Good morning i am pam cook, it is april 21 on Tuesday Morning and thank you for waking up with us and its check with Steve Paulson on the weather forecast. It feels pretty nice out and much warmer than it has been the past few weeks. It will be warmer today and it will be the start of a rather dry stretch and it looks like the end of rain for april. Yesterday we had some in the beginning of the month saved us but all good things must come to an end. 40s and 50s. 54 in san jose and pressure through the roof, 30 point in san jose and pressure through the roof, 30. 20 which will continue to go up, west northwest wind today and the clouds are going right down the coast and they are clearing from northwest to southeast and it will take time for some. Some clearing north but mostly cloudy skies to the south, the next system is on its way to portland and seattle and extreme Northern California but not for us highs which have been below average are on their way to near average and they will go above tomorrow and now lets check with Sal Castaneda to see if theres anything out there, good morning si is doing well and it is nice and early and even on days before all this happened at 4 30 am was a time where nice drive and you see the Golden Gate Bridge looks pretty good as you drive south to the Golden Gate Bridge toll plaza into San Francisco, all of marin and Sonoma County traffic is light and now back to the headlines. Topping the news this morning and looks like the World Economy is continuing to suffer from a lot of crude oil because of a huge drop in demand during the pandemic in the dow jones to drop another 500 points this morning. There is so much Oil Available producers are having a hard time to find places to store it and have agreed to cut back on production which has led to the lowest oil prices ever dragging International Stock markets down again today. Marathon oil is already in the process of shutting down its refinery near martinez and across the Country Demand for gas, diesel and Aviation Fuel so low refineries are working adjust 69 of the typical capacity that is the lowest level since the great recession. You see berkeley professor is an Energy Expert and he said the issues getting refined oil to World Markets where there is still demand for fuel. The problem is you cannot get it from the midwest to the gulf coast right now. The pipeline that takes oil from pushing oklahoma to the gulf of mexico is completely full. Some Oil Producers that have to keep pumping because shutting down the walls could damage them or seriously decreased future production. If you are driving in San Francisco, the highest average gas price in San Francisco is usually three dollars a gallon but it is a dollar 10 less than this time last year and the airlines are certainly using less fuel and United Airlines reporting a loss of 2. 1 billion in the First Quarter as the pandemic has destroyed nearly all demand for air travel and the loss erases more than half the companys entire profit 2019 and united announced it applied for up to 4. 5 billion in government help in addition to the 5 billion and expect to receive as part of the u. S. Treasury payroll assistance to airlines. Over the next year the city of oakland will be put into an 80 million financial hole by the Coronavirus Crisis the citys finance director says the city of oakland has never seen such a big tax revenue shortfall. To put it into perspective he says the city would have to eliminate half of the police force, that is 320 police officers, or shut down 27 fire stations Oakland City Council is to meet tonight and they are expected to address the budget shortfall. Now later this morning we will get an update on the covid 19 response at oakland from oakland mayor libby schaaf and she will be our guest on mornings on 2 at 7 15 am this morning and you will see that live right here. It is now 4 35 am and advocates say the coronavirus outbreaks in Nursing Homes are even worse than the numbers even suggests. Ktvus Cristina Rendon own reporting from home says more than 30 Senior Living facilities in the bay area have been reporting coronavirus casesreporter the California Department of Public Health said out of more than 1200 Skilled Nursing facilities 258 arguing with coronavirus cases and Santa Clara County leads the bay area with coronavirus cases at 11 Nursing Homes and most notable Canyon Springs postacute with 26 staffers of 45 patients testing positive for covid 19 come Alameda County has nine nursing home outbreaks and most notable is gateway care and rehab with 33 staffers and 69 positive patients. Outbreaks at six facilities in San Francisco, two around san mateo and contra costa counties and one outbreak at Nursing Homes in marin and sonoma counties we are seeing just the tip of the iceberg and it will get much worse before it gets better. The california advocates for nursing home reform believe the numbers are much higher and that is because only 86 of Skilled Nursing facilities reported their numbers to the state. It doesnt include the real number of illnesses and death at facilities who for business reasons basically are not wanting to tell regulators just how bad the problem is. Governor newsom missing the states work on updating the numbers to include all Skilled Nursing facilities and numbers for more than 7000 adult and senior care living centers. Will also include in that number the number of deaths and not just the number of facilities a number of staff and number of patients impacted by covid 19. The white house announced sunday it is required Nursing Homes across the country to report coronavirus cases directly to the centers for Disease Control as well as patients and their families. It is important the patients and their families have the information they need and they need to understand what is going on in the Nursing Homes. State regulators and inspectors are needed in the facilities on the ground to help mitigate the spread while we are patting ourselves on the back for flattening the curving health when you and new york were able to do that because of social distancing and there is no social distancing inside of Nursing Homes. We reached out to a number of skilled Nursing Homes and a handful including the was mentioned our story say they have taken a number of steps to mitigate the outbreak by restricting and screening staff and making sure they meet all federal and state guidelines. More healthcare workers now demanding better protections against the coronavirus yesterday nurses and other medical workers at San Mateo Medical Center rallied at the hospital for more personal protective equipment. They say they have also had to work overtime because of Staff Shortages and they called on San Mateo County to provide healthcare coverage for those who have got limited incomes that are not on medicare. The county is selling the nurses and frontline staff they will not have presumptive eligibility during this covid 19 pandemic. This county is not protecting us should we contract covid 19. We tried to contact county officials for a comment but so far we have not received a response. Kaiser permanente now setting up a new covid 19 testing site and it is expected to process 70,000 tests every week. Ktvus jesse gary shows us the construction work and how this could affect our recovery. Reporter dangling wires, incomplete feelings and workers wearing masks, it is a thing of beauty in the rush to finish the next phase in the fight against the covid 19 coronavirus. We are building out Additional Lab space to help expand testing options to support patients during the covid pandemic. Kaiser permanente projecting a 40 million 7700 ft. 2 laboratory on Second Street in berkeley and the site is an existing kaiser warehouse that sat dormant for months. Normally the process was streamlined to five days. They were probably using the fact there is an official declares state of emergency and that gives the decisionmakers a lot of authority to deviate from existing policies such as first come first served at one and there is a state of emergency then you are allowed to focus on health and safety priorities first. When completed june 1 the onestory facility will be able to process 77,000 covid 19 test for week. One doctor says the new lab is crucial in turning the corner to a post covid 19that more tes so people can be healthy and so they can return to what is more a normal life. The facility have between 12 and 20 staffers who test kaiser patients for the covid virus and other illnesses. We can get the patients tested rapidly and get the answers back to clinicians so they can make the decision. Although converting the old warehouse to a new lab is taking just 60 days kaiser Officials Say they will continue functioning as a medical testing facility long after the pandemic has passed.
