Members of the house of representatives are going back to washington to vote on a new Economic Relief bill. The money will replenish the fund to help Small Businesses. Reporter President Trump tweeting that states are safely coming back and the country is starting to open for business. Thats ney could be soon rollin to help businesses stay afloat. The 484 billion relief package was passed tuesday night. 321billion goes to the paycheck protection program, 60 billion in economic loans and grants, 75 billion for health care facilities, and 25 billion for national testing. Its a compromise bill. Republicans want more money for Small Businesses. What we did was put additional money into the paycheck protection program, the program to allow Small Businesses to borrow money and keep people on the payroll. This is very positive, and recognizes the need testing and for us to document how this terrible pandemic is affecting different communities. If you do not test, you cannot possibly know the size of the challenge. Reporter the House Rules Committee is scheduled to meet on wednesday night on a resolution that would allow members to vote remotely during the pandemic. At least six members of congress have tested positive for the coronavirus. Today Governor Newsom is expected to give more information on the states plan to lift the current shelterin place orders. The state outlines six factors to determine when it will be safe enough to ease the restrictions. The governor is speaking at noon today and of course well bring it to you live. He will talk about the progress toward expanding testing and tracking covid19. The governor hasnt given a specific date for when shelter inplace orders could be lifted but it could vary for different parts of california. Again, well bring that to you live here on ktvu fox 2. 1300 people have died from the coronavirus so far in our state. There are 6700 confirmed cases in the bay area and 218 people have died. Santa clara county remains the bay areas hardest hit county, approaching 2,000 confirmed coronavirus cases. Lets talk about the impact many people are seeing when it comes to conducting essential business. Most of the bay area is now being told to wear a face mask when out in public. Lets bring in Sara Zendehnam to explain the rundown of where you now need to wear a mask. Reporter good morning. Ive gotten some feedback on social media. A lot of people are worried because they say they cant find masks. Im here to tell you its okay. The masks dont have to be medical grade. They can be made out of any kind of fabric, a tshirt or bandanna, just something to cover your face. There are six bay area counties where you have to cover your face if you go outside. The mandatory mask orders in san mateo, france, contra costa, marin and Alameda County are in force starting today, and Sonoma County went into effect last week. You dont have to wear a mask in your car, house or exercising outside. You need to cover it when you go to an essential business, waiting on public transportation, if you go to the doctor or if youre at work. If you dont, you could be turned away at the door, fined or worse. Wearing a mask can help slow the spread of the coronavirus but just because you cover your face doesnt mean you can get close to people. Still maintain social distancing at essential places. We have heard from some people on their thoughts on the orders. How did you get the masks . Were they donated . We purchased them. My brother owned the shop. Its not just the Conference Call or doing what its time, and its communicating with the other 31 teams in the National Football league with discussions around the trades and those things. I think the nfl has done a good job, no different than your business. We have been in planning mode for a while now. When it goes live and you have the telecast on, it will be fascinating to see. Honestly we are excited about it. We are being optimistic. We have a tremendous team here, in the backyard of the greatest Technology Companies in the world, and they have been able to prop us up. When the commissioner says the 49ers are on the clock, al, theres a lot of talk about getting someone to beef up the offensive line, maybe a wide receiver out there. Can you give us any insight into who the 49ers may draft there . Ill have to keep that one under the vest there. But we are excited because we have two picks in the first round. We had a tremendous year on and off the field and we are proud of what the team did. We are looking forward to getting back on the field when that time is right. We have a number of starters returning and a very young team right now. Obviously this draft gives us an opportunity to add a bunch of other young talented players to the alreadytalented roster. The true answer is we dont know. Ill lean on the local and state officials here. Since traffic is light, its not as big of a slowdown as it would be when traffic levels were normal. Keeping those safe on the road while trying to limit the spread of the coronavirus. We are talking about the pandemic and how Police Officers are keeping their teams safe. Sean, how are you keeping officers safe during the coronavirus pandemic . You know, at this point what we have been doing is ramping up our cleaning efforts at our offices, all the area offices. They have been sterilized and cleaned. We are practicing social distancing as much as we possibly can, and we are continuing to wash our hands and follow the cdc guidelines, you know, to the tee, as much as we possibly can. So you know, i think people have the idea that chp officers are not pulling people over because theyre afraid of getting infected. Some people are driving really fast like, im not going to be pulled over. I might cough on them. It sounds silly, but people are driving so fast. Youre handing out citations, right . Thats correct. We are still taking enforcement action, you know, for violators of the law. If youre going at a high rate of speed on the highway, you can still get stopped by chp. If you think that you can drive recklessly or drive drunk and that we wont take enforcement action, that is not correct. So why do you think people are driving so fast . I got on the road the other day and was driving in a lane and people were tailgating, passing me, going really fast. It is definitely noticeable. What do you think is going on there . I would say with the reduced amount of commute traffic, people want to drive faster. When traffic is light, you think, you know, its time to go fast and get to the location quicker than you usually would. However, the traffic lighter and the roads become a little more dangerous. I think people need to realize the laws are still in effect and we are enforcing them. When you drive very fast, it increases the danger and potential to get into an accident. Even though the traffic is light, we want you to obey the speed limit and the laws on the roadways, because it will keep yourself safe and limit your exposure. If youre involved in an accident, you could be required to get out of the car and contact us an other members of the public at that point. With that said, if they pull someone over, are they Wearing Masks . How do they keep from walking up to the car and coming into contact . Obviously if we make an enforcement stop, we are going to have to contact that driver. We are required to identify that driver and issue them a citation for the violation. At this point the chp, its the individual officers discretion whether to wear a mask or not. We take officer safety very seriously, and we take exposure to the virus very seriously as well. In that case, if an officer made a traffic stop, they do everything they can to keep themse safe and the violator while minimizing the exposure to the best of their abilities. Drone strike that killed an iranian general. Across the u. S. , several state officials are planning the gradual reopening of their economies as concerns grow over a possible second coronavirus wave. Reporter there are more than 800,000 coronavirus cases in the u. S. , making it the hardest hit country worldwide. Even as cases increase, there are calls for an end to stayat home policies. Several states have plans for a gradual reopening in the coming days, including georgia and tennessee. There are a lot of civil repercussions of that. Reporter governors on the west and east coast are coordinating with surrounding states but Southern States are mostly going it alone when deciding whether to reopen. New developments like a recently approved athome diagnostic test could make testing more widely available. A person at home does the swab in the nose, puts it in salt water, then overnights it back to the lab for the results, for the tests to be performed. Reporter as states ease stayathome restrictions, there are concerns about another wave of the virus. The director of the centers for Disease Control and prevention warns of a second deadlier wave of covid19 cases in the winter, possibly coinciding with the start of flu season. The cdc director is strongly recommending americans get flu shots when they become available to preserve Hospital Capacity during the busy winter months. The city of oakland announced yesterday its providing energy grants to 90 low income Small Businesses in oakland to help them get through the pandemic. The money comes from private donations to the Oakland Covid 19 relief fund. More than 900 businesses applied for the 90 available grants. Taking a look at the markets right now, dow jones and s p as well as the nasdaq all up about 2 . Still a lot of anxiety about there because of the pandemic we are experiencing. Thousands of americans are worrying about how to put food on the table day after day. Overall real quick here, is the economy in a spot today than we were two weeks ago . No. We told everybody to stay home. Its a dramatic event, millions out of work. Its definitely a severe problem but help is on the way with direct payments being made to individuals, businesses applying for small loans. Its going affect all the Small Businesses and we need to support them until we can get people back to work. It is very hard to find positive news out of the economy day after day. Exactly. When it comes to the paycheck protection program, its designed to rescue Small Businesses. The knock was that big businot a grant, and thats what Small Businesses need, grants. What else can be done . First of all, the people that got the loans initially are those businesses that had advocates, loan brokers, people helping them. These are the larger Small Businesses. Then you have the tiny guys that have no advocate. All of a sudden you have to apply, didnt even know how to apply. A lot of people were shut out. This money is a loan but it can be forgiven if used for the true purposes of this loan. It could be a real value add for those businesses. The problem is a lot of Small Businesses dont have the Banking Health to get that implemented. Lets talk about mortgages real quick. For people struggling to pay that mortgage and i know a number of banks said, well give you 60 or maybe 90 days but if they dont pay, does the credit get hit . If somebody misses a loan payment, they will get a ding on their credit report, lowing the score by about 110 points. Lets back up a little bit. If somebody doesnt think they can make the payment, go to the lender immediately and talk to a person there. The government has really encouraged banks to be forgiving and come up with some programs. 50 of the loans out there are federal loans. Anybody under those payments can get forbearance on their loans, forgiveness for a year, then they have to start making payments. People have to be proactive in this environment, fight for their rights and go in and talk to their lenders before they are late on a payment. Theres a bill right now that will give forbearance for four months. Thats not been approved yet but it will be because this is nobodys fault this happened. In 2008 people were required to have a lot more credibility. But i think there will be federal help so credit reports dont get the ding. I need a yes or no on this one, but back in 2008, sometimes banks froze that line of credit. So is there a possibility banks would freeze their lines of credit and should they put that maybe in a savings account . Its the home equity line and its important that you dont have more debt than equity. For example, if you have 70 debt and 30 equity, thats about as high as you want to go on debt. If the market does decline and prices come down, your debt becomes higher to the equity. Some people had 100 debt to equity and a lot of these were stopped. If people are keeping the right ratio, its likely the equity lines will open up. I dont encourage anybody to take out a lot of money because you have to pay for that. Long road ahead. Thank you and be safe. Thank you. Starting today, much of the bay area will begin enforcing mandatory Face Covering orders, including San Francisco, san mateo, contra costa, and marin counties. A similar order took effect in Sonoma County on friday. Enforcement was delayed until today to give people time to find or make masks. People must cover their face inside essential businesses like the grocery store, as well as riding public transit. Violators could be fined. Wearing a Face Covering is recommended but not required if youre running or doing another physical activity. Youll need to wear a mask to ride a bart train or get in the station. Allie rasmus has more. Reporter this is in addition to the public orders. Transit agencies have their own rules about Face Coverings and they actually want people in the parking lots as well to use the masks or Face Coverings. Starting today, they will begin enforcing this. Riders are already doing this but the agency is making it official, all passengers must cover their faces to prevent the spread of the coronavirus. Any Face Covering will do, a cloth mask, bandanna, even a scarf over the mouth and nose. Police will be outside to remind people about it, and if someone refuses to use a Face Covering, they could be denied entry into one of the stations. The officers say their goal is to provide masks to people and passengers if they show up without their own. We want to get to the point where officers are carrying extras so if someone doesnt have one, they can give it to them. But they are a hot commodity right now and we are waiting on more. The agency ordered about 300,000 masks and that shipment has not arrived yet. Many will go to employees and frontline workers, plus extras to give to riders there. And other transit agencies are enforcing the rules on Face Coverings today. You go out to an essential business or take public transportation, youre required to cover your face. And why San Francisco city leaders are preparing for election day even though its more than six months away. The San Francisco giants have laid off 1200 members of their staff. The Team Spokesperson says the employees were notified when the season was postponed and will get supplemental payments from the giants in addition to unemployment. Election day is still more than six months away but San Francisco officials are looking at different ways people can vote amid the pandemic. City leaders are asking to have to vote by mail, citing problems with wisconsins voting earlier this month. They have spent two weeks mobilizing for the general election. We are still considering how we can run an election using polling places where we can provide social distancing to the voters and poll workers. We are also planning for an all vote by mail election. The citys Election Department is looking for a directive from the Governors Office in early may unless city leaders act before then. The World Food Program is warning the coronavirus pandemic will lead to twice as many people experiencing hunger this year compared to last. Its part of the un and says more than 265 Million People in low and middle Income Countries could face starvation by the end of the year, twice as many as last year. The program says the virus is making situations worse in many countries. In my conversations with World Leaders over the past many months, before the coronavirus even became an issue, i was saying 2020 would be facing the worst humanitarian crisis since world war ii for a variety of reasons. Global donors have pledged only a quarter of the 2 billion needed to respond to the coronavirus pandemic. Meals on wheels is working around the clock to help up those who have trouble securing stable access to food. This morning volunteers were packing healthy meals for at risk older adults and those experiencing Food Insecurity in San Francisco. The santa barbrabased cake farms is donating to meals on wheels. Whats nice about it, its a complete meal, healthy and organic, and can help boost immune health, which is important right now. Many of our clients live alone, about 70 . That isolation really impacts their health. The wait has swelled during the epidemic but the San Francisco chapter says they are delivering 10,000 meals a day, about 3,000 more than normal. Health care workers at a Bay Area Hospital received a heros welcome this morning. First responders were lined up outside the sutter Hills Medical Center cheering on workers during the shift change. Doctors and administrators also took part in the efforts to show their appreciation. Its difficult at times. Its wonderful to have all the Law Enforcement, fire out here. All the doctors and nurses and staff, awesome to be here this morning. The Central County Fire Department and several Law Enforcement agencies partnered with the hospital and champions child care to thank those medical workers for everybody they have been doing. Right now high schools and colleges across the country are trying to figure out how to handle grades. So many students are doing Distance Learning and staying at home for all those classes. Ktvus pam cook spoke with a superintendent in the bay area scheduled to meet with students, parents and teachers this week about this very issue regarding grades. Reporter now that Distance Learning is up and running, the big debate is grades, particularly for High School Students working hard for that good gpa. How do you make things fair for everyone . We want to do the best for all of our kids. Its hard to know what that is right now. Reporter the superintendent for the San Rafael School district in marin county is trying to balance whats right for the kids who dont have internet access, and those whose parents are out of work and struggling, with those who do have resources and are working hard to improve their grades. You dont want to penalize anybody or reward students that can get the better grades. We are weighing both options right now. Students, parents and teachers weigh in this week during discussions with the superintendent and school board. Many hope for options because one system wont work for everyone. You can choose to go credit or no credit, or take the grade youre going to get. Its a combination of the third and fourth quarters. The superintendent expects a decision possibly as early as next week. Juniors in high school, remember that year . Its big as they are trying to get into colleges and they are anxious to hear about how colleges will be handling this situation regarding grades. That year is stressful even with nothing going wrong. Today is earth day as the country battles the coronavirus pandemic. Oakland just relocated a solar powered electric vehicle and Energy Charging system to a covid19 test site to provide backup power for the facility. Its an example of the citys commitment to stainability, by using equipment for a number of purposes. This is a selfcontained electric vehicle charging station, totally powered by solar. So its green, sustainable, and most importantly, portable. Thats why we have it here at the test station today. The units fit inside a single parking spot and follow the sun throughout the day, storing energy on board to be used at any time. The bay areas steves candies is resuming operations. The company is starting up again in San Francisco, saying they have reconfigured how to make and sell candy. Right now only a limited number of stores are open and they are taking orders by phone with outside pickup, including the north san josi and petaluma locations. Website sales will also resume again soon. Thrift stores are asking people to hold onto their donations for the time being. Nonprofits like goodwill are telling others people are using the time to clear out the attics and garages, then dropping off items at Thrift Stores which are closed. They are forced to send workers to each store to pick up the donations and sometimes scavengers arrive first to find rummage through the donations. Truck drivers are doing everything to help during the shutdown. Almost everything from tools to toilet paper is on a truck before it hits the store shelves. Its harder now that states are closing truck stops and there are not enough restaurants open. Drivethroughs are not a possibility for big rigs. Most truckers say they are happy to do what it takes to keep america rolling. Authorities in San Mateo County are reminding people not to visit beaches or parks there if they dont live nearby. Deputies issued nearly 300 citations last weekend to people violating shelterin place restrictions. The Pacifica Police department issued more than 400. Only locals can enjoy the parks and beaches under shelterin place orders. Police say they found people traveling from as far away as sacramento. We found and Alarming Number of those folks had in fact traveled more than five miles to come to those beaches and hiking trails. Officers are only issuing warning citations for now but say in the future it could be fines of up to 1,000. We have been showing you scenes from around the world as everyone stays inside. Animals are increasingly venturing outside their normal confines. Environmentalists say this shows the resilience of nature. Now people being allowed to visit the nonprofit groups worry they wont have enough funds to continue operating. A biologist found a jelly fish swimming through the canals of venice.
