is second in the hospital after an overnight crash on i880. It happened at about 1 a. M. In the northbound lanes through san leandro. And suv veered and crashed into a wall of rocks. There was major damage. If anyone saw this we are asking them to call the hayward chp office. They say its still too early to know what led to the crash. New this morning, a complaint is filed against the city of oakland over for the firing of the former police chief. Chief kirkpatrick was fired in february. At the time she said part of the reason was because she refused to grant the commissioner special favors. Do the city of oakland hired a private investigator to look at the claim that harris demanded that the Oakland Police department reimburse her for towing fees. The city has until june 20 to respond to this complaint. Police say they wont know until later today how many people were arrested or cited at the Cinco De Mayo celebration in san jose. There were several large gatherings throughout the night in violation of the shelter in place ruling. There were families including children watching and cheering. There were not very many people wearing a mask. The police chief said it was necessary to break up the crowds for safety reasons, not because of health orders. Researchers at ucsf are looking at the latest test results showing a disproportionate infection rate among latinos in the Mission District. The study found that of the more than 3000 tested in the Mission District last month 2. 1 came back positive for covid19. By comparison a similar test in marin county turned up zero positive results. Scientists have new concerns about the coronavirus. Their study finds that it mutated into a more infectious strain. It examined the genomes of 6000 patients. Researchers concluded the new strain surfaced three months ago. It carries a spike protein that allows the virus to attack human cells. This is important. This report shows that this can change and the virus becomes more infectious. More dominant. Researchers say they havent found evidence that the new strain is any more deadly. President trump is shutting down the White House Coronavirus task force and replace it with a group focused on reopening the company. Today, Santa Clara County opens two new testing sites. Allie rasmus tells us about the latest efforts to expand testing. Good morning. Reporter two new test site for people who want to know whether or not they have covid19. These are tests for the virus itself. We have the map to show you. These open at 7 a. M. And one is that James Lick High School in East San Jose and the other at Christopher High School in the town of gilroy. The tests are by appointment only and you have to go online to make an appointment and you have to meet certain requirements. If you dont have radical insurance the cost is covered and if you do they will bill your insurance provider. They can do 132 tests a day and they are giving priority to people who work in Skilled Nursing facilities and Healthcare Facilities followed by people with covid19 symptoms and healthcare workers and first responders. Even though they appear to be symptomatic, asymptomatic. It remains open until 7 00 tonight today through saturday and next week it is monday through friday at the san jose site. These are provided by the department of health partnering with a private medical company. They are partnering with other local governments to open 80 different testing sites. Governor newsom has been praised for his response to the coronavirus but there has also been some criticism. He has introduced dozens of new policies but critics say sometimes the plans are announced before they are ready to launch. One example is his suggestion that schools may open early, perhaps as early as july. This caused many people off guard. These were unfortunate comments and he was getting ahead of himself. If there is any sort of proposal for an early start to school like in july it would have to be bargained with us. There has been no conversation about that. Some of the criticism is valid but some people need to give him the benefit of the doubt about these announcements. Another announcement not thought through is the plan to get meals delivered to eligible seniors and the funding is said to run out may 10 as some get the project going. A federal judge is siding with Governor Newsom over the right to ban Church Services to prevent the spread of covid19. This order did not violate Constitutional Rights to religious freedom. This Christian Center suit government and the pastor said he is disappointed with the ruling and he will continue to fight for is taking measures to open the dmv offices and as of now there are no firm dates but hints that it could be before the end of this month. The director told the chronicle the offices will reopen in phases. The first phase would have 25 of the states 180 offices open and the rest could be open a month later. All visits will have to be by appointment only at first. The dmv offices will have to follow social distancing rules as well. 6 36. Critics are upset with the city of San Francisco for providing alcohol, methadone and marijuana to the homeless. The department of Public Health confirmed they are giving these drugs to the attics and that the taxpayers are not paying for. They said the drugs help them to sex fully successfully commit to quarantine. San francisco is considering emergency legislation to allow temporary safe sleeping sites for the homeless on cityowned property. The goal is to slow the spread of the coronavirus by setting up tents that are 12 feet apart on open space and in parking lot. The goal would be to have space for about 40 to 60 tents and the sites would have Health Services and bathrooms and handwashing stations. 6 37. Some people in oakland most vulnerable to the virus now have a new place to live. The city has a project called Operation Home base, and isolation Trailer Program in east oakland. The state donated 67 trailers providing social distancing for the homeless who asked the city to help them avoid getting sick. Operation home base will give safe respite to around 130 of the unhoused residents who are particularly vulnerable to covid19. These are our residents from east oakland. From this area. They have come forward to ask for help. Operation home base will provide three meals a day as well as Running Water and sewer connections for each of the trailers. A woman was shot and killed in Half Moon Bay. Sheriffs deputies say she fired at them first. It happened last night at about 7 30. The deputies rushed to a report of a woman carrying a gun on main street. They told the woman to drop the gun and she fired at them. The deputies shot the woman. She was taken to the hospital and she was pronounced dead. The napa county Sheriffs Office has released cam video from last months deadly shooting of an Armed Robbery suspect. The sheriff said it started when Brandon Knight lander stole a box of shotgun shells and assaulted a store worker at the walmart. They caught up with the suspect and he refused to pull over. He was forced to stop when he pulled up to a locked gate at the napa airport. The deputy fired two shots. They missed. They fired again when the suspect got out of the car with a shotgun. Mr. Nye lander fully exited the vehicle and pointed it at the responding deputy. I reached the conclusion that had i been in the same situation i wouldve taken the exact same action as deputy lee. My lander was hit in the lower body and he died at the scene. The sheriff said there is evidence that he was suicidal. The District Attorney is investigating and will decide if the shooting was justifiable. The supervisors approved moving the timetable for permanently closing the jail at the hall of justice. November 1 is the target date for the Sheriffs Office to close. It is an unsafe jail. The supervisor introduced this legislation and right now the jail population is down because of covid19 which justifies moving the closure date according to her.
