Another 4. 4 million americans filed for unemployment last week because of the stayathome orders. According to the Labor Department this is the most jobless claims ever filed in one week. The new claims bring the total job losses to more than 26 million over the last five weeks. The deployment rate is about 16 , or roughly one in every six americans. Some help could soon be on the way for Small Businesses and hospitals. A nearly 500 billion bill is awaiting the president s signature and was approved by the house of representatives and the Senate Approved the bill on tuesday. We talked on the phone today with congresswoman jackie spear after the vote and she says the bill includes reforms that will provide paycheck protection for a variety of Small Businesses. The amount of money that we are agreeing to put into the paycheck Protection Plan is 250 billion. Its an additional 60 billion for title loans, which are the ones from the Small Business administration. Then another 60 billion for microbusinesses, minority businesses and women rend businesses. Lawmakers are already talking about the next potential relief bill is expected to focus on staying in local governments who say they need 500 billion. California lost another 530,000 jobs over the past week. Tom vacar joins us live with a closer look at the massive damage all these job losses are doing to the state. Reporter there is just no way at all to sugarcoat these numbers. Each group progressively represents a rapidly growing tidal wave of california victims. Including the more than half million new claims this week, californias fourweek total now stands at over 3. 1 million unemployment claims. That means, in just the last month, its the equivalent of laying off 78 of every working person, everyone with a job in the nine bay area counties. That is far, far beyond anything weve seen in the post world war ii period. Former edd director says even the losses were slightly less this week, but the longer the shutdown lasts, the more jobs lost. Moreover independent contractors and sole proprietors will for the first time be able to begin filing claims next tuesday. We have about 2 million independent contractors in california. We dont know how many will file but its likely to be a very significant number. Even the rejuvenated paycheck detection pogrom will have limited effect. At this point its just stabilizing employment, not a matter of really starting any significant rehiring in the state. Every day we lose more and more Small Businesses forever. We dont know exactly how many, but a number of them announced that they dont plan to reopen, and this number will continue to increase as long as the shutdown increases. Many government agencies, task force, industries and organizations are working on recovery plans. People are coming up with ideas and strategies, but there is only so much we can do until we have a timetable and the conditions and how we can reopen. Today that east Bay Economic Alliance released a monthlong survey of businesses that still continue. More than half reported that they lost 60 of their revenue and for nearly 40 it was 80 or more. What about the survival of their businesses . As many as one third of businesses can only last two months before having to permanently close. It took us months, even years, to get back to employment levels after the Great Recession and this is far worse devastation than that. The damage done to bay area counties in the month of april wont be out until the middle of may. But make no mistake, experts say that the potential consequences of reopening too soon or even worse. When those new numbers come out we will tell you about them. I hate to deliver all this bad news but its better to know than not. A San Francisco supervisor has confirmed to ktvu that for residents at a assisted living facility in his district have died from the coronavirus. Christien kafton in the city tonight and frustration is growing over the situation at that nursing home. Reporter we reached out to the department of health trying to get Additional Information about those four people confirmed to have died at Central Gardens but so far have received little information. Central gardens convalescent hospital is the exact kind of facility officials have been most concerned about, a congregant living situation with a vulnerable population. The facility on ellis street in and franciscos Western Addition sits on dean prestons district. It is tragic, 4 deaths reported there, a total of 67 people are positive. Ktvu spoke with a certified nursing assistant on tuesday who said she hadnt heard of anyone dying but that it was scary at first and that patients who tested positive were separated from others. We have to keep all of our patients the security. Most of them are doing better, no cough or fever, hoping everything is okay. We try to do our best. The supervisor said he reached out to the state department of Public Health and San Franciscos Health Department and had a tough time getting any kind of timeline on when the patients died or any Additional Information about them. I wish i had a more thorough update that i could give you. We have been pounding on the virtual door of the department of Public Health to get more information and have been frustrated so far was not getting more. The supervisor says there are other Skilled Nursing facilities in his district and throughout the city and worries about the ongoing risk and says he needs more information. These folks need to be our top priority in terms of testing and prevention because we know that if they contract this virus a could well be deadly. Today we reached out to San Franciscos department of Public Health, the San Francisco public of health referred me to the state department of Public Health, they got back to me late this afternoon and said they were denying my request for an interview and had no Additional Information about a timeline or the identities of those who died or confirming whether or not an investigation is underway. They didnt want to talk to you, did they give a reason for why they dont want to do an interview, they are a public agency. The note was very short and to the point saying they were denying my request for an interview. They said they might have some Additional Information at a later date, but that date was not specified. The World Health Organization says its not a matter of if there will be another wave but how dangerous it could be. Starting friday at least six states will begin using restrictions, georgia, oklahoma and alaska will open select businesses while wisconsin and texas will allow for curbside pickup. We havent seen as many heart attacks or patients with appendicitis or strokes. Really this is a longterm complication. The World Health Organization says at least six coronavirus vaccines are already in human trials. There is more evidence tonight that far more people in new york have had the coronavirus than the number of confirmed lab tests. The new york governor said today that blood samples collected from about 3000 people show nearly 14 have developed antibodies to fight a coronavirus infection. In new york city the epicenter of the pandemic in the u. S. , 21 of the people tested had antibodies. That equates to 1. 8 Million People in the city alone testing positive. So far, 263,000 have tested positive in the entire state. It is still not known how much protection antibodies provide or how long that immunity might last. Joining us now to talk more about this study out of new york is a professor of Infectious Diseases at uc berkeley. Dr. , lets start with that antibody study out of new york, your reaction to that. Well i feel that, i dont want to say its surprising, but i think it probably is reasonable that that many people are positive. However, we need to be very cautious about how reliable the Antibody Test is. Certainly we have a very important in publication on where we go from here on the people who have shown to be positive. If we look at the results of that study, it showed or 2 tested positive which equates to 2 million infections, meaning that people have had the virus and recovered. Essentially, if that was accurate, what that not ring the death rate way down . You may guess, thats very good news compared to the study and what is really happening. Clearly, the fatality rate has dropped to maybe two in 1000 or three in 1000. Of course we prefer nobody died from the disease, but as a matter of finding out if really that many people have been positive, that means it has to be very consistent with what we have seen in the general population. Most people are asymptomatic, which means they were infected however they dont develop any symptoms. So that is a good sign but at the same time it really presents a challenge to our goal to test, or containing the disease. And as i mentioned before, i think that increased testing is very important, one of the most important factors to make sure whether we can open the economy and go back to normal life. So that will present so many pe tested positive. Dr. Liu before we let you go, we want to ask you, people are very anxious to find a vaccine, because that will be key to restarting the economy. There are reports that germany is working with the u. S. To start human trials on a treatment yesterday. Also American Companies like Johnson Johnson are partnering up to work on vaccines. What are you hearing, where do things stand in terms of where we are on all of that . I think clearly, one of the most important ways to contain the disease and prevent other people from being infected by this virus, i think at this moment the good news is that there is a lot of money and funding and effort put into the vaccine. I truly believe that vaccine will be developed. At the same time, what are we going to do in the absence of the vaccine. Again, the point i am trying to make, the keyword is containment. That is very important before the vaccine is available. We need to continue to do what we have been doing, social distancing, and make sure no other people can be infected, especially elderly people with underlying conditions, those are really the high risk people. These pictures are just a sample of what troopers are seeing. Over the last month 2493 people have gotten speeding tickets for going more than 100 miles an hour. That is up 87 from the same time last year. We talk about we made a stop for doing in excess of 80 miles per hour, and completing that enforcement stop and pulling back into traffic and another vehicle coming along passing me at an estimated hundred miles per hour. Meanwhile caltrans says that thanks to people sheltering in place, there are far fewer cars on the road. Traffic congestion is down 35 . People are taking advantage of that and driving much faster than typical of what is safe. Troopers say these speeds can be deadly, putting the driver and everyone else on the road at risk. It is completely avoidable and is really based on the choice somebody makes, the choice to drive recklessly in excess of the posted speed limit, then we will take appropriate enforcement action. Coming up next tonight, viewers who have recently lost their jobs tell us just how hard it has been to get a hold of the state deployment office. Plus a new look at where outbreaks are happening in china. What a study found when comparing outbreaks inside homes on public transit, or outside. There are new unemployment numbers tonight from the state, more than 533,000 people filed for unemployment in the past week. That is a 1000 increase from the same time last year. So far the edd says it processed 3. 2 million claims since the pandemic began. The state has also paid more than 3 billion in benefits to workers impacted by the virus. The Staggering Number of people filing jobless claims has made a serious logjam at the state capital. Political reporter greg lee joins us now. He took a closer look at all the frustrations and joins us with what is being done to fix them. Reporter we have received over the last month a countless number of phone calls, emails and even tweets from people sharing their personal stories of restoration when it comes to filing for unemployment. One man even telling us he called the edd 600 times in one day and still couldnt get through. We took those concerns to a state legislator to find out what is being done to fix it. Every day for the last month ebony has followed the same routine, wake up, call the state Employment Development department about her Unemployment Insurance. When i call, i use three phones to call them back to back to back, its like im calling a Radio Station trying to win concert tickets, and im not getting through. Ebony is just one of dozens of people who called or emailed ktvu frustrated with the slow process and the inability to reach anyone at edd. We are experiencing a large increase in call volumes. They say there are certain questions that can only be answered on phone and after filing in march ebony still has not seen any money. I had to money from my sister so i can get gas, so i can get my kids to a safe environment. The kids, the people who are a week or two behind me, good luck. They have to send out 700,000 cards, how do you do that . Skip Just Got Paid after a month of waiting, in response to the staggering volume, the edd moved more than 1300 employees to answer phones and process claims. Last week Governor Newsom is the extension of phone center hours, still, problems persist. The California Labor secretary Hilda Facebook live on monday, responding to several frustrated people. What are some of the things that you and your constituents or peers at the legislature can offensively do if we continue to see some of these slowdowns, or have you explored some of those options . We will make changes and adjustments as necessary to meet the demand and certainly make sure people are not unnecessarily waiting for those allimportant checks. Worker advocacy groups also received a surgeon calls, their advice is to apply online. If you cant, be patient, persistent and make sure you keep track of everything. To really document their attempts of trying to get through if they havent been able to, absolutely that would be considered good cause and there claims should be backdated. When they eventually get through and get their monies, it should be retroactive. We still have to pay bills, we still have to survive and live life. They are not being completely empathetic to our situation. That system is expecting another surge starting on april 28, thats when independent contractors can begin applying for pandemic unemployment assistance. Greg, you showed us how frustrating it is for people who are calling and calling and not getting through, what are some of the other problems or troubles people are having trying to get a hold of someone to help them with their claims . One of the things we are hearing a lot is the weight the money goes out is of bank of america refillabdet rd. People have had issues dealing with that as you can imagine, the call volume has been high with bank of america so they have had issues in their call center as well. As well as folks dealing with an overpayment penalty, reading theyve been on Unemployment Insurance before and maybe they got paid for a week they actually worked and consequently they are having to sit in the penalty box and having to wait 5 to 13 weeks to get their money which many say they cant afford to do right now. Every day we are learning more about the coronavirus, including the impact in certain populations and how the virus spreads. Figuring that out and what locations put people most at risk will be crucial as cities and states begin to reopen. Today the former commissioner of the fda tweeted out a link to a new study out of china. He wrote a study of 318 outbreaks in china found transmission occurred outdoors in only one. Most occurred in homes or public transport. Raises the key chance for states to move services outdoors. Religious, gym classes, restaurants, etc. Joining us to talk more about the findings is the former hss chief medical officer. Lets break this down, again the study involved a little more than 300 outbreaks involving about 1200 cases in 120 districts of china. Before we talk specifically about the findings, i feel like i have to ask this question. Can we trust this study given that its coming out of china . Well, first of all, this study has not been Peer Reviewed which is the normal process. But if we take it at face value because it came out of the first country to really have to deal with this epidemic, it really is a retrospective study that went back to the public Health Departments in those municipalities and actually called case reports of people who were confirmed to have that virus. In essence, taking it at face value, eight found and defined what a viral outbreak was which is three or more cases. And it found that over 50 of the outbreaks were in that category, only 26 percent were former cases, with 4 of 10 or more cases. So most of the outbreaks came from homes or public transit. When we talk specifically about homes, what does that tell you, how can we better detect ourselves inside our homes . That is a great question. Just a review for viewership, the purpose of the study was to look at how the outbreaks occurred, and just like you said, 80 of those cases of those 320 outbreaks were found to happen in the home. They also looked at other categories, transportation, which constituted one third of the outbreak cases. They also looked at food, entertainment, and other measures. So the vast majority were in homes, and to your question, how do you protect yourself, because it is clear that the outbreaks were happening by large majority in the home, so it really is something we need to be aware of in terms of when you are in a healthy household or a household that does not have the virus, how do you avoid going outdoors to public spaces and not bringing in the virus. And of course always being aware to not give the virus. And so thats why they were intended to originally not to spread the virus, and that still applies today. When you leave the home, you still want to be aware of hand sanitizing after touching public surfaces. Avoid touching your face, specifically the nose and mouth. And then to try to keep a social distance to get a decrease in that risk of respiratory droplets. Thats how you can ensure you dont give it or get it. And when you get home, be aware of the same thing, and especially being very mindful of those in your household who may have vulnerabilities. All right dr.
