Population has been a concern since the outbreak first got underway, many people concerned that the city shelters provided the perfect breeding ground for coronavirus. For weeks, san franciscans have been sheltering at home trying to slow the spread of coronavirus, but for those without a permanent home it is difficult or even impossible to isolate. Now the mayor has announced that Multiservice Centers south has seen in outbreak of coronavirus. 68 guests, two Staff Members. The city says it would outbreak was a possibility, and stands ready to place people into hotel rooms. The plan now is to turn that shelter into a hospital to treat those with coronavirus. We are going to reroute our medical Health Experts and people, our nurses, and other Health Support to this facility to help manage, and maintain, and support the people who have tested positive. Reporter for weeks, supervisors from the tenderloin among other areas have been pushing the mayor to move the homeless into the citys largely vacant hotel rooms. They say the outbreak was tragically predictable. Nobody should be living in those environments, and so, what im seeing is, moving people now, and we should have moved them a month ago, and the people that you could move, for whatever reason, should have been sleeping 6 feet apart, should have had temperature checks, shouldve had masks and gloves. They did not do that and so now, we have an outbreak. Reporter that shelter can house up to 340 people at a time, the supervisor says many of the residents who are in that shelter is still waiting for the results of their own coronavirus tests. Live in San Francisco, Christien Kafton, ktvu fox 2 news. The biggest fear realized there in San Francisco. A number of bay area senior care homes have been hit with coronaVirus Outbreaks. Traffic changes are in store for parts of oakland to ensure shelter in place orders. Starting tomorrow, lake shore avenue near lake merritt, golf links road, and e. 16th st. City leaders call it the oakland slow streets initiative, the goal is to have limited drivers to share 74 miles of oakland roadways, with cyclists and pedestrians. We are taking this opportunity to try some new things. Oakland acres are very anxious right now, and really trying hard to adjust to a radically different reality. The city of berkeley may be next, cycling and production advocates are circulating a petition there to get leaders to order road sharing rules. The number of people infected with the coronavirus here in california has now passed another grim milestone. According to Johns Hopkins university, there are now over 20,000 confirmed cases across our state, and unfortunately, 556 people have now died from the virus. At least 49 lives were lost just since yesterday. And gov. Newsom says 1145 people are in intensive care unit. That is 13 more patients than yesterday. That is daily coronavirus briefing, gov. Newsom urged californians to stay the course, hes a social distance thing is helping to slow the spread of the virus and counties across the state. He also talked about the recent spike in cases and deaths at Senior Nursing homes. The state is now monitoring nearly 300 nursing facilities were people have tested positive for covid19. What we have done in addition to broadening those supports over the last number of weeks is we have put out specific, new guidelines and strategies, that have been backed up by what i would refer to as s. W. A. T. Teams. Individuals, infectious control professionals, that are working with the cdc and others to saturate those areas of concern, and focus. He also says the state has trained 600 nurses to give Technical Support to Skilled Nursing facilities all across california. To get more on the outbreak and what is being done, we want to bring in former fema coordinator, mark devoe. It is always good to see you. Lets first start with the issue of what is happening at our Nursing Homes across california. It appears to be a very dire situation, outbreaks of hundreds of Nursing Homes we just heard from the governor today saying that more skilled nurses are going to be sent in to assist the folks there at those facilities. What other steps need to be taken at the they state level in a federal level to try to diminish these outbreaks . Yeah, alex, another good afternoon to you. Well, i think they anticipated this, congregate living is always the challenge, we are seeing that in the Homeless Population, and to the senior homes, but they focus on that over the last few days, and they have hundreds of people making phone calls to all the different senior care facilities across the state, to touch base with them, find out what the needs are, what are you looking at terms of population spread and things of that nature. They have a number of tools available to them to help with that, including moving those patients out, if need be. Speaking of communities that are very vulnerable during an outbreak like this, you just touched on in here, we heard from the city officials in San Francisco, they have a severe outbreak at the largest homeless shelter in the city. What are the steps that you think need to be taken, you know, does this mean that we need to start shifting more homeless residents into hotels and other places where they might be safer . Well, this will certainly be a challenge, not just for the vulnerable population, but it also can make or break the success of the stayathome, so that is why they want to focus so much on that population. San francisco has about 1800 motel rooms available that they can move folks to based upon their need. That may be asymptomatic or symptomatic. We know 800 of those rooms will be provided, or are now being provided, for healthcare workers, so they are closer to the facilities. Obviously, we have heard the governor, you know, sort of express, i guess you can call a cautious optimism about the way we are seeing the numbers sort of roll out here, compared to what the projections were. But is the progress we are making in terms of flattening the curve, how much is the progress we are making in terms of flattening the curve contingent on everybody continuing to practice social distancing . Well, it is going to be key because you can see, like in new york city, although the curve is flattening for california, what you are also seeing our deaths increasing, unfortunately. They knew that was going to happen hand in hand, so what we also know for instance in santa clara county, which is the hotspot in the bay area for coronaVirus Outbreaks, they have about a 30 capacity in icu beds. They have plenty of ventilators, they have plenty of ppe, so while we are seeing the flattening of the curve, and we are seeing an increase in deaths, that is kind of normal come unfortunately, as to what the expected outcome is but there are things in place such as facility people and supplies to be able to deal with it. All right, we will leave the conversation there, former fema coordinator mark devoe, always appreciate your insight. Have a good weekend. Troubling news out of china, the new study that is raising questions about the accuracy of covid19 testing. We will talk with a bay area Infectious Disease expert, next. The death toll from coronavirus has nearly tripled in just one week. Still to come, an update on the fight against the virus all across the country. It is looking like a lot of sunshine for easter, albeit a very different easter for most of us. Rosemary will join us after the break with a look at your Holiday Weekend forecast. Dont just talk about it, be about it. And were about the 2020 census. Because when everyone gets counted on the census, it helps inform public funding in our neighborhood for the next ten years dont just talk about it be about it complete the census online, by phone or by mail. Shape your future. Start here at 2020census. Gov. New research from china shows the most common coronavirus test gave false negative results about 30 of the time. Meaning a person was told they did not have it, when they actually did. Researchers say one issue is swab testing which can be administered incorrectly. There is also a question of the time period. For when an infected person would test positive. Lets talk more about this. Dr. Greg tolliver is an Infectious Disease specialist at marin health. I want to first ask you, what does this study, what does this suggest about the accuracy of the covid19 testing . Well, it is been a problem that we have been trying to address at hospitals and clinics because we, we have concerns about that, certainly, because there are a lot of ramifications. We want to really know when someone has it and if they are infectious or not. So for example, at marin health, we recently have been trying to rule out education for providers who are going to be taking the sample, it is not easy to do, it is not very pleasant for those were getting the sampling done, so we have been doing some swabbing with two swaps, one in the back of the mouth and one in the nose. And trying to follow the most efficient protocol for sampling, and we think that that is going to really improve the sensitivity of the test. Explain a little bit more about why a false negative result might actually occur. Yeah, well, you can imagine being on the front line personnel, they are actually doing really good right now of sampling, but you have to stick a piece of plastic all the way back to someones nose, and you are worried that they have a really serious Infectious Disease, so they are kind of maybe a little hesitant to get close to them to do the job. We have to put all the way back into the nose, it is in control for the patient, and you have to twirl around for at least 10 seconds, to obtain an optimal sample. If that is not obtained, and to submit the test, then there is a chance for a false negative test. I want to talk about positive results. What does the study suggest about positive results that are coming back for folks, is there any question about the accuracy of those results. You have certainly had it, the clinical disease, if you are positive, and had a fairly recently. So the question is whether or not those positive test reflect the particular sensitivity of the test, where are we picking up just little bits of the virus . And is actually dead . Or are we picking up a live virus . And that means, if it was a live virus, that the person still is probably infectious, so that is pretty important to be determined. Before i let you go, it sounds as though you there have made some adjustments to how you are testing folks. It is every day, there are things that need to be adjusted, we can optimize patient care, and, and provider safety, and efficiency, and every Healthcare Institution that is dealing with this right now, so we have been looking for guidance from the state, and from the cdc and our partners at ucsf and marin public health. Have all been excellent at helping us. I guess everyone sort of is adjusting as needed. Thank you so much, really appreciate your insight today. The u. S. Is climbing toward 490,000 cases of coronavirus, according to data from Johns Hopkins university today, and sadly, the death toll has now reached 18,000 across the country. That is up from exceed hundred just a week ago, new york remains the hardest hit state with more than 172,000 cases. That is followed by new jersey with nearly 55,000 cases, and michigan, with more than 22,000. There is also positive news to tell you about in new york, icu admissions have dropped for the First Time Since march. And deaths leveled off for the first time in a few days. The white house President Trump said he is launching a new task force next week, focused on reopening the country, but members of the Coronavirus Task force urge people not to drop their guards despite encouraging signs. As encouraging as they are, we have not reached the peak. And so, every day, we need to continue to do what we did yesterday, and the week before, and the week for that, because that is what in the end will take us up across the peak, and down the other side. The experts warned moving too soon to lift stayathome orders could cause a new spike in infections and they say more widespread testing is still needed. It is friday, heading into the weekend, lets get an update with our meteorologist. I hope you are enjoying the sunshine out of there, warmer temperatures as well, so going into the weekend, it is is the new pattern that is setting up, and temperatures will continue to warm as we get into your bay area sunday, and the days ahead. Solving Critical Issues as they arise. Go to xfinity. Com prepare. Thank you. Mental Health Professionals say more and more people right now are turning to vices in the midst of this pandemic. And for those were battling addiction, this can mean life or death. Joining us now to talk more about this very important issue is dr. Christine iglesia. So good to have you on here, so lets start with talking about just how tough this time is right now, the shelter in place orders, people isolated in their homes, how difficult and challenging time is this for those who are recovering them addiction whether it is drugs or alcohol . This time is, unfortunately, extremely difficult for some of our most vulnerable populations. Including those who struggle with addiction. What we are seeing, since the shelter in place, and the stay athome orders have been in effect, are increases in substance use, increase in alcohol sales, and increase in relapses. All of these are absolutely a great concern, as we see people turning back on their recovery, and in turn, selfmedicating through substances such as drugs and alcohol. How significant is the loss of persontoperson contact, you know, when youre talking about someone potentially relapsing, back into addiction. It seems to me that recovering from addiction is so important to have your friends and your family, and everyone nearby. And when were forced to stay home, you dont have that. How significant is that in terms of being a factor in all of this . We know that the two most important factors of substance abuse, the treatment, is having a support system, and getting lumped in with a treatment or recovery support. If either of those waiver or are suddenly unavailable, then we are seeing people more prone to use, and abuse, and that is something that we have to figure out how to mitigate any time where isolation is necessary. Obviously people are still, who are recovering from addiction, are still seeking out treatment but are they, do you think, in the midst of this pandemic, are they receiving the same level of treatment, with a provider, will the Virtual Meeting provide the same level of support . Absolutely. As long as you are feeling like you are accessing the treatment that is essential for you, you will benefit from it, so whether it is a virtual aa or na group, whether it is meeting with your therapist through telemedicine, whether it is staying connected to your own support system, as long as somebody has access to these ways of communication, they can have the benefit of support and treatment at hand. It is so important to stay connected for all of us, but especially those who are battling addiction at a time like this. Such an important conversation. We appreciate you coming on as always. Have a nice weekend. You, too, thank you. Concerns about the risk of cove it 19 for undocumented immigrants at i. C. E. Detention centers. He will talk with the aclu about a judges recent ruling. An update now on the push to have immigrant detainees released in light of the pandemic. A federal judge here in San Francisco recently ruled on the matter and joining us this afternoon to talk more about it is bill friedman, senior counsel at the aclu of northern california, thank you for being here this afternoon. This ruling applies to four immigrants. Explain why there been released. Sure, it is good to see you again. The four were released because the judge found that they were at high risk of illness or potentially death from the coronavirus. These are people who are older, were medically compromised by underlying conditions that are recognized by the citys diaz placing them at greater risk. I would also say that to other clients of ours were already released, one was released today we filed a lawsuit, in response to the lawsuit, and another was released a few days later so we are up to six. So are you anticipating more individuals being released . We have another two clients, whose cases are in front of a judge right now, we believe that they are very strong reasons why those two, were also medically compromised, should be released. And jan that, of course, there are many other people in i. C. E. Detention who should benefit from this ruling in the sense that there is a great deal of momentum behind the idea that medically Vulnerable People should be released from i. C. E. Detention, and if not in our case, other cases pending in other courts around the country in effect there have been many of those cases already. Explain a little bit more about why you believe that the individuals that you described, those with underlying medical conditions, should not be in i. C. E. Detention. Well, the i. C. E. Detention is civil attention. They are not the detention because of crimes that committed, they are not serving sentence is, so some of them have previously served sentences for crimes but those sentences were over. The only reason people are in i. C. E. Detention is so that they can, so that i. C. E. Can be sure that they will show up immigration hearings. But that interest of the government pales in comparison to the interest of our clients in being free for serious risk of illness or even death, and what the court found and why this is so significant is the court weight interest of the government and we the interest of the individuals and set the governments interest in having people show up for immigration hearings pales in comparison to the cost additional rights of people to be free from unreasonably dangerous conditions. We talked about this before, they say they are taking steps to ensure people are safe and to slow the spread. What more would you like to the i. C. E. Do . Well, that is an interesting point, because they did say in our lawsuit that they are issuing guidance from washington, dc, and San Francisco to these two facilities in the central valley, but we produce evidence from people who are actually in the facilities that showed that nothing has changed in the last several weeks. And the judge was apparently convinced by that evidence, so the basic point is that the conditions in these facilities have not improved, people are still bunked in arms reach of each other, they are still being forced to clean toilets with shared, dirty rags, they are still eating in close quarters, unfortunately, the way these facilities are designed makes it impossible for people to practice the kind of social distancing back to you and i are trying to practice in our everyday lives. So number one, i. C. E. Needs to do a much better job doing what it claims to be doing, and number two, it needs to significantly depopulate these centers. State, county, and local officials and federal officials around the country have recognized the need to gradually thin out the population of detention centers, you simply cant have the kind of crowding in the centers that we currently have, it is just the situation that is right for the rapid spread of disease, and so, ultimately, i. C. E. Is really one of the only agencies in the country that has stubbornly resisted the idea of the populating detention centers. We will have to end it there. Thank you so much for your time. Always a pleasure. A fremont man arrested for burglarizing several schools but now he is back on the streets, and it is all because of the cove it 19 outbreak. We will break down that case and tell you about new pretrial rules that are in place during this pandemic. Up next. Mostly sunny skies and a warming trend already underway, what you can expect for your bay area weekend and the extended forecast, coming up. Investigators say 34year old Christopher Silvester of fremont was part of a series of school breakins last week and committed auto burglaries in several cities, detectives followed him to a Fremont Hotel where he was taken into custody. They found a loaded gun along with some stolen property and the defendant in this particular case, according to fremont police, was released earlier this week by a judge on his own recognizance based on pretrial guidelines for new guidelines that have been put in place because of the coronaVirus Outbreak. Joining us now to break down exactly what is going on is our legal analyst. It is good to see you here for a virtual version of the verdict on this friday afternoon. Break down exactly what happened in this case. What are the guidelines that the judge based the decision on here . It came down from the Supreme Court, and the Judicial Council that said because of the virus, theyre going to go for no bail, sexual crimes, domestic Violent Crimes, or dui crimes, and all other crimes, there is to be no bail set because of covid19, because they are afraid of the spread in county jails. So even someone like this, who has a lengthy record was on probation, and gets arrested for some very serious charges, evading police, burglary, the sorts of things, someone like this now, and in the future, is going to be released on their own recognizance as long as we have this outbreak. The bottom line is, it is up to the individual judges but the guidelines from the Supreme Court are to do zero bail, except in violent or serious felonies. It would strike me that this might be one of those violent or serious felonies, especially the evading the police. You will have to look to the judge in this case and say why did you do it . Although i can understand why they did it because of todays situation, and then you have the ghost ship, the defendant left in the ghost ship, was released today on his own recognizance, to. One might say, 36 people are dead, isnt that a Violent Crime . Yes, it is, but the court has to look to whether the person is actually going to be harmful to society or a threat to society in that particular case, even though 36 people died it was under an unusual circumstance, so in that case, i think the judge did the right thing and releasing him because of these new Supreme Court rulings. I think he will be monitored and placed under house arrest. You talk about, obviously at this point, authorities are doing what they can to try to reduce the inmate population, we talked about the santa rita jail where there are a lot of confirmed case is of the coronavirus, the public defender in alameda county, he wants inmates who have less than x months left on their sentence to be let out of jail, but District Attorney nancy omalley, she is going to have to sign off on any of those ratified sentences here, so can you talk a little bit about the back and forth and the process that is playing out behind the scenes right now . How does the District Attorney balance the health of the inmates, inside a jail like santa rita, with the safety of the public . I think the bottom line is going to be to look to each individual case, to see the reason they are in jail is because they are in for a violent felony, they are in for a violent felony that would have her object, even though there is less than six months to go on their sentence. For other crimes, nonViolent Crimes, i dont see where she should object to those because of the covid19 in the jail and because of the people who work in the jail. Remember, youre not only putting the inmates at risk but you are putting the people that work in the jail at risk, so she is going to have to come up with some pretty good rationale in order to keep a nonviolent people in jail, and i believe they should let those nonviolent people out of that six months, or less, keep in mind that our legislators about a year ago putting a law into effect that said no more bail, bail should be zero but for violent and serious felonies but because of bail bondsman, they came out with a referendum to put it on the ballot and that will be coming up in the next election, but the legislator said we want zero bail in cases, and it makes perfect sense to me because people that dont have the money to bail out, they are put in a much more difficult position. We have to wrap up here, and before we go i do want to clarify one thing, a judge today to decide that the defendant is going to remain behind bars for the time being but the judge is going to reconsider bail for him coming up later next week. Always a pleasure. Thank you very much for coming on. Back now to the weekend weather, and lets talk with rosemary. So a nice warm up coming our way, once we get into your bay area weekend and more sunshine, a lot more today as we broke away from partly cloudy skies toward the afternoon, and temperatures, warmer in most areas because of that. Outside our doors right now we have a mix of mostly sunny conditions, and partly cloudy over some areas of the higher elevations. Lets take a look at the storm that continues to bring ray into areas over southern california, including southern parts of la, and into san diego and you can see even into baja, california. This will continue to shift east. It will work its way away from the bay area, taking the clouds with it and taking any possibility of rain, some areas south woke up with a few scattered showers this morning, there is a look at the High Pressure, and that will be strengthening into the bay area in the next few days and that will also keep the storm track to the north of us, so we are going to be dry at least for the next few days. Models are hinting at the possibility of maybe a few scattered showers come next weekend but not for this weekend. Mostly clear conditions, temperatures right about average. Lets take a look at what we do expect as far as the cloud cover moving into your saturday morning come a we start out with mostly cloudy guys but then as we get into the afternoon, mostly sunny away from the coastline, it looks like the coastline could have a mix of sun and clouds for the afternoon.
