The announcement affects a million students. Santa clara county reported 84 new cases today of coronavirus. That is the largest number reported in a single day. Now that testing is available. Senate approved a 2 trillion coronavirus economic stimulus bill to help shore up the economy devastated by the coronavirus outbreak. The vote was unanimous after several days of negotiations. The legislation would provide 350 billion in loans to Small Businesses. Set up a 500 billion Lending Program for companies. Give 100 million to hospitals and send direct payments of 1,200 for people earning up to 75,000 a year. Payments would start to phase out for individuals who make more than that. 90 of americans would be eligible to receive full or partial payments. This is about as flawless as you could possibly be. We had input from everyone. All over the country. All parts of our society. It is a historic day because it matches a historic crisis. And our people need help. They were crying out to us to help. The bill goes to house where a vote is expected on friday. If passed americans could expect their payments in may. Stocks ended the day mixed as the stimulus package stalled in washington. The dow closed up almost 500 points. The nasdaq was down 33. And the s p 500 was up 28. And we could see more swings tomorrow when new National Unemployment numbers will be released. So far 15 patients have been tested and there are no positive cases. The city run hospital serves adults with disabilities and the elderly. Public Health Officials estimate they will need 5,000 more hospital beds and 1500 more ventilators to handle a surge in patients. Ktvus greg lee reports now, several cities and counties passed moratoriums on evictions but some are pushing for more protections. Reporter with the first of the month days away many impacted by the coronavirus pandemic are wondering how to pay their rent. Governor gavin newsom issued an executive order. You need specify it is because of the coronavirus and you need to do that for every month. Reporter she says the biggest changes due covid19 are moratoriums on evictions for nonpayment. The protections look like this. Moratorium because of nonpayment through midapril unless extended. Once expired tenants have 30 days to pay back rent. And no fault evictions. You can still be evicted for criminal activity or health and safety issues. Because of the coronavirus means you are hospitalized, you have medical bills related to your hospitalization or Family Members. You lost your job or hours reduced. Reporter closed backlogged courts have delayed eviction hearings. In addition Sheriffs Offices said they will postpone executing evictions temporarily. She wants to see nationwide moratorium on evictions and believes cities need to go further to protect working class people. If folks are drowning in death for the next six months and probably longer, that will still put some folks at risk of eviction for nonpayment of rental. Reporter with so many volunteers sheltering at home, the food bank needed help. 30 members helped fill bags of produce in this warehouse in fairfield. I never thought my unit would be activated to a food bank. Reporter she says she can see why. This is the third food bank the unit worked this month. I feel i have been exposed to a lot of different parts of what goes on in the food bank which is opening my eyes as to how many people we are serving. Reporter you may notice social distancing is a challenge here but each member has their temperature taken daily. Every morning we are screened before we deploy for a mission and that gives us comfort that we are being checked on regularly. The food is loaded on to trucks and taken to pantries. The parents of three now out of School Children came by. They want to eat every few hours so it is hard for us to maintain that. Places like this have been helping a lot. The food bank has seen a third of their volunteers drop out because of the coronavirus. At the same time, the need for food increased by 50 . We have been working with the schools in seven districts. And again, as they are handing out the lunch programs, we are adding these products to the distribution. Reporter governor gavin newsom called on the National Guard to help the food banks. They are hoping to get the National Guard by friday. They have truck drivers, fork lift drivers. We dont have volunteers that know how it do that stuff. So some of it is their ability to step in. New information tonight on a deadly shooting in berkeley. Today the coroner identified the victim. He was shot friday afternoon Near University avenue and chestnut street. On wednesday the San Francisco Sheriffs Office said four deputies and a cadet tested positive for covid19. Two dependency work at the jail. At the San Francisco Police Department two sergeant at the hall of justice have been infected and many others may have been exposed. Reporter those with covid 19 include five Santa Clara County sheriffs deputies, three oakland Police Officers, three santa rosa officers, a Santa Clara County officer and a vallejo officer. They are frustrated because there is no play book for covid 19 testing for law enforcement. It depends on the jurisdiction. I feel each agency, each county is left on their own to figure it out. We need to come together. He is president of the San Francisco Police Officers association. He says his priority is to make sure officers know whether they have covid19. Our biggest frustration is trying to get our members tested in a timely manner. Reporter some are minimizing contact with the public.
