The dow gained more than 1300 points today, nasdaq rose 413 and the s p was up 154. The relief bill is the president desk as soon as tomorrow. Jana katsuyama joins us live and she spoke with a labor economist. Is there a sense this bill will be enough . Reporter i spoke with a professor at uc berkeley and he said this will definitely help but it will take at least 2 to 3 weeks for people to get those checks, which will be difficult time, a welcome bit of relief but really just a shortterm fix. The first wave of u. S. Unemployment claims set a record as 3. 28 million americans filed for unemployment. Its three or four times the most weve ever had in a week in the history of keeping track of these programs. Jesse rothstein, presser a professor policy economics at those numbers will go up further before the stimulus legislation works its way to peoples pocketbooks. It may double next week from where we are, its just a title wave in the system. The house of representatives must now pass this bill, hopefully without delay. The bill is expected to pass the house friday by a voice vote and nancy pelosi is already looking at a face for bill. They say why do we need another bill, we need it because the Health Workers working in those settings needed, we needed for families. The next phase should include expanded family and medical leave, protections for First Responders, stabilizing pensions and even continuing the direct checks to americans. But the top House Republicans called for not make to be put i economy. Congress has been scheduled to be on break for 2 to 3 weeks, and the professor says this is not a time for lawmakers to sit back. I think they need to be working every minute on this. This is an enormous emergency and there are definitely things they need to come back and do. They also need to plan for the possibility that this lasts for a while and it will not be enough to get us through a long shutdown. Rothstein also says the government needs to find faster ways to get loans to Small Businesses. One thing id be looking for is ways for banks to give out the loans. If they have to go through the Small Business administration it does not have the capacity to handle things as quickly as it needs to. The department of labor says employment claims week, thats up significantly from just 57,000 from the week before. The house is expected to take this up tomorrow on a voice vote of the members dont have to go to washington and they can get it directly to the president desk to be signed. We will be following what happens. The Trump Administration said it is developing a plan to potentially revise social distancing guidelines. In a letter to the u. S. Governors the president said they will rate individual counties by risk from low to moderate to high risk. State and local leaders will then be able to make a decision whether to keep the increase nor loosen social distancing policies and other restrictions. Federal officials were asking what would stop people from going to a high risk area to a low risk area. Part of this will be the need to have a highly responsible behavior between counties. And i think the American People can understand that, that they will understand where the virus is because we will have the testing data, and where it isnt. And make sure they are taking appropriate precautions as they move in and out of spaces. The white house says more details will be released next week. And hayward there are new numbers from the drive through Testing Center that just opened. Those numbers show that about 25 of the people tested on the first day, tested positive for the coronavirus. The demand has been so great, that the center is now adjusting their criteria. Reporter haywards covid19 Testing Center at fire station seven on homewood avenue is making results public from the first day of drivethrough testing when cars lined up for hours. 54 people out of 207 were positive for covid19 area that is roughly one in four people who were tested on monday. It is concerning but you know we expected, once more testing was available, when we opened the test site, that there is going to be some positive cases. To make captain don nichols and with the Hayward Fire Department says the positive examples are immediately reported to the centers for Disease Control and prevention and shared with Public Health officials in the county where the person lives. Our goal is to get to test everybody we can. But you know, our hands are kind of tight as far as the lab is concerned. Its why the drivethrough testing site closed early thursday and will close early again on friday, limiting tests to roughly 100 people that have symptoms of covid19. We hope to ramp that up and get back up to a maximum of 370 resume. We have to turn away more people because they are not symptomatic, that was an order from the county. If youre not too sick, call your doctor. If youve tested negative, still practice social distancing and for younger adults, dont think you are immune to the virus. Hot meals of chicken piccata, rice, vegetables and salad delivered to police officers, comfort food during a time of crisis. These officers not only have to protect the city, but protect themselves. The officers are worried about their families and their own individual health. Not just any meal, this one means more, given to them for free. What this means to us is that we are being supported by our community and community restaurants. I think they deserve it, because they are always there for us. The people providing the food, they have been in business for nearly 70 years and have never seen a crisis nearly like this. This is really different, ive never been through anything like this before. Like most restaurants the steakhouse has taken a bigtime financial hit. Despite can be gained by lending a hand. They are not our healthcare workers, they are our healthcare soldiers and they are literally fighting on the front lines for us. They are very brave people and they are doing great work. Adapting as they go, those on the frontlines are in a battle against time and space. Sadly at least five more people have died in the bay area of covid19. Santa clara county is reporting 83 new cases for a total of 542. Two more people died bringing the total there to 19. There are 30 mark cases in san mateo for a total of 195, with five deaths every San Francisco has 223 cases, up 45 from yesterday and a second person has died. In marin there are 65 cases, sonoma has 39 cases and one death napa county has seven cases, contra costa has 23 new cases, bringing the total to 131, and one death. Lastly Alameda County has 29 new cases, up to 164, and two more deaths for a total of 4. Tesla has confirmed two of its employees have tested positive for the coronavirus. The electric carmaker says the affected employees have been working from home for about two weeks but are now in quarantine along with their direct coworkers. In novato, police are waiting for coronavirus test on a body found earlier this week. An officer put on protective gear after going into a house and seeing a mans body. If ever there was a time for that, we are all stuck at home, now is that time. The city of novato has 61 officers and one is quarantine with the possible rotavirus. Two civilian employees are also quarantined, all of them have mild symptoms. The officer responding to the deceased man was not a potential exposure because he was suited up. So areas like santa rosa, could easily see temperatures like these, freezing or below freezing. The plan here tomorrow morning is very is certainly a thing, a frost advisory for the north bay. Marsh was a graduate student here at uc berkeley 17 years ago and found that Greater Goods online publication promoting kindness, compassion and empathy. A cafe in palo alto is getting creative to try to make ends meet and keep their workers employed. They are now selling toilet paper along with potatoes, pasta and other items considered in high demand since the outbreak of the coronavirus. The owner of the cafe says shes glad shes able to provide for her community as well as her employees. The coronavirus is prompting local animal shelters to make plans in case people get sick and theres a surge of dogs and cats that need to be cared for. Rob roth talked with the director of Animal Care Services in oakland. Reporter here at oakland Animal Services, these dogs are about to be moved out of the shelter and into temporary foster homes. The idea is to clear out about have the space to make room for the potential wave of dogs and cats that may be coming when owners become affected by the coronavirus. We are really planning for the worstcase scenario. What we are preparing for is a likelihood of people who lost their jobs and can no longer care for their animals. Sadly, we know people will become incapacitated and possibly die, so there are going to be animals that are going to need new homes. The shelter is urging pet owners to make contingency plans in case they get sick. Talk to your family, your friends, who would be able to step in and help your animals in the event that you needed that. The shelter expects to take in dogs was owners are homeless and will be moving off the streets. But Animal Services wants to make it clear to the public that the shelter is not a temporary pet board and care facility. They also say while dogs and cats are not carriers of their coronavirus, people need to be cautious with them. Animals are like any other surface. If they are with somebody who has the virus its potential that the virus is on there for her. Any animal coming into the shelter, we are bathing, and in the unusual circumstance where its not safe to do that, we are quarantining for five days. The shelter also set up adoptions through its network of foster owners. The coronavirus hasnt stopped people from seeking out companionship. One of the Silver Linings of this is that people are at home in a way they arent normally, so we are finding people do want to adopt. The shelter says one way you can help is, if you can, become a foster pet owner. All right, as i mentioned, second night in a row for a frost advisory for the north bay. We will see temperatures generally in the 30s in many places. Even in concord and vallejo they will be in the mid to upper 30s. You will see those low 30s and even upper 20s in parts of the north bay so frost is a possibility in most bay area locations away from the bay.
