The San FranciscoHealth Department cleared out the citys largest homeless shelter after learning was the site of a big coronavirus outbreak. Last week 68 residents and two employees at st. Vincent depauls Multiservice Center south on fifth street tested positive for covid 19 and everyone has been relocated or moved to hotels for isolation or quarantine but according to the chronicle the shelter will be converted to a medical Recovery Center for people that are homeless and have coronavirus. Right now in San Francisco homeless advocates are protesting outside of the Emergency Operations center in the city at the moscone he center a similar demonstration to place a few weeks ago. They are holding a protest demanding that the city do more to house people that are homeless during this pandemic and test them all for covid 19. They say they want to prevent further outbreaks at shelters that would put the citys Homeless Population at risk of severe illness or death. Meanwhile police in San Francisco have shut down a nightclub for operating and spite of shelter in place orders the chronicle reports that police raided the Unlicensed Club shafter avenue in the Bayview District after reports of events being held inside a warehouse the city attorney, Dennis Herrera and police chief scott shut down a video shows more than 150 people streaming into that illegal nightclub over the span of 48 hours for events held between for events held between 2 and 6 am. According to the Chronicle Police also seized nine gambling machines, liquor bands and party items. One widely used scientific model says california could reach its peak when it comes to covid 19 deaths later this week. You see the lineup of cars today, people are stressed and they need help and Samaritan Health is here to provide the help. So we will pass out food and feeding them inside the shelter, and we ask all of you that are home who want to participate in providing care to those less fortunate, samaritan house needs volunteers and they obviously need contributions. Specifically Samaritan Health says it is the need of repackaged food as well as other contributions and volunteers. The fbi says it recently broke up a scam which was involving the California Service employees International Labor union and 39 million surgical masks the fbi sabeen q intercepting these kinds of scams. The feds tracked a recent deal to a pennsylvania is this man, an australian broker and a supplier in kuwait. Investigators say they believe both the businessman and the union were duped and there were never any masks out there and no arrests have been made and no money was exchanged. Hoover is delivering millions of masks to its drivers and delivery workers and now rideshare drivers need to wear such masks and now we are going to Governor Newsom now addressing reporters and lets listen in. We have had a delete or a deep collaborative spirit and states large and small across the United States but none stronger than the relationships we have formed in Washington State and the state of oregon. We just sent out a joint statement of a shared vision for a process and protocol and a framework we refer to it for reopening. Not just within the states but more broadly as a region. I do not want to overstate this vision and i do not want to overstate this framework and i do not want to understate the imperative of meeting this moment by continuing to practice appropriate social distancing and practicing physical distancing so we can continue to bend the curve. But we are at a point in time, not dissimilar to the announcement made an hour or so ago on the east coast, that we are beginning to socialize conversations and that has been happening over the course of many days. Just in the case of the oregon and washington governor into the beginning of last week and we began a process of establishing more formally what it would look like and how we can begin the process of the kind of incremental release of stayathome orders that advance the fundamental principle of keeping people healthy and keeping people safe, using science to guide our decisionmaking and not political pressure and we will continue to do what we can to share our best practices and share our resolve and ultimately advance the kind of results everybody is expecting we look forward to collaborating further with other governors along the western states and we look forward to continuing that spirit that extends well beyond the west coast of the United States, forming perspectives and opinions, sharing best practices, and ultimately advancing the cause that unites all of us and that is the cause of reopening our economy and doing so in a safe, strategic and responsible way. To that end i want to be very specific. Tomorrow we will lay out our californiabased thinking on that effort. Four weeks now i have been previewing the state of california is putting together a bottomup plan, a framework for targeted interventions and easing of restrictions in the state to allow us to toggle between approaching issues on the population basis versus an individual basis. We will lay that out as i say as detailed a plan as we can at this stage. It will be tomorrow at the noon press conference. But i want to acknowledge and thank the governors of washington and oregon, Governor Brown and governor inslee, their Ongoing Partnership and their incredible support and collaborative spirit that by the way goes well beyond just this moment. I want to extend that spirit that that spirit was on display at scale last year with the forest fires that we had particularly in Northern California where they brought down mutual aid engines from oregon and into Washington State which allowed us to concentrate our resources and some of the hotspots of Southern California to address last years wildfire season. So again that spirit of collaboration and partnership, a recognition that this pandemic of the virus knows no boundaries or borders and you cannot build walls around it and you cannot deny basic fundamental facts. And again before i transition we will be driven by facts, we will be driven by evidence and driven by science, we will be driven by our Public Health advisors and we will be driven by the collaborative spirit that defines the best of us at this incredibly important moment. What also defines the best of us in this incredibly important moment is to recognize that disparities persist. Disparities need to be addressed in real time. They are highlighted and exacerbated in moments like this and one of those areas is the wellbeing of our children. So much has been discussed about physical Health Issues and mental Health Issues, we were very pleased by the outstanding leadership in partnerships we were able to form last week where we socialized the details there are Surgeon General of resources made available to address the stresses and are feeling, and providing resource guides in a culturally competent way on the basis of age and geography throughout the state of california. But the persistent issue of our children, particularly children and our welfare system, particularly children who are quote at risk, it remains a vexing challenge particularly at a time when we have stayat home orders which reduce and significantly limit the number of inperson visits as it relates to our Child Protective Services and what they are providing in terms of casework in real time and in person, which is so important to address vulnerable communities. When the schools are closed that is another point of contact where people are able to make referrals based on the interaction of children and International School nurses with one another, interactions with our caregivers, not the least of which are teachers, the referrals are down and in home visits are down as a consequence of the virus. What is not down is our guard and our commitment and resolve and work around that and through that. Today we are announcing a 42 million effort substantially supported by the state of california, 40. 6 men dollars of the 42 million direct statewide support coming from the leadership, the assembly and the senate which afforded us these resources to invest in building supports all throughout the state of california what i mean by building supports is along the following we are tracking about 86,500 children within our system, about 59,000 specific to the foster care system. We want to extend supports small and large along these lines. Resource referrals, more amplification of art 211 system and more connection with the 211 call center and Family Resource centers. More support for the frontline employees, countybased employees, and our partnership with our labor leaders is a perfect example of the in kabul work done on a daily basis, health and Human Services all throughout the state of california to provide the more resources and support and more capacity and to continue to do what we can. We are not just knocking on every door but to knock on the door of those most vulnerable and continue the kind of telehealth engagement and the virtual outreach as well as phone calls to those caseloads and to make sure they have the support to meet the magnitude and the scale of our challenges. One of the magnitude and skill concerns we have is the number of foster kids that are emancipated on a monthly basis. Roughly 200 Young Children are emancipated every month in the state of california and at this moment we think we should extend the emancipation process and we are providing resources and millions of dollars to extend the time where people can stay with their current caregivers and get the kind of support and food they deserve. That is number one. Number two we have provided an additional two provided an additional 200 dollars a month for those families most at risk, thousands of families will get the benefit of that contribution to help with food and to help with other incidentals at a time of deep, deep need. We are blessed in the state of california to have the director of our department of social Services Kim Johnson who has been helping to put together this plan working with our county partners over the course of the last number of weeks, just reminding everybody that we are not giving up on our focus and our oversight and our legal responsibility to protect our children at this very difficult period of time. I will ask the director johnson to come up and fill in the blanks on other specific things we are doing but i want to extend a deep appreciation and complement her outstanding work in putting together this package that goes out immediately effective today. Thank you governor and it absolutely is an investment on a continuum to support the families at risk in our system as well as those currently serving as resource families foster youth across the state. As the governor mentioned we have 6. 8 million to support additional social worker outreach across communities and this is ensuring the touch point is occurring and that over time that we are asking from you to ensure the health and safety and wellbeing of children across the state is occurring in addition there is a 3 Million Investment to Family Resource centers who are not only helping with those connections to resources for at risk families but providing direct material goods and communities in making this connections to counties and other community resources. we are also expanding our help lines so this is the 211 system you have heard us talk about before and providing Additional Resources and to keep our resources most uptodate for families across the state and we will also be providing resources through parents anonymous who is providing hotlines and connections and support groups for all the families across the state in need. There is a 313,000 investment providing laptops and cell phones so as we have been talking about in our department of education superintendent has been leading on new ways with Distance Learning we want to ensure that all of the foster youth across the state have the cell phone access but also the laptop which helps them and connects them to the resources and education they need to be successful. And as the governor mentioned we have at a 27. 8 Million Investment to support the 200 dollar per month need for at risk families and these are families in Emergency Response and family reunification, well over 25,000 families will be served in this capacity and support. Finally i will mention that we are also providing the 1. 7 million to provide additional rates to those caring for foster youth and we recognize some have additional complex needs and certainly the needs have intensified and in the course of covid 19 and those resources will flow as well. The department of social services continues to be a partner across the state with you in this effort and we have issued a number of guidelines, the monthly visitation component governor spoke to his critical. The only time a caseworker may conduct visits remotely as if the social worker has determined taste on individual assessment it is appropriate to we do recognize that means getting out that ppe getting those resources out to you in the field, were working on that in real time and providing those resources to ensure everyone across the state can do their job and we look forward to continuing to partner with you across this effort. Thank you director johnson and a complement to our Outstanding Team and the good work they are doing i want to extend a point of personal privilege, former pro tem john burton for the state of california, his foster care Advocacy Organization has already procured 2565 laptops as well in the spirit of this partnership and collaboration working with dss and others to provide this must it need. Particularly in the foster care system and the supports so they can continue to act as their distancelearning and continue to extend their Educational Opportunities and continue to stay connected despite the fact we continue to extend the state home order and that need to practice physical distancing. So everybody that has really stepped in and help support the collective cause, public and private and county level and state level i want to thank you and for me this is also a point of personal privilege, we were a foster family growing up myself and some of the most intense and external moments of my life were to find by the defenses brought our household brought by a foster brother, particularly Stephen Ashby that enlivened our family and brought home the power and the potency of people helping to support our children and letting foster kids know they are not alone and that you matter and we care and as a community we have a responsibility to do more and to do better on your behalf. So know this announcement is not just an intellectual one. We are not just throwing this out there and moving on to the next announcement but know that we are committed to doing more and doing better and we are here for the long haul to continue to reform our foster care system and to reform our Child Welfare efforts, that even before this pandemic needed to substantially improve and of course beyond this pandemic needs to substantially be improved even more. And in that light let me do what we do every monday through friday at noon and that is update you on all of the numbers and trendlines before they become headlines and give you a sense of areas of optimism in areas of concern. The two numbers that i again wake up focused on is the number of people hospitalized and the number of people in icus and the number of ice or hospitalization last night was 3015 and the number of people on icu was 1178. Modest increas in icu increase of 2. 9 remember a few days back thursday and friday we had a decline in the number of icu cases and then the number was flat, modest increase and again modest monday. These are proof points that things seem to be stabilizing from hospitalization and in icu perspective but the total number of cases continue to grow 22, 348. The number people testing positive, growing but in a moderate way and the curve is being bent because of you and because of your willingness to continue to stay at home including this weekend, easter weekend where we did not see the kind of search some have rejected in our beaches and parks and playgrounds, we certainly saw increased activity but it again reinforces why we are so grateful to each and every one of you that are responsible for those numbers not being larger. You are responsible for those numbers not growing exponentially and i want to continue to remind you of the importance of maintaining this work and continuing to advance the result that is required as all of us have cabin fever and we look forwnormalcy. 687 sadly will not be going back to normalcy, those are loved ones are not statistics, not 687 numerically but families lives and stories and journeys people have been altogether that have been radically changed because of this virus. And again our heart goes out to each and every one of those family members and we certainly hope those numbers do not continue to climb but nonetheless those numbers continue to grow. It is just a reminder that despite the optimism around our being able to advance Broad Strokes frameworks on collaborative efforts with other states and our broad stroke commitments to advance specific strategies or layout specific strategies and frameworks, tomorrow about the state of california and strategies to get back to work in some semblance of normalcy, we continue to have to track the reality of today and that is we have to tame this virus in practice physical distancing, social distancing and safe practices which have helped ben this curve and help to mitigate what some have thought would be a surge that was exponentially worse than so far it has been. Reporter in the town of venetia every night at 6 pm youll hear the sound of a violin reaching out over the bay. The woman playing is Annabelle Marie and she is the director and the choir and she said the idea was to bring music to the neighborhood. But the idea quickly picked up steam. If me going out back and playing my violin and all of the neighbors come out at six, the way this started was we had an interest to do music, lets do something besides social distancing if were going to do it lets do music and i asked because i am the musician of the group and i loaded up my amp and i started this music and one of them yelled from the house play or violin. So i ran back in and i got my violin and started playing and then i posted it. Facebook went crazy. She says it is helping members of her childrens choir who just recently did a virtual wire performance and the group has performed for president s, at the olympics, and recently traveled to abu dhabi to perform for the crown prince the shelter in place she said was difficult for the children but the virtual choir helped lift their spirits. Yeah music ties people together and it has helped to be able to have something they can visually connect with each other, not all of them have ing have the visual connection and to do it through music and something inspirational i made sure that we picked an inspirational song to do this with, it is something that just took off. I know that the number of views i started to go crazy and now i want to do this every week because these kids are now starting to ask me, they say when is the next one. Marie says shes planning on doing more virtual choir performances. They are working on the next one now. And at 6 pm every night you will find her on her porch playing for whoever wants to listen.
