Residents. Governor gavin newsom is confident about the States Supply of ventilators even as Santa Clara County says there is an urgent need for them. At his briefing today, the governor addressed his decision to lend 500 ventilators to the National Stockpile for other states to use. We are just proud as a state because of all the great work you have all done in slowing down the rate of growth that we are able to provide those resources and confidently know that supports will be reciprocated by those governors and by those states. Some of those ventilators are set to arrivein new york and illinois. Four other states will also be getting ventilators from california. The Santa Clara CountySheriffs Department is taking steps to ensure First Responders who are exposed to the coronavirus can get decontaminated quickly to limit the spread of the virus. Jesse gary is in san jose tonight with more on this. Reporter good evening, the Sheriffs Training Center has various classrooms on the inside for training such as defensive tactics, but today officials unveiled a new resource in the parking lot of the center that has already been used three times to disinfect First Responders who were exposed to covid19. We know that if we cant be safe, we cant protect the public. Welcome to the Virus Response Team decontamination area. The idea for this multistep decontamination area came to fruition before talk of a surge. So far at least a dozen staffers have been infected by covid19, two are headed back to work, the remaining 10 are recovering. They recognize the need to slow the spread when a First Responder is exposed to the virus. Unlike the fire service for our ems staff, and the ambulance who have measures to effectively decontaminate our staff within our vehicles, Law Enforcement is a little more limited. I think this is a muchneeded critical asset for the county of santa clara. A First Responder believed to be exposed to the covid19 is brought to the decon area where they first step into bleach, then remove their equipment and uniform. The subject disinfects his or her equipment and removes undergarments and showers, then putting on fresh clothing. This is a great resource to protect responders. The site is staffed around the clock by four sergeants and six deputies specially trained in decontamination procedures. The sheriff says she is hopeful that such safeguards will prevent any other responders from becoming infected. Our deputies get off and go home to their family every day. Keeping our staff and their families healthy is really our number one goal. The sheriff is also investing into items you will see on your screen. They are portable sterilization units that can decontaminate small rooms and jail cells. The first retails for about 8000, the second, half as much. On the respective websites the companies claim each device can kill 650 pathogens including covid19. The Sheriffs Office says the combined 12 of these units have been purchased and will be delivered sometime next week. Live in san jose this evening, jesse gary, ktvu fox 2 news. The grand princess cruise ship that was at the center of the outbreak has returned to the bay area. Christien kafton is live in San Francisco where the ship is docked. Reporter thats right, the grand princess cruised back into the San Francisco bay, she is in port with more than 600 crewmembers on board. She is in town to pick up supplies. After she resupply she will be headed back out to sea. The grand princess, the cruise ship that gained worldwide attention on the outset of the coronavirus endemic as it pulled into the bay with ill passengers and crew is now back at her port. The grand princess pulled into port today, she will be here for provisioning for the next 24 hours or so. When we say provisioning, she will be taking on food, fuel and supplies. Images of the ship allowing passengers to disembark in oakland last month are still seared in bay areas memory. They were allowed off the ship and sent home. The ship itself, cleaned and quarantined with the crew in the middle of the San Francisco bay. She was anchored there for one week of disinfection. After that, two weeks of quarantine that was overseen and directed by the cdc. That quarantine period ended over the weekend on april 4. That was when the vessel was cleared for sailing. The grand princess had been outside the golden gate over the weekend after this provisioning visit. A small group of protesters made their way to the pier advocating for the crew still on board. They demanded coronavirus testing, comprehensive medical treatment and paid during the pandemic. The worker should come off the ship, he needs to be decommissioned and disinfected the right way. Princess cruises said that health and safety of its crew is top priority. One crewmember on board is still under quarantine and released a statement reading in part crew with symptoms were medically disembarked or isolated on board until they met the cdc definition for recovery. All crew were quarantined for 14 days to monitor symptoms and reduce the possibility of transmission if they became symptomatic. The grand princess is scheduled to set sail and head back out to the open waters off the coast sometime within the next 24 hours. You can expect her to return to the port of San Francisco to resupply and provision every 7 to 14 days, so dont be alarmed, dont be a price to see the grand princess coming back into the San Francisco bay, perhaps as early as next week. Hard to say specifically, what we do know is that the Vice President and the administrator for fema had a call with governors today. Four of those governors responded back that they were happy with what was taking place. Not only with ima, but the entire federal government. So we know that there are areas that have adequate ppe, pharmaceutical, testing is an issue in a lot of places. But we also know there are shortages because of so much usage. In particular, in new york, theyve got a number of flights, 69 total, and they are fine directly to china, picking up supplies, ppe, personal protective equipment and bringing it back to various cities across the country. And how does fema and those in charge of the equipment prioritize which supplies go where, and how do they get it to those different states in a timely manner . In this particular case, theyve done two things. For instance in arizona that governor signed an executive order demanding that all hospitals report the number of things, in particular the number of ventilators they have, icu beds available, etc. Each governor is doing that and that information gets transitioned up to the National Response center in washington dc. From there emma they are sitting down and taking a look at where the hotspots are, what stock is available, what stock has been distributed to those hot spots, and trying to make a determination by way of prioritization. Each state is actually numerically ranked, and they are trying to, they borrow from different states at times, but they are back flowing with what is coming in from china. As a former fema coordinator, youve seen and experienced a lot of large scale disasters. How does this situation in your view, compare . Historic, no question. First time in our countrys history that we will have all 50 states operating under a president ial disaster declaration. That, and what we are seeing in the Emergency Departments is historic, for a number of reasons. In particular what we are seeing is that when patients are brought to the Emergency Departments, and they have the covid19 coronavirus, they are not allowed to see family. In a lot of cases some of these folks are actually dying in the hospital without their family having been there because they cant expose the family. So what that does is it places a burden upon hospitals, doctors and nurses to provide endoflife care and it makes it very hard for those folks who are working so hard to make a determination. Do we treat, do we provide end oflife care, counseling . So they are torn in so many different directions. Weve not experienced that before and the medical system in this country. Yeah, Governor Newsom talked about that today. Just a huge mental toll, not only hard for the families who are losing their loved ones and not getting to see them in person before they pass, but also for the doctors and nurses who are treating them and knowing that is the situation, the reality we are all in. Talk about the huge mental toll this pandemic is having on our nation. Huge, huge in so many different ways. We think about it for the people who might not be involved from a virus standpoint, but they are still suffering through a loss of employment, how will i pay my rent, my mortgage, buy groceries. 50 of our country is operated under Small Businesses. So, we know that is a problem for a number of people across the country. And before this is done, everybody in this country in one way, shape or form will be touched by that. Either they lost a loved one or know some but he lost a loved one, not able to go to work. So the mental stress on this is huge. Researchers are looking to patients who recovered from the coronavirus as another possible avenue to find a treatment. A nonprofit is joining the fight by asking survivors of coronavirus to become donors to help current critical patients. Recovered patients can donate their plasma, which would then be transferred into a current coronavirus patient suffering from severe symptoms. The fda just approved the transfusion as an investigational treatment for patients with coronavirus. During their recovery, we believe many, perhaps most or all of them will develop antibodies immune from things that when potential he transfused into patients who themselves are very sick, might help those patients more rapidly overcome their illnesses. In order to be eligible the donor needs to have a referral from a doctor, clinic, hospital or Public Health department. They also need to have been diagnosed with coronavirus from a lab test. The donor has to be without coronavirus symptoms for at least 14 days and tested negative for the virus, along with reading all other rules when it comes to blood donations. They then work with hospital providers to find suitable recipients. Joining us now is a professor of Infectious Diseases at uc berkeley. Thanks so much for joining us. Lets start with the story we just reported, what are your thoughts on that involving those blood transfusions . I think thats one of the most important ways to provide support achievement for the coronavirus infection. At this moment, we do not have drugs or a vaccine yet. So these methods can be used for a long time. They can transfer the specific antibody from one person to the other, and then provide a therapy against the infection. Can you talk about these antibodies in laymans terms, why are they so important when it comes to coming up with a vaccine here . Yes, because we all know that when we got the infection, our body because of the natural Defense System called the immuno response, and one of the most important immuno responses is that antibody response. So our body generates antibodies. So in this case, if you or anyone who developed an antibody, that means you have a natural defense against the infection. There is still a lot of data coming out from the study as well as the infection. Because this is a new virus and we know very little about the virus. But the good thing that we do know about the virus, around 80 of the people, even when they are infected, when they are positive, do not develop severe or strong complications. So for those people, many of those people develop a very strong antibody response or immuno response and me be protected or even immune to reinfection. And for those people, they may be able to go back to work and have a normal life. However, for the remaining people who may have the potential to develop risks, those are the people we need to Pay Attention to and protect them from infection. What are your thoughts on the drug that treats malaria. President trump says it might help with coronavirus, do you agree . I think that some of the data that is shown, but from a scientific point of view, we probably still need to have more data to show the efficacy of the drug against the infection.
