Los angeles county has the most confirmed cases with more than 4000 followed by Santa Clara County at more than 1000 and San Diego County at 849. A south bay nursing home has at least a halfdozen residents and staff who tested positive for the virus. Jesse gary joins us now in san jose with the details and what is being done to keep the problem from getting worse. Reporter late this afternoon officials with the Canyon Springs postacute care facility increase the number of covid19 cases they are reporting. They reported three, now its cials to call relatives of d residents and as a precaution, tell them to come get the relatives, bring them home for a 14 day quarantine. Officials say multiple positive test results were revealed, one as recently as this week, two residents and four staffers are infected with covid19. One resident was discharged before the test results were known, the other is hospitalized. Additionally, 26 other residents and staffers are being tested to see if they are infected as well. I think the situation with a nursing home or any area that has confinement can be extremely dangerous. A rep says we have been vigilant in adapting practices and protocols from the centers for disease control, centers for medicare and medicaid services, and city guidance. Canyon springs caters to residents needing care after hospitalization, as well as those with dementia or alzheimers. I think there is tremendous concern among the medical profession and politicians that the next run will be Nursing Homes and prisons in other areas where people are confined and cant leave. Canyon spring Officials Say stricter protocols are in place, among them were stringent visitor restrictions, screening of staffs and more frequent monitoring of physicians. This is essentially a war, and its a matter of triaging every patient and the use of your facility and equipment to put to the best use. Dr. Mark schwartz says theres signs that the infection rate in the bay area starting to slow because of things like people staying inside, social distancing and sanitizing hands. As for canyon spring, they do not answer the question if they considered closing due to the short term or what families should do if they cannot get their loved one and bring them home for a 14 day warranty. Quarantine. As weve been reporting the number of confirmed cases of coronavirus hit 1 million today around the world. That is according to Johns Hopkins university. So far more than 50,000 people around the world have died. However, experts say the actual number of infections is rapidly much higher because of a shortage of test and the possibility that some countries are not releasing accurate numbers on their outbreaks. Here in the United States, Johns HopkinsUniversity Reports more than 242,000 confirmed cases and more than 5800 deaths. New york state has by far the most cases with more than 92,000 followed by a new jersey at 25,000 and michigan at more than 10,000. Hospitals in those areas are scrambling to get masks and other protective gear for their workers, and also more ventilators to help treat their patients. But the governor of new york says they could actually run out of ventilators in less than one week. We take a look at conditions now around the country. Reporter still no end in sight to the deadly coronavirus outbreak which has infected about a quarter million american so far. More than one third of those cases are in new york care workers there say they are starting to receive more protective equipment that still do not have enough masks or ventilators. New York Hospitals are becoming so overcrowded, ambulance crews have been instructed not to bring in patients in cardiac arrest if they cannot be revived at the scene. Unfortunately times you have to black tape people for the greater good. The army corps of engineers set up field hospitals in new york and now theyve moved on to other hotspots such as detroit which has seen a huge spike in cases this week. They say the goal is to stay ahead of the outbreak and get facilities up and running as soon as they can. Its used more like an emergency room. Most of the country now living under stayathome orders. Governors say its making a big difference but they are still struggling with continued outbreaks in Nursing Homes with at least 450 deaths since nursing facilities went into lockdown weeks ago. In every part of the country people are working to come up with strategies and approaches to do everything we possibly can to protect the population. Officials at the cdc are still considering whether to update their guidance on facemasks and advise people to wear them in public. Today the u. S. Navy removed the captain of the Aircraft Carrier roosevelt with more than hundred sailors on board testing positive for the coronavirus. The navy said the captain demonstrated poor judgment and created panic by sending out a memo that was linked to the news media pleading for help. The secretary of the navy said the captain should have gone to his commanders. The captain is from santa rosa. As many as 3000 of the ships crew of almost 5000 are now being quarantined. San francisco is reporting its first confirmed case in one of the citys homeless shelters. Christien kafton live now in the city and city leaders said they knew this would happen and thats why they had a plan in place. Reporter thats right, that individual has been tested and isolated and testing is underway for everybody that that person came in contact with. San francisco officials are confirming the first case of covid19 in a navigation center. The department of homelessness said the individual was tested positive after being tested at the navigation center. We knew this would happen at some point so we had a process and a plan implemented overnight. Part of the plan includes moving the person to the hospital or hotel if they do not need care. They are acknowledging that practicing social distancing inside shelters and Navigation Centers is impossible saying the city is suffering from a dual crisis of homelessness and a global pandemic. These are not environments where people should be living longterm in the first place. The pandemic is really revealed that to the rest of the community. Things that our colleagues and people who run these amazing shelters already know on a day today basis. The supervisor is leading the push to get more of the cities homeless into the hotels. A source from the Mayors Office says that would cost upwards of 50 60 million a month, money that the city cannot get back from fema. But its unconscionable to allow people to stay in close quarters are on the streets during this pandemic. From the common sense perspective and health perspective, we need to house in hotels and some of the 30,000 hotels that are sitting empty as we speak. People experiencing homelessness. The city is still working to open up was coney west to thin the spread of the coronavirus in the homeless population. We will be able to accomplish that in a much more effective way. The californias governor also acknowledging the homeless crisis is saying he will have more details on a statewide response on friday. This time tomorrow we will specifically be laying those things out. Homelessness advocates are saying that the current pandemic is a perfect display of really how they believe that homelessness is a healthcare issue area they are pushing for longterm fixes for homelessness Going Forward. Live in san francisco, christien kafton. It sounds like they are closer to opening mess coney west, do you know how many people they can take in, and when it is expected to open . Some of those hotels are available for people right now so they are able to isolate people in those hotels if they need to. Right now they are prepping to take the first wave of 30 or so people. I asked for a timeline and they said it is still somewhat fluid. Hoping to learn more tomorrow from the governor. Thank you. Still to come, of building with a history of making jeeps and tanks during world war ii, now it is being called back into action. Small businesses can apply for up to 50,000 in zero interest loans. The city will set flexible repayment options and terms will be determined on a caseby case basis. Today the u. S. Labor department reported another 6. 6 million workers filed for unappointed benefits last week bringing the total of new unemployment filings in just the past two weeks to a staggering 10 Million People. Numbers weve never seen, so big or so fast. Tom vacar joins us now from his home with more of those numbers. Reporter considering california has 878,000 individuals from oakland and sacramento combined. Today we once again spoke with a laidoff supply chain manager who we met last thursday outlining her futile attempts to get signed on online for online unappointed benefits. After her letters got to the Governments Office she was signed up right away. It was really difficult, date did make comments that they are working on a system. Her advice, apply online, use Google Chrome to do it as well as refrain from calling or going to an edd office. There is a lot of modern day Hightech Solutions that that government could be adding to the edd. The director of the east Bay Economic DevelopmentAlliance Says although the state has done many technical upgrades, he remains cautious. Nobody would be wise to make a prediction that everything will unfold seamlessly when people need certain kinds of services and we definitely, this will be a true test of the system and what it can do. The federal 350 billion Paycheck Protection Program provides loans to Small Businesses and employees that were in existence on or before february 15 of this year. Law firms, and a former edd director says under the program, if the employer keeps employees on the payroll, the loads will be forgiven with no payback required. Employers who are interested in keeping businesses open and employees on a month contact your bank right away. Business owners can apply online through the Small Business administration, federally insured banks and Credit Unions as well as farm credit system. It may be that money will be in the hands of employers in as early as 4 to 5 weeks. s while you wait for that, apply for Unemployment Benefits now, after all you pay for it. Obviously what we hope for is that folks will actually be called back to work quickly and they will not need to rely on an employment if its for very long. How quickly that money will actually get into the hands of those businesses varies from a few weeks to in one case, 16 weeks. Even if its five weeks, and federal government speed, that is lightspeed. Joining us now with more on this economic crisis is a financial analyst. So those numbers are staggering, another 6. 6 million workers filing for unemployment and if its last week in addition to the more than 3 Million People filed a week earlier. That is a big number number but its less than what weve anticipated and the stock market projected favorably to that. However, looking out into the future, until we get to recovery, we are looking at anywhere from 15 million to perhaps 20 million depending on how fast help gets here. Weve heard from a lot of people saying they are frustrated trying to file for an appointment if its. What is the quickest and easiest way to do that . First weve got to put this in perspective heard we had a recession happen in 45 days and weve been told to stay home. So theres been a ton of workers laid off quicker than at any other time. During normal recession its a gradual layout. To those filing for unemployment, its not able to scale for that many people. But i really caution everybody, it is a significant benefit, try not to get too frustrated, just keep working on it. The average unappointed benefit for california is 480, and the government is putting 600 on top of that, thats over thousand dollars a week, 4000 a month, this is significant money to make an attempt to try to bridge the gap for people until they get back to employment. So, help is on the way, it will just take time to get there and our systems are not able to scale right now. Would you recommend people file online rather than trying to call or go into the office in person . Calls will not get accepted because there are too many people calling, and the doors are closed due to the coronavirus. It is important that you get online. If you are older or not computer literate, reach out for help, get somebody to help you. This is never get money for unemployment, i call it unemployment on steroids. One more question, there are a lot of questions about how people will receive those coronavirus stimulus checks, are those based on your last tax filing . Exactly, exactly, or people have to apply. So if you dont normally file a return, will they have to file to get one . They will have to go online and apply for it and follow the process. There will be delays in this thing, but the most important thing is, this is a huge tumulus package, its projected it might even double in the future. There is a sincere effort to try to patch the economy together. The economy was doing really well until the middle of february when the coronavirus took over, so weve got to get that solved so people can get back to work. So many people are struggling right now. George, thanks for your time tonight. Weve got some weather to talk about, today turned out to be beautiful. Tomorrow will be pretty darn nice as well, then we get into the weekend and it will rain around here, showers back in the bay area forecast to the tune of an inch to an inch and a half in the santa cruz mountains. So we will definitely be into this a little bit in terms of rain and snow. Heres the system im tracking, you can see the motion of it. Its a nicelooking system, and behind it there is a secondary wave that will come through on sunday. So the way we set up now, it is a wet bay area we can Going Forward after a number of really nice days. You may have noticed some sniffling and sneezing today. That has a lot to do with the tree pollens out there right now. Weve got a lot that are trending high, so think about that. I know a lot of people these are often get very concerned, but just know that the tree pollens are flying right now. They will tomorrow, again. The current temperatures are warmer than they were yesterday. We got all the way up into the upper 60s, even low 70s in the warm spots. There is a live camera shot, Beautiful Day, a little breezy along the coast. Tomorrow is a nice day, too, but then things change around as we get into the weekend and it becomes wet. Still to come, if you are looking for things to do while stuck at home, the oakland zoo has a new idea for you. In a moment, i look at the new streaming option that the oakland zoo just launched. Places like the Monterey Bay Aquarium set it up you can see the animals and fish online on their youtube channel. They have live streams going with looks at the jellyfish, the shark tanks and penguins. The Monterey Bay Aquarium is not alone, the oakland zoo is launching a Subscription Service with a live stream. Reporter if yare looking for ways to stay entertained at home, check out the oakland zoo. Behindthescenes live kicked off thursday in the giraffes exhibit. Since visitors cant come to the zoo with us being closed and everyone in a lockdown, we will bring the zoo to them. We have about 110 parttime and seasonal employees, it might be cashiers or some of the janitorial or a little bit of the riders and concessions. Meanwhile everyone else from me on down has gone to an extremely short and work week. Animals at the zoo really dont have a clue that anything is different from before other than the pathways are empty. You can definitely still see them from the comfort of your home until the zoo reopens again. Tonight the italian ambassador to the United States is reporting signs of improvement in the coronavirus situation in italy read the number of confirmed in sections, hospitalizations and deaths remains high, but they are beginning to stabilize in italy. Italy and spain have the majority of the more than 30,000 deaths so far in europe with nearly 14,000 deaths in italy alone. Italy has also reported about 115,000 confirmed cases of the coronavirus. And neighboring spain has recorded the highest single date number of deaths since the outbreak began. The death toll went up by more than 1000 in the past today, to more than 10,000 deaths. More than 110,000 people in spain have also been infected with the virus. The World Health Organization says more than 95 of the victims in europe have been over the age of 60. If there is any good news, its that the infection growth rate appears to be going down. Updating you now on numbers across california. There are more than 10,000 cases of covid19 statewide, 233 people have now died. Los angeles county has the most confirmed cases with more than 4000 dollars by anna clara county at more than 1000 cases. San diego county is at 849. With the growing need for hospital beds across the state, Historic Building in richmond is being converted to a medical station for coronavirus patients. As henry lee explains, organizers say its an ideal spot to aid in recovery. Reporter the crane way pavilion was bustling with activity on thursday. This Historic Building is being transformed into a 250 bed medical station for coronavirus patients. It is very obvious this would be a phenomenal facility to conduct such a mission. Dr. Who also manages the property says it provides isolation, privacy and plenty of scenery. If there are any patients coming in with initial symptoms or any patients recovering, take a look at this view. I personally believe your mood helps in your recovery. The building is huge, no tents are needed, the National Guard is bringing in beds and medical supplies. Contra costa county is coordinating medical staffing. Its been home to craft affairs, festivals, and in february it was the site of a Bernie Sanders rally. The goal inside. Ideally wed like to not see a single patient here. We are setting it up in case we do. It used to be a ford auto plan, they then switch gears helping to make jeeps and tanks during world war ii. Now its about fighting this war against the pandemic. There is a lot of history here. The contra costa supervisor says it will hopefully bode well for the future. We know we will win this work, and we want to do it in a way where we have the least amount of lives lost. They hope to get it ready for any influx of patients by the third week of april. Joining us now is dr. Lee riley. Dr. The fda has issued its first emergency authorization for a coronavirus test that looks for antibodies in the blood. Why is that important, and why is it significant . Its important because this is really the most sensitive test to really determine what proportion of people may have been infected with this virus read it will not help you to make any clinical decisions or try to control the epidemic but it will tell you afterwards, what proportion of the population may have been infected with this virus. It will also enable us to determine whether or not if the vaccine were to be developed, whether or not it will be effective or not. If these people who have antibodies against the virus do not get subsequent reinfection that would indicate that the presence of the antibody is protective against a second infection. Let me get to the idea of a vaccine in a moment. First, so today around the world we topped 1 million cases, known cases, of coronavirus. Do you think that number is close to being accurate in terms of how many people actually have the coronavirus around the world . No, that is probably just a representation of confirmed cases, probably. So for every confirmed case there are probably hundreds of others that are unconfirmed cases. So that is probably an underestimate. Lets talk about the vaccine, how long do you think it might be until we get a real vaccine here . According to dr. Fauci, he believes we may have one in another year to maybe 18 months. If that is true, that is probably the fastest timing for a new vaccine getting developed. But i myself, really cant predict when this will become available. Are you concerned at all about a possible second wave of coronavirus . That the wave, ive read reports that it could spread to africa, where in our summer its their winter, and then following that, it could come back to us during our winter. Again, its hard to predict. Evidence is really beginning to enter the Southern Hemisphere countries, brazil has reported more than 8000 cases. So, the question is, again, if that antibody against this virus is protective and a sufficient number of people got affected here in north america, maybe we will be protected against a second wave. Again, we dont know anything about this virus. What we do know, as all of us know, this is not the first time that a coronavirus caused the pandemic 18 years ago there was the sars coronavirus that caused the pandemic. And then there was mers, still going on in the middle east. So these different types of coronavirus can pop out anytime. Just because this particular coronavirus we are seeing goes away, does not mean we will not see this again. Maybe not next year, you know, maybe two years, five years, 10 years, who knows. But it will happen again and we need to be prepared for that. This is the kind of thing you study. I have a young daughter, and when she comes up to me, i will put this on a personal level, when she comes up to me and says that, what is going on, how scared should i be . What should parents tell their kids right now . At this point, i think the same sort of things that we adults are hearing should be told to our close ones. Make sure you wash your hands, dont touch your face, try to stay at least six feet apart from Close Friends and colleagues, try to stay indoors as much as you can. Try to interact through Electronic Media we have for now until this goes away. So i think the same sort of message we are receiving should be given to our Young Children as well. Dr. , we appreciate you taking the time to talk to us, im sure we will be talking to you again in the coming days. Thank you very much. Operations are run out of the departments Incident Command Center where they are making sure protective gear and Staffing Levels are adequate read in addition the Sheriffs Office has launched a Virus Response Team which helps with high risk calls and decontamination if need be. Talking about whether that will bring rain to the bay area as we get into saturday and sunday. Back into some real wet weather, i think it will be significant, too. Maybe an inch of rain in some places. You can see the satellite picture, what you can see out in the pacific, that weather system coming our way. That system will set us up with basically rain that shows up saturday morning, lingers through the day on a saturday, and then basically sets us up with temperatures that will be a little cooler than you might expect. Numbers outside right now, looking at temperatures generally 65 for walnut creek, 62 in livermore.
