California had one of its deadliest days yet. Yesterday there were 68 new deaths confirmed in the state bringing the total to 453. According to Johns Hopkins university, there are now 17,803 coronavirus cases statewide. More than 2700 people are hospitalized. Governor newsom says there are 1154 people in intensive care units. That is a 4 increase from yesterday. Governor newsom says california has secured and distributed 41 1 2 million n95 masks. The state is also going to use over 1 billion in Disaster Response money to buy personal protection equipment. That would allow us to invest over d can secure the anxiety that many of us have. Those ppes will not only be for medical workers but also for Grocery Store workers, dmv employees and Homeless Outreach personnel. At the white house today Officials Say the nationwide stayathome effort is in fact paying off. Officials were asked about the latest projections on the coronavirus death rate here in the u. S. A widelyward from about 82,000 deaths now down to below 61,000 deaths nationwide. White house Officials Say that drawing u. S. Healthcare system is a factor along with a Huge National push on social distancing. That is modeled on what america is doing. That is what is happening. And i think, what has been a remarkable, for those of us who have been in the Science Field for so long, is how important behavioral change is, and how amazing americans are in adapting to and following through on these behavioral changes. On the economic front, white house Officials Say those 1200 direct payments to americans will Begin Next Week as part of the coronavirus aid package and lawmakers are also considering another round of 250 billion in Small Business loans. The cdc is thinking about relaxing some of the guidelines about who can return to work during the coronavirupandemic. These new rules would apply to people who have already been exposed to the virus. Reporter the way the guidelines are right now, a person who has been exposed to someone with coronavirus is supposed to self isolate for two weeks whether they show symptoms of illness or not are now the cdc and white house are considering electing that restriction for some to allow people to return to work sooner, if they dont have symptoms, they wear a mask and have their temperature checked twice a day. Cdc will be publishing new guidelines about how those individuals and circumstances under which they might be able to return back to work using facial protection and monitoring their temperature. Allowing asymptomatic people to return to work quickly is what healthcare workers have been able to do, mainly out of necessity to keep staff levels up. Now the cdc and white house are considering the best minds here at the white house are beginning to think about what recommendations would look like, that we give to businesses, that we give to states. Vice president mike pence said that these new guidelines may be announced as early as today. What is not clear is when they can go into effect in what other date may conflict with state and local guidelines in the bay area. In an update this morning, a Public Health officer didnt speak specifically about the changing federal guidelines but did say that overall our elective fight against covid19 is far from over. We cannot let up. We have to continue to do what we are doing. The reason why is because most of the People Living in our community are still susceptible. Its a marathon, maybe even an ultra marathon. For more on these potential changes we are joined now by dr. Singh, former chief medical officer with hhs. So the idea would be that essentially a person that was exposed to someone could potentially return to work if they dont show any symptoms, they test their temperature and wear a mask, does all of this sound like its a good idea to you . It certainly sounds like we are considering how we can reopen the economy and Critical Industries. That is important, just because, one, we have a better understanding of the virus. We know this has been happening with our medical workers, and they are looking at that as well. Its a real step in the right direction, at the right inappropriate time, so this is not a letup in any way, its more understanding that we have to facilitate precautions, but those in Critical Industries that need to be at work, perhaps can go there if they have the right cautions with masks and taking your temperature twice a day, which not everybody does all the time so that will be of this. These are similar guidelines to what is being followed by healthcare workers right now, the folks on the front lines. So what sort of industries some of what sort of workers are we talking about in terms of trying to get folks back on the job as quickly as possible . What comes to mind are the essential medical workers, we know workers inwith supply chains have to be present. This is such a crucial part of keeping panic down and ensure people feel safe, healthy and able to get food. Other Critical Industries would include those supply chains for medical supplies and devices, other medication that may not be related to coronavirus and other industries that have everything to do with our health, wellbeing and real essentials. So these guidelines would relate to people to someone known to be infected with coronavirus. Let me switch gears slightly ve coronavirus. How important is it for us to be able to develop and widely distribute an antibody test, to understand who has recovered from the virus and is likely immune . Such a great question alex, it is very important in Going Forward and reopening the economy from the perspective of knowing. Those who have developed immunity from already having the virus and recovering from it, who may actually be able to go to to work, as well as understanding, as you know, from those who have developed antibodies and may even provide toward the treatment. Its a very important aspect in who is safe to go to work. I will add a story about an ophthalmologist who recovered from the coronavirus and is now providing help in hospitals in his area. Obviously we need more testing for folks who have the coronavirus but it also is important to find out who may have had in the past as well. Just another challenge youre facing is during this pandemic. We will leave the conversation they are, its always good to have you on, we appreciate your insight dr. , take care. Springtime brings in educational right of passage as seniors choose where they will go to college. That decision hinges in part on College Tours which of course are not possible due to the pandemic. Jesse gary is a life for us this afternoon in san jose with how these colleges and universities are turning to technology to try to solve their problem. Reporter the old adage, if you cant go to the mountain bring the mountain to you, that definitely applies here. This is spring millions of collegebound students will be visiting colleges and universities all across the country without actually stepping foot on a campus. We want students to be able to see themselves, see their goals and be able to connect to their faculty and major. We want them to say thats a place i want to go for my college years. Reporter since the covid19 outbreak closed campuses, thats difficult for universities, with the exception of a few students sheltered in place, they are digs are deserted, especially during this time when students are supposed to be touring the school to see if they are a good fit. Now we are launching an online tour that will occur through the course of the week. Admitted spartan day is going virtual this year. They produced a slick 360 video showing the campus and dorms and links allowing would be spartans to connect to student leaders and faculty. We can still get those critical pieces that students need to know and understand to begin the process of becoming spartans. It really helped when i went to look at schools. To make High School Senior did not choose san jose state. His heart and family lineage are tied to the ohio state university. But Virtual Tours did cement his decision and he believes this can be helpful for other seniors that are still in the process of choosing. When i took it, it was enough to make my decision to apply their and say thats where i wanted to go. The virtual tour by itself was not enough to say that is where im going to go to college. This year is unlike any other. Patrick day and others in academia hope this virtual hook will allow them to land a large bounty of students when things return to normal by the fall. We hope this time we are able to show them why this is a great choice. Virtual spartan day is april 1824, patrick day says student leaders and faculty are already reaching out to students and those who havent quite made up their minds yet. Live in san jose, jesse gary, ktvu fox 2 news. Even in this pandemic, some important educational decisions to be made. Senator Bernie Sanders drops out of the race for president. Coming up at 4 30 we will have a preview of the november matchup between joe biden and President Trump. Also coming up next we will talk with the board of supervisors in Santa Clara County for an update from the epicenter here in the bay area. In him bay area weather, still the possibility of a few dad forecast, coming up. Keep the customers connected, and making sure people are stayin solving Critical Issues as they arise. Go to xfinity. Com prepare. Thank you. Santa clara county has been at the forefront of the coronavirus outbreak in the bay area and reactive measures and in the number of cases of. For more on the additional steps the county is taking, to slow the spread of the virus and also treat those who have him down with the virus, we are joined by the president of the Santa Clara County board of supervisors. Thank you so much for being here. I want to start with a number of cases, what does it signal to you . Well, we know we have 1380 cases in the community. What that signals to me is that we want to make sure every single one of those people recover and that they are healthy, well im back in the community. Are you liking what you are seeing in regard to trends that are happening in the county and across the bay area . I do want to say that i think dr. Cody and other Public Health officers did the right thing and the brave thing by getting us to shelter in place. I want to thank all the viewers that are doing that because it definitely has allowed us to flatten the curve enough to make sure we have the healthcare response we need to be able to treat every person. Lets talk about ventilators, i know that da silva county is putting out an urgent call for ventilators. Where do they stand right now with the number of ventilators the county has and the efforts to apply for more . Here is the good news, the good news is that we have about 600 ventilators countywide. About 400 of them are available for any of the people who are already ill or become ill. The reason we are trying to increase to thousand is we know we have the Surge Capacity in our beds to be able to grow our Health System so that we have more intensive care unit if we need them. The reason we want those ventilators is to make sure that every person who needs one has access to one. We are doing a call asking people to give us their used ventilators, even if they are broken or they are not sure if they are certified, and we are working with bloom energy and theyve been amazing, and we are rebuilding them. Everyone we rebuild goes back to the county they came from. So every county can send them ventilators, they will work on them and they will get them back to those communities. Ive got to ask you about the decision by the governor recently to send hundreds of ventilators to the national stockpile, obviously for states that are right now seeing that surge. Does that concern you though, when you, in york county, are still in need of ventilators . Well, here is what i believe, every Single Community has to be responsible, as responsible as they can be for their own counties. One of the challenges weve seen is that we try to purchase ventilators, and even our purchases, the company said they would deliver them in a week, they are not coming for weeks. So even though today we dont need those ventilators, but we are trying to do is make sure we are as prepared as we can be to use those ventilators in our local communities. I do want to say one other thing. The governor, if you look around this country, there are not many states that have the kind of leadership that we do at our state. The governor made it possible for us to get an Emergency Hospital here at the Santa Clara County Convention Center people who were covid positive. I recognize that he is looking at big trends, i am looking at the hospitals in our community and i want to make sure every Single Person is well cared for in any of our hospitals. All right cindy chavez, thank you so much for talking with us if. Thank you, and if you have a lead on a ventilator, go to the emc foundation website, and we are looking forward to working with you, so thank you for that. Googles new coronavirus testing a service says there are four testing sites across california and they are seeingl terms of how they are run. The Company Wants to share that information with other communities trying to do the same thing. There are two drivethrough testing sites in the bay area, one in san mateo and the other in santa clara. They also have sites in sacramento and riverside. We are fortunate as a company, weve been working in science and healthcare for several years so there are a number of different programs when we were asked to help that we could turn to. Weve had individuals working on this platform and in effort to really Bridge Research and care and think about the best evidence and how you accelerate clinical research. So people on that team, when we were asked, raise their hand very quickly to say they were all in. If we can marry that platform with the actual site that need to be stood up, and so we had over 1000 Volunteers Partner with local Health Officials to do this in an incredibly rapid way. People who have symptoms and are in high risk categories as defined by the California Department of Public Health can go online and register and then get tested in one of those drivethrough sites. Results come back within 2 to 5 days on average. We wanted to start in a very measured fashion, whats been encouraging to see is that in a very short period of time weve been able to scale testing to thousands of individuals. And it is something we want to share broadly with the public. They have put all the information about best practices in an online guide to help other communities who may be setting up their own testing sites. Lets head outside and get a check on your weather, and bring in mark tamayo. Meanwhile the World Health Organization is pushing back against accusations for some countries including the u. S. President trump said he is considering putting a hold on u. S. Funding for the who. Still to come, helping those on the front lines, we will hear from an expert on how the pandemic can leave a lasting impression on first responders. Then there was one, Bernie Sanders drops out of the race for the white house. What it means for joe biden and the november elections, coming up next. A lot of folks ask me why their dishwasher doesnt get everything clean. I tell them, it may be your detergent. Thats why more dishwasher brands recommend cascade platinum. [upbeat drums slow down] what started athe democratic field of more than two dozen president ial candidates is down to just one. Earlier today the vermont senator Bernie Sanders suspended his campaign saying his path toward a victory was virtually impossible. That makes it joe biden the presumptive nominee. But as political reporter greg lee tells us, sanders is not going quietly. Bernie sanders is dropping out, the vermont senator ended his president ial campaign after former Vice President joe biden built a nearly insurmountable delegate lead. I cannot in good conscious to continue to mount a campaign i cannot win, which would interfere with the important work required from all of us during this difficult time. From his home he thanked his supporters and staff heard the democratic socialist faced mounting goals within the party to suspend and continue to push his ideas and solutions toward the coronavirus pandemic. We must continue working to assemble as many delegates as possible for the Democratic Convention where we will be able to exert significant influence over the party platform. Biden sent out a statement thanking his opponent for his continued impact and spoke directly to sanders a base, you are more than welcome, you are needed. The president also chimed in saying the bernie party should come to the republican party. I think it really is important for the biden camping supporters and for Bernie Sanders himself to really put out the message that the party needs to be united. Sin is a date Political Science professor said they moved the party to the left and the impact of sanders agenda is being highlighted even more because of the pandemic. Issues like healthcare and equality take on a whole new meaning in the current context. To talk more about this race is political reporter greg lee joining us live. So obviously we know Bernie Sanders was already way behind in the delegate count, behind joe biden. But then we had the coronavirus outbreak upend this race and it made it impossible for either candidate, but especially Bernie Sanders to get out there and campaign. How much of a factor was the Current Crisis in this decision to suspend the campaign do you think . No doubt i think this pandemic has shifted what campaigning looks like as it is all virtual at this point and everything has ground to a halt. Two points i want to make, one, i think maybe the pandemic extended bernies time in this race because what we saw with that delegate lead could not be extended as so many primaries got postponed. To that end, on the other side of the coin, as Bernie Sanders said today, he didnt want to continue to fight a fight he couldnt win, especially when there was such a need to focus on solving this pandemic and saving lives. And as you pointed out here, Bernie Sanders stopped short of endorsing joe biden, and also says he will remain on the ballot for the rest of the primaries that will happen throughout the remainder of this year. We dont know exactly when that will be, but of course, everything is up in the air, but he wants to remain on the ballot, what is the strategy here for Bernie Sanders ward a convention, eventually . I think influence, you look back to 2016, albeit its a different situation because he stayed in it up to around two weeks, and he is getting out earlier this time. But when we see delegates voting for Bernie Sanders and he can put his foothold and footprint on the impact hes had on this party it will show that perhaps the party needs to put into their platform statement in the general election, somewhere progressive ideas. Free college for low income families or perhaps raising the minimum wage. The goal really is to let his people know he will continue fighting and he hopes to have a major impact on what the Democratic Party looks like Going Forward. He wants to hold onto a couple of the cards here heading toward the convention. Lets talk about where Bernie Sanders supporters might go. You alluded to this in your piece. Resident trump sort of courting those Bernie Sanders supporters. Do you think the president is likely to win over some of Bernie Sanders supporters, and how many of them are likely to get behind joe biden . Joe biden is certainly doing the same today and throughout the primaries before they were shut down by the coronavirus. We heard him speaking directly to sanders basin saying we want you and we need you. President trump doing the same. In 2016 we did see some Bernie Sanders supporters so frustrated with the Democratic Party that they went to President Trump or they stayed home. And that is something joe biden will have to figure out. He needs to figure out how to court these boaters, how to energize these bases that Bernie Sanders is so good with. One, young people, and two, hispanic voters. Biden has to figure out a way to get to them and inspire them to come out and vote for him in november. We already see a fungus woman who was a major surrogate for Bernie Sanders, saying for those of you thinking about staying home in november, just stop. She is trying to unite the party, and again, this goes back to trying to unite the party behind one candidate before november. It will certainly not be easy. I will leave the conversation there, i certainly miss our chats in person greg, but its good to have you on remotely to weigh in. Take care, and be well. In the face of this pandemic doctors are having to make lifeanddeath decisions for coronavirus patients and in some cases they must choose who comes off the lifesaving ventilators. Earlier today i talked with an expert about something called moral injury. Its something that happens when a soldier see something that conflicts with his moral beliefs and Health Care Workers could face psychological harm from their decisions. Pace is relentless, you are dealing with an unseen enemy because you dont know how, you might get it, and know. And you are dealing with a system that is on overload. So, i think one of the things that is helpful is to give people, even a few minutes, when those kinds of things happen, those devastating things, like they lose someone or they have to take someone off the ventilator. Just give the Healthcare Team a minute or two of just silence, and time to take it in. Because one of the things that happens with moral injury is that you lose touch with your self. You are so busy doing other things that you are not paying attention to the grief or inner voice inside you. And if you lose touch with that, its really hard to recover from moral injury. The doctor says the emotional harm doctors and nurses and overwhelmed hospitals are suffering is in fact very similar to what soldiers in battle face. Using Artificial Intelligence to track the coronavirus. Up next we will speak with the head of a data firm who is working to do just that. We will tell you about the barriers in their way and the information theyve collected thus far, up next. Still some stubborn clouds today, we have the possibility of a few showers tomorrow, especially for one portion of the bay area. We will talk about that and some big changes coming up in your weekend. Now to something that a lot of people are talking about, and that is using Artificial Intelligence in the fight against the coronavirus. Lets talk more about it with a Machine Learning expert and Data Scientist in los angeles. Thank you so much for joining us this afternoon. Talk a little bit about how technology is helping in this fight. Thanks for having me. So we are globally distributed, a National Group of volunteers primarily focused on building a i tools to help the Research Community better understand where to focus their efforts. We are working with a giant data set of scientific papers in trying to extract the most relevant information for researchers to focus on. So white type of information are you in fact looking at . We are actually working with the white house challenge, they presented a list of 10 questions that the Research Community is requesting to learn. We are merrilyfactors of covid19, how geography affects morality, what we know about incubation, and have what do we know about vaccines and treatment. How do you think you will go about being able to answer those questions . We are building a tool, kind of a more comprehensive Search Engine for the specific problem. We are not trying to produce any insights or make any claims there is a cure. We are simply building a tool for the Research Community to connect the dots much faster with the limited resources they have right now. So a great analogy and that really is important, getting that information together, quickly. Correct, and the great analogy is hammers, its a tool, it doesnt instruct you how to swing or where to hit the nail, but when you do use a hammer to hit an aisle, its a game changer. And that is exactly what we are trying to provide to the Research Community right now. Timing is extremely important right now. We are all looking for that game changer. Talk to me about some of the challenges you face in trying to do this. Until today, the biggest challenge was confrontational resources and thanks to google and amazon today they provided a lot of free credit for us in terms of computing. Because some of these Machine Learning algorithms take a lot of computational power and time to run and as of volunteers we are not able to commit personally thousands of dollars to run these models. The other problem is across communication because we have em and ologist, toxicologist, Machine Learning engineers. And as you can imagine, that is very, very hard. I can imagine, thank you again for what you are doing, and we are all looking forward to, as i mentioned, that game changer. I appreciate your time, thank you. It was a great day across much of the bay area, mark joining us now to talk about what is in store for the next couple of days. Anybody get any sunshine today mark . Off and on there was some sunshine out, especially open northern sonoma county. Typically we talk about a storm weaving in from the north, but this time its actually a storm to the south that could be producing a shower chance tomorrow, especially for tomorrow morning. Taking a look at the forecast, partly cloudy skies, lots of clouds tomorrow with the possibility of a shower, i will talk about the higher chance for certain areas coming up and for the weekend, a big change. We will warm up those numbers by sunday and early next week. Weve been watching this area of low pressure, its happening at that surface as well around it and that is bringing in some cloud cover and shower chances as we head into tomorrow morning, especially for the south bay. Lots of cloud cover over a good portion of the bay area. But we do have some sunshine according to the satellite image, closer to san jose, morgan hill and gilroy. Current numbers, most areas in the 50s to lower 60s, cool in San Francisco and half moon bay. Out toward concord and brentwood and livermore, fairly mild with temps in the mid60s. So lots of cloud cover out there right now and overnight we expect cloud cover with overnight lows in the 40s to right around 50 degrees. Kind of a warmer set up, and take a look at this forecast model. You will notice the showers rotating or pivoting toward portions of the bay area tonight. But look what happens tomorrow morning. Things change around and the showers arzipping along, especially in the south bay for tomorrow morning and into the afternoon hours with mostly cloudy skies. So a slight chance for sonoma county, better chance closer to Santa Clara County toward morgan hill and gilroy. And then into friday, partly cloudy skies and that will be the beginning of our next warming trend. Tomorrow, lots of 60s, mostly cloudy conditions. And for your five day, partly sunny skies, definitely warming things up into the weekend. By sunday and monday, the warmest locations will be in the mid70s, so a dramatic shift in those numbers over the next few days. Tomorrow, just be prepared for that chance of a share that could be developing for the morning hours, especially. Okay, we will be ready for it. Up next, quarantines clearing out animal shelters. Coming up, we will tell you about the rising pet fostering and how this may be the start of a new way of pet adoptions. It certainly feels like most of the news we hear these days are peoples lives being thrown off track due to the coronavirus outbreak. But all those stories we hear across the country are having positive effects on animal shelters. Lauren blanchard with this feel good story today.
