By and large the police chief says residents are following the orders but he says his officers have issued one citation to a business that repeatedly flouted the order, and an individual who refuse to shelter in place. Were live in San Francisco, ktvu fox 2 news. During a briefing today in sacramento, the governor confirmed that the state is facing a massive testing shortage and backlog. He says Health Officials believe there are far more infected with the coronavirus than the state and counties have confirmed. A major focus of his briefing was caring for the homeless, who may have been exposed to the virus and could spread it. We have already seen hundreds and hundreds of individuals now off the streets and sidewalks, and into these noncorporate sites. I will enforce that, non congregate sites. What we want to do is relieve the stress in our shelter system, so we can separate individuals and ultimately again relief the impact in our medical care delivery system, if left unaddressed. We allow our most vulnerable residence in the state of california to be exposed to this virus. The governor says the state now has possession of some thousand hotel rooms that can house Homeless People with fema picking up 75 of the cost. He hopes to secure 8000 more rooms. A testing site is now open in fremont, the free drive through testing is happening at the Fremont Fire Tactical Training Center on stevenson boulevard. Healthcare workers and First Responders who suspect they have been exposed will get priority along with anyone who has a fever of 100. 4 or other covid19 symptoms. Test results depend on Lab Capabilities but should be returned within 24 hours. The results, depending on how many tests we get processed, can be as short as 10 to 12 hours per negative, and slightly longer than that for a positive. It will be open from 10 to 5 every day for three weeks, or until it was a test kits and you dont need a doctors referral to be tested. The numbers ticking up in part due to an increase in testing. There are now long lines at drivethrough centers in hard hit areas. The cdc has sent out millions of test kits but now local public Health Officials are scrambling to find enough labs to process them. There is a shortage of testing nationally, there is a state lab that has been working around the clock, doing a great job. Quite frankly not enough capacity. The increase in confirmed cases is flooded hospitals with new coronavirus patients, especially in new york. The epicenter of the outbreak in the us. Nurses have been protesting for days. Some items are in such short supply there being reduced, putting them in danger of infection. Ppe and supplies that are running low are being reused every single day. Underscoring the need for social distancing. There are reports that china is under reporting the number of deaths. China has been sang 25,000 people have died but News Agencies are reporting the number of dead is more like 46,000. They say the long lines and large stacks of the Funeral Homes dont matter the number of dead reported by the government. Mark, thank you for joining us once again, and we want to start with this, what can you tell us about the ppe deliveries to new york and new jersey . Well, they are certainly working on it, they have 69 flights already scheduled directly, they call it an air bridge, coming from china to different locations. Yesterday gloves and today it is going to clovis, ohio. You heard the president talking about 15 million respirators, the department of defense is providing 200,000 respirators. So there is product moving. Speaking of some of those products, you might have heard this, new york governor said he will be using the National Guard to get ventilators from other parts of the state because they are sorely needed. How do you really see this taking shape here . This sounds like how do you see this happening . I think it is an innovative idea, what we do typically and disasters as you have mutual aid, our trucks go from state to state, like we saw yesterday, ambulances coming from the other part of the country, to new york, so in typical disasters you do have resources moving. What he is trying to do is take a page from that and move ventilators based upon need. There is going to be some challenge to that because people are not going to want to give up those ventilators and certainly, the patients that are on ventilators with this disease are on those ventilators longer, so it creates a challenge but it is an innovative idea, they are searching for solutions. Lets talk about some of the realities we are dealing with right now. We are hearing governors are setting up the mass fatality sites, and other alternate care sites, outside the current hot zone. What does this look like . Well, there are a number of alternative care sites going up, built by the National Guard for each state, supplied the equipment by health and human services. What, the idea is to build it into a Convention Center or something of that nature to give space for the patients, so they are trying to take the load off the hospital, and allow the coronavirus patients to be treated in the facility itself that a secondary. What is interesting about it, in new york, they are having such a load of coronavirus patients that they are converting that facility at the center to a Surgical Center which has not been done before for field hospitals. Somewhat unique. We are also seeing this here, where singh his company to of these get data. People are staying home in adhering to these shelter in place orders. What you make of this . This is a unique way to track people to kind of been down the pandemic as it is going around the country. How do you say this is working in favor of fema right now . I think it is wonderful from a couple of cents, that is anecdotal information coming out of the test site. It is that up to 50 of the people that are a systematic are testing positive for the actual illness, the coronavirus. So that tells us that there are people in our society, that the country, traveling around that could be contagious in sharing that disease. We know from cell phone data that people are not moving as much, up to 90 to 95 in certain parts of the country. Seattle, new york, so if the cell phone data is accurate and that is just a tool that they are using, we are seeing people move less, which is in essence, causing the stayathome to tamp down and flatten that curve. So it is good news. Certainly good news but we do know people that are out there violating the shelter in place, which is certainly bad news. We could be dealing with this for a long time. Former fema corey nader, thank you so much for joining us and youre in this evening. Officials have revealed the new recommendations for face coverings, that have rolled around the bay area. During the countys Daily Briefing on facebook, the spokeswoman said to avoid n95 and surgical masks designed for healthcare workers. People should instead use a piece of cloth. This was made by a nineyear old. This was made by a professional quilter. Additionally, you can use other types of face coverings. Bandannas, other types of cloth, a scarf, anything that can secure around your nose and mouth. They recommend wearing face coverings when carrying out essential activities in public. They should also be washed regularly in hot water and dry on high heat. To break it all down for us were joined by an internal medicine doctor, thank you so much for joining us. I want to start with the first thing that . Yesterday, it is an Antibody Test for the coronavirus that was approved by the fda. What does that mean for us, and in terms of helping us get back to work . Youre right, it is not approved within the last few hours, and it is basically going to be testing for antibodies, at some point when we are ready to go back to work these people can actually venture from home to work. It will also be good to note who in our healthcare workers have these antibodies. In addition it will give us an idea about how widespread this is, so we can actually get more precise death rates. This test takes about 15 minutes to get results and what we need to understand is basically this is yes or no, you have the antibodies are with you dont, it doesnt tell us whether those antibodies are actually effective and how well they work. And we need to remember that having this antibody does not guarantee immunity to covid19. It another treatment that is peaking interest is convalescent plasma therapy. I want to talk a bit about what specifically that is, and what does it mean . So that has been used so much in the past. We use products may recover persons blood to treat another person who has covid19. We need to understand that both the donor and need to have a matching blood, and also, the blood, the plasma is going to undergo the same rigorous test to make sure that there are now disease is present. We just heard this story that now, Health Officials are recommending that we were masks to cover our nose and our face, so what should we remember as we follow these new guidelines . They are changing, feels like almost on a weekly basis, do we need to remember that whatever is kind of recommended by the cdc, we should follow them. I definitely will be following them and what they are recommending now, because there is so Much Community transmission is that when you venture out of the house, you should be wearing a homemade masks, not like was mentioned earlier. So we were this mask because 25 of the population is actually in a somatic carrier and their passing the virus without even knowing it. And now especially knowing that the virus can be passed from just talking or janik or breathing, we need to have a barrier against passing that other people. Understand that this is an added measure. We still need to keep our distance from people, in addition to social distancing, and if we absolutely must venture out to get something essential, we do need to wear a mask but if it is at all possible, please stay home. That was going to lead into my next question which is we are now hearing this can be spread through talking coming on in, and breathing. So i feel like a lot of people may not realize that, first it was just, if you came in contact with someone and they may have cost or sneeze on you, now we are thinking it could be spread much easier, is that right . And there is a possibility, we are learning it could be spread by talking or breathing or janik and what that means is that we have to be even more careful. And if there was ever a time to stay at home, now is the time. Unless you absolutely need to go to the grocery store, go to the pharmacy to get essential items, just please stay home, and we are learning about this on a daily basis on an hourly basis, keep safe, stay at home, wash her hands, cover your mouth. And now, wear a mask. Quickly before we go, my thoughts are the same thoughts, that they believe in. That is it is next for mental drug. Has been used for years to treat lupus, and arthritis and malaria, but we are using it as an allpurpose use, to see if we can treat patients who have very severe disease from coronavirus. We have to remember that this drug is not for everyone, so please dont ask your physician for a prescription, we are actually in a national shortage, so those who have underlying diseases are not able to get the regular medication which is very unfortunate. So these medications, they have emergency approval from the fda, but it is not being safe or effective for coronavirus because we still have to do a lot of research before we can say that. Will have to leave it there for you. We appreciate you always coming on. Thank you for your time. The east bay, they will no longer be converted into a temporary hospital, for coronavirus patients. The School Superintendent says there were a number of complexity and transforming the building. It was chosen partly due to its proximity to the medical center.
