Earlier we spoke to the owner of me questing bar in oakland and says if Small Businesses dont get that money soon, they will be forced to close. The federal government made various promises, there is a 2 trillion package, and we havent seen a penny, not one cent. I know very few bars and restaurants got a tiny bit. But beyond that, nothing. An issue many businesses are now facing. Me questing bar has been open for nine years and kaplan says he has 30 employees that he hopes will get relief on the way soon. Next we have to make sure healthcare has all the resources it needs, and another thing that would be very important, is to make sure we have a plan in case there is a second search, and this time we have to be proactive and not reactive. Dr. , i want to ask you this question as a side note, the issue weve been reporting on for weeks is that we cant get enough testing done. Who is in charge of getting these tests, is at the federal government or is it the state . So that maybe we can start seeing our way back to reopening the economy. I think it is a little bit of both. We tried to wait for National Directives the first time around, but this time moving forward, things are being taken into their own hands of a aart sure they are creating a safe environment for their habitants. So thats what we are doing as californians. So that governor said he wanted testing for covid19 also wanted testing for antibodies as part of his plan to eventually reopen the economy. What is the difference between testing for covid19 and testing for antibodies . Testing for covid19 tells you if you have the virus or not. They Antibody Test tells you if you had exposure to the virus. It tells you whether you have, there is a presence or absence of antibodies. But it doesnt tell us whether the antibodies will be working well and it definitely doesnt guarantee us immunity from the virus. So a lot of people are still a little frustrated, a lot of people are out of work. But what the governor did today is kind of a sign of hope, even though we dont have a date yet. But to kind of ease concerns of people wondering when that date will happen, what can you tell them, what if we open the economy to early, what could potentially happen if we dont adhere to stayathome orders . We have to look at the positive. California has definitely leveled the curve, weve been saying it again and again, and are we seeing results . Yes we are. And if we reopen the economy to early we could have a second search of the virus and we absolutely dont want that. We can also really stress the Healthcare System and then ultimately we could have more deaths. Those are things we really dont want to do, number one, and number two, we missed out on that, in a good way, we flattened the curve, so we dont want to backtrack and be somewhere that we really escaped this time around. At least we can say this was a day of progress because the last couple of weeks was not really knowing what was happening that at least we are taking a step toward some lifting of the stay athome order, even if we dont know when that will happen just yet. Another resident died at a hayward Nursing Homes family is speaking of. 89yearold tested positive for coronavirus and died two weeks ago. Henry lee joins us now with more on a new order requiring screening at all group health facilities. Reporter some say this order should have been formalized a long time ago and many are criticizing this nursing home. One relative tells me it goes beyond this facility. At least 11 residents of this hayward nursing home have died after testing positive for the coronavirus. Many became sick or died within the past couple of weeks area but it wasnt until tuesday that a formal order to control the spread of covid19 and Nursing Homes went into effect in Alameda County. Everyone in the facility should be wearing some kind of mask. All visitors will be carefully inspected. Anyone who comes into the building has to have a temperature screening. Relatives of some of the victims died at the Gateway Care Center said that this is too little too late. And for a time no one was wearing protective masks. I ask alameda counties Health Officer what went wrong. I cant speak specifically to many of those things that didnt happen correctly, but yes, its a very unfortunate situation. Or than five dozen gateway residents and staff have been infected. It is very hard infection to contain once it starts spreading. This is a picture of a man performing with his son and friend just weeks before falling ill. I heard him coughing a little bit, but it wasnt to any degree that really aroused my suspicions. Within days his condition grew worse and he died at the hospital. Larry katz says hes reserving judgment on gateway in respect to his fathers death, he says the issue goes beyond Senior Living centers. Within the past hour, Alameda CountyPublic Health confirmed that the death toll at gateway has gone up by one for a total of 11 residents who have died read and a second facility in castro valley, that nursing home is reporting its first death. The prison says some inmates have been moved from their cells into a gymnasium to increase spacing between them. San francisco is converting a homeless shelter into a covid 19 Recovery Center to serve people who have the virus and are currently living on the streets. 92 residents and tap 10 Staff Members at the multicenter shelter have tested positive for the virus. Those residents were moved into hotels during the weekend. Staff members who tested positive have been offered Isolation Hotel rooms if needed read city leaders say the shelter is now being sanitized. The santa rosa Fire Department today has changed the way it responds to emergency calls that are potentially covid19 related. The department has created a special unit that will now handle those calls exclusively. Rob roth spoke with fire officials and joins us live with more on the story. Reporter the Fire Department calls at the Pandemic Response unit and says its a safer way to respond to potential coronavirus cases, safer for them, and safer for the community. When an emergency call comes in from someone complaining of flulike symptoms for now on in santa rosa, this specialized vehicle will be dispatched, and it will carry an even more special team of firefighters, the Pandemic Response unit. The purpose of the pr you is to reduce the possibility of exposure and contamination to not only the community but employees. To make it consists of three twoperson teams, one team per 48 hour shift, each unit has a firefighter that is also trained as a paramedic and another trained as an emergency medical technician. They will deal with possible covid19 related calls only, frontline heroic duty during frightening times. We asked but none of the units wanted to speak publicly about it. It was put out as a voluntary request, they have separate sleeping quarters and day quarters, so they are totally separate from the normal fire stationsthey just go to those related calls. Those calls come in on an average of about 11 a day but not all turn out to be covid 19. The trucks are loaded with high level protective gear and state oftheart decontamination equipment. The pru team also has special protective gear. They have protective gloves and facemasks, they actually have a facemask that is a self contained breathing apparatus that you would see is go to fire with, but instead of oxygen or air flowing in, its a highend cartridge that goes on the end of the mask. So there face is completely protected at that point. The department noted for dealing with wildfires, the coronavirus presents a different challenge. We are looking at all sorts of different ways, and how we can adapt to the pandemic and protect not only the Community Better but also our personnel better. Virtually every Fire Department has had to alter the way it responds to emergency medical calls. The trick is to do it safely for everyone. The Bay Area University that is being transformed into a temporary Health Facility. The National Guard is partnering with Sonoma County to set up a temporary Health Facility for coronavirus patients. The ultimate care site is being set up on the campus of sonoma state university. Parts of the Recreation Center and some of the dorms are being prepared to house hundreds of people. The facility is designed for people with mild covert symptoms or those whose test results are pending and need to isolate. We have everything here, we have the gyms, large meeting spaces, areas where people can be triaged. There are areas where medical staff can have proper dispatching areas, and then also you have the dorms where you can have those isolation and quarantine areas. The county is spending 5 million to lease the space from the university for that next several months. Onto this story now, the navy has removed a number of military Staff Members from the hospital ship docked in los angeles after several have tested positive for covid19. 126 members of the uss mercy are under quarantine. Seven are confirmed positive for the coronavirus. Its unclear how they became infected. The ship has served as a reprieve for hospitals overwhelmed with patients but has only provided care to those who tested negative for the virus. For more now on the six point plan to reopen california, we are joined by a former fema president ial nominee. So the governor said today that several things have to happen before we can reopen, can you walk us through some of the specific criteria that must be met . Sure, what he wants to do is he wants to make sure the number of icu bed capacity is there and there are fewer patients in those beds. He wants to make sure the hospitalizations for the coronavirus is starting to drop, and also what they call persons under investigation, and those are the people that may have the virus, they want that to diminish, too. Those will all be pointing towards the direction and a discussion about opening up. Along with that, i want to have six different attributes, we talked about it earlier, making sure theres adequate testing and isolation, that there is adequate ability in case theres a second wave of infection and reinstitute the state home. They want to make sure they have adequate healthcare, pp, for seniors that are congregated in settings like jails and senior facility homes. Make sure they have all their meets net thats just a few of them, but thats kind of the direction they are looking for to be able to totally open up the state. And the governor did not give a specific date in two weeks he said to check back. He also said once the stayat home order start to loosen up, things will look different than what we are used to in the past. Describe for us how that will work, what will things look like . It will be interesting, i dont think we totally know exactly because it is uncharted territory for us. We do know there will be less tables in restaurants. You will see social distancing markers on the floor in supermarkets. You will see people wearing more masks in social settings, so things of that nature that are necessary to keep down the virus and really the concern is to make sure we dont have the reinfection, which could potentially be larger than the initial outbreak. This really is a delicate balancing act, protecting Public Health, especially the most vulnerable, while reviving the financial side of things. Isnt that the truth, the difficulty here is that we know economically that people are suffering. Theyve lost their jobs, which in essence, is a loss of medical insurance, at a time when you probably need it more than ever because of the coronavirus. We see an escalation in the largest Hospital System in the country, has seen a 900 increase in crisis, mental crisis calls to those centers. We are seeing skyrocketing unemployment, and again, uninsured medical. So it is a challenge in a lot of different fronts and they are trying to balance, can we get the economy back up and operating without going so far as having irreparable damage. Governor newsom is not going at this alone, its part of a coordinated plan with governors from oregon and washington to reopen the west coast, why is this coordination so important . I think he is taking a page out of the playbook from the golden state warriors, and that is strength in numbers. Hes got the three western states abort to have discussions, twofold they are, number one, the virus doesnt know any order, so if we open up the state and other states are close, that virus can travel to other states. Thats part of it, the other component that comes into place is the three states involved, they have a tremendous impact on the freight that travels by sea across this country between la and seattle, those are number one and number four, in the amount of freight that travels through those ports and travels across the united states, almost 40 . So the decisions they have to make arent just about the residents in their state, but its also about how this lack of ability to move it at its capacity across the entire country.
