There are now 67 confirmed cases at Center Gardens convalescent hospital near st. Marys cathedral. The city learned of the first cases last month. 39 residents and 28 step errors have tested positive. Weeks spoke to a staff member at the facility and says it was scary at first. Those patients who tested positive for the virus have been separated from the others now. Now almost everybody is okay, no fever oxygen and everything is fine. These facilities are under the supervision of the state which is also overseeing testing and treatment at central gardens. So far no deaths have been reported. California continues to see an increase in the number of coronavirus cases and deaths. 60 people died yesterday in california bringing the number of deaths to 1282. There are now over 35,000 cases of coronavirus in california and the number of people in hospitals and intensive care units is also up from yesterday. Governor newsom gave an update during his Daily Briefing today. He also said that hospitalizations are happening throughout the state and that some of the most challenging areas are rural communities, particularly when it comes to Skilled Nursing facilities and Senior Living homes. When you look at the 16 counties most impacted through the hospitalization rates, they are not just los angeles county, and santa clara county. They include fresno county, they include kern, they include san joaquin, san bernardino, they include orange and riverside, san diego. Its a way of emphasizing this covid19 and hospitalizations, covid19 in total number of positives impact the entire state of california. Governor newsom also said that tomorrow he plans to release the states guidelines for easing stay at home orders in phases. Two big developments from washington involving the coronavirus. The senate late this afternoon passed a nearly 500 billion relief bill, most of it going to loans for Small Businesses every day now goes to the house on thursday for a vote following that the president is expected to sign it. Also late this afternoon the director of the cdc told the Washington Post that we may face a second wave of the coronavirus this winter that would be even worse than what we are dealing with right now. In the meantime, Jonathan Serrie tells us that protests continue to reopen the country. Reporter hundreds of protesters are flooding streets across the country, calling for an end to the state on policies. Folks in North Carolina and texas are among those asking leaders to lift restrictions and reopen the economy. It was probably a good decision at the time but now its clear it was a mistake it time to flip the switch. Some officials are already starting to ease restrictions. Georgia is opening select businesses on friday requiring folks to adhere to social distancing guidelines. Tennessee, South Carolina and texas also have plans to allow more people to get back to work. But others say they need to see more progress before making a decision. We paid a tremendous price to get where we are today. You showed you can control the beast. Do no harm, dont go backwards. Health officials warned that a quick reopening could lead to another wave of infections. They say some people can carry the virus without showing symptoms. In los angeles and Antibody Test to study conducted by ufc shows infection rates can be 40 times higher than the number of confirmed cases. Widespread testing would be key to containing the virus. The fda has authorized an at home diagnostic test that could be available within the next few weeks. More turbulence for the u. S. Oil industry after going negative for the first time in history. Gas prices continue to decline around the country and here in the bay area. We found regular unleaded selling for less than two dollars a gallon at two gas stations. One year ago wrestling cost about four dollars per gallon. Today aaa says the average is 2. 80. The continued collapse of oil prices pushed stocks lower on wall street. So those oil prices recovered slightly after dropping into negative territory for the First Time Ever yesterday. The president of the Petroleum Association said i am living a nightmare. So are we looking at a lot of people losing their jobs and how important is the oil industry to our overall economy . The oil industry is huge and a lot of people will lose their jobs. Its a very difficult situation. What you have is in the oil industry you have the very large mega cap corporations like chevron and exxon mobil. It will be tough but they will make it. In fact today where we have that dow, s p and nasdaq all down, exxon mobil and chevron will go down but not as much is the major industries. The small public it will be very tough but a little lower than that and look at the independent gas and oil companies, there is a prediction that maybe 90 percent of those will go bankrupt. Like today the u. S. Senate passed it nearly 500 billion relief bill with more than 300 billion going to help Small Businesses, how much of a difference do you think this will make, and do you think we will need even more relief bills like this one . Its hard to tell, but it was good to see that 310 million of the 500 billion passed by the senate will pass in the house on thursday, was for the payroll protection program. That seems to be a very well thought out program that will help a lot of people. Is it going to be enough . We just dont know because we dont know when this will reopen. The economy is suffering from a virus induced recession, no doubt about it. It was great going in but its being crippled now and its just a matter of when can we get going. The fact of the matter is that we can get going with confidence until there is a vaccine. Its a very difficult situation. And as to your earlier question, a lot of businesses depend on the oil industry and the aircraft industry. Theres a lot of businesses that are interrelated across the economy, and we are all suffering, no question about it. You are absolutely right, and there will be hard choices that need to be made. Unfortunately, our political system, is based on politics and it seems to move from crisis to crisis. Wall street was down a lot again today, can we expect these kind of large swings now for the foreseeable future . I hope not, but lets think about what happened. Starting about the second week of february, february 12 or 13th, the market started its decline. By the time it reached the intermediate low on march 23, the dow had lost over 10,000 points. Even with the closing down today, we are back up about 4500 points. So we recouped about 50 of that, what i would call a panic selloff. Again, this rally, all the rallies we will have between now and the end of this terrible situation will be dependent on a virus when we know the bedtimes are behind us. It will not be panic selling anymore and it will be bumping, but as mr. Powell said, the head chairman, is that the economy was in good shape when we started and we will be in good shape when we come out. It will be bumpy and it will be tough. Com s election day 2020 is six months away, but San Francisco is already preparing for what may be an National Election in the midst of a Global PandemicChristien Kafton joins us live in San Francisco where city leaders want everyone to vote by mail. Reporter city leaders are looking at the situation like we saw in wisconsin and they want to avoid that type of situation where voters have to make a hard choice between the right to vote and their health. They traditionally vote for president the second tuesday november but what may be different is how people cast a ballot. The chair of San Franciscos Democratic Party sent a letter to city leaders asking them to have the city vote by mail. He watched voters go to to the polls in that wisconsin primary earlier this month and said San Francisco has to do better. To really effectuate and all vote by mail process, it takes a lot of time. So we need to start thinking about how to do that, now. So we dont put our residents, our San Francisco voters, in the position of having to choose between their health and the right to vote. As it happens, the city director of election said his department has spent the last two weeks mobilizing, to prepare for the general election. We are still considering how we can rent these polling places where we can provide social distancing to the voters and the pole workers. But simultaneously also planning for and all vote by mail election. The Mayors Office released a statement saying we are focused on ensuring access of voting to everyone and will explore all options. Matt haney and Hillary Ronin are not waiting. At tuesdays abortive supervisor meeting they are pitching their legislation which would still allow some polling places for people to vote but would require the city to expand vote by mail to include everyone. We dont want to have to force people to worry about if they are registered the right way or sign up for vote by mail. They should get that ballot directly either way and they should be able to send it into vote. We dont want people to have to line up. The Elections Department has already designed envelopes for november so they can put them directly in with their suppliers if they need to and they can do it early if its caught up. They are waiting for a directive from the Governors Office on how to proceed, that is expected in early may unless city leaders have a directive before then. We will all have to get used to changes moving forward. Heart is requiring all passengers to wear a face mask. Starting tomorrow all riders will have to cover their mouths and noses while on trains or insight stations. Bart also says you can use nonmedical masks if you want like bandannas or scarves. Most bart riders have already been wearing something over their face while riding. Police will be reminding riders that they have to wear a mask and if they refuse they will be asked to leave. If they dont leave, they can then face misdemeanor charges. There may not be they economic rosie the riveter but a group of girls is taking part against the coronavirus. Rob roth talk to some of those teenagers today about why its so important for them to help. Reporter here at the girls garage in berkeley, these young women have joined a battle against the pandemic. Im not on the front lines but i can help those in need. Select a 17yearold junior at El Cerrito High School is part of a team of female teens making these shields to help keep safe the doctors, nurses and other First Responders who may come in contact with covid 19 patients. Sometimes it feels like you dont have a lot of power and it can be really scary in certain situations. But there are small things you can do that can have an impact. The girls garage turns out about 100 face shields a day, 1000 since they started making them. The desperately needed shields have been going to hospitals and care centers here in the bay area and also to those in new york and new jersey. The shields start with a baseball cap. The past plastic shield gets bent and then they are attached using pliers. All the while the teams practice social distancing. Its a place where girls age 9 to 18 can learn to work with their hands and use of power tools, skills often associated more with boys and men. Now theyve enlisted in the battle of a lifetime. Im super happy that the group of girls that are part of girls garage get to continue making, building and doing so u the city around my house gets me really antsy. Eliana says she has tests coming up yet its also important for her to be here, too. So many people are trying to do all they can to fight the coronavirus. So being able to get a handson activity to help is really gratifying. The girls from girls garage essay years from now when they look back on this they will see this as a time when they learned about themselves, the world, and how to make a pretty good face shields. And effort is underway in oakland to raise money for a really fun out multiple students and families who were impacted by the coronavirus crisis. So far the Oakland Unified School district, the city of oakland and the Oakland Public Education Fund have raised more than 1 1 2 Million Dollars for this effort. The goal now is to raise another 2. 5 million because they say they need in oakland continues to grow. Donating to the oakland fund is one of the best and most informed ways to give direct aid to the families that need it the most. That might not feel comfortable coming to government programs, but will be comfortable telling their teachers, principals, who they trust. The funds raised are being used to provide food and cash assistance for families as well as laptops and Internet Access for high school students. Also missed a major celebration of his grandfathers birthday last week with information coming out of north korea notoriously being unreliable. Kims father died in 2011 and the Intelligence Agency didnt know about it until days later. They said theyre working hard to get information about kims condition. A man with a knife got into a confrontation with the San Francisco police this morning and then ran inside light a Memorial Church where he barricaded himself inside. That standoff with police is still going on at this hour. Henry lee joins us now with the latest from on the scene. Reporter San Francisco police have been unseen since this morning and just a second ago i got a confirmation that the standoff is still ongoing that has sporadic communication with the suspect. Patrol officers have blocked the area to try to get him to surrender. He began at about 6 30 this morning when San Francisco police were called about a man with a weapon near the pier hotel in the tenderloin. We received street. Officers found the suspect and there was some sort of capitation. During that contact an officer involved shooting occurred. At least one officer opened fire. They will not say what led up to the shooting and its unclear if the suspect was hit. Its unknown at this time if the suspect has any injuries. The suspect ran around the corner and barricaded himself inside glide church. It had already closed its dining room because of the coronavirus pandemic. The squat team and negotiators came to the scene to try to get him to surrender. We are in communication with the subject. Our Tactical Team as well as our crisis and hostage negotiation teams are on scene. Lycie they are hoping for a peaceful ending to the standoff. We are prepared to have this and at any time. We are also prepared to stay here for as long as it takes to create the best outcome and resolution. At this point we dont have the suspects name or any more information about him. A mobile testing clinic in the bay area has tested some 650 bay area residents so far for the coronavirus. Today the Carbon Health mobile clinic is an pleasanton and will only be there until 6 tonight offering tests for First Responders, essential workers and those who are symptomatic. In some cases the clinic also allows for those who may not qualify elsewhere to be tested for the virus. I take care of elderly, a 97yearold mother who was in and assisted living place where half of the people got covid19. Tomorrow the mobile clinic will be at stones town galleria in San Francisco. Appointments for the clinic can be booked online. Tests though are not free, you need to check with your Insurance Company to see if they are covered by your provider. Today the u. S. Senate approved a new round of coronavirus aid for Small Businesses. The nearly 500 billion bill that democrats have pushed for, including 75 billion for hospitals and 25 billion for Virus Testing and contact treatment. 310 billion will go to replenish the Paycheck Protection Program for struggling businesses. That program ran out of funding last week. This also gives us 50 billion for disaster loans, that will allow the sba to make 300 billion of disaster loans, all for Small Businesses. President trump said he would sign the bill, members of the house of representatives are being asked to fly back to washington to vote on the measure on thursday. A few states are moving toward reopening select businesses. The governor of georgia announced plans to reopen gems, hair salons and tattoo parlors beginning on friday. South carolina has already begun to reopen most retail stores. The state is also easing restrictions on Public Access to beaches. In texas, state representatives say they are planning a gradual reopening for next week. The degree in which people are complying has been remarkable. But, that is being strained right now. I hear it every day. Tennessee also plans to end their stayathome order next week. For more now the numbers to stop the spread of the coronavirus, the former fema president ial appointee mark neveau joins us now. Mark, lets begin with hotspots. As some states begin to ease restrictions, where are we seeing the most cases of covid 19 right now . Hi julie and frank. You know what is sad about this, certainly the whole pandemic is very sad, from that standpoint. But its even more sad as we start to look across the country at areas that are starting to have hotspots or more diagnosed cases. Typically that is communities of color. For instance when we take a look at atlanta, fulton county, go down to tribal reservation in arizona, so we are starting to see this terrible illness spread into areas that probably could least afford it from a medical standpoint and certainly a health standpoint. Its become the new normal almost everywhere we go. People are wearing facemasks or are being encouraged to wear one. Is that just something we will have to get used to as we move forward through all of this . Certainly for a period of time. We started at about 30 over the weekend and that has risen for those who are using some sort of facial coverage out and about. When it comes to testing, we are hearing all different kinds of ways that testing is being conducted. Where do things stand on that aspect, can people now test themselves . Well, what we know is the fda has about 140 Different Companies for tests that are being offered on the market. Only four of those tests actually have fda approval. The other ones are operating under guidelines. Meaning they are self validating that the test is good. So testing will be key. Its certainly the wild west of testing. For california, that we will hear tomorrow is at the governor will announce a program with surgical precision as to where this test will take place. Congregant settings, areas where you see hotspots, things of that nature. Those tests are covered by medicare and medical, so people dont have to worry about it read but they are trying to get tests to those areas where they see the largest number of cases. That leads to the next part, once they do the test, they want to do contacted tracing, find out who those people have interacted with, and be able to isolate them. All with the intent of trying to open up the country and certainly california, at some point. Lets talk about personal protective gear, there is still a massive need for that. Is china still supplying things like that to the United States . They are. They certainly are. Before the whole pandemic took place, they produced about 80 of all ppe throughout the world. When the pandemic hit in china they ramped up 12 fold in terms of the daily output for items, gowns, masks, gloves, n95 masks, and they held onto the upper for a period of time. So that created a surplus in the country. Theyve been able to ramp up reduction, they are not using as much, so we see some alleviation of the shortage throughout the country. Here in california the governor being able to negotiate the billiondollar deal, so for our state, we are in pretty good shape. Other parts of the country are still feeling shortages though. It will be a need for quite some time. It would be nice if we could start producing and manufacturing more of that here in america. With so few cars on the roads, the bay areas aging infrastructure is getting some much needed repairs. And flames shoot into the sky early this morning as a fire rips through parts of an east bay church. This is not the first time the church has burned. To poli has agreed to pay a record 25 million fine over tainted food allegations. The company was accusing federal court of serving bad food to customers, sickening more than 1100 people between 2015 and 2018. Prosecutors said to poli failed to ensure its workers both understood and complied with the food safety protocols. To poli said it will continue to improve food safety practices. That settlement is the largest fine imposed in a food safety case. Firefighters from several apartments battled a fire in richmond. This is not the first time this Historic Building has caught fire. Reporter 4 oclock this morning firefighters worked to put out the flames shooting from the roof of the Bethel Temple church in richmond. No one was inside the building when the fire broke out and no one was hurt. But the damage to the nearly 100yearold building was clear since flames tore keeping holes in the roof. Damage is pretty bad, the back of the church, there is a lot of damage to our dining hall area. We have another small church in the back, along with offices, and upstairs it looks like its burned down. The pastor said the building smoke alarms worked, he got a call about the fire and rush to survey the damage. This church has been here since the 30s, there used to be an old Movie Theater in the front. We remodeled the front part of the church but the back part is probably still original. Weve had a fire here before, about 12 or 15 years ago. Similar results in what is now a very different time. Since the stayathome orders went into effect, none of the congregation has gathered here. Services and sunday School Sessions are now all online. He does not know how the fire may have started, the cause is under investigation. People having to stay home and not drive on bay area roads and freeways is having a Positive Side effect. The shelter in place order has dramatically cut traffic across the bay area. Several agencies are now taking the rare opportunity to fast track some key projects on our aging roads. Reporter in downtown san jose, these are the signs of the times. Closed businesses with no known into the current shelter in place. But for caltrans crews putting this one on highway 17, the work continues. Since the shelter in place, one of the most noticeable changes in the bay area is on the road. This is completely unprecedented to have such an enormous drop in travel. Judd goodwin with the metropolitan Transportation Commission said bridge traffic started dropping in early march but even further when the shelter in place order went into effect. The bay bridge monday through friday traffic essentially is down 50 from the 2019 level. For example, the bay bridge which recorded 135,000 vehicles a year ago sought 71,000 this past thursday, 47 drop. And the dumbarton bridge recorded 13,000, a 67 drop. The reduction means mtc has expedited its improvement projects, now already several weeks ahead of schedule. I would sum it up as of very small Silver Lining for the dark cloud of this pandemic. Caltrans also said its taking advantage of the unprecedented traffic reduction and expediting an unspecified number of projects including moving up the highway overpass on highway 101 to start this week, three months ahead of schedule. We will be able to do very impactful project a lot sooner than we thought we would be able to. We would also be able to do it faster. Speaking of faster, watch the red tesla our camera captured, it highlights one of caltrans additional concerns right now. Because there is less traffic, we do see speed increasing, and we heard from the chp that its big concern. One transportation official told us that dramatic drop in traffic speaks to the spirit of bay area for reducing nonessential travel and for that people should be commended. Maureen naylor, ktvu fox 2 news. Poison control agents say they see an increase in the number of calls from people that are worried about chemical and thenar exposures. They received 20 more calls for exposures to cleaners and a 70 increase for those exposed to disinfectants. Bleach is accounted for the most amount of calls. A lot of californians who have been laid off because of the pandemic say they still cant get through to the appointment Development Department to file for an appointment insurance. They say theyve trained hundreds of employees from within the department and from other agencies to help process the claims, but one woman says she called 375 times in four hours, and still was not able to finish her claim. I got through to the Automated System only 13 times. To go through the prompts, and try to get a representative. And each time i was disconnected with them either saying the system was unavailable on the Automated System or that there were too many calls for them to handle. So i never spoke to anybody. While some people have been able to file online, others have issues they need to resolve that required talking to a representative. Some neighbors in clayton are concerned that too many people are parking in their neighborhood so they can access the hiking trails on mount diablo. This past week and rangers had to turn away large groups of people. This past weekend they had a ranger stationed at the gate down there, and they had bullhorns asking people to disperse because groups were forming up in violation of shelter in place.
